Actively and enthusiasticallypursue education

The government is taking all the neces-sary measures for harmonious developmentof both basic and higher education sectorsfor the emergence of an education systemthat can create a constant learning societycapable of facing the challenge of today’s ageof knowledge. It has also been making con-stant efforts to build infrastructures in everyregion for regional economic developmentand for parallel development of the entireUnion.

Human resources development is a pre-requisite for building a modern and devel-oped nation. Therefore, the government hasbeen building new basic education schoolsand their total number now has hit 40,679.The number of post-primary schools, whereup to grade nine students can study, hasreached 6,601; affiliated and branch middleschools total 1,723 and affiliated and branchhigh schools 1,092.

Multimedia classrooms have beenopened in basic education schools in ruralareas as well as in border areas. Thus, allthose in rural and urban areas have equalaccess to learning opportunities and it isthanks to the benefit of electronic technolo-gies.

For the youths living in various parts ofthe Union to be able to pursue higher educa-tion in their own regions, the governmenthas built 159 colleges and universities. Therewere only 32 in the past.

As the government, on its part, is fulfill-ing all the requirements for human resourcesdevelopment necessary for building a peace-ful, modern and developed nation, the newgenerations, on their part, are required toactively and enthusiastically pursue theireducation.

At least 49 dead in marketbombs

LAHORE, 8 Dec — Police scoured the charredwreckage of a market in Pakistan’s second biggestcity Lahore on Tuesday for clues into twin bombblasts blamed on Taleban rebels that killed at least49 people. Two bombs planted 30 metres (yards)apart blew up within seconds of each other at thebustling Moon Market in central Lahore, engulfingthe area in flames as people were milling around theshops and restaurants.

127 Iraqis killed in spate of deadlybombings in Baghdad

BAGHDAD, 8 Dec—Five massive carbombings hit the Iraqicapital on Tuesday, killinga total of 127 people andwounding 448, in the thirddeadliest series of attackssince August.

The attacks camehours before the Iraqipresidency council fixed anew date for the country’scrucial parliamentaryelections on 6 March.

The first attackoccurred at about 10:25am (0725GMT) when acar loaded with explosiveswent off at the park of thenew seat of the FinanceMinistry after a massivetruck bombing on August

19 badly damaged itsoriginal building inWaziriya district.

Seconds later, anothercar bombing took placenear an intersection close tothe Interior Ministry ineastern Baghdad, while athird car bombingdetonated in the park of acourt near the Institution ofFine Arts in Baghdad’swestern district ofMansour.

The bombing at thecourt building apparentlytargeted the part of thebuilding occupied by the

federal court which movedrecently from its originalplace in the building of theJustice Ministry inSalhiyah which wasdestroyed by a massivetruck bombing on 25October.

Economists said the spending, equal to about 1.5percent of gross domestic output, would not providea significant lift to an economy dependent on over-seas demand for machinery, electronics and cars.

HONG KONG, 8 Dec—Hong Kong saw the totalport cargo throughput fallto 64.4 million tons in thethird quarter of the year,down 4 percent over thesame period last year, thelocal statistical authoritysaid on Monday.

Within this total, in-ward port cargo dropped2 percent to 36.3 milliontons and outward portcargo fell 7 percent to28.1 million tons, theHong Kong Census and

Hong Kong port han-dled 5.6 million Twenty-feet Equivalent Units(TEUs) of containers,down 16 percent over lastyear.

The theme of this year’s observance of theInternational Anti-Corruption Day “don’t letcorruption kill development” highlights one of thebiggest impediments to the world’s efforts to reachthe Millennium Development Goals.

When public money is stolen for private gain, itmeans fewer resources to build schools, hospitals,roads and water treatment facilities. When foreignaid is diverted into private bank accounts, majorinfrastructure projects come to a halt. Corruptionenables fake or substandard medicines to be dumpedon the market, and hazardous waste to be dumped inlandfill sites and in oceans. The vulnerable sufferfirst and worst.

