Meeting was opened at the convocation hall of
Mandalay University in Mandalay on 29 July
and Prime Minister General Thein Sein
attended and addressed it.
As ASEAN is one of the fastest growing
economic regions of the world, energy demand
is higher and higher by economic and
demographic growth. The region’s over-
reliance on external sources of oil would have
serious implications on the security and stability
of energy in the region.
It is time to take into consideration
efficient use of energy as well as alternative
energy sources. Myanmar attaches great
importance to ASEAN Energy Cooperation
Programmes and is actively participating in
the regional cooperation activities.
Myanmar has been working to the best of
its ability to have energy supply security and at
the same time embarking on programmes for
energy efficiency and conservation as well as
development of alternative and renewable
energy sources.
Myanmar will do its utmost to cooperate
with other ASEAN member nations as well as
ASEAN+3 and EAS countries in its efforts for
energy security, climate change issues and
mitigation of environmental impact.
We believe that the 27th ASEAN

Course “Software Solution with Java” on 14 August to

Palestinian killed in tunnelcollapse in Gaza
GAZA, 30 July—One Palestinian was killed onWednesday night as a smuggling tunnel under the bor-derline between southern Gaza Strip and Egypt col-lapsed, witnesses and rescue workers said.
A local worker was pulled out dead after the tunnelcollapsed, the witnesses in the southern Gaza Striptown of Rafah said. According to rescue workers at aRafah town hospital, the worker was suffocated todeath inside the collapsed tunnel. No other injurieswere reported.
The incident is the fourth in a week. The latest fa-talities raise the death toll from disasters of the under-ground business to111 since Israel imposed a block-ade on the Gaza Strip in 2 June.

Guatemala sees morekidnappings in 2009
MEXICO CITY, 30 July—Some 109 people were kid-napped in Guatemala during the first half of 2009,according to reports reaching here from GuatemalaCity on Wednesday.
According to the nation’s civil police, the capitalcity saw most kidnappings in the period with 35 cases,which was followed by Quetzaltenango and Escuintlawith 11 cases each.
The police said there were nine active kidnappinggangs in the country and six more victims had beenkilled in recent kidnapping cases.
Meanwhile, a woman and two girls were freed afterbeing kidnapped in the last few days, police said.
Last Thursday, a child was killed by kidnappers af-ter his parents failed to pay 1 million quetzals (121,762US dollars) of ransom. Relatives said his parents hadpaid only 800,000 quetzals (97,408 dollars), 200,000quetzals short of the sum demanded.

ALGIERS, 30 July—An Algerian military convoy wasambushed by rebels in northern Algeria on Wednes-day, leaving 14 soldiers killed and seven others in-jured, local newspaper El Watan reported.
The convoy of government troops was carryingmunitions from Damous to Beni Mlika in the province of Tipaza while ambushed by agroup of rebelsof Salafist with bombs and automatic weapons, ac-cording to the report.

BERLIN, 30 July— Lower oil price sends Germaninflation rate into -0.6 percent in July 2009 comparedwith July 2008, the German Federal Statistics Office(Destatis) said on Wednesday in Wiesbaden.
In Germany, a negative inflation rate was last re-corded in March 1987 at -0.3 percent, said Destatis.The reason for that development was a strong year-on-year decline in liquid fuel and motor fuel prices,which reached a peak in July 2008. It was lower thanthe 0.4 percent decline forecast by economists, accord-ing to the local media reports.
Some analysts believe oil prices will rise again asenergy prices are climbing and the economy looks setto recover.
European Central Bank President Jean-ClaudeTrichet said on 2 July that he expected the current ex-tremely low or negative inflation rates to be “short-lived,” and the central bank have taken measures toprotect the economy of the 16 euro nations from the“shorter-term threats of deflation.”
The harmonized inflation rate for Germany, whichis calculated for European purposes, is expected todecrease by 0.6 percent in July 2009, said Destatis.

Ali Abud Gheit met on Wednesday with BrazilianPresident Luiz Inacio Lula da Silva on the situation inthe Mideast and cooperation between their two coun-tries. Brazil can play an important role in the peacenegotiation on the Palestine-Israeli conflict, Gheit saidat a press conference at the Itamaraty Palace, the seatof the foreign ministry.
On the Palestinian-Israeli conflict, Gheit said thatIsrael has to accept “the idea of two states.”
Amorim said that there must not be restrictions fora future Palestine State, adding that “to set restrictionsagainst Palestinians will not lead the negotiations to agood end.” Last week, Israeli foreign minister AvigdorLieberman visited Brasilia to discuss Brazil’s possi-ble role in the Mideast conflict and to counteract “thegrowing Iranian activity in South America.”

