The Meadowlands also will be able to provide harness horsemen with addi- tional days of live racing because of the cancel- lation of the fall thoroughbred meet. Racing at the Meadowlands has been strong, both in terms of action on the track and wa- gering. More than $5 million was bet on Mead- owlands Pace night, a 25-percent increase over 2019, and the most on a Pace Night since 2008. The Meadowlands also topped $3 million on July 4, its fifth time surpassing the $3 million mark this year, and has routinely handled more than $2.5 million nightly. Earlier this month, the governor’s office and members of the legislature were presented a report regarding the impact of the state’s first $20 million appropriation for horse racing purses. The report was presented on behalf of the SBOANJ, Meadowlands, and Freehold as well as Monmouth Park and thoroughbred as- sociations. Included in this information, the report high- lighted a nearly 12 percent increase in wager- ing in 2019 compared to 2018 and the near doubling of purse money for the Sire Stakes program. It also noted the significant increase of horses competing at the state’s tracks after consecutive years of decline, the exponential growth of the breeding industry, and the in- crease in racing-related employment. These positive developments are vital to our industry receiving future appropriations, par- ticularly with the looming budget deficit facing the state created by the COVID-19 pandemic. Projections show New Jersey facing a shortfall of anywhere from $7 billion to $20 billion for the Fiscal Year 2021 budget. The current fis- cal year was scheduled to end June 30 but was extended to Sept. 30 to allow more time for financial analysis and preparation for the next budget. In addition, in mid-July the governor signed a bond bill that will allow the state to borrow up to $9.9 billion to help offset reve- nue shortfalls. With assistance from our lobbyist, AJ Sabath, we are proactively shaping our message to share with legislative leaders, legislative al- lies, legislative staff, and the governor’s office to advocate for the continuation of the purse supplement as part of the upcoming budget. The governor has until Aug. 25 to present his budget proposal for Fiscal Year 2021. In other legislative news that could positive- ly impact wagering in the future, a bill spon- sored by Assemblyman Ronald Dancer, among others, to allow New Jersey residents to bet on horseraces when outside the state by using off-track wagering accounts, was approved in a 73-0 vote by the Assembly. Currently, New Jersey residents must be physically present in the state to wager. The measure now goes to the Senate for approval. Also, since the COVID-19 pandemic has start- ed the SBOANJ has been working together with Chris Samaha and BCAP to help fund and assist those in need plus distribute food cards, masks, gloves, and antibacterial cleaners. Finally, thank you to all our horsemen and horsewomen for your cooperation in following protocols, which are necessary to help ensure our industry can keep operating without inter- ruption, at training centers and racetracks. President’s LetterDear Members,

I hope everyone is doing well as we continue to navigate our way through these challenging times.

We are grateful to be racing again. The SBO-ANJ, in conjunction with Dr. Karyn Ma-linowski, director of the Rutgers Equine Sci-ence Center, worked tirelessly to create a Risk Management Plan to enable racing to resume and our directors remained in constant con-tact with state legislators and the Racing Com-mission to build support for our return.

Thank you to everyone involved in helping get us back in action, particularly the Mead-owlands, Gaitway Farm and Magical Acres for hosting dozens of qualifiers. In addition, we are thankful the Meadowlands offered two 18-race cards in June to help people get races for their horses when opportunities elsewhere were limited. The Meadowlands also will be able to provide harness horsemen with addi-tional days of live racing because of the cancel-lation of the fall thoroughbred meet.

Racing at the Meadowlands has been strong, both in terms of action on the track and wa-gering. More than $5 million was bet on Mead-owlands Pace night, a 25-percent increase over 2019, and the most on a Pace Night since 2008.

The report was presented on behalf of the SBOANJ, Meadowlands, and Freehold as well as Monmouth Park and thoroughbred as-sociations.

Included in this information, the report high-lighted a nearly 12 percent increase in wager-ing in 2019 compared to 2018 and the near doubling of purse money for the Sire Stakes program. It also noted the significant increase of horses competing at the state’s tracks after consecutive years of decline, the exponential growth of the breeding industry, and the in-crease in racing-related employment.

These positive developments are vital to our industry receiving future appropriations, par-ticularly with the looming budget deficit facing the state created by the COVID-19 pandemic. Projections show New Jersey facing a shortfall of anywhere from $7 billion to $20 billion for the Fiscal Year 2021 budget. The current fis-cal year was scheduled to end June 30 but was extended to Sept. 30 to allow more time for financial analysis and preparation for the next budget. In addition, in mid-July the governor signed a bond bill that will allow the state to borrow up to $9.9 billion to help offset reve-nue shortfalls.

With assistance from our lobbyist, AJ Sabath, we are proactively shaping our message to share with legislative leaders, legislative al-lies, legislative staff, and the governor’s office to advocate for the continuation of the purse supplement as part of the upcoming budget. The governor has until Aug. 25 to present his budget proposal for Fiscal Year 2021.

In other legislative news that could positive-ly impact wagering in the future, a bill spon-sored by Assemblyman Ronald Dancer, among others, to allow New Jersey residents to bet on horseraces when outside the state by using off-track wagering accounts, was approved in a 73-0 vote by the Assembly. Currently, New Jersey residents must be physically present in the state to wager. The measure now goes to the Senate for approval.

Also, since the COVID-19 pandemic has start-ed the SBOANJ has been working together with Chris Samaha and BCAP to help fund and assist those in need plus distribute food cards, masks, gloves, and antibacterial cleaners.

Finally, thank you to all our horsemen and horsewomen for your cooperation in following protocols, which are necessary to help ensure our industry can keep operating without inter-ruption, at training centers and racetracks. We must remember the actions of individuals can affect our group as a whole, so please remain committed to practicing essential health and safety measures. We are all in this together.

