UNIVERSITY PRESIDENT DON Inocente Royal issued the Executive Order No. 66 creating the University Proofreading and Oversight Committee (UPAOCOM) to review all printed outputs of all publications in the entire university system.

The subject of the new EO is to avoid future errors and secure grammatical accuracy for all concerned readers. Its main function is to review all publications in the system subject to the provision of English as the generally accepted language used internationally, for teamwork, effective and efficient leadership and management of NORSU’s operations.

According to UPAOCOM Chair Mark Earturalde, the committee covers all publications in the university including The NOISYnian (TNn) and The Pyloone. He also emphasized that UPAOCOM was created to ensure the

ALLOWING THE STUDENTS and faculty members to freely express their creativity on fashion, University President Don Inocente Royal released Executive Order (EO) No. 69 effective October 2, a day before he was temporarily suspended.

EO No. 69 states “All students and faculty members of Negros Oriental State University (NORSU) are allowed to enter the campus premises wearing their own fashionable attires effective on the day indicated in this order.”

With the implementation of this new dress code policy, students and faculty members are allowed to wear any attire they desire for as long as it will show their creativity.

The university president said this new dress code is what he is aiming for since the start of his administration. He said that in this manner, NORSU will soon be known for its fashion-oriented environment.

“No one, by means of poverty, should be deprived of the thrill of fashionable endeavors,” Royal said.

PDO find ways

I always suffer on such. And I know you also do. So hail us creatures that always feel carried away.

Admit it! There were and there will always be times when you feel the supreme emotion of anger, surprise or happiness because you are carried away. And mostly it is because your emotional dimension is altered and disturbed by those people around. No matter how hard you try it, you just can’t stop feeling that ugly thing.

Unless if you are that patient and calm—well, the truth is, they themselves can break free from those chains of solemnity. Which means that we are all the same.

And yeah! We always feel regretful of the things and actions that we have done, and ashamed of the words that we have spoken that caused pain and delivered sorrow to other people. We could only realize that it is actually too late for apologies.

Have you noticed? Whether we like it or not, we just keep on repeating this disturbing carried away thing towards other people. And hello! They feel the

same way to as we speak. But tell you what! This thing is absolutely normal. We

are all bound to cling with this emotional state or whatever you call it. Being angry or frustrated unto other people are part of you, who is called a human being. And expressing it with a negative impact to them is much more normal than any other things like happiness and surprise.

Another thing! You are definitely given the freedom to show and express this thing to everyone, anytime you want and wherever you want them to know what you feel. The important thing is that you must be able to share this negative aura, the killing feeling and the pain toward them, because that is your goal. Remember, you are living in a free and democratic country, so savor the boundless freedom to do so. You can even be carried away towards the president of our country.

Trust me. Doing these thing is absolutely okay. Just don’t think of the consequences if there are any. If you are barred to do so, get a copy of the revised edition of the constitution of the Philippines and smack the book on their faces. Oh! And you can also sew them if they will not allow you to express your freedom. So be angry if you want! Be overly sarcastic if that is what you love to do! Be foolish if that makes you who you truly are!

Lastly and the most important thing. I forgot to tell you that this week’s issue is a lampoon one, which means that all articles are in a satire form and must be understood in a kidding manner. Which also means that this column of mine is a foolish and worthless one. So please, don’t hesitate to discard this one in your minds, but it would also be great if you’ll believe or follow what I have just told you to do. (Just kidding)

I am just carried away that’s why I’m fooling you. Fools! (Well, I hope you were fooled! And I wish you’d be carried away. [Naughty laugh])

It’s more fun with lampoon

I could still recall how hopeful I was just for The NORSUnian or TN to produce this edition. And in the 4th year of my existence in this university, finally, let me introduce to you, the 2014 Lampoon Issue of TN.

