1.0 The event
An-Najah National University - coordinator of MED-HEALTH Erasmus+ Project
and Université Libre de Bruxelles – ULB – Belgium (Host University) organized
a Studt Visit in Bruxelles , the participants form different institutions: An-Najah
National University – Palestine, Mutah and Zarqa Universities – Jordan,
University of Manouba, University of Monastir - Tunisia ,and three EU
Universities: Universidad Pública de Navarra - Spain , Anglia Ruskin University
Higher Education Corporation - United Kingdom , Université Libre de Bruxelles -
Belgium , and the associated partners: Agora Institute for Knowledge
Management – Spain ,Palestinian Medical Relief Society – Palestine, Eastern
Mediterranean Public Health Network – Jordan " project consortium", were
participated in this study visit in de Bruxelles on 3th - 6th Oct 2016 with the
objective to access and analyze the existing public health management and
practice needs and to enhance the capacities in the Mediterranean partners
HEIs.
The Benchmarking study Visit was opened with a welcome speech by project
coordinator Dr. Imad Ibrik - ANU, and Hassan Jijakli, project contact person at
ULB, after that Dr. Ibrik spoke about the importance of “MED-HEALTH”
ERASMUS + Project which is a project that aims at building up South
Mediterranean HEIs’ competences in the field of Public Health to improve public
health performance, employment & development perspectives in the region. He
spoke then briefly about the first year achievement and the next steps and
activities necessary to be done in this project, also he highlighted that the focus
of this project is: Introducing a Master Degree Programme in Public Health
Management in line with Bologna requirements and with a holistic and regional
approach in South Mediterranean universities to prepare highly skilled and
competent public health workforce;

Establishing an e Portal on Public Health Management in the Mediterranean
partner HEIs as a regional Point of reference in the matter for universities,
researchers and professionals. Creating a Regional Health Management Network
to ensure regional debate, harmonization of practices and sustainability of the
project outputs for the ultimate benefit of the citizens of the South Mediterranean
region.
In the first day there were a review for the Plan of project "Mediterranean Public
HEALTH alliance “by Dr Imad, and The first year project achievements :
Establishment of quality control body (QB), Data collection & analysis, Drafting &
publication of Needs Assessment Report, Development of Dissemination
Strategy, Development of corporate image, dissem. Materials, Set-up &
maintenance of project website, Procedures, templates, processing info for
reporting, Monitoring project progress, Assessing the quality of project
deliverables, Development of new curriculum (draft in each med-partner
universities.)
Then Prof. Philippe Donnen specialized in public health studies in the Université
Libre de Bruxelles – ULB , presented the Brussels school of Public Health -
Master program. Followed by Site Visits to ULB facilities.
In the second day it was a group meeting to discuss the suggested master
program in each country “Jordan, Tunisia, Palestine”, followed by a group
discussion about the suggested Core courses in Master Programms.
The third day was description of the teaching courses in the Master Programms
in public health management: Template Course Syllabus, Groups discussion for
preparation the contents of core courses, Identification and presented the
Content of Teaching Core Courses of Master programms in all countries.
The ILOs for the suggested master program was determined and the ILOs for the
five core courses agreed on as a result of the needs assessment report drafted

before, the responsible for each core course from faculty member in each
university will be determined.
The five core suggested courses:
1. Health Services Management
2. Essential Issues in Public Health Policy
3. Strategic Management and Commissioning
4. Health, Culture and Society
5. Contextual factors and Health information systems
The curriculum and course development process will be supported
and quality of the developed materials assured through, i.a.,
consulting and peer reviews by EU partners; study visits and
workshops for PCUs teaching staff; quality assurance and
monitoring through provision of tools and templates for the
development of new study programmes. Teaching support by the
EU partners in form of guest lectures within the different
modules of the Master Programme will assure the international
orientation of the Master course.
In the fourth day it was a project management meeting Dr Imad discussed the:
financial status of project, next steps, requirements and semi Annual Reporting to
project coordinator.
2.0 Purpose
The Study Visit forms part of WP1: Analysis & Skills Enhancement, also the
suggested structure for the master degree was discussed.
WP1 is Horizontal WP which creates the knowledge base for definition and
implementation of further project activities, with the objective of assessing

and analyzing existing PH practice & needs to enhance related capacities at
the South Mediterranean partner HEIs.
This study visit provided a snapshot of the performance and help identifying
changes to make improvements that will be taken into account for preparing
teaching materials of the Master Programme; identification of literature to be
included in these materials.
Up to 30 Master developers/ lecturers introduced into the basic requirements
of the development of new study programme in line with Bologna
requirements. The participants introduced into different aspects of curricula
development, incl.ECTS allocation and implementation; learning objectives;
modularization; students’ mobility and recognition of degrees & qualifications;
procedures for establishment of joint degree programmes.
The participants discussed the following issues:
- Introduction to Curriculum Development with EU Standards
- Master in Public Health Management LLM (PHM)
- Project Management and next activities
- Site Visit to University ULB.
- Discuss and present the vision of suggested master program in each country
- Determining the ILOs for the suggested master program and the ILOs for each
core courses.
- Determining the contact person for the core courses from each partner
countries- later.
- The EU partners with their professional experience in the field of public health
management will help and support the MED partners in developing the
courses via capacity building training.
- The partners agreed to implement national roundtables soon to start dialogue
actions with stakeholders in public health in their countries.

3.0 Outcome
From the visit, it is expected that MED-HEALTH partners identified good practice,
learned more about what EU universities are doing regarding the development of
curriculum in PHM, and came up with strategies to promote curriculum development
in their own universities.
Also, to prepare a unified structural courses for the suggested master degree in
Public Health Management.
