  • 1. INTRODUCTION & OVERVIEW

    1.1 Massader Overview Massader for Natural Resources & Infrastructure Development is a private company and a fully-owned

    subsidiary of the Palestine Investment Fund (PIF). Massader invests in large-scale strategic projects aimed

    at developing Palestine’s natural resources and infrastructure such as Gaza Marine natural gas field, West

    Bank oil field, Jenin power plant and the Noor Palestine Solar Program. In doing so, Massader endeavors

    to contribute to Palestine’s energy security and independence, facilitate investments large scale projects,

    create sustainable employment opportunities, and catalyze economic growth, all with the aim of creating

    a firm foundation to unlock the potential of the Palestinian economy.

    1.2 Project Description

    1.2.1 Project Overview The Palestine Investment Fund (PIF) signed an agreement with the Ministry of Education & Higher

    Education (MoEHE) of Palestine to develop solar PV systems over the rooftops of 475 public schools that

    owned by the ministry in West Bank, Palestine. This project will be with capacity of 32 Mega Watt peak

    (MWp) where 57 Giga Watt hour (GWh) of electricity will be annually produced, and for a period of 25

    years at least. Majority of the electricity generated from those PV systems (82%) will be sold by Massader

    to cover its investment, while the other part (18% of the generated electricity) will be used to cover the

    electricity consumption of those schools based on a Net Metering scheme, with any extra electricity

    converted into petty cash to support the daily operations of those schools.

    For that, and prior to signing the agreement, the Palestinian Authority issued a resolution and related by-

    laws, which allowed Massader to develop the PV systems over the rooftops of public schools in Palestine

    and sell electricity under long-term Power Purchase Agreements (PPAs) to multiple distribution

    companies (“DisCos”) in the West Bank. These include the following DisCos:

    - Jerusalem District Electricity Distribution Company (JDEDCO): The largest DisCo in Palestine and serve the largest number of public schools in its jurisdiction. It covers Ramallah,

    Bethlehem, Jericho and Jerusalem areas - Northern Electricity Distribution Company (NEDCO): This comes second after JDECO in terms

    of number of schools served and covers Nablus and Jenin - Hebron Electric Power Company (HEPCO): This covers Hebron area and has a good number

    of public schools in its jurisdiction area - Tubas Electricity Distribution Company (TEDCO): This covers Tubas

    The PPA agreements will be signed by Massader with each major DisCo through a Special Purpose

    Vehicle (SPV). Three SPVs will be created in partnership with three DisCos: JDECO, HEPCO and NEDCO.

    The Palestinian Electricity and Natural Resources Authority (PENRA) will legally support the agreements

    between Massader and each DisCo in addition to those between MoEHE and each DisCo. At a national

    level, the schools project will drive the Palestinian power sector one step closer to independence and

    commitment to renewable energy.

    MoEHE will be providing the rooftops of the public schools in Palestine to develop the solar PV systems.

    The project will create significant savings in the cost of electrical bills for public schools. A net metering

    agreement will be implemented between MoEHE and each DisCo to regulate power production and

    consumption.

    The project is expected to address a key challenge that has been suppressing economic development in

    the Palestinian Territories, namely the lack of domestic energy sources. As well as introducing a

    renewable source and reducing supply outages, schools will benefit from an additional saving in electricity

    costs. The project is projected to generate up to an estimated 250 jobs in the West Bank where the

    unemployment rate is amongst the highest in the region. The use of existing rooftops also avoids any

    reduction in scarce and expensive land available for other land uses, such as agriculture.

    Massader aims to implement this project into phases as described at this chapter below and over a period

    of 4 years.

    1.2.2 Project Aims and Objectives - Cover public schools’ consumption of electricity.

    - Demonstrate the benefits of renewable energy solutions in public schools.

    - Create awareness and culture change among the teachers and staff on integrating sustainable energy in

    the teaching environment.

    - Create the foundation for large scale implementation of renewable energy in Palestine

    1.2.3 Sites’ Selection, Locations and Students Information The project targets around 475 technically suitable public schools in the West Bank region in coordination with MoEHE. 421 schools were surveyed and approved until now. The following table illustrates the geographical distribution of all these schools:

    Survey files were provided for the 185 sample. KMZ file/s were also provided for a 185 schools sample to show in detail the surrounding area of each school.

    The following table illustrates the number of boys, girls and mixed schools with the corresponding estimated number of students. Table 2 is based on the 421 approved & surveyed schools until now and not the 475 planned number of schools. This table assumes that the average number of students per school is 250.

