WELCOME

Welcome to St Paul’s Cathedral, the Metropolitical Church of the Anglican Province of Victoria and the Cathedral Church of the Diocese of Melbourne. We worship on the traditional lands of the Kulin nation and we acknowledge and pay our respect to their elders past, present and emerging and to Aboriginal people and Torres Strait Islanders with us today.

THE REVEREND DR RICHARD TRELOAR

Richard was baptised and confirmed in the Diocese of Sydney. He studied theology at Trinity College in Melbourne, where he would return as Chaplain and Stewart Lecturer. Ordained Deacon and Priest in the early 1990s, Richard served two curacies in the Diocese of Ballarat and was Rector of the Parish of Skipton. Since 2007 he has been the Vicar of Christ Church South Yarra and President of Christ Church Grammar School, ministering also on The World Council of Churches, boards of Anglican Schools and the Brotherhood of St Laurence, as an Examining Chaplain, and on the Liturgy Commission of General Synod. His PhD in biblical narrative was awarded by Monash University and published in 2008, and he is an Honorary Research Associate of the University of Divinity. Dr Leanne Habeeb, an Organisational Psychologist, and Richard have two children, Rachel and Nicholas.

THE STRUCTURE OF THE CONSECRATION SERVICE

THE MINISTRY OF THE WORD We hear readings from both the Old and New Testaments and from one of the four Gospel accounts. The sermon is preached to encourage both the candidate being consecrated and those gathered in support.

THE PRESENTATION OF THE CANDIDATE The candidate is presented to the Archbishop, who exhorts him and presents him to the people.

THE PRAYERS As part of our prayers we sing a hymn inviting the Holy Spirit to come among us in the consecration.

THE PRAYER OF CONSECRATION During the Prayer of Consecration, the Archbishop thanks God for Christ, our Apostle, High Priest and Shepherd of our souls, and that God calls women and men to the ordained ministry. The Archbishop then lays hands on the candidate to invoke the Holy Spirit to equip him for the ministry of a bishop. This laying-on of hands is the principal ritual gesture of consecration. Immediately after the Archbishop has prayed for the candidate, he is given the principal symbol of ministry, the Bible. Bishops are called to witness to the gospel of the resurrection and lordship of Jesus Christ to promote the church’s faith and unity.

THE EUCHARIST The Consecration Service is always set within the Eucharist, also known as the Lord’s Supper.

All communicant members of Christian churches are welcome to join with us in receiving the bread and wine of the Eucharist. If you prefer, you are welcome to come forward and receive a blessing instead.

THE PROCESSIONAL HYMN

The ministry of loving is given to us all, the call to prayer and service is every Christian’s call, and every man and woman who ever was baptised brings gifts the church has need of to witness to the Christ.

The priests are men and women who shape our common prayer, who take the bread and break it, and bless the cup we share. They teach good news of Jesus, and peace for all the earth, and tell how God forgives us and blesses our new birth.

So some have gifts of healing, some dream, some plan, some teach, some make the stranger welcome, some reconcile, some preach. While all these priestly people must serve God faithfully, some are ordained to mirror and shape our ministry.

The bishops teach tradition and build community. They seek a common vision in our diversity. And they must call us forward and challenge us to go wherever God may send; then tomorrow’s church will grow.

The deacons show us Jesus who came to wash our feet. They serve Christ at the edges where church and world must meet. Among Christ’s joyful servants, these are ordained to lead in caring for the outcasts, the sick, and all in need.

And now we pray: Christ Jesus, give your abundant grace to all who know they need you, to all who seek your face. Bind up the wounded, lead us to grow in holiness, and send us, for your name’s sake to heal, forgive, and bless.

THE GREETING The Archbishop introduces the service

There is one body and one Spirit. There is one hope to which we were called;

one Lord, one faith, one baptism, one God and Father of all.

Peace be with you. And also with you.

God calls his people to follow Christ, and forms us into a royal priesthood, a holy nation, to declare the wonderful deeds of him who has called us out of darkness into his marvellous light.

The Church is the Body of Christ, the people of God and the dwelling-place of the Holy Spirit. In baptism the whole Church is summoned to witness to God’s love and to work for the coming of his kingdom.

