    Classstrugglepoliticsaredecisive!

    OnSeptember19ththe1stSessionofthe41stParliamentwillformallybegin. Theopeningof

    Parliament precedes two important provincial elections inManitoba onOctober 4th and

    OntarioonOctober6th. Thesethreeeventswillmomentarilyshiftthestruggleofworkers

    andfarmersbacktothelegislativearena. Organizedlabourandfarmerscannotaffordtobe

    indifferent as to which parties run government. If the grip of corporate power over

    governmentcanbeweakened thatoutcome shouldbesupportedsince itwillstrengthen

    thecauseofworkersandfarmersandtheirongoingstruggleforfullemploymentandstable

    marketsandfarmincome.

    That iswhy it is importanttoagreeonwhat is fundamental to thecorporateagendaand

    howtodefeatit. Todefeatcorporatepowerlabourfarmerunitymustbeorganizedaround

    its own political and economic program and fought for by united independent political

    action. Unitedmasspoliticalactionisthepathtorealpoliticalpowerforworkerswhomust

    selltheirlabourpowertoliveandfarmerswhoworkthelandandmusthavestablemarkets

    andadequatereturnstocontinuefarming.

    Three Fundamentals of Prime Minister Harpers Rightwing Conservative

    Parliamentary Agenda and the Role of the NDP, Liberal, Bloc and GreenOpposition

    ThePrimeMinisterHarper FinanceMinisterFlaherty legislativeagenda isbasedon three

    corporateprofit fundamentals:protectionofCanadianbankprofits1,2,3 increasedmilitary

    spending 4,5,6 and placing reliance on resources, mainly energy exports to keep the

    economyafloat.7 Relianceontheseprofitfundamentalsaretherootcauseofgovernment

    deficits,classbasedtaxation,cutbacksandprivatization,NAFTAmarketdependency,costly

    NATOwarsandthelossofenergyandfoodselfsufficiencyforCanadians.

    SufficiencyandSecurityareNottheSameThing

    The right wing conservative Stephen Harper government promotes NAFTA market

    dependency to protect the dominance of monopoly profiteering in energy and food

    production all overNorthAmerica. Government propagandists deliberately obscure the

    differencebetweenenergyand foodsecurityandenergyand foodselfsufficiency. These

    termshaveaclassessenceandarenotthesame.

    TheCanadianCouncilofChiefExecutives(CCCE)advocatesenergysecuritynotenergyself

    sufficiency. JohnManley CEO of the CCCE a couple ofmonths ago at a governmentsponsoredenergyconference laidouthisvisionofCanadianenergydevelopmentanditwas

    allaboutNorthAmericanenergysecurity,notCanadianenergyselfsufficiency.8

    Thesamethingappliestothetermsfoodselfsufficiencyandfoodsecurity. Farmershave

    twomarketsfortheirproduction,globalanddomestic. WithouttheCanadianWheatBoard,

    privatemarketerswill drive down the price paid to farmers and drive up the profits for

    corporatemarketersintheglobalmarketplace. Atthesametime,inthedomesticmarket,

    corporate marketers are opposed to independent farmers producing for local markets

    becausethatcompeteswiththedominanceofbiggrocerychainsintegratedwithcorporate

    suppliers. Whencorporateshillsspeakof the freemarketwhat theymean is freedomof

    corporatedominanceinthecapitalistmarket.

    There isnosolutiontofarmersbeingslavestothemarketundercapitalism. Thatdoesnot

    andwillnotstopthemfromfightingforabetterdealinabadsystem.

    Energyselfsufficiencyandfoodselfsufficiencyarefocalpointsofmassstrugglesbecause

    theyaffectthestandardsoflivingofmillions. Corporatemediahackstellusthatenergyand

    foodsecurityofsupply isallthatmatters,notaffordableenergyandfood. Thatmeans in

    practice ifworkershave themoney, theycanbuy foodandpay forenergycosts. If they

    donthavethemoneytheycangotothefoodbankandwalk.

