Oversight/CAG Update


1. Starting point for development of new IPSASB

governance

• Concerns about the governance and oversight of the

IPSASB indicated as reason by national authorities for not

implementing IPSASs

• IPSASB itself was asking for a proper oversight mechanism

since years

• European context: feedback resulting from Eurostat‘s

consultation on the suitability of IPSAS in 2012:

– “IPSAS are issued by a private sector entity”

– Insufficient representation of government organizations in the

standard setting process and in the oversight of IPSASB

“to provide a forum where the IPSASB consults

representatives of public and private organizations, or

individuals, that are interested in or affected by its work,

including those engaged in the preparation, audit, or

Objective & Scope of Activities

Advice on IPSASB’s strategy, work program and agenda, includ. project priorities

Advice on projects, including views on key technical issues or matters that may impede the adoption or effective implementation of IPSASs

Advice on other matters of relevance to standard-setting activities of the IPSASB

Composition & Membership

Broad public & private sector organizations or individuals interested in or affected by IPSASB work

CAG Membership panel (CAG Chair, 2 CAG members, IPSASB Chair, IPSASB Technical Director)

PIC may identify emerging public interest segments not represented & reviews procedures for appointments

Terms of Office

Members – 3 year term, aggregate of 9 years; CAG chair – 3 year term, aggregate of 6 years

Membership reviewed every 5 years by CAG membership panel




Chair Elected amongst CAG members (exception for initial chair)

PIC reviews CAG chair election process

Leads process to ensure that the IPSASB receives timely and effective input that contributes to the development of IPSASs

Attends IPSASB meetings as observer (with privilege of the floor)

Operating Procedures

Meetings, agenda papers, minutes - open to the public

2 meetings per year (coincide with IPSASB meetings)

IPSASB Chair, Deputy Chair & Technical Director attend meetings; IPSASB members & staff invited to lead discussions