Lampoon, specifically in newspapers, is defined as a satirical way of presenting the contents including long text pieces, shorter written pieces, a section of actual news items (dubbed “half-meant issues”), photos, cartoons and comic strips. Everything made exaggerated from the names of the offices and personalities down to the single piece of information. Perhaps, you are wondering why in this world we came up with this concept. Well, because we believe that this edition will serve as remedy to your recent stressed feelings.

As one of the rants behind, do you even know how hard it was to produce something that will

make you giggle with laughter, from the very beginning down to the very last page? And how hard it is knowing that once this will be published, we would eventually receive more bad feedback than good. Yes it is kind of a risky move yet we hope that you won’t take it seriously knowing that these are all pure witticisms.

Of course you all know that TN’s job is to produce weekly newspapers revealing both good and bad news concerning the university. Right then, I remembered an experience that just occurred last month when I joined a camp in Cebu. My fellow camper asked me if what school do I study at, and I proudly answered. Did you know what she said? Ahhh! Sa NORSU diay ka nag school? Katong permi naay gubot? Mag-rally rally man sad kuno mu diha? I was awed. Who would’ve thought that our school is already that popular. Clap! Clap! Popular for its never ending chaos. >.<

Eventually, I discovered she was able to read our online news articles. Imagine how readers would react on the content of our newspapers published every week. Perhaps, for the 19 times TN has published, you guys are already tired reading those issues that only make you worried and upset.

For now, let’s pause for a moment and enjoy this lampoon edition. For those who are and will be affected with the contents of this paper, we sincerely apologize to you. This is just for fun! And many members of the TN has subsequently went on to contribute creatively to the creation of this edition.

So, enjoy! Because laughter is the best medicine and that You Only Live Once.

For how many years, Negros Oriental State University (NORSU) has been one of the catering schools for poor but deserving students. Being a government institution in nature, it has offered educational support for unfortunate youths who have great desires to go and study tertiary education. In fact, a big portion of NORSU population consist the mass of poor scholars who perceived NORSU as the only venue of opportunity in becoming great and successful individuals in the future.

But how can they rise up from the bandage of poverty if the providers of education are inconsiderate and cruel? How can they finish the race if there are monsters-like-being who scare and hinder them along the way?

Obviously, the monsters being described are those instructors labelled as “terror” by the students. Due to too much abuse of their powers in the class, numerous Norsunians made a protest addressed to the administration the removal of these “terror teachers” in the university. This movement was pushed through because students cannot anymore endure and handle the mistreatment and unrespectable attitudes of these teachers.

As the only element that always find ways for the university, the Praning and Development Office released an order imposing the termination of the list of faculty members to teach and enter the NORSU premises. Aside from banning them, these teachers are also charged of “grave inconsiderateness to students, severe abusiveness to students’ rights and dignity, and ungratefulness to the University’s stakeholders”.

According to PDO Director Kisstopher Bancoco, these types of teachers must be ousted immediately for they are irresponsible and do not serve as a good example for the students. He added that terror teachers are just barriers for students’ learning process.

The imposition of this anti-terror teacher order has made the whole university especially the students jump out of joy for at last, they will be free from any hassles and troubles brought by their instructors.

This is another commendable action for PDO. Never did they fail in solving the complaints and problems of the concerned Norsunians. May their golden principle spread like a virus in this university and that all teachers must accept the challenge of transformation from terror towards having good behaviour.

Take the thrill of University life without the reason of financial constraint, psychological negativities and more. Your future starts here!

Of course, the government ensures that the University is to the poor but deserving students of the province of Negros Oriental−for the last and for the least. But, it’s not that literal. Consider those high-tech gadgets, pricey clothing and jewelries, well-groomed pals with vehicles, and unlimited load for texts and calls. And being one of those who have academic honors will not make you the last.

Embrace democracy As you enter the gate of this humble University, just take

it easy. Don’t mind your time for you have 24 hours a day. The library is there whenever you want to take a nap in a cozy−silent room; Student lounges are there 24/7 for your ease and resting place.