    Securityofsupply isbafflegab forcorporateappropriationandownershipofcommodities

    producedbyworkersand farmersanddominanceover the saleof thoseproducts in the

    marketplace. Self sufficiencymeans theopposite,ownershipand controlby thepeople

    overproductionanddevelopmentbasedonneed. Theformer iscorporatesemanticsthe

    latterisclassstrugglepolitics.

    The other issues confronting parliamentarians on September 19th are important but

    derivative. That includes the conservative governments antilabour, antiWheat Board

    legislation,thedeliberategradualerosionoftheuniversalityprinciplesoftheCanadaHealth

    Actinevitablytobefollowedbyattacksontheuniversalityprincipleofgovernmentfunded

    pensions. The Canadian Union of Public Employees (CUPE) has provided ample and

    convincing warnings about the Harper governments attacks on workers pensions and

    successfully promoted a resolution at the CLC Convention calling upon the NDP to

    vigorouslydefendpensionentitlementsinparliament.9

    MoreonSecurity

    CanadaUS relations continue to be predicated on the provisions of theNorthAmerican

    SecurityPerimeter. GlobalResearchandothershave thoroughlyanalyzed thedangersof

    thescheme forCanadian,USandMexicanpeoples.10 Itremainsthecoreofcurrentright

    wingconservativepolicydeterminingCanadaUS integrationand forms thebasisofPrime

    MinisterHarpersstanceontheArcticwhichservesthegeopoliticalaimsofUSCanadianbig

    oilandgas.

    AtthesametimeitwouldbeanerrortoignoretheambitionandreachofCanadianfinance

    capitalanditsquestforabiggerroleattheimperialtablesofpoweratNATO,theIMFandin

    the EU. That is why the Harper government is certain to aggressively promote the

    provisions of a CanadaEU Trade Agreement (CETA) in the House of Commons and the

    Conservative controlledSenate. The social allianceof forcesopposing theCETA, include

    PeterJulianNDPMP, theCouncilofCanadians, theCLC,and theNFUcitingamongother

    threats,thepotentialforincreasingdrugcostsby50%.11,12

    ManyIssues OneStruggle MergerTalksDiversionary

    On

    the

    eve

    of

    the

    opening

    of

    Parliament

    where

    for

    the

    first

    time

    the

    NDP

    is

    the

    official

    opposition,mergertalkswiththeLiberalsarequestionable.

    KenLewenza,PresidentoftheCanadianAutoWorkersisthelatesttopromotetheideaofa

    LiberalNDPmergeraddinghisvoicetoPatMartinNDPMPfromWinnipeg. Nodoubtthe

    October 4th

    Manitoba election and the October 6th

    Ontario provincial elections have

    factored into theLewenzaMartin statement. Thedefeatof theNDPand theelectionof

    Conservativegovernmentsof theMikeHarristype ineitheroftheseelectionswouldbea

    setbackfororganized labourandfarmersofOntarioandManitoba. Howeveratemporary

    electoralalliancetodefeattheconservativesisnotwhatLewenzaandMartinarediscussing.

    Martin and Lewenza are musing about a long term election strategy for federal

    Parliamentarypolitics. Mergerdenotespermanenceover the longhaul. That isnot the

    sameasatacticaltemporaryformofelectoralunity. It iscarelesstomixupthetwo. The

    talk of LiberalNDP merger will be seized upon by the privately owned and corporate

    controlledmassmedia todivertpublicattention fromtheurgent issuesaffectingworkers

    andfarmers.

    Timeplaceandcircumstanceisimportantinmergertalk. ThisnotDecember2008! Thelastserious merger discussions arose out of a parliamentary crisis when the rightwing

    conservativeswereaminoritygovernmentincrisisandthecombinedoppositioncouldhave

    formedagovernmentandhadsignedanagreementtodoso. Therewasspontaneousmass

    supportfortheidea.

