History of the NCSLA
The North Carolina Surplus Lines
Association is a private non-profit
organization which was incorporated
on June 11, 1985 and began serving as
a regulatory support organization for
the North Carolina Department of
Insurance on July 31, 1985.
The NCSLA was established to
promote a stable excess and surplus
lines insurance market for policy
holders in North Carolina and to assist
the North Carolina Department of
Insurance with oversight of the
surplus lines market.
The association has facilitated
compliance by its members with
North Carolina insurance statutes
with means of communication,
educational support and document
review.
In 1985, the NCSLA had a
membership of less than 50 resident
licensees and has grown today to over
2400 members consisting of resident
and nonresident licensees, as well as
company associate members.
What We Do
The North Carolina Surplus Lines
Association serves the North Carolina
surplus lines industry on matters
concerning the surplus lines market in
North Carolina, as well as serving as a
facilitator between the surplus lines
licensees and regulators.
We perform networking, regulatory
and legislative activities at both the
state and national level on surplus
lines issues that may influence our
members. In addition, the NCSLA
serves as an industry representative
organization to the Wholesale
Specialty Insurance Association, as
well as the IIANC and PIANC.
The association holds an annual
membership meeting where industry
leaders and risk management majors
are invited to speak on topics that are
of educational value for our members.
We are also proud to support our
three universities that offer risk
management and insurance
concentrations with both student
scholarships and financial support for
London international studies
programs.
The North Carolina Surplus Lines Stamping Office promotes and permits the
orderly and fair access to surplus lines insurance markets for policyholders in
North Carolina by facilitating and encouraging the compliance of surplus lines
licensees with applicable laws, rules and regulations. We disseminate to surplus
lines licensees information related to new electronic filing procedures, coverage
modifications and changes that impact tax status. We work on a national and
local level to ensure that surplus lines laws evolve with the changing
marketplace. As part of our online filing service, we monitor all surplus lines taxes
in order to promote a level playing field and protect the state’s premium tax
