BACKGROUND

Subscription agents have something no one else in the library community has: large, accurate,and current databases of information on the universe of serials titles, especially information onprice and publication status. An agent’s title file is the keystone of the enterprise; no agent cansurvive for long without making substantial annual investments in it. A typical agent’s title file hasdata on well over 200,000 bibliographic units, and thanks to the serials crisis, many of these mustbe updated each year as prices increase. Oddly enough, even as serials have consumed a larger andlarger portion of a typical library’s budget, there has not been concomitant development of toolsfor analyzing these collections in the systems that libraries buy and use. This has been left up tothe subscription agents to provide, and all of the few remaining agents (there are about ahalf-dozen) provide extensive reporting capabilities for their clients.

When one of the authors (Fritsch) first went to work for Faxon in 1975, the company hadrecently introduced a series of reports (infamously labeled “History 57” reports, for reasons nolonger discoverable) [1] by which a library could have its Faxon list sorted by price, Library ofCongress Class Code, Indexing and Abstracting Service, Language, Country of Origin, andPublisher. Shortly thereafter, the company introduced a second report series called SCOPE (SubjectClassification of Periodicals). The name was easy to remember, but slightly misleading because itsmain feature was to combine the sorting capabilities of the History reports with a linear study ofprice changes for the current year and two previous ones. There were many collection developmentlibrarians who greeted this service the way the Orle´anais greeted Joan of Arc, and this type of reporthas proven consistently popular and useful. Over the years, Faxon and its competitors refined andexpanded their report programs, but, at least in Faxon’s case, the reports were always restricted toa particular library’s list of titles that were placed with Faxon.

This has not been a completely satisfactory situation. No library can order all of its titles throughan agent, thanks to publisher requirements for “ordering direct,” a phrase as frustrating business-wise as it is grammatically. Further, many libraries still practice “country of origin” vendorselection, globalization of the publishing business notwithstanding. Not least, some academiclibraries, especially, have split their lists among multiple vendors to reduce their financial exposurewith any single agent. All of this has vitiated the usefulness of agents’ reports over the years.Recently, however, this situation changed radically. A case study will serve to illustrate how thishappened.

CASE STUDY: OHIO UNIVERSITY

The management team at Ohio University (OU) Libraries (Athens, OH) uses a locally developedformula to allocate expenditures [2]. In the 1980s and early 1990s, as OU’s subscription agent,Faxon periodically produced two reports for OU Libraries: one sorting its Faxon list by thetwo-character alpha LCCC, one sorting the entire Faxon title file in the same way. The idea wasto be able to compare OU’s current subscriptions in a given classification with the universe ofserials in terms of number of titles and average price per title. For example, the first report mightshow that OU was buying 24 titles at an average price of $250 in some classification. The secondreport might show that, in this same classification, the Faxon title file listed 862 titles at an averagelist price of $650. Obviously, the managers at OU Libraries could then relate this information toOU’s curriculum to determine whether the current serials list and expenditure was appropriate tocurriculum needs.

The problem was that Faxon, because of its then current system architecture and file structure

(IBM CICS was the operating system at the time), created a record for each rate for each title inthe database.Newsweekat one time had 31 different rates, and therefore 31 individual records;subscribers who were members of the United States Armed Forces, for example, got a different ratethan did libraries. So the second printout was enormous, and OU staff had to spend many hourssorting through the printed records; selecting the one with the appropriate rate; determining itsLCCC; collating it with other records for titles in the same LCCC, totaling the number of titles andaveraging the price per title in each classification; and comparing these numbers to the local list.

In 1997, the year that this report was most recently produced, much of the aggravation listedabove had been eliminated, thanks to two developments. The first was the implementation in 1996of Faxon’s new business system, which included a radically redesigned record structure for titleinformation that brought all of the information for a given title into the same record. The secondwas the installation, on the front end of the business system, of a powerful report writer, whichenabled the extraction and manipulation of data elements drawn from the entire title file.

At the same time, discussions with Kent Mulliner, Coordinator for Collection Development atOU Libraries, revealed that the best possible report would be based, not on the two-characterLCCC, but on the North American Title Count Ranges. Faxon did several things as a result:

● Loaded as many call numbers as possible from its MARC-S file into the title file● Obtained a list of the NATC ranges● Used the report writer to extract data for OU’s account and for the database as a whole● Formatted the data into the report numbered 5a in the report samples (see Report Descrip-

tions)

Once this process was complete, in fall 1997 Faxon ran the first of this kind of report for OU.The report successfully eliminated the entire data collection and sifting operation, which hadconsumed many hours in previous years. As Kent Mulliner stated, “An important element in theformula is the cost of the entire canon of knowledge in the world (allocated to disciplines byLCCN) in a given year. Faxon’s report was a vital element in determining the average cost ofjournal subscriptions in a specific call number range. . . . In ourcase, the analysis of our purchasesvs. the canon was an important tool in looking at subscriptions . . . but the primary use was to coverthe universe of knowledge” (Mulliner, Kent, 1998, personal communication).