    It isnotDecember2006!Thenthe leftgot itsknickers inaknotwhenBuzzHargrovethenleaderoftheCAWcalledforLiberalNDPunityatthepollstobeatHarperwhenHarperwas

    notyetinpowerandwhenitwasstillpossibleforNDPLiberalunityatthepollstodefeathis

    rightwinggovernment. Theantimonopolyfightbackisstillhurtingfromthatblunder. That

    wasthen. Thisisnow.

    Todaythesituation iscompletelydifferent. Therightwingconservativesholdpowerasa

    Parliamentarymajorityandwillcontinuetodosotothenextfederalelection. ALiberalNDP

    mergernowwouldrescuetheliberalsfromtheirthirdpartystatusandrelegatethe105NDP

    Parliamentaryoppositiontoacaptiveposition. ItwouldbeamergerofNDPstrengthwith

    Liberal weakness to the benefit of the Liberals. Already the corporate media actively

    promotestheliberalsastherealopposition.

    Whatarethecommonsenseworkingclassthingsthatneedtobesaidabout

    unityinaction?

    Theworkingclasshasboth temporaryand long termallies. TheLiberals,adefenderand

    upholderoftheprofitsystemcanneverbethelongtermallyoforganizedlabour. Lifemay

    present opportunities for temporary tactical advantage to the working class to march

    togetherforashortdistancewiththosewedonottrust. Itwouldntbethefirsttime. That

    isdistinctfrommergerinwhichtheworkingclasslosesitsindependenceofaction. Thatis

    classcollaboration. Thenaturalalliesoforganizedlabourareorganizedfarmers,thepeace,

    democratic,environmentalandpatrioticmovementsofthepeoplewithprovenrecordsof

    struggle.

    Is thereabasis forunityofaction inparliamentarypolitics?Ofcourse there isand that is

    determined on a case by case basis and always on the principle that itmust serve the

    interestsofworkersandfarmersandtheirfamilies.

    Amerger over the long haul is different. It involves a united front around aminimum

    programofclassstruggle. Itpresupposesmovementsoftheleftcommandingmasspopular

    support. United front action represents ahigh levelofpolitical consciousness andmass

    preparedness toorganizeand support sucha front. That takeswork. That takesa long

    periodofstruggle. Withoutthosepreconditions,unityinactionisabarrenconcept. Thatis

    theunderlyingweakness inproposalsforLiberalNDPmergeratthistime. Amerger isthe

    resultofamovementthatpromotesit,andwhichisbasedonaminimumprogramofaction.

    With105NDPMPselectedwiththesupportof4.5millionCanadiansthosewhoadvocate

    mergernowmustbecompelledtoanswerthequestion:Whatwouldbetheprogramofa

    mergedNDPLiberaloppositionatthistime?

    WhatisthebasisforunityinactionwithBobRaeLiberalinterimleader? Raeisnofriendof

    labour. For starters, Rae has it backwards.13 Prime Minister Harpers policy is not

    ideologically driven its corporate profit driven. Economic reality determines political

    ideology. Rightwing dogmatic bafflegab about balancing budgets, reducing corporate

    taxestobecompetitiveanddownsizinggovernment, isthe familiar formofall rightwing

    propaganda used by all G7 statemonopoly governments to uphold and promote the

    fundamental lawofcapitalismglobaldomination formaximumprofit. Obama,Sarkozy,

    Cameron,Berlusconi,Merkel,Noda14andHarperallsingfromthesamehymnbookandBob

    Raeispartofthechorus. InhislongpoliticalcareerRaehasneveropposedthefundamental

    lawofcapitalism.

    At this stage and at this time, it is important for organized labour to enunciate its own

    independentpoliticalpositionandfightfor it ineveryextraparliamentaryway itcan. First

    ofall,thatmeansacriticalevaluationofthepoliticalplatformsofallparties.

    ThoughtfullabouractivistswillreflectonthefactthatthereisntasinglepartyintheHouse

    of Commons that has an independent alternative program to the Conservative

    governmentscorporateprogramofNATOwars,IMFausterityandenergyresourcesellout.