You can wear anything you want that suits your fashion statement. Heavy make-up is a must−have

for gals and security guards don’t mind about it. Why not wear micro−miniskirts or short shorts? And oh! Boys love wearing sando inside the campus and have long hair because they’re too lazy to just cut an inch. And wearing sandals is a fad.

When you’ve done something which is energy consuming, take a break and indulge yourself with those yummy treats at the Cafeteria. We live in a democratic country and so, munching anything you’d pick is not a problem. Miss Whale will love to see you in her eat−all−you−can−habit

team while Mr. Walking−stick will be pleased when you enter his proud−to−be−anorexic team.

Earturalde said that UPAOCOM will help professionalize and reinforce everybody’s effort…to become factual, responsible and moral. He added that grammatical errors should also be corrected so that readers would comprehend.

TNn adviser refusesIn a letter addressed to university president, Dr. Ligaya Perish,

TNn adviser, clearly replied her rejection to become part of the UPAOCOM stating, “Ano to? Muti-tasking? If I joined UPAOCOM, it will then be a duplication of responsibilities of the group in charge of the publication(s) of each campus in the NORSU system.”

Perish said during an interview that the review of articles are very demeaning, most especially to teachers and instructors concerned. “Nobody’s perfect! Why are they so concerned about grammar, cohesion and spelling? Mga perfectionists!”

She stressed the deletion of the ‘freedom of the press’ on the EO. She added that everybody should write and publish any articles whatever language they want it to be published. “Where are our freedom now? Okay ra man gud nga e-check ang spelling, punctuations and whatsoever, but the strict implementation of English is inconsiderable!”

Furthermore, TNn Editor-in-chief Joylilyn Mangoross, in approval to become part of the UPAOCOM represented TNn after the refusal of Perish. She said if the UPAOCOM will interfere with anything in the publication, she will fight for it.

“I agreed to be part of the UPAOCOM in order for TNn to take part with the creation of the publication guidelines. Yet, if I find something fishy, I will not tolerate it!” Mangoross stressed.

#YOLONow let’s talk about studying. As State scholars, relax. Are you

worrying about examinations and stuffs? Oh please! The purpose of the University isn’t just about honing individual skills

and talents but also as a group. In order to pass an exam, you and your classmates must have teamwork junk. Keep your eyes rolling and wait ‘till your teacher gazes outside the room. It’s easy to have a grade of 3.0, right?

Don’t be too serious. Remember: You Only Live Once. Take adventurous tours with friends;

chat and laugh with them; try cutting classes. You’ll be taking two years or even more in College. So savor

the moment while it lasts.

The aftermathWell, some got dropped from the University. When you’ve

already finished your course, notice some alumni. Some BS Criminology graduates turned into criminals; some Nursing students turned into babysitters; some Medtech students turned into drug pushers; students who took BS Engineering turned out to be carpenters; students who entered the world of medicine became quacks; some students from Bachelor of laws became corrupt officials. As you visit a restaurant, observe and maybe you’ll see HRM students who became waiters. Some students who took up nautical became fishermen. Some BS tourism students became drivers. Some girls end up with teenage pregnancy. And some didn’t make it for they have many ailments because of an unhealthy lifestyle. Well, how about the rest? Guess.

So there you have it. It’s true that your future starts here. The whole thing is a total sarcasm but come to think of it. It’s you who’ll be making your destiny. Think for your own good. Come and may your stay here in Negros Oriental State University be productive and worth-remembering.

I saw him during the vacation. Followed him in every direction. Stalked his very existence. But it turned out to be an epic fail one. Yeah! It really was.

I am still a first year student. And I have to admit, I

am still a virgin when it comes to college life. Like I am always outdated of the new trends in the university. But I tell you, I am not that innocent. Wild you could say, or still searching on some things to satisfy my curiosity. And guess what! I just found the found one, or just thought I did.

There was this lone man (I don’t what his name is), in his late teenage I think. Middle height. Not the tall, dark, and handsome one, but attracting enough to catch my breath in an instant. I was like a slug that clings to him, a thorn on his rose.