    1.2.4 Project Components and Implementation Schedule The project will be constructed in similar installations, each installation is located at the roof of each 2-3

    story school buildings. The below are components of each installation:

    - Solar PV Panels: These panels will be installed in a number that has a capacity of 70 Kilo

    Watt (kW)

    - Fixed Mounting System

    - Invertors

    - Cables

    - Connection gears with nearby low voltage network.

    The implementation will be into 11 phases over 4 years’ period, Table below shows these

    phases with number of schools per phase and the construction schedule.

    The construction of each installation will take 5 months in average, where phase 1 construction

    that considered as a pilot project and include 30 schools has been started, and the remaining

    phases will start during the next 3 years as per table above.

    1.2.5 Project Procurement The construction of the project will be via Engineering Procurement Construction (EPC) contractors. Operation and Maintenance (O&M) will be performed by involved DisCos, each at his mandate area, and they will act as O& M contractors.

    Massader has hired EPC contractors to build the first 30 rooftop systems after completion of tender process. Contractors are required to comply with applicable construction and labor laws in addition to national & international standards of environmental protection, health and safety, including those contained in any relevant conventions and international agreements on environmental protection and those applicable in Palestine.

    EPC expected to import project material in containers to Ashdood sea port and then will be transported to West Bank, where then to be distributed to each installation site.

    EPC expected to assign 6 workers at each installation site during construction.

    1.3 Environmental and Social (ESMS) Overview & Objectives

    Massader has developed this ESMS in order to be implemented during the execution of the Schools

    Rooftop SPV project. This ESMS aims to:

    - To manage the environmental and social (E&S) risks and opportunities across all activities of Massader

    in the project

    - To construction and operate the project in alignment with Good International Industry Practice (GIIP)

    on E&S management in the renewable energy sector.

    - To outline the requirements for and manage a robust monitoring and reporting system that will

    identify and minimize risks with the aim to continuously improve E&S management.

    1.4 ESMS Requirements

    This section defines the environmental and social requirements that Massader will abide to during the

    implementation of the project.

    1.4.1 Legal The Palestinian National Authority has developed several laws and regulations concerning environmental

    and social aspects that any development within the Palestinian Territory must comply with. Annex 1

    describes all relevant local laws and regulation of the project.

    1.4.2 Lenders Requirements

    1.4.2.1 The World Bank's Environmental and Social Framework (ESF)

    The World Bank Environmental and Social Framework sets out the World Bank’s commitment to

    sustainable development, through a Bank Policy and a set of Environmental and Social Standards that are

    designed to support Borrowers’ projects. Below are the relevant Environmental and Social Standards (ESS)

    that applies for the project:

    1- Assessment and Management of Environmental and Social Risks and Impacts (ESS1)

    ESS1 sets out the Borrower’s responsibilities for assessing, managing and monitoring

    environmental and social risks and impacts associated with each stage of a project supported by

    the Bank through Investment Project Financing, in order to achieve environmental and social

    outcomes consistent with the Environmental and Social Standards (ESSs).

    2- Labor and Working Conditions (ESS2)

    ESS2 recognizes the importance of employment creation and income generation in the pursuit of

    poverty reduction and inclusive economic growth. It requires borrowers to treat workers in the

    project fairly and providing safe and healthy working conditions.

    3- Resource Efficiency and Pollution Prevention and Management (ESS3)

    ESS3 recognizes that economic activity and urbanization often generate pollution to air, water,

    and land, and consume finite resources. It encourages borrowers to consider more efficient and

    effective resource use, pollution prevention and GHG emission avoidance, and mitigation

    technologies and practices.

    4- Community Health and Safety (ESS4)

    ESS4 recognizes that project activities, equipment, and infrastructure can increase community

    exposure to risks and impacts. It requires from the borrowers to mitigate these risks and impacts

    to avoid and /or decrease these risks into acceptable level.

    1.4.2.2 European Investment Bank Environmental and Social Standards:

    European Investment Bank (EIB) is one of the potential lenders for the project, therefore, the project is

    committed to comply with the. The following are relevant standards to the project:

    - Assessment and Management of Environmental and Social Impacts and Risks (Standard No.1):

    This Standard is to outline the promoter’s responsibilities in the process of assessing, managing and

    monitoring environmental and social impacts and risks associated with the projects.

