Happy Fall, Wow, where did the summer go! Well MAPA had a busy summer highlighted by the August picnic. The weather was perfect and the food was outstanding. I hope you will look through this issue and see some of the pictures we took at Andover/Aeroflex last month. We had a fairly light turnout this year, which was primarily due to a miss-communication (e-mail) about another picnic conflicting with ours. We will always have conflicts so can never know what to expect. We still had six planes and probably close to forty (40) MAPA members, their families and guests visit and enjoy the day. Moving on, we are still continuing our monthly dinner meetings, so we hope to see you all next Thursday evening up at the Russian Hall. One of MAPA's own, Tom Wilkinson's father will tell his aviation stories. The weather should start getting a little nicer, plus be a little cooler for flying this month. Sep-tember always is a great time to fly. We are off to exotic islands or island this month. On Saturday, September 13th we are off to Block Island for the day, or even if you wish stay the weekend.

The days are usually 80 degrees and the nights are around 40 degrees --- perfect weather. On the Executive level we are undergoing some changes too, including our adding a new position to the MAPA Executive Committee. That new position is Marketing Chairman and we have asked Wayne Smith to step into that role. Wel-come aboard Wayne (and Rita too). We are also looking at moving the 2009 Kathy Jaffe Safety Seminar to March. We are currently discussions with County College of Morris as a new location. And lastly, several people have stepped for-ward to suggest changing our web-page. The MAPA web page is now 15 years old and due for a face lift. What are your thoughts? How can we make the web page better and work for MAPA and you? Anyway, off to go fly some where, see you soon.

September Fly-Out to Block Island Saturday, September 13

3 The Beachhead Restaurant at Noon

BID is about 130 NM, east of MMU and is found on the NY sectional. Runway 10/28 is 2,502 ft. long by 100 ft. wide with an elevation of 108 ft. The basic information is as follows but verify be-fore your flight: BID AWOS-3: 134.775 or (401-466-5495) CTAF 123.0 & PVD Approach 125.75 RNAV (GPS) on 10 & 28 VOR/DME on 10 VOR on 28 NO Fuel Available!!

The Fly-out is not sponsored by MAPA. It is a gath-ering for any and all pilots who wish to join a group for lunch at an area airport location. The go/no go decision to join in is strictly up to individual pilots.

Block Island is a picturesque little airport in the middle of Long Island Sound. If you have never flown in there before, it provides the opportunity to land on a relatively short runway. The airport is situated to the east side of the island and the ap-proach to RW 28 comes in over the shore line. There is a restaurant on the field but a short walk or taxi ride puts you into the town on the bay. The choice of eatery is The Beachhead Restau-rant and those flying in should coordinated the ride into town. Plan to arrive around 11:30 or 11:45 to be ready to eat at noon.. There is No Fuel available on the field so it would be prudent to plan ahead of time for that. Several routing options are available depend-ing on what pleases you the most. From MMU, CDW area a route under the NY Class B gets you to the sound and either the CT coast or north fork of LI route are pretty scenic. White Plains air space keeps you on the south side of Rt 95. The

Class Bravo allows the Alpine Tower route under 3,000 or the tighter route over Yonkers that works under 1,500. Routing over EWR, up the Hudson or East River may be coordinated with EWR tower (127.85) and LGA tower. EWR likes you at 1,500 ft over the numbers of their active runway. LGA picks you up either from the East River or over Central Park then over their tower to the Throgs Neck Bridge. These are not complicated to get and offer great views of the City. A recent visit to BID reminded me that there is a small upward slope on RW 28. It is important to study the RW length and make sure approach speeds result in a happy landing. There is quite a bit of construction going on with the new terminal and parking directions should be available on Unicom. Heathcliff

Dave Simpson Program Chair

Bill is a pilot's pilot. He has probably flown more planes - military, private and heavy com-mercial tin - than anyone you'll meet, including a little F6F Hellcat night fighting from the deck of the Yorktown. On September 11th he'll join us with the stories and film to prove it!

