It’s an honor to serve as President of the Public Management Research As-sociation (PMRA). I look forward to working with a very talented Board of Directors and you, our membership, to provide services and opportunities that promote top quality public man-agement research and practice.

One of my goals as a senior scholar and baby boomer is to continue in-volving and handing over the reins of leadership of our Association to the younger generations of scholars. Younger scholars are already much in evidence in the leadership of PMRA. We have to look no further than the roster of Board members; the won-derful organizing skills of Susan Webb Yackee and Donald Moyni-han, our hosts for the Madison 2013 PMRC; the current JPART Managing Editor Craig Thomas; or the incom-ing Managing Editor Bradley Wright. I also want to applaud the wonderful management services provided by our secretariat, Holly Goerdel, at the Uni-versity of Kansas.

As PMRA celebrates our 22nd year, we will take stock of how we can con-tinue to provide for PMRA’s future while carrying out our well-estab-lished services.

In the rest of this short column, I want to focus on conference wrap-up and upcoming PMRA organized conferences you can attend.

First, Don and Susan have sent a con-ference evaluation survey to attend-ees of our recent Madison PMRC. If you attended the June conference, you should have received reminders to fill out the survey - with an email heading of “PMRC Survey Remind-er” - from [email protected] which is the University of Wiscon-sin Student Union survey site. The survey will be closing soon and we would appreciate your feedback and ideas for future conferences. John Bryson, the Chair of the 2015 PMRA program committee, has a number of questions on the survey asking your preferences for preconference ses-sions and formats, so please take the plunge and tell us what you think.

Second, Ken Meier and Vicky Wilkins are leading the program committee that is planning a mini-PMRA con-ference program nested within the Southern Political Science Associa-tion (SPSA) Conference to be held in New Orleans, LA January 9-11, 2014. A final call for proposals went out August 19th. We hope you will be

Arizona State University welcomes six new faculty and a new Director . Karen Moss-berger, Professor, is the new Director of the School of Pub-lic Affairs . Derrick Anderson, Assistant Professor, recently completed his Ph .D . at the University of Georgia . able to attend the SPSA conference and our panels there, which will give a clearer focus at SPSA on public administration and management re-search than what has been offered in recent years. We hope to make this a yearly track to supplement the bien-nial PMRA U.S. conferences. Finally, the 2014 third International Public Management Research Con-ference will be held at Seoul National University (SNU) in Seoul, Korea June 29-July 1, 2014. Dr. Tobin Im is the conference co-chair from SNU. The conference will be conducted in PMRC tradition, with our sessions held on the SNU campus. There is a

hotel on the SNU campus that many participants can use.

PMRA is co-sponsoring the confer-ence with the Korean Association for Policy Studies and the International Research Society for Public Man-agement, so it should be a rich and substantive conference. We are final-izing the Call for Proposals and will have that out to our membership in October. So save the dates and mark your 2014 calendar for the Seoul PMRA conference.

Frances S. BerryFlorida State University

The Beryl Radin Award recognizes the author or author(s) who pub-lished the best article in the Journal of Public Administration Research and Theory during a given year. For the 2012 award, we are pleased to an-nounce the award committee chose the article by Stéphane Lavertu, Daniel Walters and David Weimer for their article entitled, “Scientific Expertise and the Balance of Politi-cal Interests: MEDCAC and Medi-care Coverage Decisions” (Volume 22, pp. 55-81). The committee found the article by Lavertu and colleagues to be a clear, careful, concise analysis of an impor-tant, yet understudied, institutional design issue that is highly relevant to public administration– how sci-entific and professional expertise are integrated into agency decisionmak-ing. Setting their analysis in histori-cal, legal, and conceptual contexts,

the authors analyze their question with careful data construction, mea-sure operationalization, and method-ological inquiry. The authors pursue a number of sensitivity checks, build-ing confidence in their basic find-ings but stopping short of claiming to have found causal mechanisms. Lavertu and colleagues describe their analysis as “only a start” but one that, in the committee’s opinion, is an ex-emplary research effort in support of JPART’s goal to “serve as a bridge between public administration and public management scholarship on one hand and public policy studies on the other.” The Beryl Radin Award was formally presented to the article authors at the June 2013 Public Management Re-search Conference in Madison, Wis-consin. We extend a special thanks to the

Rosemary O’Leary, Edwin O Stene Distinguished Professor of Public Administration at the University of Kansas, School of Public Affairs and Admin-istration, has been awarded the Axford Fellowship to work with the New Zealand govern-ment for 7 months on issues concerning collaboration .

Meghna Sabharwal (Univer-sity of Texas at Dallas) and Evan M . Berman (Victoria University of Wellington) co-edited a new book entitled Public Administration in South Asia: India, Bangladesh, and Pakistan (CRC Press) . Meghna Sabharwal also received a two-year National Science Foundation Grant to study return migration of academic scientists and engi-neers from the US to India .