    - Pollution Prevention and Abatement (Standard No.2):

    This standard aims to avoid any deterioration in the quality of human health or the environment, and

    any loss of biodiversity, by avoiding, reducing and, if possible, compensating/remedying significant

    adverse effects of projects supported by the EIB.

    - Labor Standards (Standard No. 8)

    This standard aims at ensuring that the promoter respects the Core Labor standards of the

    International Labor Organization (ILO), as well as at promoting the relevant rights under the UN

    Guiding Principles on Business and Human Rights for the project to be financed.

    - Occupational and Public Health, Safety and Security (Standard No.9)

    This standard to protect and secure public and occupational health, safety and security and promote

    dignity of workers and citizens affected by EIB financed projects.

    1.4.2.3 International Finance Corporation (IFC) Performance Standards (PSs) on

    Environmental and Social Sustainability:

    IFC’s Sustainability Framework articulates the Corporation’s strategic commitment to sustainable

    development, and is an integral part of IFC’s approach to risk management. Below are relevant standards

    for the project:

    - Assessment and Management of Environmental and Social Risks and Impacts (PS1)

    This standard underscores the importance of managing environmental and social performance

    throughout the life of a project through developing effective Environmental and Social Management

    System (ESMS) that appropriate to the nature and scale of the project to promote sound and

    sustainable environmental and social performance.

    - Labor and Working Conditions (PS2)

    This standard recognizes that the pursuit of economic growth through employment creation and

    income generation should be accompanied by protection of the fundamental rights of workers by

    treating the workers fairly and providing them with safe and healthy working conditions

    - Resource Efficiency and Pollution Prevention (PS3)

    PS3 recognizes that economic activity and urbanization often generate pollution to air, water, and

    land, and consume finite resources. It requires to consider more efficient and effective resource use,

    pollution prevention and GHG emission avoidance, and mitigation technologies and practices.

    - Community Health, Safety, and Security (PS4)

    PS4 recognizes that project activities, equipment, and infrastructure can increase community

    exposure to risks and impacts. It requires from the borrowers to mitigate these risks and impacts to

    avoid and /or decrease these risks into acceptable level.

    1.4.3 International Treaties and Conventions Palestinian Authority has also joined and ratified several environmental treaties and conventions. These

    international treaties, the Project is committed with those below and related to the SOW:

    ➢ Basel Convention on the Control of Trans-boundary Movements of Hazardous Wastes and their

    Disposal, 22 March 1989.- Ratified in 2 April 2015

    ➢ Convention on Biological Diversity, 5 June 1992 – Ratified in 2 April 2015

    ➢ United Nations Framework Convention on Climate Change, 9 May 1992. – Ratified in 18

    December 2015

    ➢ Paris Agreement under UN Framework Convention on Climate Change, 12 December 2015 –

    Ratified in 22 April 2016.

    1.5 ESMS Framework

    1.5.1 Functioning of ESMS ESMS is specific for the Rooftop Solar PV Project that will be implemented at around 500 schools at the

    West Bank – Palestine. This system is developed in response to the relevant local regulations and to the

    requirements of the potential international lenders, namely; IBRD, IFC and EIB, in order to ensure that the

    environmental and social performance of the project is up to these requirements.

    This ESMS is defined for this project including all its activities during construction and commissioning. In

    addition, the implementation of this ESMS will apply to all work locations and surroundings despite of the

    source of finance and the timing of implementation. So, policies, plans and procedures included at this

    ESMS are applicable and will be enforced by Massader at all work locations, and all personnel involved at

    this project are obliged to adopt this ESMS and implement it.

    1.5.2 ESMS Framework - Overview of ESMS Operational Approach:

    • At Massader level the main E&S roles are the initial country / project screening (during early

    development) and the management of the project through regular monitoring, reporting, and

    auditing.

    • Massader will provide clear requirements to all contractors and operators, and Massader will

    monitor their performance, and report on this to the relevant shareholders as needed, such as

    local institutions, lenders and public. Figure 2 shows the operational approach of the ESMS.

    - Integrity of the ESMS Components:

    ESMS is as any other management system comprised of different components that are together

    formulate the tools by which Massader will implement this Project in environmentally and socially

    sound manner. This ESMS contains the following components:

    • Component 1: Project’s Overview, Policies, ESMS Requirements and ESMS Framework

    • Component 2: Country / Project Screening

    • Component 3: ESMS plans and procedures for project execution and delivery

    • Component 4: Monitoring and Reporting

    • Component 5: Auditing

    These components are linked to each other in a dynamic hierarchy structure where each component

    is developed based on another as they have been listed above but each component can trigger

    changes in other components, however such changes do not affect the ESMS function to maintain

    proper environmental and social performance of the project and seeking continual improvement.

