W I T H

As a concession, especially to mail-advertising firms tfiat advertise simultaneously on behalf of various concerns. Postal Regulation 3 7 (6) (a) has been amended so that senders may, on certain conditions, enclose more than one addressed card, envelope or cover wi th their advertising matter Similarly, the stipulation in Postal Regulation 36 (2) (i) that cards which advertisers incorporate m their advertisements in newspapers and other publications must form an integral part of such advertisements, has been adapted to also provide for such cards being b o u n d in wi th the pages on which the advertisements appear The latter concession has the effect that advertisements wi th which cards are bound in, need no longer be printed on thick paper to comply with departmental requirements concerning the thickness of cards

The amendment of the regulations was promulgated in Government Gazette 5 5 1 6 of 22 April 1 9 7 7 and reads as follows.

" R e g u l a t i o n 3 6 (2) (i) A pub l i ca t i on and its supplement may not contain —

( i ) m o r e t h a n o n e l o o s e c a r d o r envelope — such card or envelope may be a business reply card or envelope — originating from the publisher and bearing his printed name and address; and

(II) more than one card originating from an a d v e r t i s e r m r e s p e c t of e a c h of his advertisements in such a publ icat ion or its supplement: Provided that in the case of an advertiser, such card either forms an integral part of the advertisement or is bound in with the page on which the advertisement appears The card must otherwise comply wi th such conditions as may be determined and notif ied by the Postmaster General

"Regulat ion 37 (6) (a) with all printed papers:

(i) One card, envelope or wrapper in connect ion with the business of the sender, bearing his printed address; and

(ii) one card, envelope or wrapper bearing the printed name and address of either the sender or an advertiser or his agent, in respect of each advertisement in the relative printed matter.

Postage stamps may be affixed to such cards, envelopes or wrappers for the return thereof, or the cards or the envelopes may be a business reply card or envelope ' '

Die wysiging van die regulasies is in Staatskoerant 551 6 van 22 April 1 9 7 7 afgekondig en lui soos volg:

"Regulasie 3 7 (6) (a) by alle drukwerk: (i) Een kaart, koevert of omslag in verband met

2. I N S U R E D - P A R C E L S E R V I C E T O F O R E I G N COUNTRIES The foreign insured-parcel service has now also been extended to the Republic of China (Taiwan) Wi th effect fronn 1 May 1 9 7 7 parcels addressed to that country may be insured for not more than R1 3 8 , 8 4 ( 5 0 0 gold francs)

3. A I R M A I L S E R V I C E B E T W E E N P R E T O R I A , J O H A N N E S B U R G A N D S I S H E N An airmail service has been introduced in both directions from Monday to Friday between Pretoria and Sishen and between Johannesburg and Sishen All mail matter normally dispatched by airmail will be dispatched by airmail between the centres in question.

4 . BULK P O S T I N G

Bulk posting presents considerable f inancial advantages for business concerns that post large quantit ies of postal articles simultaneously. The Post Office allows a discount of 10 % on the total amount of postage if one sender hands in at least 100 articles of printed matter, newspapers (excepting those posted at publ ishers rates), commercial articles or samples simultaneously at a post office counter for dispatch by surface mail , provided that —

(a) the consignment is made up m bundles of 100 articles of the same class:

(b) the same amount of postage is payable for every article in a bundle of 100 ,

(c) no article has a mass of more than 5 0 0 g; (d) articles are properly faced, i.e. wi th all the

addresses in the same direct ion, (e) the consignment is handed in before 13hOO on

Mondays to Fridays and before 1 1 hOO on Saturdays (except public holidays), and

(f) the art icles are intended for delivery within the Republic of South Africa or in South-West Africa (NOTE — There is no street delivery of postal articles in South-West A f r i ca )

The b u l k - p o s t i n g s y s t e m is no t a p p l i c a b l e to non-standardized articles on which postage has been prepaid at the airmail tariff

In addition, and subject to the condit ions below, a discount of 2 0 % is granted on the total amount of the postage for p r i n ted ma t te r (except househo lder c i r cu la rs ) , newspape rs (excep t those posted at publ ishers rates), commercial articles and samples enc losed in s tandard i zed enve lopes as we l l as non-standardized art icles in tended for d ispatch by surface mail if these articles are presorted according to the following requirements of the Post Office

(a) At least 10 0 0 0 addressed articles must be posted simultaneously.

(b) All the articles comprising a consignment must be handed in by the same sender The shape, size, mass and nature of the contents of these articles must be identical and no article should have a mass of more than 5 0 0 g.

(c) The articles must be handed in before 1 3hOO on Mondays to Fridays and before 1 1 hOO on Saturdays at a spec i f ied pos t o f f i ce t h a t m u s t be g i ven no t i ce of pos t i ng at least 2 4 h o u r s in advance.

(d) The articles must be intended for delivery within the Republic of South Africa or in South-West Africa (NOTE — There is no street delivery of postal articles in South-West Africa.)

(e) Postage for articles must be prepaid in cash) and the words Postage paid and the name of the post office where the articles are posted must appear in the upper right-hand corner of the envelopes or covers.