Israel to allow cement into Gazafor first time since Cast Lead
JERUSALEM, 30 July—Israeli Defence Minister EhudBarak Wednesday authorized the transfer of hundredsof tons of cement to the Hamas-ruled Gaza Strip forthe first time since the end of Operation Cast Lead inJanuary. Barak’s ministry noted that the supplieswould be transferred directly to the UN Relief andWorks Agency (UNRWA), not Hamas, and that theywould be used for UN buildings, local daily TheJerusalem Post reported.
Israeli Prime Minister Benjamin Netanyahu’s of-fice said although he wasn’t directly involved in thedecision, the premier supported the humanitarianmeasure.
Meanwhile, local daily Ha’aretz reported that thetransfer of materials is part of the implementation ofa UN plan devised by UN envoy to the Middle East,Robert Serry, who has submitted to Israel a list of 10UN-sponsored construction projects in Gaza.

ANKARA, 30 July—Turkey and Geor-gia will build a 1,000-megawatt powerline with a total investment of 140 mil-lion US dollars, the semi-officialAnatolia news agency reported Wednes-day.
Turkey’s Energy and Natural Re-sources Minister Taner Yildiz and hisGeorgian counterpart AlexanderKhetaguri signed an agreement on theproject in the Turkish capital of Ankaraon Wednesday, the report said.
The project will help transmit exces-
sive electricity generated in Georgia andCaspian countries to Turkey and thento Europe, Khetaguri was quoted as say-ing.

China to have 1,027 ruralbanks by 2011
BEIJING, 30 July — China plans to increase thenumber of rural banks over tenfold to 1,027 by 2011to bolster financial support to less developed areas,the country’s top banking regulator said on Wednes-day.
The increase will concentrate on counties in centraland western China that rely heavily on agriculture andalso areas with low financial coverage, the China Bank-ing Regulatory Commission said on its Website.

BEIJING, 30 July —The relationship between Chinaand the European Union (EU) should be viewed froma long-term and global perspective, China’s EU Am-bassador Song Zhe said on Thursday.
“To ensure the sound and steady growth of China-European ties, we should transcend our differences,seek common ground and keep the overall relationsfrom the effect of any single accident,” Song said inan interview with Xinhua.
Song, who served as head of China’s EU missionsince 2008, suggested a long-term view of China-Eu-ropean relations, dismissing any temporary difficul-ties that might shake the confidence and directionguiding the relations.
“Taking a global perspective, we should expand anddeepen China-European strategic cooperation with anaim to seeking world peace and development,” Songsaid.

— Mosquitoes are not strong flyersand the breeze created by a fan is oftenall that is needed to keep a patio mos-quito-free.
— Avoid going outdoors at dusk,which is peak mosquito time.

I would like to present two different Americanviews about Myanmar that were expressedrecently.
The first view was expressed by US Secretaryof State Hilary Clinton in response to thequestions of correspondents at the ASEANRegional Forum (ARF) held in Phuket, Thailand,in the third week of July.
She said that the US wanted to see positivechanges of the Myanmar military government;and that among them, the major one was to releaseDaw Aung San Suu Kyi. She added that if DawSuu Kyi was released, the US would generatebetter opportunities to strengthen the relationswith Myanmar; and that one of which was tomake investments in Myanmar.
She urged ASEAN countries to make achange in its policy towards Myanmar unless DawAung San Suu Kyi was released.
On 25 July, US President Obama endorsedthe law to extend the provision to embargo allthe goods from Myanmar. It is disappointing thatPresident Obama said that he always welcomesthose with the clenched fists to shake hands withthem, but did sign the extension of the sanctionsdesigned to deepen the abject misery being facedby Myanmar people.
Some time later, Mrs Clinton’s remarks werefollowed by a counter view from the US.
The view was expressed by Ms Ella Gudwin,staff member of Ameri Cares and Director ofEurasia for Asia Pacific Cooperation as well asmember of the Council of Foreign Relations. Herview was featured in the July 22 issue of ChristianScience Monitor Newspaper.
Ms. Gudwin came along with internationalnon-governmental organizations to Myanmar afterthe cyclone “Nargis” hit the country last year,and got involved in rehabilitation tasks. She

She said that if President Obama offered toshake hands with those who clenched their fists,he should include Myanmar as well, adding thatshe did not rule out the demands for release ofDaw Suu Kyi, but there should be a differentapproach from the policy of isolating Myanmar byputting pressure on and imposing sanctions againstthe country.
Pointing out the success achieved incollaborative work in the Nargis affairs by theMyanmar government, international organizationsand local NGOs, she commented that it was anopportune time for the US to adopt a new policy,but US President Bush failed to grab theopportunity; and that fortune favoured him toapproach Myanmar through humanitarian aid, buthe extended the sanctions and imposed newsanctions against Myanmar in July after the Nargis.
She said that not as others thought, Myanmarauthorities were not the people who did not knowanything and who were not negotiable; and thatmost of the persons who had helped her in therehabilitation tasks were local authorities andmilitary officers.
She presented three ways the US should takein Myanmar: to encourage US humanitarianorganizations to provide aid for rehabilitation andsocial development in Myanmar; to build trustwith medium-ranking officials in favour of reformsthrough discussions; and to lay down appropriateprogrammes in cooperation with the countriesinterested in the Myanmar’s future such as thePeople’s Republic of China, the Republic of Indiaand ASEAN members.
Here, I would say it is up to you readers toconsider which view is pragmatic approach forthe sake of the interest of Myanmar. These twoviews at opposite ends of the political spectrumawakened me to think an aphorism that a drop ofhoney could attract more flies than a gallon of acertain liquid stated in the book “How to winfriends and influence people” by Dale Carnegie.

