Introduction The Next Big Thing Urbanism Workshop was an initiative to take previous design and community development efforts of Glass House Collective to the next level. During a two-day intensive design workshop, over 100 workshop participants proposed ways to improve Glass Street while maintaining a realistic attitude about both big and small moves that, collectively, could begin to enhance the prospects for the neighborhood and its citizens. Teams were asked to consider how improved urbanism could have a positive impact on various aspects of the neighborhood, including business viability, quality public spaces, access to services, improved housing options, increased public safety, and opportunities for the community to engage and contribute. Designs needed to leverage the variety of assets that already exist in the community including physical places, existing businesses, individuals, organizations, previous accomplishments, and sections of the built environment.

While considering opportunities for the community’s future, teams were mindful of balancing three pairs of core concerns: Places ⇔ People : designs should value the places – both figure and ground -- that give form to the community, while always valuing the people that give life to the community. Movement ⇔ Access : designs need to address the movement to, from, and through the community, while being sure to address the equity of access into, out of, and within the community. Investment ⇔ Character : designs will encourage investment in the community and by the community, but should do so by encouraging activation of the existing culture and assets of the community.

What resulted were dozens of creative, realistic, and scalable urban revitalization tactics for improving residential, commercial, and public space within a 5 minute walk radius surrounding historic Glass Street, each contributing to the revitalization effort already underway. Designs specifically addressed implementation within 1 month, 1 year, 3 year time frames, prioritizing lighter, quicker, and cheaper techniques. While not all the proposals generated will be implemented as designed, they will be the basis of successive small neighborhood workshops to explore specific concepts, projects, and implementation tactics reflecting the residential, commercial, and public space needs of the Glass Street community. Glass House Collective will work with the neighborhood to adapt designs, ultimately using a bunch of little things to create the next big thing on the street.

Using the lenses that Glass House Collective sees their work through, the Outcomes of The Next Big Thing Urbanism Workshop have been organized into three categories:

• Here Because We Love It Here, proposals focused on Creative Placemaking • Bringing Life Back to Glass Street, proposals focused on Feet on the Streets • The Next Big Thing, proposals focused on New Partnerships

Not all proposals developed during the workshop are included in this document; however, those that most closely meet the mission of Glass House Collective have been compiled and described in the pages that follow. The appendix lists all project proposals from each team.

Glass House Collective was founded to help our community bring life back to

Glass Street, and Glass Street back to life. Entrepreneurial and beta-minded, we gather

diverse teams of talent to help revitalize historic Glass Street in Chattanooga.

We see our work through three lenses, that help us prepare for impact:

Creative Placemaking, Feet on the Streets, and New Partnerships.

Here Because We Love It Here

These proposals are focused on Creative Placemaking: projects and programs that help artists and entrepreneurs capture the shape and flavor of the neighborhood.

Glass Street is a place that was once easy to love, but through years of disinvestment and neglect, the street has struggled and as a result, so has the neighborhood. Short on the foot traffic and sense of community that made Glass Street so vibrant in the past, local businesses have had a difficult time keeping their doors open, meaning that many of the district’s historic buildings have fallen into disrepair. The street no longer invites people in, but we believe that with small tactical steps, Glass Street can again welcome people to the neighborhood. In one month, we can:

• Improve the corner of Dodson Avenue and Glass Street, to match previous investment at the corner of N. Chamberlain Street and Glass Street, and “bookend” Glass Street

• Build and install a “Welcome to Glass Street” sign • Build and install planters to accent the sign • Clean and landscape the corner of Dodson Avenue and Glass Street to the curve

• Paint traffic table(s) with art at key intersections along Glass Street

• Paint crosswalk(s) with art at key intersections along Glass Street • Paint windows and add store signage to storefronts along Glass Street • Extend banners and art, including all properties along Glass

In one year, we can:

• Partner with the city to repair the sidewalks along Glass Street • Partner with the city to plant street trees along Glass Street

• Paint the plaza pavement at N. Chamberlain Avenue and Glass Street

• Host activities along Glass Street, including an annual intersection painting

• Provide green infrastructure to grocery parking lot

East Chattanooga is only four miles from downtown, but it currently feels like another world from the energy of the Riverwalk and Market Street Bridge and Tennessee Aquarium. This community has indisputable assets, and as more Chattanoogans get to know Glass Street and its surrounding neighborhood, we believe that it can once again be an essential and respected part of the city: a progressive business district, a safe neighborhood for families large and small, and a place to create, eat, play, and grow.

In one month, we can:

• Develop and implement a painting

scheme for parking on N. Chamberlain Avenue

• Create kid zone signs that say “Kids Play Here” near key play areas


• Clear path and create a walking/bicycle pathway

o Cushman Street to Bachman Street to Latta Street down Wheeler Avenue • Place planter boxes, railroad ties, and create easements along pathway • Install street lighting and solar paint along pathway

• Install sidewalks and bicycle lanes on corresponding streets to expand pathway

Get to know our Neighborhood

The neighborhood surrounding Glass Street is full of children.

Through safety signage, school bus stops, posted speed limits, and upkeep of

playgrounds including the N. Chamberlain Avenue swing park,

Glass Street will feel more inclusive and engaging for neighborhood families.

