The Yarra RangesCouncil voted in Feb-ruary this year to re-appoint Mr Patterson,effective from nextweek.

Anchen has been prolific with hispublications, particularly about sub-jects involving the Mountain District.

Knox Council hadrefused the applicationon grounds relating toneighbourhood char-acter, planning policyand residential codeissues.

Objectors ex-pressed concerns re-lating to the scale ofthe development, in-cluding visibility fromthe property and po-tential impacts ondrainage and wetnesswithin the property.

Mr David said, onbalance, he found thatthe proposal provideda reasonable planningoutcome.

Tribunal rejects YarraRanges Council permit

■ A planning decision by Yarra RangesShire Council has been set aside by the Vic-torian Civil and Administrative TribunalMember Geoffrey Rundell.

The Tribunal altered conditions on theplanning permit given to Michael Ryan for asix-lot subdivision at 215-219 Monbulk Rd,Silvan.

The Tribunal has also given permissionfor vegetation removal, including one SilverWattle and a group of four Water Gums(Kannooka).

Yarra Ranges Shire Council determinedlast November to refuse to grant a planningpermit for the proposed development.

Mr Rundell inspected the site on June16, unaccompanied by the parties.

Mr Rundell had heard that Silvan hadbeen listed as a place for “least change”.

“In my view, the development is a sen-sible response to the site’s features andconext,” Mr Rundell said.

Mayor Cr JasonCallanan said theCouncil had workedwithin the 2.5 per centrate rise cap set byPremier DanielAndrews.

“Yarra RangesCouncil is determinedto achieve efficienciesand continue to meetcommunity needsthrough innovation inthe 2015-16 Budget,”a Council spokesmansaid.

“The Budget re-flects Council’s fo-cused journey to se-cure savings while in-vesting in road up-grades, improve-ments, vital servicesand infrastructureamid committing torate capping resultingin a loss of future rev-enue.

“Council is plan-ning to meet the ratecap for the life of theLong Term FinancialPlan, 2016-17 to 2025-26. However, this willdepend on the StateGovernment’s set ratecap each year.

“Council has beensuccessful in reducingits rate increase eachyear for the past twoyears, through drivingcost efficiencies andreducing expenditure.

“The Budget in-cludes $38.4m in newcapital works infra-structure as part of the$178m 2016-17 oper-ating budget.

“This includes in-

vesting $14.26m inroad upgrades and im-provements, with afurther $3.51m to bespent on footpathswhich are both prior-ity areas.”

■ Some 800 large coral trout were releasedlast week at Lillydale Lake as part of theState Government’s $46 million Target OneMillion plan for recreational fishing.

Cr Maria McCarthy assisted the hand netrelease, along with Fisheries Victoria offic-ers and Australian face of fishing Rex Hunt.

The plan aims to increase participation toone million Victorian anglers by 2020.

Cr McCarthy said the increased numberof fish would attract more people to Lilydaleto cast a rod, boosting tourism and providingmore fun activities for local families.

“Lillydale Lake is a real draw card forour municipality. Local families and visitorsenjoy the 10km of shared trails at the park,perfect for walking or bike riding,” CrMcCarthy said.

“We will now have more opportunitiesfor families and children to catch a fish, es-pecially during the school holidays.”

Cr McCarthy thanked Fisheries Victoriafor the fresh stock of trout and the Yarra Val-ley Fly Fishers for supporting the commu-nity, by teaching children to fish and encour-aging families to use the lake.

Mr Hunt said these fish would spawn forfuture generations to fish recreationally. Hesaid he’d like to see more parents introducetheir children to fishing.

SWIRL (Story Writing In Remote Locations)

SWIRL is a Victoria University program that has been

running for 20 years; the brain child of Lawry Mahon.

It uses teacher students ‘placement’ requirements

to provide remote Australian communities with pri-

mary school education programs that focus on im-

proving literacy skills.

A major strength of the program is how it focuses

on embracing local cultures and helping to preserve

and document

Victoria Uni and Lawry Mahon have been rolling

out this program internationally.

They have a great opportunity to test pilot the

project at Treasure House and then roll the program

out in Fiji nationally.

The Fiji government is focusing on education adn

now is a great time to capitalise on the current gov-

ernment motivation.

Once tested and adopted it can be used to increase

the literacy rate in Fiji, especially targeting the more

remote locations.

There are 330 islands in Fiji and the schools that

are found in outlying islands and regions need a

boost to their literacy programs. SWIRL is a great

program that has been very effective at improving

Treasure House Orphange

For those who don’t know Treasure House is an

orphanage in Nadi, Fiji, directed by Ulamila Cakau.

It has been providing an excellent service to the

children of Fiji in need.

The current facility, while old, is kept immacu-

late and has a capacity of 20 children.

Please google Treasure House Nadi and you will

find numerous YouTube clips showing the facility,

staff, volunteers and some of the kids.

They provide for many children with special

needs. On my recent visit I met one of their ‘spe-

cial needs; babies who was shaken as a baby and

now sufers serious physical and mental disabili-

ties.

The current staff are volunteers and some paid

carers. The team works to provide a stable, safe,

clean and loving environment.

While I was there they had just been able to re-

turn a little boy to his own family after they had

provided temporary respite during a dificult fam-

ily period.

Projects

On Site Teachers. The current team of carers at

Treasure House are not teachers. So far they have

been unable to source volunteer local teachers at

the facility.

It is envisaged the VU students will take up this

role. They would be on site for 2 hours in the after-

noon Monday to Friday to help the kids with home-

work and three hours on Saturday. There are how-

ever retired local teachers available but each teacher

would cost $155 FJ per week for the above roster.

Ongoing financial support for SWIRL would be

very helpful. Please note that SWIRL does receive

funds from VU and government grants when avail-

able but obviously those funds are not always avail-

able.

School Sponsorship. Education is very important

at Treasure House and they actively seek sponsors

for their children’s education.

As many of the children are not ‘up to speed’ with

their education, they prefer to place the children in

private schools that have special programs like phon-

ics centres to get the kids on track for the future.

For younger kids it costs $1040 FJ per annum per

child and for older kids (14 and up) it costs $3040 FJ

per annum

Relocation - As the current facility is rather old

and has grown incrementally over the years it has

its limitations. It is also leased but paid for by a local

real estate agent.

Furthermore, there is a growing need for more ‘ca-

pacity’. Ulamila is currently working towards a goal

of $450,000 FJ to finance a fully equipped facility

the would be owned by Treasure House and fully

equipped to handle aproximately 50 children and

more special needs facilities.

They currentyly have a sinking fund with $20,000

FJ but are looking for more funds to enable this plan.

We have the funds to run the pilot program.

Lawry will pilot the program with VU and while he

is there we hope to get Fiji and Australian Minis-

ters to meet and improve the ongoing project.
