Fewer than 20 months remain before the 2020 presidentialelection, so this must be the time to comment on all thingsrelated to presidential politics.

Starting impeachment proceedings now would be a mistake.Trump has demonstrated disdain for the law and disdain fortelling the truth; that along with other acts could be a legitimatebasis for impeachment. But impeachment proceedings wouldfocus attention on Trump, would rally his base, and would notsucceed in conviction by the Senate at this time. The Democratshave a far stronger strategy: open and pursue investigativehearings on the material in the Mueller Report. If those hearingsuncover strong proof of impeachable offenses, this evidence willbe a chance to reconsider an effort to impeach.

Meanwhile, Democrats in Congress should concentrate onproducing results and on paving the way to a sound defeat ofTrump in 2020 while holding their majority in the House andretaking the Senate.

RRRThe Electoral College distorts the popular vote for President

in two ways: first, the smaller states are over-represented in thetotals since every state gets two electoral votes plus a numberdependent on population; and second, all of the votes in a statego to the winner of that state rather than having the vote split inproportion to the popular vote.

The first condition is written into the Constitution; the secondcondition is not written into the Constitution.

The second condition skews the results far more significantlythan does the first, and it can be cured without a ConstitutionalAmendment.

So, rather than working for a Constitutional Amendment toeliminate the Electoral College, it would be far better to work fora federal law mandating that all states allocate their electoralvotes in proportion to the popular vote in that state. The recentelections won in the Electoral College with a minority in thepopular vote would have gone the other way had the state-by-state Electoral Votes been split in proportion to the popular votein the state.

RRRThe Mueller Report seems to hold nothing startling, nothing

that, by itself, is going to change anyone’s mind about what wenton. It does provide leads for further investigation by Congressand by State Attorney’s General. We can expect months, if notyears, of watching the legal process turn out further detail. Itseems clear that material in that report will send more people tojail.

There is one point that seems strange. Citizens have anobligation to report criminal activity. If you stand by and watchwhile thieves ransack your neighbor’s house, if you don’t botherto phone the police, then your neighbor is likely to be greatlyannoyed – and with good cause. Mueller concluded that hecould find no evidence of the Trump campaign actively

coordinating with Russian interference in the election; he didmake it clear that the Russians did their best to interfere – and heseems to make it clear that the Trump campaign, including Trumphimself, was well aware of those attempts. Why, then, is there noformal statement that Trump and his campaign should havereported the interference at the time; and why is it not illegal forthem to have benefitted from the illegal activities while theyfailed to report them?

The situation seems analogous to that of watching one’sneighbor being burglarized, then not only failing to report thecrime in progress but being willing to accept a few pieces ofjewelry – while, of course, not actually helping with the robbery.

RRRWith more than 20 declared Democratic candidates for the

Democratic Nomination for President, what we need in acandidate is someone who can work to get things done andsomeone capable of mounting a campaign that will carry the dayin November. We can hope that whoever wins in the summerwill have demonstrated the ability to win in the fall. DenyingTrump a second term is of paramount importance to our country,our democratic system of government and our sanity.

And the Enthusiasm GoesOn!by Stephanie Grossman

After oursuccessful campaigns of2018, I was somewhatconcerned but—I alsomust admit—a littlerelieved that now thatthe DVC was on hiatus,there might be a littledowntime before thenext election cyclebegan. But the beatgoes on, the enthusiasmgoes on, and thenecessity to dosomething to preserveboth our sanity and ourcountry has never beengreater. While Trumpis still in office, weactivists still have anabsolute burning desireto do everythinghumanly possible to dodamage control. Werealize that doingnothing until 2020 isnot an option.

That said, I amhappy to report thatwhen I volunteered tohost a letter-writingparty for Swing Left, a

party to send letters to unregistered voters in swing states, wehoped to send out a few hundred letters. Optimist that I am,and also thinking about our anti-Trump postcard-writing party forthe DVC in 2017, I ordered 1500 names and addresses, thinkingthat other groups would use them at a later party.

The enthusiasm does go on because starting at 10 a.m. at myOpen House, we sent out all 1500 letters plus another 200 thatwere left over from a previous party. By 3 p.m. we were turningaway volunteers who showed up to write because we had runout of letters. And this was not a heavily publicized happening.Swing Left and DVC had sent out the announcement to theirmembers only four days before the event.

Yes, we are fired up and ready to go! We cannot, we mustnot, let all this enthusiasm lie dormant. We need to keep theenthusiasm alive by offering the volunteers who want to do“something” the support——the places, the candidates, thematerials, the leadership—and the opportunity to do“something.”