Crocodiles’ origins still mystery in ShanghaiBEIJING, 30 July—The
Shanghai Wildlife Protec-tion Office has still notdiscovered the source oftwo young estuarinecrocodiles found in thecity recently.
Investigation of nearbyrestaurants came up withnothing, officialssaid.Officers visited theLantian Hotel in YangpuDistrict on Wednesday,the only restaurant big
enough to deal with croco-dile meat near theWujiaochang area ofYangpu District, where anestuarine crocodile wasfound on a Metro Line 10construction site on Tues-day. They found no clue inthe kitchen or store house.
“We had no evidenceproving that they weredoing crocodile trade,” saidPei Enle, director of theoffice. “So we couldn’t

Pei said estuarinecrocodiles are endangered.

Hungarian police arrest int’l team forillegal stem cell treatment
BUDAPEST, 30 July—The Hungarianpolice arrested four people, two foreign-ers and two Hungarians, on charges ofillegally treating patients with stem cells,and a court ruled on Wednesday that thefour were to be held in preliminary de-tention, the local wire service MTIreported. The four, including YuliyBaltaytis, a US citizen, a Ukrainian na-tional identified only as Natalia K,Istvan Seffer, a Hungarian doctor, anda second Hungarian, believed to beSandor Szabo, worked out of a medical

HONG KONG, 30 July — Thailand’s Public HealthMinistry on Wednesday announced 21 more deaths due tothe A/H1N1 influenza infection, while Australia reportedfour flu-related deaths and Malaysia reported one. Of thetotal death cases, a large number of the victims died due tohaving complication and congenital diseases, the ministrysaid. Meanwhile, the country’s total number of the A/H1N1 infected patients rose to 8,877, higher compared to6,776 as of July 22, the ministry said. Australia’s NewSouth Wales (NSW) recorded four more deaths of peoplewith A/H1N1 flu, bringing the state’s toll to 21, healthauthorities revealed on Wednesday.
NSW Chief Health Officer Kerry Chant confirmed thefatalities, saying all four people - two men and two womenaged between 57 and71 - had underlying medicalconditions.Chant said they had been at greater risk ofdeveloping severe illness from A/H1N1 flu due to theirunderlying illnesses. “Pregnant women, people who haveexisting health problems, such as diabetes, respiratory, heartand renal disease need to take extra care and consult theirdoctor if they experience flu-like symptoms,” Chant said ina statement. Chant reminded everyone to practice goodhygiene, including covering the nose and mouth with atissue when coughing or sneezing and disposing of tissuespromptly after use.

Scientists discover Amazon river is11 million years old
WASHINGTON, 30 July— A team of scientistshave discovered thatthe Amazon river, and itstranscontinental drainage,is around 11 million yearsold and took its presentshape about 2.4 millionyears ago. The study waspublished in the July issueof US journal Geology.
University of Liver-pool researchers, incollaboration with theUniversity of Amsterdamand Petrobras, the nationaloil company of Brazil,analyzed sedimentarymaterial taken from two
boreholes near the mouthof the river to calculatethe age of the Amazonriver and the Amazondeep sea fan.
Prior to this study, theexact age of the Amazon,one of the two largestrivers in the world, wasnot known. Until recentlythe Amazon Fan, asubmarine sedimentcolumn around 10 kmthick, had provendifficult to penetrate.New exploration effortsby Petrobras, however,have led to two newboreholes being drilled
near the mouth of theAmazon — one 2.5 miles(4.5 km) below sea level— which resulted in newsediment logical and paleontological analysis ofsamples from the riversediment.
“River sedimentrecords provide a uniqueinsight into thepalaeoclimate andgeography of thehinterland,” said JorgeFigueiredo from theUniversity’s Departmentof Earth and OceanSciences.

SCIENCE DAILY, 30 July — Scientists fromCSIRO’s Food Futures Flagship have made a break-through in efforts to extend the sensory range of‘electronic noses’ (e-noses) by developing a systemfor comparing their performance against the much-superior nose of the fly.
“Although e-noses already have many uses –such as detecting spoilage in the food industry andmonitoring air quality – they are not as discriminat-ing as biological noses,” according to CSIRO scien-tist, Dr Stephen Trowell.

NAY PYI TAW, 30 July—It is learnt that fake eggsmade of chemicals have been entering into markets ofsome regions in border areas and some local marketsin the country through border areas.
Those eggs look like natural eggs in appear-ance and cannot be differentiated from real oneswith mere superficial view and are made chemi-cally.
White of a chemical egg is made of benzoric acid,jelly, unknown chemical powder, chemicals used insize and chemical powder used in bakery.
