A Note from Joe

We held the annual board meeting onJanuary 12th to plan out another yearof shooting and to figure how tocontinue with the capitalimprovements we're working on. Here's where we stand: In 2006, thefirst year I was elected president, wespent $18,000 on capitalimprovements: a pavilion extension,demolition of the old shed andpurchase and placement of a newshed, installing new tops on thebenches, pit improvements and otherthings. That year the club spentconsiderably more on improvementsthan it took in. At that time we knewwe needed to become more efficient. More frugal with our spending, if wewere to continue those improvementsand didn't want someone to saythings like "that new president andhis board are spending money likedrunken sailors and will bankrupt theclub in no time". So in 2007 we

looked for ways to cut expenses andat the end of 2007 we ended the yearwith a $15,000 net increase inworking capital even though we werestill doing improvements, such as anentire new target system in the pitswhich is almost all paid for already. Money that was sitting doing nothingin stagnant accounts was moved toaccounts where it will earn interestfor the club. The current overall clubfinancial picture is that the total of allclub accounts (general savings, targetsavings, checking and certificate ofdeposit) is a little over $67,000. Ourplan is to continue to make enoughmoney to be able to proceed with themaster plan - of having new concretepads, new benches, and a newpavilion. We are looking at needing10's of thousands of dollars. It's avision that will be several years inthe making. To have any hope ofgoing forward, we need to keepfinding ways to pay for it.

There were major ways we savedmoney last year. First of all, clubofficers did a lot of work that theclub had been paying to have done. The club had been paying someoneto come to our matches, sit in themeasuring room and data enterinformation into the computer. Nowwe have several board members whocan do this computer work, resultingin major savings.

Second, the club paid to have thenewsletter work done : set up, mailing, etc. That system is totallychanged. The newsletter is largelyset up by computer, thanks to PhilBower who has the knowledge to dothat, and the generosity to donatehours and hours of his time toaccomplish it. Matt Dienes found usa way to print our clearer, anddefinitely better pictured, newsletter. And we can now print only thenumber of copies we need. In thepast, with the old way of printing, theclub had to order hundreds morecopies than were really needed. Those papers were just wasted,finally being hauled off to a

re-cycling center, or burnt. Matt alsotakes care of the mailing. He doesthe newsletter work plus doing hisPR work for the club, helping to getus $1,000's of dollars in donations forour World Open.

Third, thanks to Melissa and ChipWagner, we have a new system forour plaques. In 2006 the club spent$3,900 in year end award plaques. In2007 we gave out the same numberof plaques at a cost of $2,300 - a$1,600 savings. Melissa and Chipkeep track of what plaques need to beordered, do the ordering, pick theplaques up and bring them to the club, saving a bundle in shipping fees. Besides the work on the plaquesMelissa also spends time sellingraffle tickets and doing PR work withadvertisers and donors.

We're not going to do the gun raffleas we did last year but we talkedabout doing fund raising by rafflesfor things like scopes or actions. And we talked about having a special40th anniversary light gun built andraffled off at the 40th anniversaryend of year banquet. We'll keep youinformed about this, but the idea is tohave a gun built that everyone willwant to win.

We're setting up policies regardingthe newsletter, which is somethingthat has not been done in the past. Ithas been decided that only activeshooters will be on a mailing list toreceive preprinted newsletters. Anactive shooter is defined as a shooterwho has shot in 4 of the last 10matches. The "last 10 matches" isdefined as exactly that - the last 10matches. It won't matter if thematches are in different years. Forexample, having shot in match 9 and10 in 2007 will be counted towardsthe 4 out of 10 into 2008. Phil sayshe has a way to telling the computerto send the printer a mailing listbased on figuring out who shot in 4of the last 10 matches and themailing list will be automaticallyupdated after each match. Amazing,

isn't it? If any other person, otherthan an active shooter, wants toreceive a newsletter via US mail theywill need to pay a yearly subscriptionfee, which has been kept at $20.00. This newsletter that you're readingwill be the last one you receive inyour mailbox unless you are either anactive shooter (you shot in 4 of lastyear's matches) or you send in your$20.00 subscription fee. Theoptions of picking up a freenewsletter at the club house or ofgetting a copy on the internet willremain and is free of charge.

It was decided that we will continueto sell life memberships but the costis being raised from $450.00 to$550.00.

There will be no increase inmembership dues. They remain at$35.00 for an individual and $40.00for family. Entry fees will remain at$17.00

Our club has been asked to sanction anew 1000 Yard shooting club to beformed in the Houston, Texas area. Frank Grappone and Phil Bowerhave been working with that club,getting some advice from JeffMottern. Thanks Jeff for yourprofessional expertise. The originalagreement to be the sanctioning bodyfor the club in Montana also is beingreviewed and updated. I'll keep youinformed of the progress.

The only change to the 2008rulebook that was discussed was tochange the age of junior shooters. Junior shooters are currently thosebetween the ages of 12 and 18. It'sbeen suggested to lower the age to 8years old. We'll have a membershipvote on this at the first match. If therule is changed, we'll need to alsomake new rules about those juniorshooters under age 12: they need tohave their "mentor" or "guardian"within arms length of them at alltimes when they are shooting andtheir mentor needs to provide a pitpuller. We don't allow anyone under

the age of 12 to be a pit puller butany shooter, including those juniorshooters younger than 12, areresponsible for fulfilling pit duty. Itwas decided to look at changing theage of our junior shooters becausethe state of Pennsylvaniaconservation law has been changedto allow persons younger than 12 tohunt with firearms, if accompaniedby parents.