    The Conservatives, the Liberals, the NDP, the Bloc and the Greens either agree or are

    unwilling to breakwith theHarperGovernments big business agenda. To do sowould

    food, medical and power shortages and confronting foreign occupation has been

    liberatedaccordingtoPrimeMinisterHarper. TheresistanceoftheQaddafigovernment

    The Prime Minister will insist that such NATO inflicted carnage was necessary to save

    choosing an economic system different from capitalism is no longer auniversal inherent

    right of all countries but a conditional right determined by an amorphous international

    communityacontrivanceoftheG7imperialiststates,ledbytheUSA.

    Neverdefinedtheterminternationalcommunityisbandiedaboutassomeloftypresence,

    akin to God, that arbitrarily accords to itself the exclusive right to determine what

    sovereigntymeans forotherpeoples. A compliantprivatelyowned corporate controlled

    massmediapresentsvictimasaggressorandaggressorasvictim. Itdoesthisbycreating

    whatitbelieveisaninviolableterminternationalcommunity.

    SolongastheoppositionacceptstheselfappointedroleoftheG7NATOstatesasthefinal

    wordonwhichstateswillbeconsideredpartoftheinternationalcommunityandwhich

    will not, the opposition parties are just as guilty and accountable as the USNATO

    aggressors. Theoppositionpartiesareculpableforthecarnageinflictedresultingfromthe

    NATOmilitaryaggressionthatresultsfromtheattempttosuppresspeoplesandstatesnot

    willingtofallontheirkneesandacceptG7NATOdiktat.

    There are innumerable options short ofwar that all states have at their disposable to

    expresstheirdisapprovalofotherstates. Iftheoppositionpartieshaveno foreignpolicy

    alternatives to thatof the conservatives, they inevitablybecomePrimeMinisterHarpers

    majorsupport.

    TheOppositionPartiesMustOpenlyBreakWithSupportforNATO

    Without consulting the Canadian people, the right wing Conservative Stephen Harper

    government actively promotes Canada as a NATO enforcer state. The launching of

    undeclaredwaronmemberstatesoftheUNthatdonotposeanythreattoCanada,isnow

    routine. InthecaseofLibya,ForeignMinisterJohnBairdishintingatanoccupationrolefor

    theCanadainthewartorncountrybeyondtheSeptember27thCanadianwithdrawaldate.20

    Already the parliamentary limitation placed on Canadian participation in UN sanctionedbombingsofLibyansbeyondSeptember27th isbeingdismantledbyPrimeMinisterHarper

    andanewmandateofoccupationwillbeplacedbeforeparliament.

    The NDP is called upon to oppose any extension and oppose any occupation role for

    Canadianarmed forces. Theconsequencesof the failureof theNDP toopposeCanadian

    participationintheoccupationofLibyawillbedireforthepeopleofCanada.

    ThecivilwarinLibyaisnotover. Itislikelytodescendintoalongdesultoryconflictbringing

    great misery and suffering to the common people of Libya just as western imperialist

    intervention in Iraq and Afghanistan inflicted death andmisery on the people of those

    countries. Canadian participation in the occupation of Libya can also embroil Canadian

    armedforcespersonnelinanotherAfghanistantypeengagementwithcasualtiesresulting.

    The corruptingofCanadian foreign andmilitarypolicy in the interestsof a small coreof

    investorclassesthatprofitfromwarmuststop. Itistimetorecognizeandspeakoutagainst

    thepurposeofPrimeMinisterHarpers vision forCanada in theworld. It is a corporate

    visionofprofit andmustbeopposed. Thatvision is toputCanadaonapermanentwar

    footingandchoosemilitarismas the firstoptionofCanadian foreignpolicy inallmatters.

