• My Perspective As a PM– 1980s: I paid SBIR Taxes and got nothing in return

– 1990s: I got engaged with program – writing topics etc.

• Lack of Program Manager Participation

• Hijacked by Technical Community

• Almost no Transitions to ‘Bill Payer’

– 2000s: I figured out how to use the program as a PM tool