Bringing Life Back to Glass Street

These proposals are focused on Feet On The Street: getting people out of their homes and cars and into transforming experiences – through creative public events.

Glass Street is unique in Chattanooga: a two-lane corridor adorned with 1920’s architecture that can’t be replicated today. The neighborhood once took pride in Glass Street, but years of neglect have contributed to the loss of a surrounding sense of community. Glass Street has been largely forgotten, but we believe that together we can re-activate the corridor, building momentum toward positive change in East Chattanooga and ultimately adding to the vibrancy of our city as a whole. In one month, we can continue to:

• Host a Meet-a-Neighbor Community BBQ • Host a monthly pocket-park movie night

• Lead a “Clean & Green” community clean-up walk with fire/police participation


• Continue to host a series of block-by-block neighbor meet-and-greets

• Establish a “Porches of East Chattanooga” program providing homeowner improvements to neighborhood front porches

• Hold residential upkeep workdays • Create a “Neighborhood Handyman”

program to help residential upkeep • Install a bicycle repair station

Glass Street is Our Street

“Develop a book titled The Porches of East Chattanooga, which would feature

photographs of the many attractive porches in the neighborhoods around

N. Chamberlain Avenue and Glass Streets.”

Some 11,000 vehicles pass through the Glass Street corridor every day, and the arterial roadways in the neighborhood provide a direct link from downtown Chattanooga to recent billion dollar investments (Volkswagen and Amazon) as well as suburban neighborhoods to the northeast. For now, all those people are simply passing Glass Street by, but we believe that the community has lots to offer, and simple interventions will make this community a place accessible to all. In one year, we can:

• Create way-finding signage that introduces visitors to various Glass Street attractions

• Host an “Open Streets” event • Schedule pop-ups and parades to bring the public to Glass Street

• Hold a street festival that showcases the community • Host additional “Gospel on Glass” event(s)

The Next Big Thing

These proposals are focused on New Partnerships: using creativity and collaboration as a resource for renewal to bring people together – those who have never been here before, as well as those who have lived and worked here for years.

Offering bite-sized community transitions for the Glass Street neighborhood reflects the challenges the community faces. Ideas that can be implemented in the short term will be used to fill immediate need within the community and provide a platform for residents and artists to participate in intervention projects that are tied back to the bigger picture. Plans within the context of the bigger picture can help Glass House beta-test ideas and start assembling long-term solutions with potential partners. Individually these proposals are made up of a bunch of little things, but we believe that together they can become the next big thing for Glass Street. In partnership with the City of Chattanooga, Chattanooga Department of Transportation, and

Chattanooga-Hamilton County Regional Planning Authority, we can make desperately needed

Capital Improvements in our community:

• Repair, add streetlights and sidewalks throughout the Glass Street neighborhood

• Add street trees and furniture throughout Glass Street and N. Chamberlain Avenue • Develop a Glass Street Comprehensive Plan to guide growth and investment in the

surrounding community, with special attention given to diversity of housing

A Bunch of Little Things

In partnership with the City of Chattanooga, Chattanooga Department of Transportation, and

Bike-Walk Chattanooga, we can create Increased Connectivity with the rest of the city:

• Establish and expand street, bicycle, sidewalk and trail connections, networking Glass

Street with greater Chattanooga

• Improve connection for all modes of transport between Glass Street and the projected

light rail stop and Tennessee Valley Railroad Museum

In partnership with the City of Chattanooga, Chattanooga Public Works, Chamber of Commerce Gateway Committee, Arbor Day Foundation, and Glass Street neighbors, we can

Beautify East Chattanooga:

• Establish a neighborhood residential tree program, providing tree canopy to

neighborhood streets through tree donations and volunteer tree-planting

• Establish a neighborhood landscaping program, provide planting strips and street beautification to neighborhood streets through plant donations and volunteer planting

• Establish a neighborhood beautification program, provide housing improvements through volunteer and home owner work days to area properties in need of upkeep

• Develop a how-to guide for quick, inexpensive, and easy curb appeal projects

In partnership with the City of Chattanooga, Chamber of Commerce, and Launch

Chattanooga, we can encourage Business Development in our neighborhood:

• Establish a Pop-Up To Permanent entrepreneurial development program that

incubates small businesses in underutilized properties until ready for permanent home

Land, we can develop destination Public Open Space at the Sherman Reservation property:

• Establish a bicycle and pedestrian connection to the trail system, providing public access to this historic natural amenity in the Glass Street neighborhood

• Add signage, furniture, and equipment promoting use of the open space for public fitness and active recreation

• Develop vision plan for property, continue improving facility in accordance with plan

In partnership with ArtsBuild, Good Neighbor Network, and A.I.G.A., we can establish the

• Pair neighbors with artists in a community-wide art door project

• Interview owners before/during/after the Open Doors in Glass Houses project • Host a Tour of Open Doors event, bringing attention and support for the project

• Develop a series of postcards/posters of the Open Doors in Glass Houses • Host a Door Festival showcasing the complete Open Doors in Glass Houses project

• Create a Door Exchange, invite artists to participate • Create an Open Doors in Glass Houses app, encouraging the project to spread beyond