But corruption is not some vast impersonalforce. It is the result of personal decisions, mostoften motivated by greed. Development is not theonly casualty. Corruption steals elections. Itundermines the rule of law. And it can jeopardizesecurity. As we have seen over the last year, it canalso have a serious impact on the internationalfinancial system.

Fortunately, there is a way to fight back. TheUnited Nations Convention against Corruption isthe world’s strongest legal instrument to buildintegrity and fight corruption. A new mechanismdecided on at the recent Conference of States Partiesin Doha means that, from now on, States will bejudged by the actions they take to fight corruption,not just the promises they make.

The private sector should not lag behindGovernments. Businesses must also preventcorruption within their ranks, and keep bribery outof tendering and procurement processes. I urge theprivate sector to adopt anti-corruption measures inline with the UN Convention. Companiesparticularly those that subscribe to the 10th principleof the Global Compact, to work against corruptionshould pledge not to cheat, and should openthemselves up to peer review to ensure that everyoneis playing by the same rules.

We all have a part to play. On InternationalCorruption Day 2009, I urge all people to join the UNanti-corruption campaign at www.yournocounts.org.And I encourage everyone to make a pledge: never tooffer or accept a bribe. Live by that motto, and theworld will be a more honest place and we will increasethe chances of reaching the Millennium DevelopmentGoals.—UNIC

“There is a bright pros-pect of finding reserves ofcrude oil in the region... inthe Caspian Sea,” Mah-moud Zirakchianzadeh, amember of KEPCO’sboard of directors, said onMonday.

Earlier in July, Iran an-nounced that the countrywould launch explorationof oil and gas using its do-mestically-built semi-floating drilling rig in theCaspian Sea.

Russia to launch MIM1module to ISS next year

MOSCOW, 8 Dec—Russia is scheduled to launch aMIM1experiment module to the International SpaceStation (ISS) next year, said the head of Russia’s aero-space conglomerate on Monday.

The 7.9-ton module, temporarily named “Twilight”(Sumerki), had been assembled and is awaiting ship-ment to the United States in mid-December, said VitalyLopota, president of Russia’s Energia Aerospace Cor-poration, in Korolev in the Moscow region.

It will be sent to the ISS by a US space shuttle in May2010, together with a storage of some 1.4 tons of UScargoes, Lopota added. It is reported that “Twilight” willbe deployed to conduct a series of scientific experiments,especially studies on biotechnology and hylology.

Currently there are 10 modules on the ISS, with theRussian segment consisting of Zvezda service mod-ule, Zarya functional cargo module, Pirs docking sta-tion and Poisk scientific module.

An expectant mother gave birth to ababy boy aboard a Southwest Airlinesplane in flight Friday morning north ofDenver, authorities said.

Similarly on 18October, the joint teammanaged to seize 80,000ATS tablets, 10 short M16magazines, 195 m-16bullets (100) 9mm bullets

from a vehicle at WanKyauk Lon village,Tachilek township.

The anti-narcotic taskforces, in close cooperationwith the local population,

have been stepping upmeasures to suppress thetransport and use ofprecursor chemicals whichare the key substance usedin manufacturing ATStablets. Thus, it has reachedto a point that precursorchemicals are not easilyavailable and drugs dealersare now using all available

avenues to smuggle inpharmaceutical drugs thatcontains pseudo ephedrinefrom a neighbouringcountry. As soon as werealize that ephedrine, thekey chemical required tomanufacture ATS can beextracted from thispharmaceutical product, weconcentrated our efforts tocombat smuggling ofpseudo ephedrine.

A developing nationlike ours do not have themeans and capacity toproduce precursorchemicals – only theindustrialized countries cando it. As such, thesechemicals are brought infrom neighbouringcountries and though theyare being smuggled in aspure chemicals in the past,recent developments hadprompted manufactures tosmuggle them under theguise of pharmaceuticalproducts. Consequently,countries within the regionare exchanging informationto combat the changingtrends resulting in seizuresof pseudo ephedrine drugsused for extracting requiredraw chemicals.

