Born in Yea onMarch 27, 1921, DougLade’s passing ismourned chiefly bywife Peg (nee WebbWare), and childrenAlistair and Paula,Jenny and Rob (dec.),Neill, Sally, Meredithand Assad.

He was grandfa-ther of Hugh and TessWilliamson, Isabeland Elliot Lade,Shanaz and ArianaDelawari.

A private crema-tion was organised bythe family, with thepublic celebration ofhis life to take place atthe Yea Shire Hall at2pm on Friday.

Service for Mavis■ A service for the late Mrs Mavis Nina Gray(nee Young) will be offered at 10.30am today(Wed.) at St Luke's Anglican Church, PelissierSt, Yea, proceeding afterwards to the Yea Cem-etery in Meadow Rd, Yea.

Her passing is mourned by son Peter, anddaughter-in-law Debbie. She was special Nanto Erin, Joel and Casey.

■ Many years ago, Dave Palmer was ourpaper boy in Yea, delivering a copy of theafternoon Herald to our printing office forJohn and Jeannie Handsaker’s Yea News-agency.

On May 8, 1989, along with AndrewWalker, Dave started his apprenticeship withJohn Peacock of Rural Tanks, then at Glen-burn.

Purpose of themeeting is to considerthe draft budget for2016-17 and Councilplan review, includingthe major financialdocument, the ‘Stra-tegic Resource Plan’.

The meeting wascalled at short noticelast Wednesday (June8) when advice wasfirst given on the Shirewebsite.

This is an increaseabove the standard2.5% fixed cap.

“"We note that theESC has not approvedthe additional 1.1%rate increase soughtby Council to fundmaintenance of exist-ing service levels.This represents$170,000 over the2016-17 financialyear, which the ESCbelieves can be ab-sorbed withinCouncil's 2016-17budget,” said MayorCr Margaret Rae.

Reading The Local Paper regularly as I doI can’t help see a predictable line of attitudefrom the Murrindindi Shire Council.

It is the same attitude displayed by manygovernment levels.

We saw it with the North-South Pipe, wesaw it with the Carbon Tax, we saw it withregards to the Ambulance pay issue,we see itagain with the current CFA debate (with theexception of Jane Garrett who is to be ap-plauded for her stance on this issue).

I had an experience last week that furtherdisplays this attitude.

We took a call from our local membersoffice, (we are in the seat of McEwen); and ayoung lady asked if there were any issues.

One I pointed out is the slogan of the sit-ting member which says “He is there for us”.

I expressed that I have lived in Seymourfor over 10 years, own and run a businesshere, belong and have belonged to a numberof clubs and organisations (some of which Ihave held office within) and regularly attendlocal activities like the market (I usually runa stall and my wife used to run one too), theSeymour Alternative Farming Expo and theSeymour Show (where I ran a stall also), toname a few.

I further pointed out that in all that time Ihave never seen Robert Mitchell; ever!

The attitude displayed is that these peopleseem to think there job is to tell us how to liveour lives – WRONG.

They seem to think hand shakes, smiles,photos and occasional letters cut the mustard– WRONG.

They seem to think it is their right to re-spond or not to pressing issues – WRONG.

Councillors, State politicians and Federalpoliticians: your job is to REPRESENT YOURCONSTITUENTS.

I suggest these serving and prospectiveoffice bearers look up the word “REPRE-SENTATIVE” and perhaps structure futurebehaviour around being one.

Local author Tracy Joyce’sbook dream comes true

Our Mission Statement is toadvocate for support and solu-tions for the Victorian Peri Ur-ban Region, at the local, stateand national level.

We speak with one voiceand advocate for solutions toshared issues.

To successfully manage thepopulation growth and visitorpopulations, the peri urban re-gion also requires anoverarching strategy which willidentify suitable employmentand investment opportunitiesand the required infrastructureprojects for the region for it togrow and have self sustainingeconomies.

We are committed to grow-ing our communities in a sus-tainable way, retaining localcharacter, important agricul-tural lands and environmentalassets for Victoria.

A robust strategy of this na-ture will enable cohesive,whole of government planningand the sharing of significantinfrastructure which will reduceunnecessary duplication acrossthe region.

Additionally, the strategy willenable both local and state gov-ernments to have a clear and

options is essential.■ Support for specialist ser-vices at local hospitals is criti-cal as the lack of specialistmedical care is leading to resi-dents moving out of shires toreside closer to medical ser-vices.■ Across the peri urban re-gion, more than 38,000 peopleare already commuting to em-ployment outside the region.This will rise to 58,000 by 2036if strategic interventions are notdelivered to create more localemployment.