To serve this royal priesthood, God has given particular ministries. Bishops are ordained to be shepherds of Christ’s flock and guardians of the faith of the apostles, proclaiming the gospel of God’s kingdom and leading his people in mission. Obedient to the call of Christ and in the power of the Holy Spirit, they are to gather God’s people and celebrate with them the sacraments of the new covenant.

Let us affirm the faith of the Church: We believe in one God, the Father, the almighty, maker of heaven and earth, of all that is, seen and unseen. We believe in one Lord, Jesus Christ, the only Son of God, eternally begotten of the Father, God from God, Light from Light, true God from true God, begotten, not made, of one being with the Father; through him all things were made. For us and for our salvation he came down from heaven: was incarnate of the Holy Spirit and the virgin Mary, and became truly human. For our sake he was crucified under Pontius Pilate; he suffered death and was buried. On the third day he rose again in accordance with the Scriptures; he ascended into heaven and is seated at the right hand of the Father. He will come again in glory to judge the living and the dead, and his kingdom will have no end. We believe in the Holy Spirit, the Lord, the giver of life, who proceeds from the Father and the Son, who with the Father and the Son is worshipped and glorified, who has spoken through the Prophets. THE LITURGY OF ORDINATION

THE PRESENTATION OF THE CANDIDATE

Please sit. The Rt Revd Genieve Blackwell (Bishop, Marmingatha Episcopate, Diocese of Melbourne), Mrs Bunty Calder (Vicar’s Warden, Christ Church South Yarra), The Rt Revd Dr Jeffrey Driver (Former Bishop of Gippsland), Mrs Chrissy Gamble (Principal, Christ Church Grammar School) with School Captains Baxter Kam and Esther Nastri, The Ven Philip Muston (Administrator, Diocese of Gippsland), Professor Peter Sherlock (Vice-Chancellor, University of Divinity, and Authorised Lay Minister, Christ Church South Yarra) present the candidate to the Archbishop. Philip, Bishop in the Church of God, we present to you Richard Stanley Treloar to be ordained and consecrated bishop. The Registrar of the Diocese of Gippsland affirms as follows: I hereby affirm before you and this congregation here assembled that I have duly received and perused the Letters of Ordination and the Certificate of Election and confirmation thereof.

The Archbishop says I thank you for your presentation and affirmation.

The Registrar of the Diocese of Gippsland administers the declarations and oaths. The candidate faces the Archbishop who addresses him, saying The Anglican Church of Australia, being an Apostolic Church, receives and retains the Catholic faith, which is grounded in Holy Scripture and expressed in the Creeds, and within its own history, in the Thirty-Nine Articles, in The Book of Common Prayer and in the Ordering of Bishops, Priests and Deacons. In accordance with the Canons of this Church, I now require you to make your Declaration and Assent to this faith.

The candidate makes the following Declaration and Assent I, Richard Stanley Treloar, firmly and sincerely believe the Catholic Faith and I give my assent to the doctrine of the Anglican Church of Australia as expressed in The Book of Common Prayer and the Ordering of Bishops, Priests and Deacons and The Articles of Religion as acknowledged in the Constitution, and I believe that doctrine to be agreeable to the Word of God. I declare my assent to the Fundamental Declarations of the Anglican Church of Australia as set out in the Constitution. In public prayer and administration of the sacraments I will use the form prescribed in The Book of Common Prayer, A Prayer Book for Australia or a lawfully authorised form and none other.

The Archbishop says Richard, you have been chosen to serve as the Bishop of Gippsland within the Province of Victoria in the Anglican Church of Australia. In accordance with the law of our Church, I now require you to declare your assent to the Constitution and Canons of this Church, and to take the Oath of Canonical Obedience.

The candidate is handed a copy of the Scriptures and assents to the Constitution and Canons of the Anglican Church of Australia I, Richard Stanley Treloar, do solemnly and sincerely declare my assent to be bound by the Constitution of the Anglican Church of Australia and the Constitution of the Province of Victoria and by the canons, statutes, ordinances and rules, however described, from time to time of the Synod of the Diocese of Gippsland and of the General Synod and the Provincial Council which have force in the diocese.

The candidate makes the Oath of Canonical Obedience I, Richard Stanley Treloar, do swear that I will pay true and canonical obedience to the Archbishop of Melbourne and the successors of the Archbishop in all things lawful and honest. So help me God!

