The Seal of the BOE is circular in shape, consisting two concentric circles, with the outside circle measuring 48mm in diameter and the inner circle measuring 28mm in diameter.

The upper part of the annular space bear the words BOARD OF ELECTRONICS ENGINEERING and lower half the words PROFESSIONAL REGULATION COMMISSION.

The inner circle space has the symbol of an atom with a nucleus and electrons located at the middle portion.

The outer and inner ring is filled with orange with boundaries in navy blue color, the text is black with white background, the inner ring is filled with navy blue background, the atom with white and the nucleus and electrons in red color.

Shall be, a dry circular seal consisting of two concentric circles with the outer circle measuring 48mm in diameter and the inner circle measuring 32mm in diameter with the appearance of an atom with a nucleus and electrons on the upper portion, a horizontal space bearing the word LICENSE NO. and just below is the license number.

The portion of the inner circle below the diametral space shall bear the name of the person holding the Professional Electronics Engineer license.

Statement of Policy – The State recognizes the important role of professionals in nation-building and, towards this end, promotes the sustained development of a reservoir of professionals whose competence has been determined by honest and credible licensure examinations and whose standards of professional service and practice are internationally recognized and considered world-class brought about the regulatory measures, programs and activities that foster professional growth and advancement.

Section 3. Professional Regulation Commission – There is hereby created a three-man commission to be known as the Professional Regulation Commission, hereinafter referred to as the Commission, which shall be attached to the office of the President for general direction and coordination.

Section 4. Composition – The Commission shall be headed by one (1) full-time Chairperson and two (2) full-time Commissioners, all to be appointed by the President for a term of seven (7) years without reappointment to start from the time they assume office. Appointments to a vacancy that occurs before the expiration of the term of a Commissioner shall cover only the unexpired term of the immediate predecessor. At the expiration of the Chairperson, the most senior of the Commissioners shall temporarily assume and perform the duties and functions of the Chairperson until a permanent Chairperson is appointed by the President.

The Chairperson or Commissioner shall be at least forty (40) years of age, holding a valid certificate of registration/professional license and a valid professional identification card or a valid certificate of competency issued by the Commission or a valid professional license issued by any government agency, familiar with the principles and methods of professional regulation and/or licensing and has had at least five (5) years of executive or management experience: Provided, That, one (1) of the Commissioners must be a past Chairperson/member of a Professional Regulatory Board.

Section 5. Exercise of Powers and Functions of the Commission –

The Chairperson of the Commission, and the Commissioners as members thereof shall sit and act as a body to exercise general administrative, executive and policy-making functions of the Commission.

AN ACT PROVIDING FOR THE REGULATION OF RADIO STATIONS AND RADIO COMMUNICATIONS IN THE PHILIPPINE ISLANDS, AND FOR OTHER PURPOSES

SECTION 1

No person, firm, company, association or corporation shall construct, install, establish, or operate a radio station within the Philippine Islands without having first obtained a franchise therefor from the Philippine Legislature;

That no franchise from the Legislature shall be necessary for the construction, installation, establishment or operation of a broadcasting station, an amateur station, an experimental station, a training station, a station on board a mobile vessel, train, or aircraft, or a private station in a place without any means of communication.

Section 2

The construction or installation of any station shall not be begun, unless a permit therefor has been granted by the National telecommunications Commission.

No station shall be operated except under and in accordance with the provisions of a license issued therefor by the NTC.

The license shall state the dates between which the station may be operated.

If a renewal is desired, the licensee shall submit an application to the NTC at least two (2) months before the expiration date of the license to be renewed.

The NTC shall determine the period for which each license is issued; Provided, that no license shall be issued for a longer period than three (3) years.

POSTING OF LICENSES Station and operators licenses shall be

conspicuously posted in the premises. The station license shall be posted in the

transmitting station and operator license should be posted in the place where the operators render the service.

In the case of mobile stations, the operator shall carry the license or a photo copy thereof in his person at all time on duty.

EO-205,S. 1987 Regulating the Operation of Cable Antenna (CATV) in the Philippines, and for other Purposes

SECTION 1 The operation of Cable Antenna Television (CATV) system in the Philippines shall be open to all citizens of the Philippines, or to corporations, cooperative or associations wholly owned and managed by such citizens under a Certificate of Authority granted by the National Telecommunications Commission, hereinafter referred to as the Commission.

SECTION 2 A Certificate of Authority to operate Cable Television (CATV) system shall be granted by the Commission a non-exclusive basis and for a period not to exceed fifteen (15) years, renewable for another similar period: Provided That such certificate shall be subject to the limitation that the authority to operate shall not infringe on the television and broadcast markets.

SECTION 3 Subject to the limitations and procedures prescribed by law, the grantee is hereby authorized to exercise the right of eminent domain for the efficient maintenance and operation of Cable Television (CATV) System.

SECTION 4 A special right is hereby reserved to the

President of the Philippines, in times of war, rebellion, public peril or other national emergency and/or when public safety requires, to cause the closure of any grantee's Cable Antenna Television (CATV) system or to authorize the use of possession thereof by the government without compensation.