A joint enforcementteam uncovered and seized8.16 million pseudoephedrine tablets on 18February 2009 from 4trawler-gy vehicles at ChinShwe Haw check point.Further investigation revealthat these tablets are fromthe other side of bordertown.

Another 414,700tablets of illegal pseudoephedrine were seized on aToyota Hilux vehicle by acombined security forceson 6 May at Wan Tar Pinjoint inspection gate in

Kengtung.Again on 1 September,

a combined security forcesfound and seized 48,870tablets of pseudo ephedrinetablets hidden inside amotor cycle on No. 1Friendship Bridge inTachilek.

Similarly, a combinedteam of security forcesseized 31 different types ofpharmaceutical drugs thatcontain pseudo ephedrinetotaling 1.68 million tabletson a six-wheel type Hinobus at Naung Noun jointinspection gate at Kengtungon 14 October.

A combined team, at10:30 pm on 10 November,seized 4,567,255 tablets ofpseudo ephedrine tablets ona Nissan 12-wheel truck at16-mile Kyaukchaw checkpoint in PatheingyiTownship. Through furtherinvestigation, additional445,230 tablets of pseudoephedrine were uncoveredat a house in Aung-myaythazan Township at11:00 am. Follow upinformation and actionresulted in additionalseizure of 2,239,550 tabletsof pseudo ephedrine from aFuso 10-wheel truck in thesame place in PatheingyiTownship. The total seizurewas 7,252,035 tablets, allof which were found to befrom neighbouringcountries, according to thelogo on the tablets.

There is no drugswithout raw chemicalsknown as precursor. NoPrecursor, No Drugs. It isof great importance tocollaborate and cooperatewith our neighbouringcountries to deter the tideof precursor chemicalschanging its flow illegallyinto our country.

That our anti-drug lawenforcement agencies hadsucceeded in preventingsuch precursor chemicalsevolving into lifethreatening substancesknown as narcotic drugshad doubtlesslyprohibited the productionof narcotic drugs in a hugequantity.

Myanmar, is beingfully conscious of the factthat it cannot single-handedly combat narcoticdrugs and cooperationwith the internationalcommunity, neighbouringnations and regionalcountries is essential ineradication of narcoticdrugs, had accordingly,signed bilateral MoU andcooperating with India,Bangladesh, Vietnam,Laos, Russian Federation,Philippines, China and

Thailand.In conclusion, the sig-

nificant drug seizuresmentioned above clearlyindicated that Myanmar isemploying the three tac-tics for combating anderadicating narcotic drugs,which are supply elimina-tion, demand elimination,and law enforcement,hand in hand with the pub-lic in at unambiguousmanner. Responsible pub-lic officials, together withmembers of the communi-ties who are entirelyagainst drug use and who

These days, local political groups and foreignmedia are found hand in glove making variouscomments on the open letter Daw Aung San Suu Kyihas delivered to the Head of State. In particular, veryrepeatedly, they are suggesting that Daw Aung SanSuu Kyi’s offer be honoured, and criticizing that itwas not proper the offer had not been responded yet.Apparently, they are putting pressure on our countryto shape itself into one to the liking of the West Bloc,by chopping and changing about the case.

In reality, they are able to broadcast newsstories about the case irresponsibly due to theinternal traitors that are stirring up problems.Foreign radio stations can take full advantage ofand overstate the cases provoked by internal anti-government groups.

It is common knowledge that NLD’s specialannouncement 6/09/09 and Daw Aung San SuuKyi’s open letter to the Head of State came out on28 September 2009. In the letter, she said that shewanted to cooperate with the government on liftingthe sanctions against Myanmar.