The candidate faces the people. The Archbishop addresses the congregation Dear friends in Christ, you have heard testimony given that Richard has been duly and lawfully appointed to be a bishop in the Church of God, and has made the Assents and taken the Oaths required by the Canons of this Anglican Church of Australia. Do you accept Richard to minister as a bishop? All By the grace of God, we do.

Will you then uphold and support Richard in his ministry? All By the grace of God, we will.

The Archbishop addresses the candidate, saying Richard, do you trust that you are called by God to the office and work of a bishop in the Church of God? Candidate I believe I am called to this ministry.

Archbishop The people have affirmed their trust in you. Will you endeavour to fulfil this trust, in obedience to Christ? Candidate I will, by the grace of God.

THE PRAYERS The Archbishop says The Scriptures tell us that Jesus spent the whole night in prayer before he chose and sent out the twelve apostles. Likewise, the apostles prayed before they appointed Matthias to be one of their number, as did the church at Antioch before commissioning Paul and Barnabas for their mission. Let us therefore follow their examples, and offer our prayers to God as we prepare to consecrate Richard to be a bishop in the Church of God.

All kneel or sit for a period of silent prayer. Following this the Precentor leads

may serve you in true and godly living. Lord, hear our prayer. Raise up faithful and able ministers for your Church, that the Gospel may be

for all your people. Lord, hear our prayer. Inspire all bishops, priests, and deacons with your love, that with all your

people they may hunger for truth. Lord, hear our prayer. Bless your servant Richard, now to be admitted to the Order of Bishops.

Pour your grace upon him, that he may faithfully fulfil the duties of this ministry, build up your Church, and glorify your name. Lord, hear our prayer.

Sustain by the indwelling of your Holy Spirit all who are called to the ordained ministries of your Church, and encourage them to persevere to the end. Lord, hear our prayer.

THE EXHORTATION AND EXAMINATION The Archbishop addresses the candidate A bishop is called to maintain the Church’s witness to the resurrection of Christ from the dead, to protect the purity of the gospel, and to proclaim Jesus Christ as Lord. As a chief minister and pastor in Christ’s Church, you are to guard its faith, unity and discipline, and promote its mission in the world. You are to ensure that God’s word is faithfully proclaimed, Christ’s sacraments duly administered, and Christ’s discipline applied justly, with mercy. You are to lead and guide the priests and deacons under your care, and be faithful in the choosing and ordaining of ministers. You are to watch over, protect and serve the people of God, to teach and govern them, and to be hospitable. You must, therefore, know and be known by them, and be a good example to all. These are the duties of a bishop, and they are weighty. Are you willing to perform them? The candidate affirms I am willing: may God guide and help me.

The Archbishop continues The Scriptures and ancient canons of the Church require that we should not be hasty in the laying on of hands to admit anyone to an office of government in the Church. And now, in order that we may know your mind and purpose, you must make the declarations we put to you: Are you convinced that the holy Scriptures contain all doctrine necessary for eternal salvation through faith in Jesus Christ? Will you instruct from them the people committed to your care, teaching nothing as essential to salvation which cannot be demonstrated from the Scriptures? Candidate I am convinced, and will do so, with God’s help.

Archbishop Will you then be faithful in prayer, and diligent in the study of the holy Scriptures, so that you may be equipped to teach and encourage with sound doctrine? Candidate I will, seeking to discern the mind of Christ by the Spirit of God.

Archbishop Will you proclaim the gospel to all, especially those among whom you live? Will you lead those in your care to obey our Saviour’s command to make disciples of all nations? Candidate I will, gladly bearing witness to Christ in the power of God.

Archbishop Will you administer with mercy the discipline of this Church? Will you correct and set aside teaching that is contrary to the mind of Christ, both privately and publicly urging all to live according to God’s Word? Candidate I will, endeavouring to apply the law of Christ with the grace of God.

Archbishop Will you put aside all ungodly and worldly behaviour, and live modestly, in justice and godliness, so that by your life and example you may commend Christ’s truth? Candidate I will, seeking in all I do to demonstrate the love of God.

Archbishop Will you maintain and promote quietness, peace and love among all people? Will you correct and discipline, according to the authority you have by God’s word? Will you strive to build up the body of Christ in unity, truth and love? Candidate I will, commending to all the peace of God.

Archbishop Will you be faithful in ordaining and commissioning others for ministry? Will you encourage those committed to your care to fulfil their ministry? Candidate I will, in all things striving to set forward the kingdom of Christ.