Born and raised in the Pittsburgh area, Bill was introduced to aviation by Al Williams and the Gulf Hawk planes he would wring-out over the outlying towns back in the twenties. Bill was a fresh-man at college when the war broke out and he joined the Navy as a pilot. The first plane he flew was the SN-P (Spartan) in the winter of 1942 fol-lowed by the N3N, SMB and SN-J. At Floyd Ben-net Naval Air Station, Bill took his first assignment after getting his wings with a ferry squadron de-livering aircraft from the factories to the Navy. In that job, he flew every single engine plane then manufactured for the Navy, testing and then fer-rying them to the west coast. The list starts with SNC-1, TBF, F6F, F4F, FM-1, FM-2, F4U1-4,

FG-1, F2A-1, TBM, SBD, SB2C, SB2A, OS2U, SBW and JRB. He was then assigned to a fighter training base in Melborne, FL to fly the F6F Hellcat. Iwo Jima and Okinawa were taking place and they needed night fighters badly when the Enterprise was hit with an all night-flying air group aboard. They rushed Bill to the fleet through Guam, Sai-

pan and Ulithi to join the York-town in Air Group 9, one of the hottest fighter squadrons in the fleet. He later joined Air Group 88 until the end of the war. Af-ter his discharge, Bill's private flying was in Cubs, Stinsons, Luscomes, Beachcrafts, Swifts, T-Craft and Cessnas. Bill joined Eastern Airlines in 1951 flying the DC3, M404, DC4, DC6, DC7, DC8, Connies, B747, 1049, 1049-C & G, L1011, Electras, A300, B720, B707 & B727.

Today Bill still enjoys flying with his son, MAPA member Tom Watkinson in his PA28.

Follow Up: August Presentation by Sean O’Donnell

The August meeting speaker, Sean O’Donnell gave a rousing and inspiring presentation about his journey to pilothood after a life altering and dis-abling motorcycle accident. After being totally paralyzed and relegated to a wheel chair without the use of his legs, Sean chose the LSA route to pursue his life long dream of becoming a pilot. Without the use of his legs, the options were very limited in choosing an aircraft and program allowing him the opportunities that we mostly take for granted. The best option was the Sky Arrow 600 that was specifically designed to accommo-date hand operation in a safe manner that was part of the manufacturer’s intention. The certified LSA allows for the addition of a hand control that gives the safest approach. Sean received his pilot certificate at Oshkosh in 2007 and returned this year on that anniversary with just about 100 hours under his belt. He ob-tained his certificate at about 27 hours!! That sure beats what some flight schools do on the private program, eh?

Since taking over as Surface Winds Editor in Feb-ruary, this is the 8th edition produced. We have embarked on a path to make the newsletter more informative and more interesting. To this end the request has been made soliciting articles, stories, pictures and commentary that may be interesting to the readers. In today’s electronic environment, it is quite simple to just compose on a computer and e-mail to the editor. It is somewhat disappointing that very little has been provided. Of course there are the monthly articles by the Chairs including the Presidents mes-sage and the Program Chair speaker and event column. The fly-out column has been covered by various writers in the absence of a fly-out captain. Members Stanley Sanders, Doug Fields and Pete Skurla have contributed interesting and timely arti-cles along with several outside contributions. More pictures than we can include have been provided from several members including Al Pucci-arelli, Doug and Janet Fields, Duncan, Dave Simp-son and Art Templeton. New members have joined this year with several

taking active roles in the organization and events. A core of existing members continually provide the elbow grease and impetus to keep things moving. The point is that we need more input on all fronts from members and interested parties to not only maintain, but to expand the interest of MAPA to the area flying community. So the appeal is now loudly proclaimed. We need your support!! MAPA provides several high profile programs an-nually including the Kathy Jaffe Safety Seminar that benefits area pilots. It’s time to hear back from those who benefit from MAPA so that we can be-come a better representative of the aviation com-munity. Absent such feedback, the readers will simply have to be satisfied with whatever we de-cided to include in the Surface Winds.

The MAPA Board conducted the August meet-ing on August 5th. A number of agenda items were discussed including details for the MAPA picnic. The primary items are as follows:

Membership and new member recruitment Current membership is in the area of 100. The year usually starts out around 65 or so and renewals trickle in throughout the year. New or renewal memberships that occur at the picnic are good through the remainder of 2007. Those that pay dues at the picnic do not have to pay for the picnic separately. At the Kathy Jaffe Seminar and the LSA Jam-boree, an attempt was made to solicit new mem-berships but the results were dismal. MAPA would like to increase membership but it looks like we need some ideas as to how to do that. Wayne Smith was put in charge of Marketing which is really a recruitment position. Hopefully we will see the fruits of his efforts in coming months.

