At the request of one of our Member states, we are conducting a brief survey concerning fees associated with volunteer background checks. Please answer the following questions as they relate to intrastate and national information requests. Also, please indicate whether your intrastate volunteer background checks are name-based or fingerprint-based. Thank you very much for your assistance. 1. General fund allotments

Pilot project with the Fairbanks Police Department to waive fees for name-based criminal history background checks provided that the non-profit agencies certify the employees are volunteers with their organizations. The record subject must obtain the record in person, and may release it to the non-profit organization.

6. Does your state have a mechanism that permits one background check to be submitted to additional programs/facilities within a specified period of time?

A record subject may authorize the release of a fingerprint-based or name-based background check to another organization as long as the second organization requests the information for a similar reason and the organization releasing the information has the subject’s written permission. The releasing agency must retain a log of this dissemination, and is subject to audit.

Time period determined by the requesting agency; there is no statutory requirement that the record is current to a particular time period.

Automated notification is being developed for specific purposes — foster home parents, for example. By statute, an agency may request an updated report at any time, provided it verifies that the record was originally released based on a fingerprint search, and a $20 fee is paid.

The records of volunteers who work with children are flagged so organizations can be notified when they are arrested.

$18 plus cost of taking the fingerprints (usually $5)

$18 for volunteers, $24 for paid employees. Volunteers must print the word “volunteer” in the “reason for fingerprinting” section of the FBI card. Otherwise, the $18 fee is returned and the background check is not conducted.

Employees and volunteers can apply to more than one program or facility. Background check results will be sent as long as (1) the person submits a written request with required identifying data and information on where the results will be sent, and (2) the request is received within 180 days of the initial request. No fee charged for the additional checks.

Yes, but only for the state check. When an applicants apply under Maryland law, their name and identification data are entered into an index. The names of arrested individuals are check against the index and organizations are automatically notified if a match is found.