How the World ReallyWorks!by Trudy Myrrh Reagan, PDC member

“Don’t stand there with the refrigerator door open!” “But Mom, I’m trying to cool off!”“That’s ridiculous!” The explanation is even more ridiculous than your mother

knew. When you study a little physics, you learn that the fridgedoesn’t create cold air; it is a heat extractor, sending the warmthaway from the box and into the room. This is counterintuitive. Inalmost every field I studied in higher education, I encounteredthe “counterintuitive,” and it made learning fun. Unfortunately,many voters vote based on faulty reasoning, and it is so very hardto convince them to back public policies that seemcounterintuitive to them.

Related to this are actions that are counterproductive, likespanking children for being mean. We see this in public policy:Since birds ate grain growing in the fields, Chairman Maodecreed that peasants should kill all the birds. The next year,insects devastated the crops. Our vindictive instinct towardcriminals to “just lock’m up” with no rehabilitation puts themback on the street with no new skills or resources, and theyreoffend. It is dismal how many incarcerated are functionallyilliterate to begin with. In contrast, some European countries offerplenty of courses to prisoners, including practical skills they willneed when they are released. My nephew is in prison inWashington State. The diet was so stingy, mostly junk calories,that the legislature recently realized that it was paying enormoussums for medical care. Diabetes! Heart trouble! The foodimproved almost overnight last year with more funding.

Trump wants to withdraw aid from Central American countriesfor sending “those people up here.” Cuts include programsfunding education and food aid to help Central American citizensstay where they are. Counterproductive!

And then, there are vicious cycles. Punishing a country byimposing tariffs starts a trade war. Our soybean farmers aresuffering because the Chinese retaliated to Trump’s tariffs onChinese goods with tariffs on US soybeans. Or, take the armsrace. An arms buildup on our side may provoke our opponentsto match and exceed ours, inciting us to accelerate our weaponsstockpile, on and on. We saw this during the Cold War, drainingmoney from programs like low-income housing. Now, wewonder why we can’t get a handle on homelessness. It was justdumb luck that the nukes were never used.

I am reading The Doomsday Machine by Daniel Ellsberg. Wehave never had enough safeguards on nukes. It’s chilling. Trumpis revving up weapons production up again, “We have toupgrade our nuclear arsenal.” Viscous cycle! Over and overagain, Trump leads with his gut, indulging in childish, self-defeating and ignorant policies that are “counterintuitive,”“counter- productive,” and a “vicious cycle”—to our peril.

need to focus not only on defeating Trump, but also ondefending recently won House seats and electing Democrats tostate legislatures.

Anna’s remarks were followed by two panels comprised ofPanel One: leaders from newer Resist groups and Panel Two:leaders from older Democratic Establishment groups.

Titus Lin, the Bay Area Organizing Director for the CaliforniaDemocratic Party, moderated the first panel comprised of RitaBosworth, Sister District; Jennifer Eis, Deputy National Director ofSwing Left; Celeste Walker of Orchard City Indivisible.

Rita Bosworth reported that Sister District now has 45,000members with 76 teams across the country. Gerrymandering is ahuge problem. Bosworth said that Dems would have had 18more members in Congress if districts reflected voter’s politicalparty registration. For example, in NC, PA, VA, Trump won lessthan 50% of the vote, but more Congressional seats went toRepublicans. Sister District is working hard to flip seats in statelegislatures before the 2020 census because state legislaturescontrol redistricting. The focus for 2019 is on VA, MS, LA. In2020, the focus will be on FL, TX, MI, WI, PA, OH, NC, MN.

Jennifer Eis said that Swing Left is sharply focused on voterregistration. People turn out for presidential elections so we cancount on a higher turnout in 2020, but we need to expand theelectorate. She said a recent loss in WI by only 6,000 votes for astate supreme court seat would adversely affect WIgerrymandering. Republicans will be racking up donations now;for example, they spent $1.3 million in WI recently; DevinNunes brought in $1.1 million last quarter. The Republicans willspend $$$ on ads, calls, paid precinct walkers. Republicans areportraying Democratic candidates as socialists. Eis urged us todonate time and money now, mentioning several websites.

Celeste Walker reviewed the history of how Indivisible beganand the 23-page document “Handbook for Saving Democracy,”which in part used the Tea Party tactics as a model. In the firstyear, 5000 local groups were formed, of which hers (OCI) is justone. Actions include protests, showing up at town halls ormeetings that Republicans hold; making phone calls to theiroffices, setting up interviews in their local offices.

During Q&A, Alice Smith mentioned People Demanding

Action (Andrea Miller’s group) and the importance of supportingthem. The group is contacting people in MS, GA, AL to get themto register to vote. Rita Bosworth said Sister District will beworking in MS and LA this year. To win, Dems need to do morethan run against Trump; we need to focus on issues voters careabout (the economy, health care, minimum wage, education,homelessness, student debt, the environment).