    The rightwingConservativegovernmenthasnopeacepolicy itonlyhasawarpolicy. A

    majorityofCanadiansdonotsupportUSstylemilitarisminourcountryandthatisnotwhy

    theyelectedtheNDPastheofficialoppositionandpositioned ittotakefederalpower. If

    theNDPhasnoforeignandmilitarypolicydifferentfromtheHarperGovernment itshould

    explaintoitsvoterbasewhyitshouldcontinuetodeservetheirsupport.

    The rightwingConservativegovernmentofPrimeMinisterHarper is spendingbillionson

    preparingtheCanadianmilitary formoreNATOwars. Ontopofanunprecedentedcostly

    expansion of the armed forces tomake itmore interoperablewithUSNATOEU forces,

    Defence Minister Peter McKay on behalf of the government is seeking seven military

    forwardbasesabroadfortheCanadianmilitary.21 TheHarperGovernmenthasputCanada

    onapermanentwarfootingandtheoppositionparties inParliamentaregoingalongwith

    theplan.

    The opposition parties cannot indignantly oppose the antilabour domestic policy of the

    HarperGovernmentand supporthisproimperialist foreignpolicy. TheHarper rightwing

    Conservativesareconsistentlyreactionaryathomeandabroad.

    will

    come

    before

    parliament

    and

    boast

    that

    Canada

    was

    spared

    the

    worst of the global recession but the Canadian peoplewill have to pay for it anyway.

    FlahertywillattendastringofG7G20meetings22tofinetuneplanstoimposehisparticular

    brandofIMFausterity23ontheCanadianpeople.

    FinanceMinisterFlahertywillmakemoreexaggeratedclaimsofhowhisgovernmentamong

    theG7andG20statessavedCanadiansfromtheglobalrecession. WhenFinanceMinister

    Flahertytalksofrecovery,itisnotabouttheeconomicrecoveryofwageandsalaryearners

    andworkingfarmers,itisaboutbankprofitrecovery.

    FinanceMinisterFlahertyisadeptatattributinghisclevernesstoanyeconomicsuccessandblaming theglobal recession forany failures. Closeobserversofwhathas sustained the

    Canadianeconomysince2008hastodowiththedemandamongdevelopingcountriesfor

    Canadianresourcecommodities.

    AttributinggrowthintheCanadianeconomytorightwingConservativeeconomictheocracy

    andneoconcorporatetaxreductionandgovernmentdownsizing isfraudulent. Theright

    wing Conservative Stephen Harper Government has no allsided nationbuilding plan for

    Canadaanditspeople. Balancingbudgetsispunitiveagainstworkingpeople.

    TheInternationalizationandCentralizationofImperialistPower

    TheoppositionpartiesinparticulartheNDPmustcriticallyreviewandchangeitsworldview.

    Therehasbeenafundamentalchange intheglobal imperialistsystem. The21stcentury is

    notbusinessasusual. Theinternationalizationandcentralizationofimperialismintheform

    of G7NATOEU collusion against all peoples seeking an alternative to 21st century

    imperialism,isnotyetgraspedorisopportunisticallyeffaced.

    What has been ignored by social democracy is the aggressive drive of the Harper

    GovernmenttoseizeamoreinfluentialplaceforCanadianfinancecapitalatNATO,theIMF

    andtheWorldBank. TheinterestsrepresentedbytherightwingConservativegovernment

    ofStephenHarperarededicated to reshapingCanada intoanaggressor imperialist state.

    placeat theexpenseofuniversalpublichealthcareandpensions,and theneglectof the

    rebuilding of vital public infrastructure such as public transit, schools, libraries and

    recreationalfacilities.

    Perpetualwar and progressive economic development is a contradiction. The political

    reality is that none of the separate agendas of reformistmovements can achieve their

    separate goals unless they integrate their separate struggles into a common struggle to

    breaktheNATOEUIMFdominanceoverallcountries,includingCanada.

    The rightwing Harper Conservative government is a type of rightwing reactionary

    government reflecting the current stage of imperialist development. Similar type

    governmentsare inpower inallG7states. Allhavesimilar reactionaryprograms. Allare

    antilabour, prowar, and involved in dismantling state programs that are based on

    universalityandproviderealbenefitstothemajorityofthepeople.

