Meeting Purpose • The More Homes, More Choice Act (Bill 108) will change municipalities’

financial tools for parks and recreation.

• It will be critical that we understand the impact of the changes as currently proposed, and provide input to the Province for consideration in their policy development process.

• PRO will be developing a key issues and comments submission to the Province. PRO will also ensure feedback is in alignment with municipal efforts underway.

• Today’s call is the first step in organizing this important feedback.

Overview

The Province’s More Homes, More Choice Act, 2019 (Bill 108) amends 13 different statutes, including:

• Schedule 3: changes to the Development Charges Act • Schedule 12: changes to the Planning Act

Planning Act and Development Charges Act amendments will result in significant changes to the planning and financial tools that support parks and recreation facilities.

New Community Benefits Charge Community Benefits Charges (CBCs) replaces development charges, parkland dedication and S.37 (height / density) for community infrastructure. • Municipalities may either transition to a Community Benefits Charge regime

or continue to request parkland conveyance at the rate specified under the Planning Act - not both.

• In order to begin collecting CBCs, municipalities must first develop a Community Benefits Charge Strategy and then pass a community benefits by-law.

• The Province is proposing a transition deadline of January 1, 2021

Consultations on Regulations Ministry of Municipal Affairs and Housing has committed to consultation on the regulations and Community Benefits Charge: • Submissions to the Environmental Registry of Ontario (ERO) – 3 postings with

deadlines for comment in August: – August 21 new regulation under the Planning Act (Community Benefits Charge) – August 21 for Development Charges Act regulation – August 6 for Planning Act regulation

• Technical Working Group to advise on CBC formula - Summer 2019

• Second submissions to the Environmental Registry of Ontario (ERO) will be invited in Fall 2019 on the CBC formula

• The Ministry is in the process of hiring a consultant to develop the formula

Ontario Profile of Parks & Recreation Financial Tools

Opportunity to work together to create a Profile of the Parks and Recreation Financial Tools across a wide variety of Ontario municipalities. • Assist in aligning interests and informing discussions with the

Province • Illustrate the importance of these tools (DC’s, S42 – land and

cash, S37) for municipalities in all regions and sizes across Ontario

• Profiles the value of parks and recreation for all municipalities • What additional supports and/or regulations may be required to

support municipalities in implementing the changes?

PRO Working Group PRO can convene a Working Group over the summer to: • Prepare comments and key messages for a PRO submission to

ERO and help inform municipalities with their ERO submission • Coordinate with other organizations – LUMCO, AMO, OLA etc. • Coordinate the Profile Report • Give input to the Province’s Technical Working Group • Continue to coordinate discussion amongst PRO members • Share ideas for the new Community Benefits Strategy • PRO will circulate expression of interest

Continuing the conversation The More Homes, More Choice Act, 2019 (Bill 108) is about more than housing supply. It also changes how municipalities provide community infrastructure, including parks and recreation. It will be critical that we show that these tools matter to communities. PRO hopes to generate a conversation that will: • Aid in your discussion with your municipal colleagues in

Planning and Finance, and other affected departments • Share the information with elected officials • Advance collaboration other organizations (AMO, LUMCO,

Ontario Libraries’ Association)