Archbishop Will you show compassion to the poor and the stranger, be gentle with the abused and needy, and defend those who have no helper? Candidate I will, striving to be merciful in the name of Christ.

THE PRAYER OF CONSECRATION

The candidate kneels before the Archbishop, who prays Blessed are you, Lord our God! You have given us your only Son to be the Apostle and High Priest of our faith, and the Shepherd of our souls.

Exalted as Lord of all, he poured out the Spirit and gave gifts to your people, making some to be apostles, some prophets, some evangelists, some pastors and teachers, to equip the saints for the work of ministry, and to build up the body of Christ. And now we give you thanks that you have called Richard, whom we consecrate in your name to the ministry of a bishop in your Church.

The Archbishop and other bishops lay hands on the head of the candidate. The Archbishop prays Send down the Holy Spirit upon your servant Richard, whom we set apart by the laying on of our hands, for the office and work of a bishop in your Church. Amen.

The Archbishop continues in prayer Fill your servant Richard, merciful God, with grace and power, that he may always be ready to proclaim the good news of salvation. Fill his heart with love of you and your people, that he may feed and tend the flock of Christ. Give him humility, and defend him from all evil, that he may exercise without reproach the office of bishop, using its authority to heal, and not to hurt, to build up, and not destroy. Accept our prayer through your Son, Jesus Christ our Lord, to whom with you and the Holy Spirit belong glory and honour, worship and praise, now and for ever. Amen.

The newly-ordained bishop is vested by The Right Revd Genieve Blackwell with convocation robes.

THE GIVING OF THE BIBLE AND THE SYMBOLS OF EPISCOPAL MINISTRY Ms Rowena Armstrong, AO QC (Chancellor, Diocese of Gippsland), and The Hon. Robert Fordham, AM (Bishop-in-Council, Diocese of Gippsland) hand the Archbishop a Bible, saying We present this Bible with prayers that Richard will preach and teach it faithfully, clearly and relevantly. The Archbishop gives the Bible to the newly-ordained bishop, saying Richard, receive this Bible. Study it well, and expound its teaching. In it are contained the words of eternal life. Take them for your rule, and declare them to the world. Proclaim the love of God and make known the word of his grace.

The Revd Paul Bower (Locum Tenens, Christ Church South Yarra) and The Revd Jenny Nelson (Hon. Associate Priest, Christ Church South Yarra) hand the Archbishop the episcopal staff (one belonging to Bishop James Grant AM), saying We present this staff, a sign of the bishop’s pastoral office, in gratitude for Richard’s ministries in parishes, education, and chaplaincy. The Archbishop gives the episcopal staff to the newly-ordained bishop Richard, receive this staff as a symbol of your ministry as a shepherd of Christ’s flock. Encourage the faithful, support the weak, heal the sick, bind up the broken, restore the outcast, seek the lost. Watch over the people of God. The Revd Patricia Bouma (Richard’s Spiritual Director) and Professor the Revd Gary Bouma, AM (Emeritus Professor, Monash University) hand the Archbishop the episcopal ring, saying We present this ring as a sign of the faithfulness of God, and the fellowship of Christ. The Archbishop gives the episcopal ring to the newly-ordained bishop Richard, receive this ring, a symbol of the bond of love, and of episcopal authority. Guard the Church’s unity in faith and service. Miss Rachel Treloar and Master Nicholas Treloar, assisted by Dr Leanne Habeeb, hand the Archbishop the pectoral cross (formerly worn by Bishop John Hazlewood, Richard’s ordaining bishop), saying We present this cross as a sign of love, with our love. The Archbishop gives the pectoral cross to the newly-ordained bishop Richard, receive this cross, the symbol of Christ’s self-offering. Remember your commitment to his Church. Build up the body of Christ for God’s mission to the world. The people stand. The newly-ordained bishop turns to face the people. The Archbishop presents the newly-ordained bishop Brothers and sisters in Christ, I present to you Richard, bishop in the Church of God. The people greet the newly-ordained bishop with applause.

Its name is Jesus, name that says ‘Our Saviour’: there on its branches see the scars of suffering: see where the tendrils of our human selfhood feed on its lifeblood.

Thorns not its own are tangled in its foliage; our greed has starved it, our despite has choked it; yet, look, it lives! Its grief has not destroyed it, nor fire consumed it.