The board voted on and passed aresolution so that any changes madeto the rulebook will be for a one-yeartrial period. After the year haspassed there will be another vote todetermine whether the rule willremain.

It was decided that the club will notput on a chicken barbeque in 2008. This barbeque costs the club about$600.00 and member interest andparticipation didn't warrant that kindof expenditure.

We're doing something different withour year-end awards banquet. It wasdecided that we'd have our banquetshoot on a Saturday, instead ofSunday. The awards banquet will beheld that same Saturday evening. We're looking at changing thelocation of the banquet, too. We'llkeep you posted about that and aboutwhat the cost will be.

The 600-yard matches will becomepart of our regular matches, just adifferent class. Frank Grappone willexplain more about this in his article.

In case you didn't know it,there are no targets at the range andhaven't been since last fall when wehad volunteers who came to the cluband did a lot of work tearing downthe old targets and getting ready toinstall the new ones this spring. Notargets, no matches. So we need tobe sure that the targets are up andfunctional before the end of April. And we have three new largenumbers that need to be put on theback bank and some of the oldnumbers that need new holders built. We need to move the numbersdepending on where the new targetsare. As always, we also need to rakethe back bank, fill in the holes andcut the brush. Let me know whetheryou can help so we can get an idea ofhow many workers we'll have andwhat tools they can bring.

As is normal, despite rigorous priorplanning to insure all board memberswould stay on agenda, the annualwinter Board of Directors meetingwas a raucous display of democracyat its best. It is indeed a pleasure towatch a group of individuals workdiligently in the best interests of theorganization without any concern forpersonal gain. Here are somehighlights of the meeting:

Attendance was down and has beendown for four years in a row now.We think its a number of items thatcontribute to that phenomena- highgas prices, severe weather knocked29 shooters out of the aggs the firstSunday alone, and has anyonenoticed the price of bullets andpowder lately!!! I just got a Cabela'sflyer and every paragraph has adisclaimer that they can't guaranteeprices because of the volatile natureof markets this year. Hopefully wecan all ride this storm out. In spite pfthe aforementioned doom and gloom,the Board, through fiscalresponsibility, managed the club'sassets with distinction. We had thebest flow through from entry fees tocash in the bank in the last five years. Every expenditure is examined andspent like it was our money. Thisfiscal responsibility has put us in avery solid financial condition to goforward with some aggressive capitalprojects in the future. This frugalityhas also allowed us to maintain ourmembership and shooting fees at thepresent levels. If you have evervisited and shot at another club you'llknow what a great deal this club is.

The schedule was discussed at lengthto address concerns that came upwith last year's schedule. There havebeen four weekends that we havedesignated as no shoot weekends.They are Mother's Day, MemorialDay, Fourth of July. and Labor Day.

After much discussion of alternativedates the schedule is as posted. Noteveryone will be pleased but we gotseveral things accomplished, most ofthe shooting is conducted in the bestshooting months of the year and wedid not start too early or end too late.

Our Fortieth year of shooting will behighlighted with a special 40thAnniversary rifle being raffledinstead of the annual gun raffle. Thiswill be a Williamsport legal light guncrafted by our gunsmiths and stockmakers. We expect this to besignificant fundraiser.

We will add another affiliate club inTexas this year. I will be visitingthem this winter to take a look atfacilities and go over any supportthey may need from us. I know of noother national bench rest clubaffiliated in Texas. This has thepotential to be a large and successfulorganization.

It has been agreed that another classwill be added to the shootingdisciplines at Williamsport. 600 yardshooting will be treated as anotherclass such as heavy and light gun.Rules and procedures will be

incorporated into the club manual.This will allow the club to realize allthe benefits of the 600-yard eventsand will add validity to the 600-yardshooters. Yes there will be plaquesawarded and payoffs made.Additionally another class will beadded to the 600-yard shoots. Wewill add a factory class to the lightand heavy gun classes. These will beas stated- factory original rifles thatweigh 11lbs or less. This may give anopportunity to a new shooter to beginin a long-range discipline. I know inthe past, this is the way many of usstarted shooting and may be again.The schedule for the 600-yard shootsis as follows:

Fun shoot- 5/17th Match 1 - 5/31 Match 2 - 6/14 Match 3 - 7/26 Match 4 - 8/9 Match 5 - 8/23 Match 6 - 9/6

There will be recognition for theGrand Champion in each class thisyear based on the best 4 matchaggregate. Procedures are in place toexpedite the matches and recognizeshooters. I look forward to a very

successful year in the 600-yard class.

Joe outlined the schedule in hisarticle and I would like everyone tomake a special note of the workweekends. Folks, we need a lot ofwork to be done on those weekends.We have no targets at the range andwe all know what they call a rangewith no targets now don't we? Bringyour cordless tools and ratchetwrench sets, as they will be put togood use. We also need to erect newtarget numbers and secure the onesthat are present now. Lots ofadditional work needs to be done inaddition to the regular maintenancework that is conducted every spring.