RUTGERS EQUINE SCIENCE CENTER HELD A RESEARCH FUNDRAISING INITIATIVE FOR VETERANS WITH PTSD

ATTENTION ALL NEW JERSEY HORSEMEN AND HORSEWOMEN

The research project, conducted by the Equine Science Center

at Rutgers University, will focus on the horse human bond, and

how EAAT affects both humans and horses during these types

of therapy sessions. “It is important that we are not only able

to fund the research that will be conducted, but also cover all

costs associated with the veterans who will be volunteering

their time for this important cause,” said Center Director Dr.

Karyn Malinowski. “This will be the first time research con-

ducted with EAAT will measure the same physiological mark-

ers of stress and well-being simultaneously in both the horses

and veterans.”

The proposed project, an 8-week research trial by Ph.D. candi-

date Ms. Ellen Rankins, will examine equine and human health

in the treatment of Post-Traumatic Stress Disorder (PTSD)

specifically within the New Jersey veteran population.

There has been an outpouring of support for the project, with

early supporters including New Jersey Assemblyman Ronald S.

Dancer from New Jersey’s 12th legislative district. Assembly-

man Dancer serves on the Military and Veterans’ Affairs Com-

mittee and is himself a veteran having served in the United

State Army. “Growing up I saw first-hand the bond between

horses and people, myself included, and the good that can

come from that connection” said Assemblyman Dancer. “

The Center’s major fundraising event was “Rutgers Giving

Day,” on June 17, 2020 and raised over $29,000.

In January of 2019, Senate Bill S2992 passed in the Legislature and was signed by the Governor on February 4, 2019. This law appropriated $20 million for five fiscal years to the New Jersey Racing Commission for horse racing purse appropriations. De-spite the legislation’s passage, the appropriation is not guaran-teed. To ensure the passage of our appropriation again in 2021 we need to work together and contact our legislators. With the fiscal status of the State due to the COVID-19 pandem-ic, we are asking that everyone reach out to their Legislators, urging support on the appropriation in the 2021 Budget. It is imperative that you contact your Legislator before the Budget address that will be delivered on August 25, 2020.

The SBOANJ and our Advocacy & Management Group lobbying team have put together an outline to assist you when speaking to or writing to your legislator, explaining how the funding you will be asking support for is essential to the horse racing and breeding industry. Visit sboanj.com and click on Help For Contacting Your NJ Legislator to view the outline and the NJ Horse Racing Impact Annual Report. Please take the time to review the outline and contact your leg-islator as soon as possible. Thank you in advance for your coop-eration on this very important matter.

GINGRAS CATCHES DUNN FOR BIG M DRIVER TITLE

SBOANJ REBATE PROGRAMS

HAMBLETONIAN HANDLE HIGHLIGHTS

Yannick Gingras came from “off the pace” to best Dexter Dunn in the hotly contested battle for top driver at the Meadowlands meeting that came down to Saturday’s Ham-bletonian Day card.

By winning three races Friday and four more Saturday, Gin-gras overcame Dunn’s 82-79 lead in the standings entering the final weekend of racing. After Dunn won the final race of the meet – with 19-1 shot Starvin Marvin – he stood one behind Gingras, who won the title by a count of 86 to 85.

Gingras and Dunn also finished 1-2 in money earnings.Ron Burke, the winner of 12 consecutive national trainer ti-tles, topped the Big M trainer colony in wins with 50. Nan-cy Takter was the leading money-earning trainer. She had just over $1 million in earnings heading into Hambo Day.

Leading owners at the meeting were Pollack Racing LLC and Jeffrey Cullipher.

In order to qualify for any rebate programs available through the SBOANJ you must be a current member and have on file a W- 9 form. For the 2019 stallion and resident mare programs , peo-ple who were registered need to send in proof of foal-ing. You can go on the USTA and send in the registration

information for proof of foaling in New Jersey. The 2020 rebate forms can be sent only after the mare is pronounced in foal. Deadline for both programs is October 31, 2020

All-source North American wagering on the 16-race Ham-bo Day card totaled $5,730,615, by far the highest total in the industry in 2020. It marked the second time during the 41-program meeting where wagering topped the $5-million plateau.

On 33 occasions, wagering went past the $2.5-million mark, while the $3-million barrier was busted 10 times.

Wagering on the Hambletonian was red hot, as a total of $845,469 was pushed through the windows on the 11th race Saturday, an increase of $322,305 over last year (61 percent).

Wagering totals from international outlets will not be known for several days.

For the first time in history every owner and harness racing

fan were able to watch qualifiers and baby races at Gaitway

Farm and Magical Acres live. Each farm hosted four days of

qualifiers and baby races and streamed them live in conjunc-

tion with the SBOANJ.

Thousands viewed the races on each farms respective You-

Tube channel. The races are still available to view for those

interested, simply visit the YouTube Channels provided.

In January of 2019, the appropriations bill passed in the Legislature and was signed

by the Governor on February 4, 2019. This law appropriated $20 million for five

fiscal years to the New Jersey Racing Commission for the horse racing industry,

divided equally between the Thoroughbreds and Standardbreds. Funding for the

3rd year appropriation is being considered now for the 2021 budget year. TrotPAC

will continue to work with legislators to retain their support for the appropriation

funding. TrotPAC is dedicated to insure the long-term viability of the New Jersey

Standardbred racing and breeding industry. However, due to the cancellation of our

annual golf outing, which has been the many source of revenue, we are asking mem-

bers to please help and send a donation if you are able. Thanking you in advance for

your continue support.