EXECUTIVE ORDER NO. 436 - PRESCRIBING POLICY GUIDELINES TO GOVERN THE OPERATIONS OF CABLE TELEVISION IN THE PHILIPPINES

SECTION 1 The operation of cable television systems, as a

subscriber service undertaking with a unique technology, shall be maintained separate and distinct from telecommunications or broadcast television.

SECTION 2. The regulation and supervision of the cable

television industry in the Philippines shall remain vested solely with the National Telecommunications Commission (NTC).

SECTION 5. The Commission may grant an applicant an authority to

operate a cable television system within the same franchise area covered by any Provisional Authority or Certificate of Authority issued by the Commission two (2) years earlier only upon the determination by the Commission that – a) the prior cable television operator has not, without

sufficient justification, substantially complied with the terms and condition of his authorization;

b) the cable television service currently provided by the operator to its subscriber is grossly inadequate; and

c) the grant of the authority to the applicant will not result in ruinous competition detrimental to the existing operator and incompatible with the investment policies under this Executive Order.

EXECUTIVE ORDER NO. 436 - PRESCRIBING POLICY GUIDELINES TO GOVERN THE OPERATIONS OF CABLE TELEVISION IN THE PHILIPPINES

Cable television service may carry advertisements and other similar paid segments for which the cable television operator may charge and collect reasonable fees;

Provided, that no cable television operator shall infringe on broadcast television markets by inserting advertisements in the programs it carries or retransmits without the consent of the program provider concerned.

To safeguard life, health, property, and public welfare and to provide a framework of minimum standards and requirements to regulate and control the location of buildings, site, design, quality of material, construction, use and maintenance.

Section 104. General Building Requirements.

(a) All buildings or structures as well as accessory facilitiesthereto shall conform in all respects to the principles ofthe safe construction and must be suited to the purpose forwhich they are designed.(b) Buildings or structures intended to be used for themanufacture and/or production of any kind of article orproduct shall observe adequate environmental safeguards.(c) Buildings or structures and all parts thereof as well asall facilities found therein shall be maintained in safe,sanitary and good working condition.

Section 211. Implementing Rules and Regulations.

In the implementation of the provisions of this Code, the Secretary shall formulate necessary rules and regulations and adopt design and construction standards and criteria for buildings and other structures.

Section 213. Penal Provisions.

It shall be unlawful for any person, firm or corporation, to erect, construct, enlarge, alter, repair, move, improve, remove, convert, demolish, equip, use, occupy, or maintain any building or structure or cause the same to be done contrary to or in violation of any provision of this Code.

Any person, firm or corporation who shall violate any of the provisions of this Code and/or commit any act hereby declared to be unlawful shall upon conviction, be punished by a fine of not more than twenty thousand pesos or by imprisonment of not more than two years or by both such fine and imprisonment:

Provided, that in the case of a corporation firm, partnership or association, the penalty shall be imposed upon its officials responsible for such violation and in case the guilty party is an alien, he shall immediately be deported after payment of the fine and/or service of his sentence.

CHAPTER III PERMITS AND INSPECTION

Section 301. Building Permits. No person, firm or corporation, including any

agency or instrumentality of the government shall erect, construct, alter, repair, move, convert or demolish any building or structure or cause the same to be done without first obtaining a building permit therefor from the Building Official assigned in the place where the subject building is located or the building work is to be done.

CHAPTER XIII ELECTRICAL AND MECHANICAL REGULATIONS

Section 1301. Electrical Regulations. All electrical systems equipment and

installation mentioned in this Code shall conform to the provisions of the Philippine Electrical Code, as adopted by the board of Electrical Engineering pursuant to Republic Act No. 184 otherwise known as the electrical Engineering Law.

Scope and Application

3.1 Shall cover architectural, civil/structural, electrical, mechanical, sanitary, plumbing, electronics and interior design. 

Shall apply to design, location, siting, construction, alteration, repair, conversion, use, occupancy, maintenance, moving, demolition of and addition to public and private building and structures except traditional indigenous family dwellings and economic and socialized housing projects.

3.2 Existing buildings without building permits/certificates of occupancy may be issued same provided they conform to these rules and regulations

2. Permits supplementary to a Building Permit shall be applied for and issued by the building official. These include Ancillliary and Accessory Permits.

Ancillary Permits

The Ancillary Permits duly signed and sealed by the corresponding professionals and the plans and specifications shall be submitted together with the duly notarized application for Building Permit. The Building Permit is null and void if not accompanied by the Ancillary Permits. The prescribed Ancillary/forms shall likewise be used whenever applicable.

A building permit shall not be required for the following minor constructions: Minor Constructions

Sheds, outhouses, greenhouses, children playhouses, aviaries, poultry houses and the like not exceeding six sq.m. completely detached from any building

Addition of open terraces or patios directly on the ground not exceeding twenty sq.m. for private use

Installation of window grilles Garden pools, aquarium fish not exceeding five

hundred mm in depth and for private use Garden masonry wall not exceeding 1.20 m in

height, footpaths, residential garden walks and driveways