    Figure 3 below shows that links between the ESMS components that designed to ensure system

    integrity.

    - ESMS Implementation – Roles:

    Implementation of the ESMS different levels and types of roles performed by different participants at

    Project execution. Implementation will be through personnel define at the organization presented at

    section 1.5 where specific responsibilities and roles are defined.

    Table 4 defines the general roles of ESMS implementation in the project on corporate level of each

    1.6 Management of ESMS

    1.6.1 Organogram Management of the ESMS will be through an organization of personnel who are responsible for

    the implementation and monitoring of the E&S performance of the project as part of its

    management. Due to the large number of schools targeted at this project, Massader will manage

    the implementation of the ESMS through clustering the work locations at schools into three

    clusters, North, Middle and South, and its proposed that Masader will have for the whole project

    2FTEs (Manager & HSE Adviser), in addition, for each cluster 3 FTEs (Cluster Sites Manager, Cluster

    Sites HSE Supervisor and Cluster Sites Engineer). For each cluster, this proposed organization will

    be responsible for managing the implementation of the ESMS. Figure 4 below presents the

    Massader organization that will manage the ESMS including contractor/operator at each work site.

    • Notify in writing of any major incident within 3 days to Massader management, relevant

    authorities and lenders. The notification shall include details of response/control

    measures applied and amendments to any ESMS procedures as a result

    2. COMPONENT 1: PROJECT POLICIES

    Massader has developed the below policies that shows its voluntary commitment to implement the

    project in accordance with local relevant regulation and other ESMS requirements. The policies presented

    below in both English and Arabic and will be posted at each installation site.

    2.1 Environment, Health and Safety Policy

    Massader management is voluntarily committed to provide a safe and healthful place of work throughout

    all of the Schools Solar Energy Project at West Bank - Palestine, and surrounding environment and

    communities to make every effort towards eliminating or minimizing any environmentally and socially

    adverse effects of Massader’s operations at this project.

    To meet this commitment, it is Massader’s policy to promote Good International Industry Practice (GIIP)

    in health, safety, and environment prevention and protection as well as full respect for communities’

    interests and rights starting with the project’s personnel community through establishing, implementing

    and maintaining ESMS that complies with local regulations, international best practices and lenders

    requirements. ESMS will include such elements as targets and standards for Health, Safety, Environment

    and Social (HSE&S) performance, HSE&S education programs, and assessments and accountability for

    achievement of those targets and standards.

    This policy consists of the following principles:

    ✓ Massader management will strictly enforce its corporate safety policy of ‘’NO Lost Time

    Accidents” and everybody in the project shall make those targets their own responsibility.

    ✓ The health and safety of the project personnel, and preservation, and protection of the

    environment, and respect of surrounding communities are Massaders’ and project’s priorities.

    ✓ All project employees, including those of contractors, sub-contractors, day laborers and suppliers

    will act in accordance with the project ESMS.

    ✓ Massader is dedicated to eliminating, or otherwise mitigating, any negative impacts of its projects

    on stakeholder communities.

    ✓ Massader is committed to respecting the rights of local communities relevant to the project and

    other relevant stakeholders and will integrate stakeholder views into decision-making, as

    appropriate.

    ✓ Massader is committed to establishing a community grievance mechanism to receive and

    facilitate the prompt resolution of concerns and grievances related to the project.

    ✓ Massader management will ensure that all project’s personnel are adequately trained in HSE&S.

    ✓ Full cooperation and liaison must be offered to statutory authorities and local communities.

    ✓ Massader management commits itself to pursue continual improvement of HSE&S performance

    of the project.

    ✓ Everybody in the project must plan and perform work in accordance with the HSE&S management

    2.2 Labor and Working Conditions Policy

    Purpose

    The purpose of this policy is to identify the guiding principles of Massader with respect to Labor and

    Working Conditions specifically to Schools Solar PV project, hereinafter referred to as the ‘Project’.

    Scope

    This policy applies to all project workers which will include: Direct Workers, Contracted Workers, Day

    Laborers and Primary Supply Workers relevant to the project.

    Definitions

    Direct Workers: People directly employed or engaged by Massader. Including part-time, temporary,

    seasonal and migrant workers.