Until I knew his name and things went worse. I couldn’t make my day without seeing him, feeling him. I can’t live a day without checking his Facebook status yet I can’t make any comments and got intimidated to like any of his photos. Okay! You could say I’m a stalker. But the hell I care? What’s important to me is him. Only him.

I desired to make friends with him but he seemed so distant. Even my friends are aware that I’m almost having this obsession type of a personality towards that guy. But they were different. Instead of getting mad at me, they just giggled and laughed and sometimes felt disgusted when I’m talking about him. They did not tell me things that they might already know. I just don’t understand why, and didn’t asked them why. I guess it was my bad.

Fast forward. It was almost a week of me, having this chasing moments and clinging sensation with that guy, and my friends still having this disgusted look on me. There were times when I cried because of him. Him who’s having been in a relationship with someone whom I never recognized, because he never walks together with that someone, neither did he posts photos of the two of them. Maybe they are this discreet type of a couple. But I still can’t get enough of him. Later on, I gained the courage to know more about him. And tried to follow him everywhere. Say whatever you want. I just don’t care.

I found out things that I never imagined. That I regretted everything from the beginning. That I realized the truth why my friends felt those things. The truth that made me cripple like someone without no one to run into. The truth that made me spent a bucket of tears.

I saw his very existence that day when I was stalking him—with someone on his side. They were so sweet, holding both hands and stealing kisses on their cheeks when they can. Then on I started feeling the pain that was slowly killing me. I was like stabbed a thousand times yet I’m still breathing. I tried not to look at them but my subconscious was overpowering me. I wished I could have died on that very moment. I tried to accept the reality that he can’t be my friend nor someone who I have to be acquainted with. I tried to absorb everything at that very moment but all I could feel was pure disgust and madness.

Do you know what made me feel that way? Well, he was just having this intimate relationship with someone in the same sex. Yes! Someone on his own kind. And he was gay. They were both gays. And I can’t stop asking myself why on earth was he like that. Maybe because he just wants to act that way. Or he just feels comfortable with that guy he was holding hands with.

My friends just laughed at me. I tried to feel mad at them but I can’t because it was my bad. I felt sorry for myself and promised not to do this stalking thing again, unless I already know that someone.

For PDO Director Kisstopher Bancoco, those instructors who irresponsibly failed to serve as models of morality deserve to be ousted from the university. “These types of educators are bad influences to the students’ learning process,” he stressed.

AFTER A YEAR of being a transgender woman, Jessica Puno-an, a freshman Bachelor of Science in Tourism student wanted her male gender back and protested that she will file a case if there will still be no action.

Jessica, who was born as John, 20, said her being a transwoman was an accident made by a hospital during her stay in Bangkok, Thailand a year ago. She added that she was about to undergo appendectomy due to stomach pain but was sent to the wrong operating room

Furthermore, she added that she cannot continue living a life in total femininity.

Furthermore, Puno-an disclosed that constant bullying due to her masculinity lead her to claim back her original male gender. “Laki man jud gud akong panglawas, unya my friends and other relatives bully me kay nabaye na ko. I couldn’t do anything but pity myself.”

Lesbian, Gay, Bisexual, Transgender (LGBT) rights advocate Benji Badok and Student Appear Services (SAS) Director Rubert Pactulan supports Jessica’s claim.

“We should respect everybody’s decision samot na sa mga ingon ani’ng butang. Imagine, this is an unfortunate experience for Jessica, wala sa iyang will nga kuhaan siya sa iyang pagkalalaki. Plus, he’s... ay she’s a victim of bullying. We have to support her move to become a man.” Pactulan said.

IN ITS 32 years of service, it is a dream come true for The NOISYnian (TNn) to publish daily issues with the aid of the newly procured printing press machine. The machine costs P 1,999,999.99.