A thorough review shows that it was she and theparty that called for international sanctions againstMyanmar. And she has never stated any hints ofchanging her mind regarding her policy about thesanctions. But only when the US announced tointroduce the policy of sanctions plus direct relationswith Myanmar, would she offer to work together withthe government to lift sanctions. Her offer does notconform to what she did and said previously, and ishighly questionable. Anyhow, the governmentaccepted her offers with benevolence. It is globalknowledge that after the two meetings between UAung Kyi and Daw Aung San Suu Kyi, the governmentfulfilled her wishes of meeting three foreign envoysfrom the West Bloc, and NLD CEC.

Then, she delivered the second letter dated 11November to the Head of State. In the letter, she saidshe wanted to cooperate with the government innation-building tasks and to meet ailing NLD CECmembers to pay respects to them, to meet other NLDCEC members, and also with the Head of State.

Nowadays, the government is stepping upcooperation with local political forces, and trying toimprove ties with the US. It implies that thegovernment has showed its positive attitude in thiscontext. If the other side shows true positive attitudein response, positive results can be visualized.However, the behaviours and acts of Daw Aung SuuKyi and followers are somewhat doubtful.

The two letters reflect her dishonesty. She shouldhave approached the government in an honest way inorder to work out the stalemate. In practice, I feel thather letters suggest her dishonesty, and are designed totarnish the image of the ruling government, putting allthe blame on the government.

If NLD and Daw Aung San Suu Kyi really wantto work together with the government in the nationalinterest, they can deliver letters directly to the Headof State. They sent letters by post, but the newsabout the letters had received media coverage,from the Internet down to the radio stations beforethe letters were received by the person concerned.In the first time, NLD issued an announcement withthe letter as part of it, before the letter was receivedby the Head of State, thus prompting widespreadstatements of the news by the media. In otherwords, the person concerned received the letteronly after a wide variety of suggestions had beenmade through the media to fuel the case. Here, thegovernment was like the parents of naughtychildren. I am confident that the government saddue to the fact that it was inconsiderate of itschildren to show complete disregard for itsbenevolent attitude towards them. However, thegovernment showed its magnanimity by complyingwith their wishes.

Surely, if they had realized and recognized thegovernment’s fulfillment of their wishes, they wouldhave mended their ways. Instead, they went furtherin the second letter. It was said that they hadsecretly informed the media about the letter inadvance through NLD (Central) Work YouthsGroup. Then, they tried to hold the governmentresponsible for that as though the government haddisclosed the case. In the end, they admitted that thepersons who were held responsible were thoseamong the members of NLD.

In the meantime, various media are shouting that itshould be done this or that way, it has not been acceptedyet, there has been no reply regarding this. It is quiteobvious that it was all a ploy to attract the attention of themedia by spreading the issue among them. Franklyspeaking, I think it was an attempt to put pressure on theruling government through the media as a way of sayingthat “We, on our part, have made an offer and thegovernment is to see to the remaining part.”

All will remember that this is not the first time andit has been done before. Even before the two sidescould not make any compromise during the meetingsbetween Minister U Aung Kyi and Daw Aung San Suu

Kyi, the latter issued a unilateral announcement dated8-11-2007 in Singapore via Mr Gambari. Actually, aclandestine plan was made to issue the announcementby taking advantage of the meeting between MrGambari and Daw Suu Kyi arranged by thegovernment during his visit to Myanmar. I stillremember that the situation got unnecessarily confusedas the media was used as a tool by taking advantageof the government’s kind approval. Daw Aung SanSuu Kyi herself should have understood that theannouncement was to be issued in the media onlyafter reaching agreement between the two sides untilthe discussion period was over. She might as wellhave understood that. This time, she has employedthe same way again in complicity with the outsideanti-government media. This is the insincere way ofhers, I think.

No one can avoid mistakes. Nobody is perfect.One may make a mistake sometimes and one shouldnot be blamed for making a single mistake. Usually,we say ‘forgive and forget’ when a person makes asingle mistake. But when a person makes the samemistake two or three times, we will have to assumethat he is doing the mistake on purpose with insincereintention.