    Such governments are consistently reactionary in both domestic and foreign policy and

    exhibit autocratic tendencies hinting at fascism. All have applied state violence and

    repressionagainstsocialprotest in theirowncountries. Thecurrentstageof imperialism

    determines the types of governments that emerge. It is not random. It is historically

    predictable.

    Ifprogressiveswantadifferenttypeofgovernmentdedicatedtoalloftheworthygoalsof

    allofthecombinedreformistmovementsofourtime,thereisnoalternativebuttobasethe

    struggleforsuchagovernmentonopposingthesystemofstatemonopolycapitalism,21st

    centuryimperialism.

    TherightwingConservativeStephenHarpergovernmenthasdefiantlysetitselfagainstthe

    majorityofCanadianswhowantourcountrytobeaforceforpeaceintheworldandtouse

    thewealthofthecountrytoproviderealeconomicsecurityforfamilies. Canadianvotersin

    the lastfederalelectionweresoconvincedthatneithertheConservativesnortheLiberals

    canbetrustedtopromotepeaceandeconomicsecuritythattheywithheldmajoritysupport

    for

    the

    Conservatives,

    reduced

    the

    Liberals

    to

    a

    third

    rate

    party

    and

    elected

    the

    NDP

    as

    the

    officialopposition.

    That is a significant change in Canadian electoral politics reflecting a hardening of the

    resolveofmillionsofCanadianstoseeksomethingbetterthanwhatisofferedbytheparties

    oftheprofitsystem.

    Suchapoliticaldevelopmentisnotanendpoint,itisastartingpoint. Itrepresentsagrowth

    oftheawarenessthatiftheeconomicandsocialwellbeingofCanadiansistochangeforthe

    better,aqualitativechangeinlabourpoliticsmustalsooccur.

    That change involves a struggle to compel government to work for the majority of

    CanadianswhomustlabourtoliveandnotforaminorityofCanadianswholiveparasitically

    onthelabourofothers.

    PrimeMinisterHarperactsexclusivelyforelitesofwealthandprivilegeofferingnothingto

    hardworkingCanadiansexceptmoremilitarismandwar,IMFeconomicausterityandselling

    outCanadasvitalenergy reserves fora fastbuck. ThePrimeMinister leadsa rightwing

    governmentofunprecedented autocratic societaldivision,nationaldisunity, foreignwars

    andeconomicdecline.

    The StephenHarper ConservativeGovernment imposes its regressive IMF economic and

    socialpoliciesonCanadianswiththesameindifferenceastoitsconsequencesasheshowed

    forhisdecisionorderingNATOCanadianarmed forces todropbombson thepeopleand

    treasureofLibya. Thedifferenceisoneofdegreenotofsubstance.

    Finance Minister Flahertys monetary, fiscal and budgetary policy, implemented on the

    adviceofaninnercircleofunelectedprivatebankers,investorsandacademicsisdesignedto

    remove all impediments to theprofitgoalsofprivatedomestic and international finance

    capitalwhilesimultaneouslyimposingIMFausterityonthewages,salariesandfarmincome

    ofthepeopleofCanadawhoactuallycreatetherealwealthofthecountry. Thetransferof

    wealthfromtheworkingclassandworkingfarmersandsmallbusinessproducerstoprivate

    banking, industrial investorappropriators,hasneverbeenmoreblatantandcrude. Sucha

    systemistheantithesisofrealpeoplessovereignty.24

    InsteadofdiversionarytalkofLiberalNDPmergers,tradeunionists,NFUmembers,allofthe

    patrioticanddemocraticmovementsoftheCanadianpeoplecanuniteintheirdemandthat

    theNDP, theGreens and socially aware Liberalsdefiantly confront the rightwingHarper

    Conservatives.

    Thatiswhattheleftprogressivemovementmustalsobesaying.