University of Texas at Dallas welcomes two new faculty . Evgenia Gorina received her PhD from Arizona State University . She studies public finance and budgeting and is particularly interested in tax policy, fiscal rules, and insti-tutions . James Harrington received his PhD from the Truman School of Public Af-fairs at the University of Mis-souri . He primarily studies issues related to performance management, performance data usage, policy evaluation, and education governance .

2012 Beryl Radin Award committee, chaired by Carolyn Hill and including Barry Bozeman, Steve Page, Christo-pher Reenock and Yan Tang, for their service in selecting the award. The committee reviewed 35 articles from four issues in deciding on the award.

This was an exceptional level of ser-vice by the committee and a corre-sponding extraordinary achievement by the award winners. We thank all for their important contributions to the Journal of Public Administration Research and Theory.

JPART Editor’s Report JPART has enjoyed another banner year. The most recent impact factor rankings show that JPART contin-ues to be the top cited journal in the fields of public administration and public policy when calculated on a five-year rolling average. On a yearly basis, JPART has been ranked either #1 or #2 since 2005.

JPART’s reputational success has been accompanied by a steady rise in the number of submissions. From 2005-2009, the average number of submissions each year was 215. From 2010-2012, the average increased to 297. Meanwhile, the acceptance rate has hovered between 11% and 14% over the last several years. Thus, JPART remains a highly selective journal publishing articles that are well-cited in the field, as demonstrat-ed by the continually high impact fac-tor.

This is my last report as JPART edi-tor. Bradley Wright (Georgia State University) will be stepping into the editorship this fall in a phased transi-tion. Brad is currently one of six co-editors, and is thus familiar with the review process. Thus, the transition will be gradual and smooth.

As I prepare to step down as editor, I’d like to thank all of my co-editors for their excellent work. The current co-editors are George Boyne, Don

Moynihan, Sonia Ospina, Rene To-renvlied, Andy Whitford, and Brad Wright. George, Don, and Andy have served all five years of my term as editor. I’d also like to thank past co-editors Keith Provan, Jodi Sand-fort, and Anne Khademian. All of the co-editors have provided an im-mense amount of service to keep the journal functioning at a high level of efficiency and quality.

Many thanks also go to the Board of Editors and all others reviewers. Your reviews have been instrumental in ensuring only the best work is pub-lished in JPART. I would also like to thank Editor-in-Chief Ken Meier, who has done much to promote the journal, while judiciously managing the budget.

Finally, I would like to extend a spe-cial thanks to Jo Ferrier at Oxford Journals, who for the last five years has done an amazing job manag-ing the online submissions process and moving accepted manuscripts through to publication.

It has been an honor to edit the jour-nal, and I wish Bradley Wright every success when he becomes editor. I am fully convinced he will be a great editor and that the journal will be in excellent hands.

The University of Kansas, School of Public Affairs and Administration welcomes three new full-time assistant professors this fall . Rachel Krause focuses on issues of ur-ban sustainability, and partic-ularly the motivations, imple-mentation, and consequences of greenhouse gas abatement efforts being taken at the local level . Bradley Lane researches travel behavior, policy, and planning issues in urban transportation . And, Shan-non Portillo studies organiza-tional theories rooted in public administration and law and society to explore how rules and policies are carried out within public organizations .

John Ronquillo (De-Paul University) has been named MPA director of the School of Public Service .

Sergio Fernandez (Indiana University) has been ap-pointed director for the Ph .D . programs in Public Affairs and Public Policy .

The Indiana University Bloomington School of Public and Environmental Affairs announces the addition of four full time public management faculty members: Associate Professor, Claudia Avellaneda studies international develop-ment, local governments and politics in Latin America, and international and comparative public management . Our Largest YetAfter two years of waiting, the 2013 Public Management Research Con-ference (PMRC) was held at the Uni-versity of Wisconsin-Madison, from June 20-22.

The meeting began with three pre-conference workshops on the morn-ing and afternoon of June 20. These preconference activities represented a new initiative and focused on public management research in Latin Amer-ica, East and South East Asia, and Europe. Traditional panels were held on Thursday afternoon, as well as all day Friday and Saturday.

On Thursday evening, participants enjoyed an outdoor reception at the Wisconsin Union overlooking Lake Mendota. The Friday reception was held at the new Wisconsin Institutes of Discovery.

Some basic statistics suggest that the PMRC continues to grow. In total, 373 individuals registered for the conference, making it the largest con-ference yet. As a point of reference, the 2011 conference at Syracuse Uni-versity had about 310 participants.

