Key words: Biogas / Renewable energy / Clean fuel / Fertilisation processes / Environmentally friendly technology

Country: Sweden

Region / Area: Brålanda, situated on the Dalbo plain in Dalsland County, Västra Götaland region.

Objective: The Clean Fuel Concept addresses today’s and tomorrow’s needs for more environmentally friendly fuels by introducing an innovative method for extracting biogas from manure. Key direct beneficiaries are the farmers involved in the network of the Clean Fuel Concept and the local community which also benefits from the production of a more environmentally friendly fuel.

Results: The manure and the digesters are located on the farms, and the biogas is transported by a system of underground pipes to a central processing installation, where it is treated to comply with vehicle-fuel standards. The biogas is then distributed through the pipeline to filling stations or gas suppliers. Gradually, more and more farmers can be included in the infrastructure. The first biogas plant in the system will start in autumn 2010.

Status/ timescale: The project was implemented between September 2007 and October 2009.

Finance: Total budget €386,780, of which €111,396 EARDF, €251,795 national public funds and €23,572 private funds. The project received support under measure 311 of the RDP (diversification). The biogas plants and pipelines are funded through other means.

Lessons: Local involvement and an enthustiastic project management were key factors ensuring the success of the project. A key recommendation: inform and involve as many people as possible, and allow local farmers/entrepreneurs to take charge of as much as possible of the production process. The project received an award for best environmental project in rural areas at the NRN Swedish Rural Gala 2009.

AAA xxx iii sss /// MMM eeeaaa sssuuu rrr eee ::: RDP Axis 1, measure 112 (Setting up of young farmers)

Key words: Young farmers, diversification, tourism

Country: Estonia

Region/ Area: Järva county, in the middle of Estonia

Objective: The aim of this project was to build a new barn, which enables among other things to incubate chicks and gives an opportunity to increase the number of ostriches.

Results: A new barn has been completed with an opportunity to incubate chicks.

Status/ timescale: Started February 2008, ended July 2008

Finance: Project budget is approximately €130,000, of which €30,000 is EARDF, €10,000 EUR is national public funding and €90,000 comes from private funds.

Lessons: • The measure for the set up of young farmers is the friendliest support measure for applicants and gives plenty of opportunities to young farmers for carrying out the investments.

• Learn from others. You cannot do everything by yourself, cooperation is therefore very important.

Agriculture / Modernisation

AAA xxx iii sss /// MMM eeeaaa sssuuu rrr eee ::: Axis 1 “Competitiveness”. Measure 123 “Adding value to agricultural products”

Key words: Quality. Efficiency. Environmental benefits. Competitiveness. High quality olive oil. Cost reduction.

Country: Spain

Region/ Area: Castilla-La-Mancha / Albaladejo, Ciudad Real

Objective: The overall objective is to achieve maximum performance of the prime material (olives) by obtaining high quality olive oil that will subsequently be sold to the national market through different distribution centres. The operational objective is the integration-fusion of two existing buildings into a single mill for the reception, collection, storage and sale of olive oil. The olive oil is obtained from the processing of olives produced by associated farmers.

Results: Improved capacity of the olive oil production plant and improved performance of organic production. As a result, there is increased value added and quality of olive oil produced in the area, cost efficient production, enhanced food safety, diversification of final products and market expansion.

Status/ timescale: The project started in May 2008 and was completed in November 2009.

Finance: The total budget is €5,679,403, of which €1,203,134 is EARDF, €338,382 is national public funding and €338,382 regional public funding. The rest has been funded by the beneficiary.

Lessons: • Taking into account the competitive advantages of the area, namely the production of good quality olives that can subsequently be processes to produce virgin olive oil of high standards safeguards the success of the investment.

• Productive investments should seek to increase the value added of existing products through better technologies and rationalisation of processes.

• Cost reduction should be accompanied by quality improvements in order to increase competitiveness.

PPP rrr ooo jjj eee ccc ttt ::: Organic meat from Laugen Beef

SSS uuu bbb jjj eee ccc ttt ::: Agriculture

AAA xxx iii sss /// MMM eee aaa sssuuu rrr eee ::: Axis 4 – Leader, Measure 124 – Quality products

Key words: Organic meat – organic production – quality – transformation – cooperation – biodiversity -

Country: Italy

Region/ Area: South Tyrol – Leader Alta Val di Non. Provincia Autonoma di Bolzano – Alto Adige

Objective: Traditional farming in the region’s alpine agriculture was based on small farms based on milk and meat production. Today’s open markets need less milk, but more quality products for citizens and tourists. Therefore, the Leader Alta Val di Non started a project for quality organic meat production. As the area is situated around the Laugen – it has been called “Laugenrind“, which means “Laugen Beef“.

Results: What started in 2003 with 8 farmers and 20 cattle only with milk has become today a cooperation between 30 farmers (100 cattle) who agreed to develop the “Laugen Rind Quality meat project” and follow the quality criteria of organic meat production and transformation of the meat into quality products. In 2007 the “Alpine Grey” became a member of the Slow Food Organisation (an NGO that counteracts fast food and fast life and promotes local food traditions and quality food and taste). The project promotes “meat transformation” of what are considered lower quality meats (sausages, goulash and Bolognese ragout), into quality products.

Status/ timescale: 2009-2012.

Finance: €500,000 public contribution, of which 44% (€220,000) is EAFRD funding.

Lessons: If you do your projects with the farmers, they develop their own project (identification needed); The integrated approach aims to improve quality of life for farmers, improve animal welfare and increase food safety; Maintaining production and consumption in a local area, permits consumers to have direct control. It also facilitates partnership with a very

well known NGO (“Slow Food”) which gives the opportunity to enhance production standards. • Investment into a local typical production avoids the risk of disappearance of genetic resources and, consequently, promotes local

biodiversity.

What types of projects would be stored in the database?◦ All projects in the RDP project database are EAFRD funded projects

Would the system allow for multiple searches?◦ Yes. You may select as few or as many options as you want

How would one look for good practice projects?◦ This is not a good practice database. It offers criteria-free information

on rural development experiences.

How could one obtain more detail on the results of the search?◦ For each project there is basic summary information, including contact

details. There is also the option to select a “more details” button to view more details about the project.

How to ensure a regular, reliable and relevant source of database entries across all 27 MS?◦ Options for building capacity to source material

Would the system require to go back to projects for more info?◦ Simple information so as not to expect going back to projects. Contact

details and links to be offered instead.

How many examples would the system store?◦ It would be designed with high storage capacity

Who will develop/populate / maintain the database?◦ The RDP project database would be developed/populated in partnership

with MAs, PA’s, NRNs and LAGs (i.e. through My EN RD link to My Projects)

◦ It would be managed and maintained by the EN RD Contact Point
