NAY PYI TAW, 31 March—President U TheinSein delivered a speech at a ceremony to take heed ofpresidential address and make affirmation today.

The following is the translation of speechdelivered by President U Thein Sein.

I extend my warmest greetings to members ofthe Union Government and heads of Union levelorganizations here and wish you good health andhappiness, being able to serve the better interests of thenation and the people.

The Pyidaungsu Hluttaw session, which com-menced on 31 January 2011, concluded yesterday. ThePyidaungsu Hluttaw has chosen the organizations andpersons who will take charge of Union level executive,judicial and legislative sectors. Likewise, respectiveState and Region Hluttaws have elected the persons totake charge of those sectors in their own regions.

So, we will have to build a modern, developeddemocratic nation, the final step of the seven-step RoadMap, with the strength of State leaders elected by theHluttaw and the government and authorities formed bythe Hluttaw.

Now I would like to clarify the stances weshould have and the policies we must follow inimplementing the final step of the Road Map. We are allresponsible for executive, judicial and legislative affairsso as to shape a modern, developed democratic nationas well as for accomplishing the final step of the RoadMap.

This is why I want to say that the points andwork programmes to be explained today are veryimportant for the future of the nation.Heads of Union level organizations, ministers anddeputy ministers from the Union Government

The most important task of the new administra-tion is to work together to create good governance andclean government. To do so, the work programmes ofthe Union Government and State and Region govern-ments must be transparent, accountable and consistentwith the constitution and the existing laws. It is necessaryto respect the people’s wishes and to ensure all-inclusiveness. The tasks of government must beexpeditious and effective.

In accord with the Constitution of theRepublic of the Union of Myanmar, Unionlevel executive, legislative and judiciaryorganizations have been formed at thePyidaungsu Hluttaw, the Pyithu Hluttaw andthe Amyotha Hluttaw.

After making affirmation at thePyidaungsu Hluttaw on 30 March 2011, theUnion level persons accepted the executive,legislative and judiciary powers. Therefore,the administrative machinery of thegovernment of new democratic nation hascome into operation.

In transition into democratic system,democratization process should be practisednot only among the Hluttaw representativesbut also among the people. The government isto cooperate with political parties, politicalforces with genuine goodwill outside theHluttaws and social organizations.

Those wishing to serve the interests ofMyanmar and the people are to try their bestwithin the framework of the Constitution.Each and every citizen wishing to see theprosperity of the nation and the people are toput their energies into their work within theconstitutional framework. Any acts that mayharm democratization process and peace andstability, and initiated outside the frameworkof the constitution are unwanted.

Democracy can be practised well if itgoes together with good governance. The onusof practising democracy which can balancefreedom and obligation is now on the UnionGovernment. The political parties are to worktogether in the national interests as commonground although they may have differentoutlooks and views.

The Tatmadaw government has builtsound foundations in political, economic andsocial sectors for shaping a new democraticnation. We firmly believe that the governmentwill try hard to the best of its ability forensuring peace and prosperity of the Stateand the people.

CHAPEL HILL, 31 March —Fewer than 10 percentof children with asthma use traditional inhalerscorrectly, but there is more success with newerinhalers, US researchers say.

Betsy Sleath of the University of North Carolinaat Chapel Hill’s Eshelman School of Pharmacyand colleagues studied 296 North Carolina patientsages 8-16, who used four different devices fortheir asthma.

The devices were: the metered-dose inhaler,commonly called a puffer; the diskus, a dry-powder inhaler delivering Advair; the turbuhaler,a dry-powder inhaler delivering Pulmicort orSymbicort; and the peak-flow meter, which doesnot deliver a drug but is used to measure lungfunction to determine if medicine is needed.

The study, published in the journal Pediatrics,found 8.1 percent of children performed all of themetered-dose inhaler steps correctly, but olderchildren did better than younger children.

More than 21 percent of the children using thediskus performed all steps correctly, while 15.6percent performed all of the turbuhaler stepsproperly and children using a peak-flow meter didso correctly 23.9 percent of the time.

“It is crucial that healthcare providers not onlyshow a child how to use an inhaler correctly butalso have the child demonstrate the device in frontof a physician or pharmacist,” Sleath said in astatement.—Internet

fever and the prevalence of parasitic infectionsare a reality for tens of thousands in the UnitedStates, an expert says.

Dr Peter Hotez of the George WashingtonUniversity, who is president of the Sabin VaccineInstitute, says the infections that plague the poorthreaten the poorest people living in the GulfCoast states and in Washington.

In an editorial published in the journal PLoSNeglected Tropical Diseases, Hotez says post-hurricane Katrina conditions in the Gulf coaststates coupled with the BP oil disaster and extremelevels of poverty make some areas vulnerable toneglected infections of poverty.