The Madison conference was also the most international, with 28% of par-ticipants from outside the US, rep-resenting 22 different countries. In terms of country breakdown, Den-mark had the most attendees from a single country with 25 participants. PRMC continues to draw a high pro-portion of new and younger attend-ees, as well. Thirty-eight percent of attendees indicated that this was the first time they attended a PMRC even and 30% of attendees were graduate students.

nonprofit management and the role of the sectors in the policy process . Associate Professor, Sean Nicholson-Crotty studies public management, federal-ism and intergovernmental re-lations, and comparative state policy . And, Assistant Profes-sor, Thomas Rabovsky, a re-cent graduate from the Univer-sity of Oklahoma, he focuses public administration, public policy, and American politics .

Edward T . Jennings, Jr . (Uni-versity of Kentucky) has been appointed Provost’s Distin-guished Service Professor in the Martin School of Public Policy and Administration .

Professor David M . Van Slyke of the Department of Public Administration and Interna-tional Affairs in the Maxwell School of Citizenship and Public Affairs at Syracuse University has been named the Louis A . Bantle Chair in Busi-ness and Government Policy . Professor Van Slyke’s research, teaching, and executive training focus on public and nonprofit management topics and specifically on government contracting, public-private partnerships, policy imple-mentation, strategic manage-ment, and philanthropy .

Cullen C . Merritt, doctoral candidate at the University of Kansas, was a recipient of the $5,000 Summer Research Fellowship from KU’s Of-fice of Graduate Studies .

Even as the PMRC becomes grows, it continues to depend primarily upon PMRA members to organize it, rather than a full-time staff of con-ference organizers. We feel deeply honored to have served in this role, but also depended upon more PMRA members than we could thank, who stepped into roles large and small and made the conference a success.

We look forward to working with the next hosts, the University of Minne-sota, to continue this tradition.

University of La Verne (1 position)

The Department of Public and Health Administration of the Uni-versity of La Verne’s College of Busi-ness and Public Management is seek-ing an Assistant Professor of Public Administration. This is a full time, tenure track position beginning July

1, 2014 (courses start late August). The position could begin as early as January 1, 2014, depending on the availability of applicants. The De-partment is committed to enhancing social and environmental justice and increasing community engagement in the Southern California region.

The Department of Public and Health Administration was created in 1979, has over 1,400 alumni, and has a Master of Public Administra-tion (MPA) degree accredited by the National Association of Schools of Public Affairs and Administration (NASPAA). The Department also of-fers a doctorate program (DPA) that has cultivated scholarly practitioners for over 25 years. The Department has eight full-time faculty and offers undergraduate, master and doctoral programs to a highly diverse student population.

The University of La Verne is a 120 year-old independent institution of higher learning located 35 miles east of Los Angeles at the foothills of the San Gabriel Mountains, in the City of La Verne. David Matkin joins the Rockefeller College after six years at the Askew School of Public Administration at Florida State University . David is a graduate of the University of Kansas and was recently elected to the executive com-mittee of the Association for Budgeting and Financial Management (ABFM) .

The American Political Sci-ence Association (APSA) announced the creation of the APSA Pracademic Program supported by the Beryl Radin Fund .

The University of Connecticut Department of Public Policy recently hired three new fac-ulty members . Eric Brunner is an accomplished researcher in the areas of local public finance, the economics of edu-cation, and political economy . Kerri Raissian recently earned her Ph .D . in Public Admin-istration from the Maxwell School of Citizenship and Public Affairs at Syracuse University . Her research interests focus on child and family policy . Doug Spencer recently graduated with a Ph .D . in Jurisprudence and Social Policy from the Uni-versity of California, Berkeley . Doug is jointly appointed with

a related field. Candidates with an ex-pected completion date of June 2014 are encouraged to apply.

The Department’s primary interest is to hire a candidate who has a commit-ment to teaching quantitative analy-sis, research design and methodolo-gies to graduate students. In addition, this candidate would ideally have teaching interests in one or more of the following additional areas: orga-nizational change and development, program evaluation, community de-velopment, public management, and/or civic engagement.

Duties: Teach in the Public Adminis-tration core curricula, elective cours-es, capstone, and provide assistance with practicum/internship, 2-2-3 equivalent teaching load. Supervise and advise graduate students. Un-dertake scholarly and applied work, including obtaining external research funding, consistent with the pur-poses of the Program. Participate in department, college, university, and professional activities.

Minimum Qualifications: Ph.D. in public administration, or a closely re-lated field (ABD will be considered). Demonstrated research and teaching interests in comparative or interna-tional public administration or public management with specific interest in one or more of the following: public service employment and personnel practices, energy and sustainabil-ity issues, globalization, organization theory, and community engagement/development.

Desirable Qualifications: Experience in Asia and the Pacific. Commitment to and scholarly record of interdisci-plinary and multicultural education relevant to the teaching, research and application missions of the Program and College.