It has been three times since Daw Aung San SuuKyi and NLD used the media as a tool in an insincereway. Their act was not sincere at all. They made theploy intentionally.

It should be taken into consideration that theattempt of one side to force the other into a corner bymaking dishonest use of the media might delay theother's response. If one looks at the event superficially,it can be said that Daw Aung San Suu Kyi's offermight be positive. However, making dishonest use ofthe media like this could make the other side's directionchange. It could also make it hard for the other side torespond positively. Anyway, it is hoped that thegovernment, like parents, will be generous enough todo what should be done.

It was a matter that should have been discussedfirst between the two sides. But one side made apre-emptive attempt by disclosing it to the mediauntimely. Now, the foreign media's untruthfuland fruitless broadcast could prevent the otherside's step forward and make it withdraw thehand it is going to extend. It should have beentaken into serious consideration. Oppositiongroups at home are now trying to avoidembarrassment about their wrong strategy andtactics by making use of the letters like this. Andat the same time, they are trying to put the blameon the government with the use of foreign media.It is something that should not be done.

To cut a long story short, it is acceptable that DawAung San Suu Kyi sent a letter to the Head of State.However, they should not have passed the buck to thegovernment after disclosing the letter to the mediawith an ulterior motive. If they are really in favour ofthe interests of the nation and the people and if theyare honest and have good intentions, it is the best wayfor them to put forward their stand frankly and makean honest approach to the government.

Magazine alcohol ads target youthBOSTON,8 Dec—Alcohol companies are aiming their

magazine ads at youth, researchers at Boston Univer-sity and Baltimore’s Johns Hopkins University found.

Study co-author Dr Michael Siegel, professor ofcommunity health sciences at Boston UniversitySchool of Public Health, said the study provides strongevidence the companies are targeting underage youths.

The researchers compared 13,513 alcohol advertise-ment placements in 118 magazines from 2002 to 2006.In magazines with the highest levels of youth reader-ship, youth alcoholic beverage types — such as pre-mium beer, low-calorie beer, rum, vodka, and flavoredalcohol beverages — more than four times more likelyto be advertised than non-youth types of alcohol —gin, brandy, whiskey and scotch.

As youth readership increased in a magazine, sodid the number of youth alcoholic beverage advertise-ments, the study found.

“Alcohol companies are deceiving us,” Siegel saidin a statement. “Contrary to their public statements,they are targeting youth through their advertising. Theyare saying one thing, but doing another.”

LONDON, 8 Dec—JohnCrofton, a researcherrenowned for hisgroundbreaking workon the treatment of thetuberculosis, has died athis home in Scotland.He was 97.

Dr Crofton died on 3Nov in Edinburgh, ac-cording to his family andthe Royal College ofPhysicians of Edinburgh.The cause of death wasnot given.

Born in Dublin, Ire-land, into a doctor’s fam-ily, Crofton was particu-larly instrumental in find-ing the combination ofdrugs needed to combattuberculosis in the 1950s,

when doctors were tryingto perfect the use of anti-biotics against the oftenlethal disease, the RoyalCollege of Physicianssaid.

“The work of Sir Johnand his colleagues hassaved many, many thou-sands of lives worldwide.Sir John worked tirelesslythroughout his life and hewas still active until veryrecently,” the group saidin a statement.

After attending schoolin England and serving inthe Royal Army MedicalCorps in World War II,Crofton turned his atten-tion to tuberculosis in1951. He led a team of

doctors and bacteriolo-gists in Edinburgh whodeveloped effective drugtreatment combinationsthat greatly reduced deathrates attributed to the dis-ease.

The team’s approachof combining antibioticswas adopted in numerousEuropean countries andin the United States,the physicians’ groupsaid.

might be up to 50 percent more sensitive to atmosphericcarbon dioxide than has been estimated.

