A comprehensive strategyPT strategy should envisage a comprehensive set of solutions able tointercept users expectations and intermodal challenges.

As far as PT ticketing, fares and monetics are concerned, some basicconcept and key words have to be kept in mind:

complementarity, with any other transport mode: integrationand interoperability

accessibility, with regards to modern paying tools: virtuality modernity, toward technological state-of-the-art: elettronic

automation fairness, with regard to fares schemes: decounting

“Mi Muovo”: the STIMER project

STIMER (the regional integrated fare and ticketingsystem of Emilia-Romagna Region) is one of the projectscarried out by the Region to encourage the use of publictransport and improve its quality, giving the opportunity tothe citizens of Emilia-Romagna to use different modesof transport (urban and suburban bus plus regional andlocal trains), as well as bike sharing, car sharing, electricrecharge for e-vehicles, with the same ticket.

The innovation of this project is that involves all theregion: the users can travel with one comprehensivechip card in all Emilia-Romagna and can pay the ticketprice depending on the distance travelled and not on thenumber of vehicles used, independently from thedifferent companies that manage the service (there is thepossibility to upload different services subscriptions onthe same card).

How to promote through an “Integrated Fare System for Mobility inEmilia-Romagna”?

By Addressing PT Actors needs (Local Authorities and Companies):- a shared regional project, involving all bus and rail PT actors- a strong regional financing, accounting for more than 50% of totalcosts- a unique tender procedure, involving all devices and services

By addressing PT Users and Non-Users needs:- a regional fare system, for bus and rail (city and suburbanservices)- a common technology, mixing magnetic (single ride)and c-less (seasonal)- a unique fare concept, based upon a “zone system”- a all-in image, involving sustainability, social inclusion,life quality

The main goals of the regional integrated fareand ticketing system are:

to allow transparency, accessibility andpromotion of public transport;

to ensure flexibility and efficiency for theusers, thanks to a ticket price morerepresentative of the service actually used;

to retain the users;

to promote the demand of LPT.

The Emilia-Romagna integrated fare and ticketingsystem gives also several other opportunities,as:

to know the traffic data, required for theplanning and the programming of public transportservices (it is possible to track the movement on“My Muovo card”);

to control effectively the quality of services,monitoring in real time and with computerizedsystems the punctuality of the modes of transport(thanks to the integration of infomobility systemswith STIMER), the commercial speed, thepassengers and anything else is necessary toensure better quality of the service.

Thanks to a long and continuouswork of direction and coordinationof relationships between all thesubjects involved in this project,from 2008 the Emilia-RomagnaRegion has introduced graduallyseveral integrated tickets “MiMuovo”, making traveling by localpublic transport more confortable,simple and easy, thanks to theuse of one comprehensive card.

Within the STIMER project, the Emilia-Romagna Regionhas promoted the introduction of several integratedtravel tickets, which allow the access to different transportand mobility services (from bus and train to bike sharing,car sharing and the electric recharge for e-vehicles) with aregional all encompassing mobility chip card.

The introduction of the integrated fare and ticketing system is supported by severalinformation campaigns. Since 2008, Emilia-Romagna Region has financed multi-media information campaigns (press, web, etc.) by investing more than 0,6 Million €.

RER aims at more and more promoting soft andsustainable mobility, by preserving and facilitating itsstorical tradition of travelling by bike.

- “frequent bikers” may rely on a very large bicycle network (>1.000 km), on widely distributed interchanging facilities atrailway stations and car parking - “bike and ride” – as well ason rail fleet equipped for bike transport;- “occasional bikers” may rely on a regionally financed bike-sharing system, which integrates the existing facilities and hasto be managed by the local Authorities and PT Operators;- “PT bikers” = “Mi Muovo in bici” may rely on theinteroperability between PT card and bike sharing devices. Thesystem should hopefully soon move to a fully integrated systemof fares and technologies.

“Mi Muovo elettrico”: interoperability

RER aims at suitable solution to promote an efficient andenvironmentally healthy mobility system: electro-mobility.

basing upon trilateral agreements among RegionalGovernment, all regional electricity providers (ENEL, HERA andIREN) and Municipalities Emilia-Romagna is the Project Promoter and has to installover 100 interoperable charging points Local Authorities have to allow electric vehicles access tourban restricted areas and to facilitate electrical infrastructurelocation e-providers are committed to realize the electricalinfrastructures and to supply clean energy from renewablesources electric cars private owners have the opportunity to accedeto a unique and interoperable electric refilling network, to besoon managed through the Mi Muovo chip card

Financial support for:

- incentive the dissemination (even with new information campaigns) ofelectronic ticketing systems and support for the “clearing” implementation;

- integrate the different existing systems preserving the investments made;

- achieve interoperability between different operators and territories(municipal, provincial, regional, national and international);

All new e-ticketing systems have to be “multistandard” to be compatiblewith the existing ones and allow a wide mobility in the network