Fly Outs We discussed the October brunch fly out typi-cally held at Columbia County. Last year we ar-

rived for the Sunday brunch to find that the restau-rant has discontinued that service. MAPA pays for the brunch for members and it turned out to be off of the menu. The situation for this year will be investigated to determine what we will do. Further information will be in the provided prior to the event in the October newsletter. The Block Island fly out of September was originally announced as an overnighter. We de-cided to simply have only a Saturday lunch event. 2009 fly outs were discussed and further input from the members is requested.

2009 Kathy Jaffe Safety Seminar Planning is underway for this event and a de-cision as to the date will be forthcoming. It seems that March will afford the most economical oppor-tunity for a location.

Speakers The continuing effort to provide interesting and quality speaker programs is one of our prime con-cerns and 2009 is being planned out. Finally, two large pizzas fueled the hunger of the board members, which usually keeps us com-ing back.

The annual MAPA picnic at Aeroflex was another huge success! The weather was gor-geous and members and guests flew in or drove to the festivities. This is one of the most anticipated events of the year and we all look forward to the food and frivolity of the day. Greg Benson seemed to end up with the chief chef chores. Plenty of hearty food was provides including some very sumptuous toma-toes! Al Pucciarelli and Janet Fields have be-come the official photographers of MAPA events and have provided dozens of pictures that are included within this newsletter. I think we’ll have to get them Press Passes. A late report from Jimmy Olsen (cub re-porter) is that Janet, Wayne, Douglas and Duncan set new MAPA and Olympic records in assemblage of the picnic tent in less than an hour!! Gold medal presentation will be sched-uled at the 2009 picnic.

It is that time when we start to line up fly out destinations for 2009. It is no mystery that most of us who fly the northeast regularly are well aware of the airports with restaurants or some interesting at-traction that would entice us. Seemingly, the destinations with restaurants on the field or close by are our favorites. And this underlies the reasons we like to fly to them. Occasionally it is adventurous to find that unknown destination. Two alternate spots from 2008 were Windham, CT (KUD) and Penn’s Cave (N74). However, we’d like to solicit suggestions for anything different. You can do this at any meeting or by e-mailing the Editor or any other MAPA board member. We’d really like to know what you think.

More Eclipse Problems

Although it is not our objective to regurgitate published stories, the continuing problems with Eclipse aircraft caught our attention. This article is a synopsis from the AOPA article by Anton K. Marsh from the on line publication. The article, entitled FAA, Congress Revisit Eclipse 500 Certification brings to reality the fact that not all is pleasant in Hootervile. Apparently FAA inspectors are conducting a special certification review of the Eclipse 500 Jet in preparation for a September 17th Congres-sional hearing questioning the FAA’s awarding of a type certificate to the company in 2006. This sounds like very serious business having Congress involved. Eclipse seems to welcome this review believing the aircraft was properly tested and certified. The House Committee on Transportation & Infrastructure (who knew about those guys?) will hear results from the Department of Transporta-tion, Inspector’s General office in addition to tes-timony from former Eclipse employees. Commit-

tee Chairman, Rep. James L. Oberstar re-quested the IGs report and invited FAA & NTSB officials to testify. In 2006, The National Air Traffic Controllers Association (NATCA) filed a grievance that “ aircraft certification engineers and flight test pi-lots had not completed their assigned certifica-tion and safety responsibilities before the aircraft was certified on 9/30/2009, which was a Satur-day.” (Who knew that NATCA had any standing to file such and that a Saturday would come back to haunt them?) It turns out that NATCA represents FAA employees involved in the certi-fication process. At that time, the FAA officials stated the agency stood behind the certification. The Eclipse Aviation CEO, Roel Pieper com-ments that “without a doubt, this special review will uncover what we already know - that the Eclipse 500 marks the safest new airplane intro-duction into service in 20 years.” Continued on page 14

More Eclipse Problems Special certification reviews are not unusual and normally occur after an accident to investi-gate specific aircraft systems on various aircraft of all types and sizes. This matter comes at a time when Eclipse is trying to contain costs while increasing produc-tion. This review will most likely result in a re-duce production for the moment. Albany Inter-national Corp. who supplies composite materials to Eclipse believe that production will surpass previous levels in the last half of 2009. Eclipse confirmed the layoff of 650 employ-ees, mostly temps and those with less than 6 months resulting in about 1,100 remaining. Overall, Eclipse will continue as a viable and profitable company. Albany revenues from Eclipse are substantial so that any lingering problems with Eclipse would probably put the whammy on Albany.