(f) The sender must observe the requirements of the local post office when sort ing the art ic les according to routes, destinations, suburbs, boxes or streets. Where ten or more articles have to be thus sorted, they must be fastened securely into bundles of convenient size with all their addresses facing in the same direction. Each bundle must be properly labelled If it is justif ied by the number of articles, it may be required that the bundles be placed m a properly labelled bag.

(g) A discount of only 10 % is granted on articles handed in from 13 December up to and including 5 January

5. DELIVERY OF M A I L A T SELF-SERVICE POST OFFICES

In recent years the Post Office has opened self-service post offices or collecting points on the Witwatersrand and in Pretoria, Durban. Port Elizabeth, Welkom, Newcastle, Kroonstad, Germiston, Alberton, Sandton, and Kathu. Further self-service post offices and col lect ing points will be provided from time to t ime where it is necessary and economically justif ied. In residential areas where self-service post offices or col lecting points have been established all postal articles are delivered in private post office boxes If postal articles are addressed to street addresses in such areas, delivery into the addressees post boxes will inevitably be delayed and senders and especially business concerns who intend posting advertisment material or other postal articles to street addresses are advised to ascertain beforehand whether the offices of destination undertake street delivery

6. I N T E R N A T I O N A L T E L E P H O N E SERVICE

A telephone service was introduced to the Peoples Republic of the Congo on 1 5 April 1 9 7 7 . The charge is R7 ,50 for the frrst three minutes and R 2 , 5 0 for each additional minute A direct telephone service was introduced to Denmark, Finland, Norway and Sweden via the Spade satellite system on 1 March 1 9 7 7 , and to Ireland via satellite on SOApnl 1977 The radio telephone circuits between Johannesburg and Port Louis (Maur i t ius) were replaced by satel l i te telephone circuits between Cape Town and Port Louis on 14 March 1977

7. I N T E R N A T I O N A L TELEX SERVICE

The quality of the telex service between South Africa and M a u r i t i u s has been g rea t l y i m p r o v e d w i t h the replacement of the two HF radio circuits by six satellite circuits on 1 6 May 1977

8. INEXPENSIVE T R U N K CALLS Save 5 0 % on direct-dialled trunk calls to subscribers in other centres by making these calls between 20hOO and 07hOO during the week and over week-ends from 1 3hOO on Saturday to 07hOO on Monday.

The postage on an airmail letter with a mass of up to 10 g including the envelope varies f rom 10c to 2 5c whereas an aerogram to most countr ies costs only 10c 2 .2 In addit ion no envelope or airmail label, or extra postage, is necessary on an aerogram because an airmail label and suff icient stamps are printed on it.

3 0 S M A L L - P A C K E T S E R V I C E T O F O R E I G N C O U N T R I E S 3.1 Considerable amounts can be saved in postage by dispatching goods wi th a mass of up to 1 kg to foreign countr ies by the small-packet service instead of by the normal parcel post The chief purpose of the small-packet service is to provide a special low rate for goods in small quantit ies or low in mass and to faci l i tate their dispatch 3.2 The rate for a surface-mail small packet w i th a mass of between 5 0 0 g and 1 kg is only 60c whereas the average rate for an ordinary surface-mail parcel wi th a mass of up to 1 kg is approximately R3 The airmail rates for small packets are generally also lower than those for ordinary parcels

4 0 A I R - P A R C E L SERVICE 4 .1 Parcels may be sent by airmail to practically every corner of the earth. The air-parcel service is used extensively over the Christmas season for the dispatch of gifts to relatives and friends in remote places. 5,1 In view of the approaching fruit season the fol lowing requirements are emphasized: 5 .1 .1 The container in which the fruit is packed must be

strong enough to be dispatched in a mail-bag. 5 .1 .2 Sufficient absorbent material must be provided to

prevent juice from leaking from the package. 5 .1 .3 If fruit boxes are used an effective outside

wrapper must be used in addit ion to sufficient absorbent material inside. This wrapper must be secured by strong string to hold the box together in the event of nails coming loose.

6 0 C H R I S T M A S M A I L 6,1 To ease the pressure of work at post offices as much as possible at Christmas t ime, the Department requests the public urgently to — 6 .1 .1 post their Christmas mail early; 6 .1 .2 address their mail fully (including the postcode),

clearly and wi thout misleading abbreviations: 6 .1 .3 furnish their own addresses on the back of the

envelopes or wrappers; 6 1 4 pack their parcels properly by using strong

containers and heavy paper and to tie them securely;

6 .1 .5 post their calendars, trade circulars, catalogues and price lists before 6 December since such Items, if posted between 6 and 2 4 December, may be delayed considerably owing to the large quantit ies of other classes of mail matter handled during that t ime of the year, and

6 1,6 post their mail as often as possible during the day and not to hold it back until the last moment .

7 0 P A R C E L S : DEL IVERY D U R I N G C H R I S T M A S H O L I D A Y S 7.1 Parcels are normally retained for three weeks only, after which they are treated in accordance wi th the alternative delivery instructions indicated on the parcel label. I .e. returned to the sender at his expense, fo rwarded to an alternative address or treated as abandoned. If you intend to be away f rom your home for more than three weeks, you are advised to make a r rangemen ts for the co l l ec t i on of your parcels.