IMPACT OF THE NEW BUSINESS SYSTEM

This case study illustrates the three primary improvements in the new reports over the reportsproduced by the old system:

● The new system can extract data from the entire Faxon catalog quickly and easily. Previousreports were linked to the client’s file (the “History” file), not to the title file, which madeextracting information on the universe of serials difficult or impossible.

● The of the front-end report writer has the ability to format the data in new ways, easily andwithout Faxon having to write code for each new kind of report we wished to generate. Faxontrained a few key people in Client Services to set up and run the reports. Ordinarily, nointervention from our technical staff is needed. One of the authors (Best) evaluated andinstalled the report writer in 1997. In October 1998, Faxon ran 80 FELIX reports, a typicalmonthly number.

● The reports can be output in ASCII comma-delimited form, saving Faxon the cost of the paper

and saving clients the trouble of dealing with large, cumbersome printouts. Sometimes, clientsmerge the data received from Faxon with that received from other agents, and/or generatedinternally on their order direct titles, to create an in-house database more flexible andpowerful than that offered by the library’s integrated library system.

SAMPLE REPORTS AND REPORT DESCRIPTIONS

There are now 25 types of reports in the FELIX series (not including SCOPE Reports). Thereare too many options as to what data elements to include and how to sort the reports to do justiceto all of them here, except for a few representative samples:

Report 1: Inflation Projection ReportThis report sorts a library’s subscription list into the same categories as Faxon’sSubscription

Price Projections, which are issued in February, April, and June of each year (Table 1). The reportthen applies the projected differential inflation rates to each set of titles and gives the client anapproximation of what the total projected amount for the titles on the library’s Faxon account willbe by the end of the coming subscription year. For example, Faxon’s1998 Preliminary Subscrip-tion Price Projectionsstated that serials inflation rates would vary by geographical area: NorthAmerica, continental Europe, U.K., and other.

Clients like this report because it saves them many hours of work in creating projections for theirmanagers and campus (if academic) administrators. They can use it as a cost justification tool forincreased funding or as a way to head off funding shortfalls created by high inflation. The reportwas inspired by the first agency inflation projection for serials overall, which was created by JoelBaron, Faxon’s then Vice-President of Publishers Services, and published at the ALA Midwintermeeting in 1991. Since that time, most major agents have adopted the practice of forecasting andreporting serials inflation.

Report 2: Abstract and Index Reports

Report 2a: By title.This report sorts a client’s list alphabetically by title and indicates by whichservices the title is indexed and abstracted. Clients usually use this report when performing some

form of title evaluation. For example, the collection manager may wish to verify that the libraryowns the indexing source to a title (e.g.,Reader’s Guide to Periodical Literature, ChemicalAbstracts). If the library owns the index, the collection manager is less likely to cancel the titleduring a deselection project. Unindexed titles are often prime candidates for deselection (Table 2).

Report 2b: By index.This report lists all the titles indexed in an indexing/abstracting service,alphabetically by title within service, for all 401 indexing and abstracting services for which codeshave been inserted into title records in the Faxon Catalog. For each title, the report also showswhether or not the library subscribes to the title and its price and publisher. This report is one waya collection manager can measure the library’s coverage in a particular subject area (Table 3).

Report 3: Country of Origin Reports

Report 3a: Client titles.This report sorts a client’s titles alphabetically within the country of origingroup. Collection managers can use this report to analyze their library’s coverage by country orgeographical region (Table 4).

Report 3b: Titles available.This report shows the universe of titles available through Faxon fromany or all countries. Collection managers can use this report to compare their title selections froma given country or region to the Faxon Catalog’s listings. Collection managers can thus measurethe breadth of their coverage and the financial exposure of such coverage. Titles published in theUnited States are excluded (Table 5).

Report 4: Library of Congress Class Code Reports

Report 4a: Client titles.This report breaks out a client’s list of titles by the two-character Libraryof Congress Class Code, then sorts each group into alphabetical order and calculates the numberof subscriptions and orders and total expenditures within each LCCC. This report gives thecollection manager (especially one whose library uses LC classification for its serials) a completeprofile of the collection (Table 5).