Anna described HR1, which would outlaw gerrymandering,and listed some of its many endorsers. She moderated Panel Twocomprised of Donnie Fowler, EdTech for America, a politicalconsultant who has played a national role in eight presidentialcampaigns; Chris Masami Myers, Executive Director of CaliforniaDemocratic Party; Amanda Rentería, President of Emerge andformer Congressional candidate in CA-21

Anna noted that this year CA will have more influence overthe presidential election because of moving up our primary toMarch 3. Our area has lots of money—an ATM for manycandidates—but also many volunteers. Amanda Rentería pointedout that CA is making headlines because we have so muchdiversity and such a large youth population. Fowler noted thatwe had had early primaries in 2000, 2004, 2008 also, held fromlate February to early March. He said that polls right now do notmatter. In his experience, the poll taken near Christmas time isusually the most significant. By California’s March 3, 2020,primary, the United States will have elected 40% of delegatesnationwide, and by end of March, 70%. The process will moverapidly between Christmas and April. Fowler predicted that byApril, 2020, the field of Democratic candidates with be no morethan four candidates. Fowler said that Obama’s two presidentialcampaigns were bottom up in contrast to Hillary’s 2016campaign which was top down. He encouraged people to startworking for their candidates and not wait for the national party’spermission. Money matters now.

Myers explained a detailed handout on CA delegate selectionand answered questions.

Concerns came from the audience about how to preserveparty unity. Anna talked about the DVC and said how proud shewas that everyone worked together under the same roof asequals, without contention. “We have a big tent.” She talkedabout the respect that Nancy Pelosi gets both in DC and abroad.When she travels, people know her and respect her leadership.Anna stressed the need to unite around ideas and say what weare for, not what we are against.

Myers said to learn more, go to cadem.org to get tickets forthe convention. The majority of the presidential candidates willbe attending. During Q&A, a member of the audience said thatthe Dems need to coalesce around a set of similar ideas andshow a united front. Anna responded that candidates usuallywant to distinguish themselves from others. We should not beafraid of tough debates. She thinks it is good we have manycandidates at this point in the campaign.

In answer to a question about what to do about Fox news.Anna said she thinks the FCC should make broadcasters releasefinancial records, follow the money. Rentería said she hopesmore candidates will be interviewed on Fox because in districtslike CA-21, many voters watch Fox. If Democratic candidates areinterviewed on Fox programs as Bernie Sanders has been, someof their viewers may open their minds.

• So if GOP really wants to stop unwanted pregnancies andpotential abortions, maybe the solution is to promote more gaysex?

• Trump quoting Carly Fiorina on trade today. Right, thewoman who did such a good job at HP, they paid her $14million to go away.

• The World According to Trump - Okay for his personallawyer to go talk to [a] foreign government to dig up dirt on HISelection opponent. But not okay for former FBI director to speakpublicly about his investigation into a foreign governmentinterfering in OUR election.

• Some parents are protesting achievements of LGBTAmericans being taught in schools. Well, hope at home they areexplaining to their kids why they are not allowed to watch Disneymovies. But to be fair, at the moment of conception, a fetus is only 14years away from being a suitable date for Roy Moore.

• Since anyone who is an accessory can also be tried formurder, and it DOES take two to conceive, shouldn’t all theserestrictive new abortion laws also mean states should chargefather of fetus for abortions too?

• Trump says John Kerry “should be prosecuted” for violatingthe Logan Act for talking to Iran. Did Putin tell him to say that?

• First it was Kim Jong Un, now Trump says Chinese PresidentXi Jinping wrote him a “beautiful letter.”

Does anyone think Donald has ever even written “beautifulletters to his wives?

• Trump laughed about a rally supporter’s suggestion to shootmigrants. Like he laughs about extending his term. And thatoldie-but-goodie ‘Russia, if you’re listening…..”

• Trump has formally asserted executive privilege over theMueller report. This worked out so well for Nixon.

• An anti-vaxx Kentucky teen who sued the school overvaccines has come down with chicken pox. Is it wrong to hopewhen he’s an adult that he gets shingles?

• Jim Jordan wants the public to know as much about theMueller Report as he wanted them to know about the sexualabuse of wrestlers at Ohio State. Period.

• Trump tweeting today about visiting “one of my favoriteplaces, the Florida Panhandle.”

Not that Donald would ever go there, except that if Panhandlewere (rightly) part of Alabama, Florida would be a blue state.

• Trump sarcastically attacking Mayor Pete, “We have ayoung man, Buttigieg. … He’s got a great chance, doesn’t he?He’ll be great, representing us against President Xi of China.”

Uh, considering Pete knows eight languages and can probablylearn Mandarin, he might be great.

And he’d probably p*ss off fewer other countries.• So much division in this country, but can we get bipartisan

agreement on one thing? It should be a felony to get in ExpressLine at a crowded supermarket with a really complicated refundor exchange item.

Wonder if anyone has told him that city of New Orleans voted80% for Hillary Clinton.