    Contracted Workers: People employed or engaged through third parties to perform work related to core

    functions of the project, regardless of location.

    Primary Supply Workers: people employed or engaged by Massader’s primary suppliers.

    Day Laborers: People employed or engaged through third parties on daily basis to perform short – time

    work related to core functions of the project, regardless of location.

    Policy

    1. Massader is committed to complying with the Palestinian Labor Law No. (7) / year 2000 or any local

    law that supersedes it in addition to relevant applicable local laws, regulations and instructions

    including industry standards; international standards issued by the World Bank Group, IFC, IBRD

    and EIB.

    2. Massader will promote the fair treatment, non-discrimination, and equal opportunity of project

    workers and day laborers. This will be reflected in Massader’s selection criteria of any third-party

    entity that will be formally contracted to participate in project implementation.

    3. Workers and day laborers will be provided with information and documentation that is clear and

    understandable regarding their terms and conditions of employment such as: labor rights on

    working hours, compensation, working conditions, and other relevant labor entitlements if

    applicable.

    4. Massader is committed to ensuring and enforcing effective systems and controls to ensure a safe

    and healthy working environment to all project workers. Appropriate Occupational, Health and

    Safety (OHS) policies will be checked for compliance on a daily basis during project implementation.

    Selected third parties working on the project will be screened for OHS policies and procedures.

    Massader will consider any valid legislation, in this case the Occupational Health Cabinet Resolution

    No. (15) / year 2003 or any other legislation that supersedes it.

    5. Massader shall ensure protection of project workers, including vulnerable workers such as women,

    persons with disabilities, migrant workers, contracted workers, and primary supply workers if any,

    as appropriate.

    6. Massader is committed to prevent the use of all forms of forced labor and child labor. Massader will

    ensure that forced labor or child labor are not employed by contractors, sub-contractors, suppliers,

    agents, or intermediaries relevant to this project. Minimum age for employment in the project is 18

    and this will be verified before hiring with official documentation. Massader is committed to select

    contractors that comply with national and international law.

    7. All project workers will have access to the grievance mechanism at the time of recruitment and

    measures put in place to protect them, including confidentiality and the possibility to submit

    anonymous grievances as described in the Grievance Procedure or through worker organizations

    and other mechanisms. Workers will not be retaliated against for raising grievances.

    8. Massader is committed to strictly follow-up and ensure that any day laborer hired at the project is:

    (i) minimum of age of 18 years, (ii) physically fit the job he l she was hired for, (iii) well informed

    about the job required, related risks and required control measures, (iv) provided with adequate

    PPEs, (v) paid daily and fairly in accordance to minimum wages by law and the price of the market,

    (vi) Any work beyond 8 hours a day is considered as overtime and paid according to the labor law

    (vii) included at the daily records for workers with full ID information, (viii) recruiter has no right to

    sustain his / her ID until the end of the job

    9. Massader’s Human Resources personnel shall adopt human resources policies and procedures

    relevant to the size and nature of this project and will be responsible to train workers and

    contractors on present policy, monitor all project workers and set out its approach to managing

    workers consistent with the requirements of relevant national laws and Good International Industry

    Practice.

    2.3 Gender-Based Violence (GBV) Policy

    Purpose

    The purpose of this policy is to identify the guiding principles of Massader with respect to Gender Based

    Violence specifically to Schools Solar PV project, hereinafter referred to as the ‘Project’.

    Scope

    This policy applies to all project workers present within each school site, whether directly hired by

    Massader or by EPC Contractors and Sub-Contractors and/or primary suppliers.

    Definition

    An inclusive definition of Gender-Based Violence (GBV) “is an umbrella term for any harmful act that is

    perpetrated against a person’s will and that is based on socially ascribed (that is, gender) differences

    between male and female individuals. GBV includes acts that inflict physical, mental, or sexual harm or

    suffering; threats of such acts; and coercion and other deprivations of liberty, whether occurring in public

    or in private life” (IASC 2015).

    According to the World Bank, GBV is the most prevalent form of gender inequality. While women, girls,

    men and boys can be victims of GBV, the main focus of this section is on the risk of violence against women

    and girls that is seen to be relevant to the project.

    Policy

    1. Massader is committed to ensuring all contractors and sub-contractors working on this project are fully compliant with Massader’s Code of Conduct and have written procedures for preventing, reporting, and responding to GBV, including prohibitions against Sexual Exploitation and Abuse and the prohibition of sexual activities with children, defined as anyone younger than 18. Such procedures shall also include measures that support taking proper disciplinary action and facilitating grievance redress.