University of Bristol researchers, led by Dan Lunt,said their study shows components of the Earth’sclimate system that vary over long timescales — suchas land-ice and vegetation — have an important effecton temperature sensitivity, but such factors are oftenneglected in current climate models.

The researchers said they compared results from aglobal climate model to temperature reconstructionsof the Earth’s environment 3 million years ago whenglobal temperatures and carbon dioxide concentrationswere relatively high.“We found that, given theconcentrations of carbon dioxide prevailing 3 millionyears ago, the model originally predicted a significantlysmaller temperature increase than that indicated by thereconstructions,” Lunt said. “This led us to reviewwhat was missing from the model.”The study showedthe increased temperatures indicated by thereconstructions can be explained if factors such asland-ice and vegetation are included in the model.

Experts warn that alcohol consumption is likelyrelated to increases in the numbers of cases involvingcancer of the mouth, breast, colon and liver, The DailyMail reported on Monday. Case figures reveal thenumber of oral cancers diagnosed in England eachyear has increased by 53 percent since 1997.

GRONINGEN, 8 Dec —Asthmatic smokers maybe able to reverse someof the damage totheir lungs by snuffing outtheir cigarettes, Dutchresearchers say.

Lead author MartineBroekema of the Universityof Groningen in theNetherlands and colleaguesexamined patients withasthma who were assessedfor the severity of theirasthma and allergy, givenquestionnaires to deter-

mine the extent of theirsmoke-induced symptomsand then underwentbronchial biopsies.

Of the 147 patients, 66had never smoked, 46 wereex-smokers and 35 werecurrent smokers.

“We found that exposureto cigarette smoke appearsto increase the thickness ofthe epithelium, or lining, ofthe airways in the lung,”Broekema said in astatement.

“This may be the

underlying cause of the factthat smoking asthmapatients experience moreasthma symptoms, suchas shortness of breathand phlegm production,compared to non-smokingasthma patients.”

In addition to theepithelial thickening, theresearchers foundthat cigarette smokenegatively affects levelsof exhaled nitric oxide,making it an unreliableindicator of asthmaseverity in smokers,Broekema said.

LONDON, 8 Dec — The post surgicalrisk for a potentially fatal blood clot ishigher and lasts longer than previouslythought, researchers in Britain said.

The findings, published in the BritishMedical Journal, suggests that there is asubstantially increased risk of venousthromboembolism — blood clot — aftermany different types of surgery thatlasts for up to 12 weeks post-operatively.

An international team of researchersexamined the pattern of increased risk ofvenous thromboembolism over time andafter different types of surgery.

The findings are based on hospitaladmission and death records for 947,454middle-age women in Britain recruitedin 1996-2001 as part of the MillionWomen Study. Each woman was trackedfor an average of 6.2 years.

Compared with the risk withoutsurgery, women were almost 70 timesmore likely to be admitted with venousthromboembolism during the first sixweeks after an inpatient operation andalmost 10 times more likely after a daycase operation.

The secretary said:The Central Committee forDrug Abuse Control hasbeen holding similaroccasions for burning anddestroying seized narcoticdrugs occasionally, both at

respective States andDivisions as well as inYangon. Since 2006, a totalof 20 occasions were heldin Yangon with another 47in States and Divisionswhere the drugs were

seized. In Kengtung,Eastern Shan State,destruction ceremonieswere held once in 1997,twice in 2006 and anotherone in 2009, totaling up to4 and today is the fifth

occasion of destroyingseized narcotic drugs inthis region.

Starting from 26 July2009 up to this day, therewere 20 significantincidents where drugswere being searched,exposed and seized in thisEastern Shan State area.Some of the significantevents will be explainedhere.

At Tachilek Lwei TawKhan joint inspectionstation, a combinedsecurity forces uncoveredand seized 2177 blocks ofheroin weighing 761.95kilos and 340,000 ATStablets carried on a six-wheel type Nissan vehicleon 7 July 2009.