See how its branches reach to us in welcome; hear what the voice says, ‘Come to me, ye weary: give me your sickness, give me all your sorrow: I will give blessing’.

Blessed are you, Lord, God of all creation: through your goodness we have these gifts to share. Accept and use our offerings to your glory and for the service of your kingdom: Blessed be God forever.

THE GREAT THANKSGIVING

The Lord be with you. And also with you. Lift up your hearts. We lift them to the Lord. Let us give thanks to the Lord our God. It is right to give our thanks and praise. Blessed are you, gracious God, creator of heaven and earth. We give you thanks and praise for your Son our Saviour Jesus Christ who came not to be served, but to serve, and to give his life as a ransom for many. He taught your word with boldness, and offered himself to you in perfect obedience. He cared for all as the good shepherd, and laid down his life for his sheep. By his death and rising to new life he brought new life to your people. In baptism you have united us to him, and brought us out of darkness into light. And now we give you thanks that your Son sent his apostles to be heralds of your kingdom; you made them witnesses to his resurrection, that through them the gospel of salvation might be carried into all the world and those who have not seen might yet believe. Merciful God, we thank you for these gifts of your creation, this bread and wine, and we pray that by your Word and Holy Spirit, we who eat and drink them may be partakers of Christ’s body and blood.

On the night he was betrayed Jesus took bread; and when he had given you thanks he broke it, and gave it to his disciples, saying, ‘Take, eat. This is my body given for you. Do this in remembrance of me.’

After supper, he took the cup, and again giving you thanks he gave it to his disciples, saying, ‘Drink from this, all of you. This is my blood of the new covenant shed for you and for many for the forgiveness of sins. Do this, as often as you drink it, in remembrance of me.’

Therefore we do as our Saviour has commanded: proclaiming his offering of himself made once for all upon the cross, his mighty resurrection and glorious ascension, and looking for his coming again, we celebrate, with this bread and this cup, his one perfect and sufficient sacrifice for the sins of the whole world.

The Deacon introduces the following acclamation Let us proclaim the mystery of faith: Christ has died. Christ is risen. Christ will come again.

The Archbishop concludes the prayer Renew us by your Holy Spirit, unite us in the body of your Son, and bring us with all your people into the joy of your eternal kingdom; through Jesus Christ our Lord, with whom, and in whom, in the fellowship of the Holy Spirit, we worship you, Father, in songs of never-ending praise. Blessing and honour and glory and power are yours for ever and ever. Amen.

Bapa kami..., E to matou Matua..., 天の父よ ... Our Father in heaven, hallowed be your name, your kingdom come, your will be done on earth as in heaven. Give us today our daily bread. Forgive us our sins as we forgive those who sin against us. Save us from the time of trial and deliver us from evil. For the kingdom, the power and the glory are yours now and for ever. Amen.

THE BREAKING OF THE BREAD AND THE COMMUNION

We break this bread to share in the body of Christ. We who are many are one body, for we all share in the one bread.

The gifts of God for the people of God.

Come let us take this holy sacrament of the body and blood of Christ in remembrance that he died for us, and feed on him in our hearts by faith with thanksgiving.

All baptised Christians are welcome to receive Holy Communion. Gluten free wafers are available at the Nave Altar. Please tell the priest if you would prefer to receive a blessing.

Communion is administered around the Nave Altar in two sections, the High Altar in one section, and in two lines to the sides of the Chancel. Those in the Chancel will be directed to the High Altar, those in the main section of the Nave to the Nave Altar, and those to the sides of the Nave to either side of the Chancel.

At each location you will be guided by the Stewards and be asked to stand in line to receive the bread and then the wine. Please keep your valuables with you at all times.

Lord God, the source of truth and love, keep us faithful to the apostles’ teaching and fellowship, united in prayer and the breaking of bread, and one in joy and simplicity of heart in Jesus Christ our Lord. Amen. We thank you, gracious Father, for welcoming your children to feast in your kingdom; by your love unite us and with your Spirit send us, in the name of Jesus Christ our Lord. Amen.

THE DISMISSAL HYMN

Vine of truth, in you we flourish; by your grace we learn and grow. May the word of Christ among us shape our life, your will to know. Joined to Christ in living, dying, may we help the Church convey witness to the saving gospel, bearing fruit of faith today.