Eclipse also has some concern with the P&W PW610F after and in flight shutdown traced to carbon buildup in the combustion chamber. The PW600 series engine is used in the Cessna Citation Mustang and is expected to be used in the Embraer Phenom 100. The Mustang has the PW615F, which reportedly is engineered a bit differently than the 610 engine. We have brought this story to illustrate the trials and tribulations with the fast moving tech-nology in the aircraft business today. Editorial: The Baltimore Washington ADIZ Quandary

For those who venture south and southwest-erly from the MMU and CDW area, most are surely aware of the Baltimore Washington ADIZ. The interior ADIZ was established after 9/11 to protect the Capitol and seat of government from hostile intrusions. The ADIZ is independent of the Class Bravo airspace and requires a sepa-rate clearance to penetrate. In the last year, the ADIZ was contracted somewhat allowing for non-clearance into at least Bay Bridge airport. Special provisions were in place for that airport enabling access by squawking a particular transponder code without filing and obtaining permission to enter. The code was something like 1227 and required entry from the east and staying within proximity of W29. For those who may not be familiar, the large ADIZ requires a special filing, VFR or IFR below 18,000 feet that identifies the point of entry (usually an intersection) and the time of entry. Some time ago, while flying from W29 to HGR, I was able to set up and get the ADIZ clearance but not the Bravo clearance! Consequently the flight was below 1,500 feet while passing be-tween the rings of BWI and DCA. Interesting to say the least. Don’t expect to pop up and get an ADIZ clearance because it has to be done on the ground. The three airports south of BWI require special advance security clearance to use and DCA is generally off limits to us regular Part 91 folk. A recent article by Warren D. Morningstar was included in the AOPA e-Pilot on line entitled ADIZ Training rule angers and confuses Mem-bers. The new rule applies to any pilot flying within 60 NM of the DCA VOR even though they may never intend to fly into the ADIZ! As such, pilots must complete the “Special Awareness” training by February 9, 2009 if they will be flying near the BWI/DCA area. Mr. Morningstar states that pilots are angered that they have to take the course and confused as to what course has to be taken. Pilots flying the ADIZ suggest that they do not need any training. Apparently this training has been discussed since 2006 and results from the numerous intru-sions into the ADIZ by seemingly smart pilots.

There are 2 online courses that meet the rule requirement and some pilots may have already taken and older course, Navigating the DC ADIZ, TFRs, and Special Use Airspace. While no longer offered, the course still qualifies and pilots may retrieve proof of completion. The current course is Navigating the New DC ADIZ. It takes about 90 minutes to complete and received the certificate. Pilots could also com-plete the special awareness training by attending an FAA Safety Program seminar and obtaining the ADIZ Training certificate. Pilots are not re-quired to carry the certificate but must be able to produce it within a reasonable time if asked by a law enforcement officer, an FAA inspector or TSA agent. An interesting conundrum regards IFR flights within the 60 NM “speed ring”. If you are within 60 NM and cancel IFR before touchdown, you have become VFR and are subject to the rule. We have done our duty and reported the story. But editorializing a bit, it seems a small effort and expenditure of time to comply with this rule. I can’t image why pilots are confused or angry. Sometimes I think that the AOPA gets a little carried away with their advocacy. Instead of trying to fight this matter, let them assist us in compliance. The ADIZ is there now and will probably be there for a long time. If we didn’t have so many stupid pilots and flying farmers screwing it up, things would be a lot better for all of us. I was flying into BWI several years ago, IFR when the farmer caused all of Washington to be evacuated. Controllers asked me to try and raise the plane on frequency about the time I was fly-ing over top of him. I was the last plane into BWI for several hours and those airliners lined up were very unhappy. At the time I was headed to Washington and would have gladly gone into DCA. That is a mat-ter I’d like to see the AOPA folks work a bit harder on. Open DCA up again for those of us that have a use for it. From the Editor