Report 4b: Client titles compared to Faxon catalog.This report provides the same breakdown asReport 4a (Table 6), but also shows how many titles there are, according to the Faxon Catalog,within each LCCC. The report also totals the cost of one copy of each title within each LCCC.Collection managers seeking support for acquisitions funding and allocations can use this report toindicate weak or under-supported areas of the collection and to develop allocations by subject ona fair and objective basis (Table 7).

Reports 4c and d: Client titles and Faxon catalog by call number.These reports are exactly thesame as 4a and b, except that they use the entire Call number from the MARC record rather thanthe two-character LCCC (Tables 8 and 9).

Reports 5a and b: North American Title Count ReportThis report is similar to 4b and d, except that it uses the North American Title Count (NATC)

categories as the grouping mechanism for titles. The NATC is a collection development project,which started some years ago, for large research libraries. It is used as a collection developmenttool in the research library community; within CIC (the Committee for Institutional Cooperation),for example. The NATC methodology groups LC call numbers into ranges or categories. Forexample, the call numbers AM1 through AM9999 are grouped into a range called “MuseumCollectors and Collecting.” The NATC was originally developed for measuring the strength ofbook collections. By counting the number of titles in each category, and sharing this informationwith peer institutions, research libraries had a measure of which libraries had the strongest (or

weakest) collections in a given subject or range of subjects. Faxon now makes this methodologyavailable for serials. Libraries using the NATC for evaluating book collections can, for the firsttime, use the same technique for evaluating serials (Tables 10 and 11).

Report 6a: Specific suppliers.This report lists titles alphabetically within supplier (basically, thesame as publisher, except for fulfillment agents, such as Fulfillment Corporation of America andother distributors). Collection managers can use the report to measure their financial exposure tospecific publishers, or to determine which titles they buy, to evaluate eligibility for a consortium,for example (Table 12).

Report 6b: Specific publishers.This report can be requested to list only the titles ordered from aspecific publisher rather than the entire list of publishers pertaining to a particular library’ssubscription list (Table 13).

Report 7: Client Titles in Electronic Format

Report 7a: By title.This report compares a client’s list of print titles to Faxon’s database of journalsthat are available in electronic format. For the electronic format journals, buying/licensing termsare also shown (e.g., available through IDEAL site license) (Table 14).

Report 7b: By supplier.This report lists a client’s titles in electronic format by supplier.

Report 8. Free, Full Text E-JournalsThis report lists those titles that are in print, and whose publishers allow access to the electronic

Report 10b: Inclusion titles report (alphabetical list of inclusions).This report is especially usefulto check-in staff, who without it, often cannot determine to what membership an incoming issuebelongs because many libraries do not have ILS check-in records for each part of a membership orcombination (Table 19).

Report 10c: Alpha list of all titles (inclusions title report).This report lists all the inclusions thata client library subscribes to through Faxon and shows what it would cost to purchase additionaltitles (Tables 20 and 21).

Report 11: Client Titles by PublisherThis is the same as 6a (Table 12), the only difference being that this report shows actual

publishers, not suppliers, when (as in the case of titles ordered from fulfillment houses) there is adistinction (Table 22).

Report 12a and b: Brandon/Hill Titles for Small Medical LibrariesThe Brandon/Hill lists are published by Medical Library Association as selection guides to

librarians of hospital and clinic and for libraries with Allied Health collections (Table 23 and Table24).

SCOPE REPORTS

SCOPE reports are requested in so many different ways, with different data elements, and amultitude of sort options that Faxon representatives are trained not to try to explain all the differentoptions, but to ask the client to define the report, and let Faxon figure out how to do it. SCOPEreports can be sorted by LCCC/Call number, country of origin, language, currency, fund local orother client data, ship to address, publisher, format (electronic, print, etc.), title and North AmericanTitle Count range. FUTURE ENHANCEMENTS

Faxon and its competitors have continually enriched their serials title files over the years ascompetition to add value in the industry has become increasingly intense. There is no doubt thatthis process will continue. This fact is most strongly illustrated in the effort by all agents to copewith the advent of web-based serials content. To handle e-journals properly, Faxon and itssubscription agency brethren must collect more extensive data on titles than ever before; URLs andlicensing terms are just two examples. Agents, to maintain their position between providers andpurchasers of serials content, must continue to find new ways to add value to their service offerings.One way in which this will happen is to begin adding descriptive content (a form of meta-data, inthe current jargon), to the database. In addition, there are bibliographic elements that could beadded, such as circulation figures, peer review indicators, and rights and permission information.In light of the recent decisions on copyright, this last may become the most important element ofall.