To note, TNn was once a monthly-turned-weekly publication circulating papers every Mondays depending on the weather. However, with the approval of the request for printing press procurement, the editorial staff of the publication decided to upgrade its circulation of papers from weekly to daily pacing.

According to Beads and Awards Committee (BAC) Secretary Mr. Clean Lowmood, the realization of the machine is a prize for the great performance of the publication’s staff.

“We know that bidding for the printing publication is the main factor that causes the delay of the papers,” Lowmood explained.

He further said the long time request of the publication to own a printing press has now been granted.

“As this was requested five years ago, we proudly declared that TNn’s wish will come into reality,” Lowmood happily announced.

With regard to the resources for the technology, the BAC committee disclosed it is subsidized from the multimillion balance of the TNn fund.

TNn Editor-in-Chief Joylilyn Mangoross said, “We are very fortunate because we already have our own machine same with the other known universities. And I’m sure this would really help us in maintaining the normal pacing of the publication.”

She added TNn will hire students who will operate this machine and will officially be part of the editorial staff.

TNn Adviser Ligaya Perish said she is happy with the new equipment. She added, “TNn can now also publish books which they personally wrote, sell it nationwide and then compete with nationally known authors.”

Furthermore, Officer-in-Charge Pader Diet, said “Since TNn’s request was granted, I hope you will continue the service and become better watchdogs of this university.”

TO SPEED UP the enrollment process, Negros Oriental State University (NORSU) implements a new system that will allow students to register and enroll online effective next school year.

According to Limyer Nadakpan, university registrar, this new system minimizes long lines and processing of requirements that kept students complaining every enrollment. “We don’t want our students to be stressed from queuing while processing so we made this online enrollment,” Nadakpan said.

Starting first semester of the next school year, each student shall register in the NORSU website. The website administrator will verify the registration. After verification, the grades are shown at the student’s account home page. If the student passed all subjects and has cleared all requirements for the previous semester, they can arrange their own schedule. After submitting the form, enrollment slips are then printed and claimed at their respective dean offices.

Nadakpan wants to thank the Computer Signs and Information System (CSIT) department for designing the enrollment system. “Because of the faculty and students’ skills

and expertise, we made the online enrollment system possible,” he said.

CSIT head Birt Tornillo said the online enrollment system is one of the major projects of their department. “This was made possible because of our faculty and students who worked their brains off to come up with a huge and excellent system that benefits all NORSU students,” he said.

For Arianne Grande, an Education student, the online enrollment is very efficient and hassle-free especially for students who are far from main campus 1.

“I am from Canlaon and during every enrollment, I need to spend my money for food and stay for days in Dumaguete. Next school year, I expect that I would only come to school to claim my enrolment slip. Amazing!” Grande expressed.

Meanwhile, Tiffany Guzman, an Engineering student said, “Good job to the one who made the system for all we just have to do is to sit and relax in front of our computers, enjoying the fast online processing and later, claim our schedules. We don’t have to pay for education and lodging because it’s free of charge. Amazing najud kaayo ang NORSU so sa uban transfer namu next school year!” she said.

NORSU to put up elevatorsTO CATER THE needs of

those teachers who suffer from knee-related health problems, University President Don Inocente Royal pushed through his plan of putting up elevator units to selected buildings of NORSU Main Campuses I and II.

The installation of the said infrastructure is just one of the several lined-up plans of Royal, along with the multimillion Speech Laboratory facility in NORSU-Bayawan-Sta. Catalina Campus.

Royal revealed in the press release that the Board of Reasons (BOR), last September 5, has approved the said project proposal. The university president proudly said the construction of facility will start in the month of December 2014 and is expected to be fully furnished by January next year.

“With a budget of 456.9 million pesos, we can install the best elevators in the world having the great price and quality,” Royal said. He also shared

that the elevators will be purchased in China because, according to him, ‘made in China’ products are known all over the world.

Nearlyn Nomano, university accountant, revealed that the 456.9 million pesos fund came from the donations of the different private and public institutions in the province.