    2. Massader is committed to ensuring all project workers hired by the contractor or sub-contractors shall obtain a clearance for criminal records including cases related to socially unacceptable behavior.

    3. Each School shall designate facilities (washrooms, kitchenettes, and resting area) to be used by the Contractor’s workers/staff during the course of the project, whether during the construction phase (installation), or operation and maintenance phase. The Contractor shall be responsible to inform workers on-site of the facilities designated for their use to ensure that no disruption of school activities occurs, especially in all-female schools. Workers are not permitted to use alternative facilities.

    4. The Contractor shall be required to deliver gender awareness training to all workers. This training

    will cover:

    o A discussion on the responsibilities of workers to do no harm while in the schools.

    o An awareness of what constitutes sexual exploitation, harassment and abuse

    o An awareness of the Code of Conduct and disciplinary actions that will be taken should

    workers fail to comply

    o A discussion on what constitutes acceptable and positive interaction with adolescents in

    the schools.

    5. To address potential incidents at each school site, the Contractor shall assign an on-site EHS coordinator to act as a communication focal point with the school focal point (liaison counterpart assigned by the school), to engage with beneficiaries early on during the project and to explain the process of reporting any GBV behavior or act on behalf on project workers. It shall be emphasized that any reported GBV cases or incidents shall be treated and addressed with extreme confidentiality. To foster a continuous and effective communication channel with school entity, the reporting mechanism shall be done via a special hotline or text messaging platform to address cases in a timely manner. The on-site EHS coordinator will work with the school focal point to ensure all students and staff are aware of the reporting mechanism and the expected behaviors of workers.

    6. As per the Community Grievance Mechanism, grievances relating to GBV will be managed by Massader’s HSE Supervisor who will migrate across all school sites within the cluster to follow-up on all related EHS issues; and the contractors’ HSE Officer will maintain a register at each rooftop installation site. Massader will ensure provision of appropriate and adequate training for the EHS focal point so they are able to respond to GBV allegations effectively and ethically.

    7. Massader shall be committed to ensure that each contractor conducts simple awareness campaigns within each school site in collaboration with the assigned school focal point prior to the start of the project works in each school. The contractor is responsible to provide the school focal point with the materials (posters, short information sheet to explain expectations of workers to students) in order to increase awareness among students on what is not acceptable behavior and how to report it. Students shall be informed that the school focal point is available if they wish to report any incident, file a grievance or inquire about any information relating to the project.

    8. GBV incidents shall be reported in accordance with the grievance mechanism which is provided in the information sheet provided to the school focal point. The school focal point shall assess the situation and report to persons or through communication channel identified in the information sheet. Massader shall collect complaints and grievances accordingly from the contractor via the on-site EHS coordinator and shall verify theset through Massader’s EHS focal point or via the hotline identified in the information sheet, and monitor feedback to ensure that the incident has been addressed accordingly to protect the community and any vulnerable groups.

    3. COMPONENT 2: COUNTRY & PROJECT SCREENING

    3.1 Country Screening

    3.1.1 Objectives and Rationale - To inform Massader that if the proposed project is in line with the national interest, and its

    broader impact on the country once implemented.

    - To inform Massader’s risk management process in line with the existing national E&S setup.

    This is a high-level screening to identify the types of E&S risks and issues that need to be

    considered in the country during project identification, development and execution, and to

    assist Massader in decisions making process to proceed with the project idea.

    The results of the country screening will feed into the more detailed project screening, and

    will also provide information that will help to decide whether a cumulative impact assessment

    may need to be undertaken or not.

    3.1.2 Background - Palestine is a developing country with population about 5M; 3.2M living in the West Bank and

    1.8M living at Gaza, with a population growth rate of 1.84% in West Bank and 2.33% in Gaza.

    About 36% of the population at West Bank are below 15 years old and mainly at schools.

    - Agriculture lands comprise 24% of the West Bank area, while natural pasture and forest

    comprise only 1% of the total land.

    - Climate of the West Bank is Mediterranean, with cold and rainy winter, hot and dry summer.

    Rainfall varies from 100 mm at lower areas near Jordan Valley to 700 mm at the higher

    mountains.

    - West Bank is divided into 11 administrative regions (governorates), the largest is Hebron at

    south which extends at 20% of West Bank area (Figure 4).
