The Role of Taxation in Pakistan’s RevivalJorge Martinez-Vazquez and Musharraf Rasool Cyan

The tax system of Pakistan continues to under-perform particularly in its ability to raise adequate revenues. The bases of the most important taxes, such as Personal and Corporate Income Tax and the General Sales Tax (GST), continue to be narrow and the level of tax evasion remains high. On the other hand, most of the macroeconomic fiscal adjustment in recent years has been on the expenditure side of the budget. Pakistan’s need for spending on education, health, and capital infrastructure are likely to increase in the near future as governments pursue a strategy of sustained economic growth. To reach the desired taxation level in Pakistan, an in-depth policy reforms programme needs to be formulated by policymakers. This will require a detailed analysis of tax structures and tax administration. This book attempts to provide the necessary analysis.

The country’s governing elite, being itself the product of existing social structures, possesses both an authoritarian inclination as well as a belief in the legitimacy of a rational-democratic order. The task of adjustment between irreconcilable features compels adoption of a framework of decision-making which accounts only for the immediate changing context. This ad hoc governance keeps the state oscillating between the poles of being an effective, resilient state or a failed state. This book is a must-read for those wishing to understand the governance perspective in Pakistan underlined by this paradigm.

It brings together an extraordinary array of leading experts, including Ahmed Rashid, Ayesha Jalal, and Zahid Hussain, and practitioners, such as the book’s editor, Maleeha Lodhi, Akbar Ahmed, and Munir Akram. Together they debate Pakistan’s strengths and weaknesses and offer ways out of its current predicament. The book also discusses the complex interplay between domestic developments and external factors including great power interests that are so central to the Pakistan story and explain the vicissitudes in its fortunes. Lodhi and her contributors contend that Pakistan and its people have the capacity to transform their country into a stable, modern Muslim state, but bold reforms will be needed to bring about this outcome.

Maleeha Lodhi has twice served as Pakistan’s Ambassador to the United States as well as to the United Kingdom.

This is a first-hand account of the last days of the founder of Pakistan, the Quaid-i-Azam Mohammad Ali Jinnah, written by Lieutenant Colonel Ilahi Bakhsh, a doctor of medicine, who was attending to Jinnah during his last illness. The narrative includes the author’s conversations with Jinnah, together with an account of the author’s diagnosis and treatment. This monograph is extremely valuable as it sheds light on the last two months of Jinnah’s life while he struggled with his illness and finally lost. The author was one of the very few persons who were in personal contact with the Quaid at this time. This account is based on the author’s entries in his personal diary. The book also sheds light on some traits of the Quaid, his demeanour, likes and dislikes, thus providing a glimpse into the personality of this great man.

Lt. Col. Dr Ilahi Bakhsh was a medical visionary and a revered physician who was the first Muslim to be appointed Principal of King Edward Medical College in Lahore.

Ikram Sehgal, a Pakistan Army officer, became a Prisoner of War (POW) in India after being handed over to the Indian Army following the 1971 rebellion in the then East Pakistan. A hundred or so POWs remained undeclared by India throughout 1971. Kept in solitary confinement, Sehgal escaped on the hundredth day of captivity, becoming the first ever Pakistan Army officer to successfully escape from an Indian POW Camp. Compiled from the original notes jotted down by the author during the period of his de-briefing on return to Pakistan, this fascinating book provides an insider’s account of conditions under Indian custody. It is a gripping tale of individual courage, of disparate friendships made in adverse circumstances, and of the will to survive.

Ikram Sehgal is currently Chairman, Pathfinder Group Pakistan. He is a regular contributor of articles in newspapers and also appears on current affairs programmes on television in his capacity as a ‘defence and security analyst’.