Our Growing Solutionscampaign has included send-ing an outline of issues reportto all Federal candidates in theforthcoming election.

Strengthening and support-ing agriculture is another keypriority for our Peri UrbanGroup.

Our region is home to 10 percent of Victoria's agricultureproduction and produces 17 percent of the state's produce, gen-erating 5268 jobs in the region.

We're ideally placed to fur-ther develop and capitalise onthe export market and domes-tic trends for farm gate sales,pick your own and artisan foods.

We're involved with theFoodPrint Melbourne projectwhich is investigatingMelbourne's food system andthe potential environmental,economic and social benefitsof sourcing more ofMelbourne's food from re-gional Victoria, with a particu-lar focus on the city's peri-ur-ban region.

We are also working on aDiscussion Paper: SupportingAgriculture in the Peri UrbanRegion.

As member councils shareso much in common, we're alsoable to consider issues such asCommonwealth funding, ef-fects of cost shifting, servicesprovision, planning regulations,wind farms, water issues, SESfunding, Arts and Library, thelist goes on and on.

Our Council is committed tothe Peri Urban Group of Ru-ral Councils Forums and theactive voice and opportunitiesthese will provide to all ourcommunities going forward.

Cr Margaret Rae■ The theme of continuous improvement isnow a thread that runs through daily life.

In the health sector, CQI or ContinuousQuality Improvement has been a mantra formany years and is one we have become usedto.

The language used in local governmentmight sound different but the principles arethe same and are now becoming well em-bedded.

Recent initiatives such as the Know YourCouncil website are really driven by two fac-tors: one is transparency and accountabilityto all our communities; the other is to providea real opportunity to examine and evaluatewhat we do and how we do it.

This we can do much more effectivelywhen we have real comparative data fromwhich we can gain a better understanding ofmany issues.

All organisations are good at looking attheir responsibilities, capacity and perfor-mance through the prism of their own experi-ence; it can be a brave organisation thatthrows itself open to detailed analysis andscrutiny by external and independent profes-sionals.

By virtue of calamity, we were probablyamongst the first of the councils to undergosuch scrutiny - but the value has been inesti-mable.

The understanding of what we do, howwe do it, the cost both now and into the futureof continuing to do what we have to do andwhat the community wants us to do, hasbrought into the spotlight a whole range ofchallenges.

There are many things that can be donebetter, there are many things that need to bedone better; and these need three things tounderpin success.

Firstly the 'what' needs to be identified,secondly the 'how' needs to be understoodand finally, it all takes money and resources.

So the end result is that it all takes time -and this is where frustration can set in.

However, initiatives such as Know YourCouncil can really assist in the analysis.

Apart from allowing the community tocompare different aspects and performanceoutcomes across similar councils, it provideslocal government itself with a unique collec-tive insight into costs and outcomes for coun-cils.

It leads to consultation and discussion onwhy there are sometimes significant differ-ences between similar councils, it leads toproblem sharing and solution seeking, and itcan lead to positive collaborative initiativeswhich result in shared benefits.

The shared goal in all of this is to continu-ally improve performance and to deliver ser-vices to the community whilst mitigating theimpact of growing costs on ratepayers andresidents.

Yea local Julie Welch writes:‘Daniel Andrews has no idea’

■ Time to vent my frustration and anger. The Yea CFA was a hugepart of my life growing up. My Dad (Ian Byrne) was a member forover 49 years and my Mum (Joan Byrne) was the communicationofficer. We even had a radio set up in our home.

Through times of fire, flood, accidents etc, they along with manyvolunteers put their lives on hold to support their communities.

I remember many times in the middle of the night, that radio goingoff. Our home became the base for these unfortunate events.

People would come and go to see what they could help.Daniel Andrews has no idea what these everyday people would

sacrifice to keep their community safe. I remember not seeing myfather for days in January 1969 fighting fire that surrounded Yea.

I am so glad they are not here to see what has happened to CFA now,although those who knew my Mum, would know she would be ventingher anger in any shape or form.

Shire snubs Y WaterCentre meeting

■ In a week in which Yea’s ‘Y Water Discov-ery Centre’ received another award, a meetingbetween Centre volunteer management andMurrindindi Shiore Council has ended awk-wardly.

The Y Water Centre Association Inc man-ages the Centre under a Lease Agreement andMemorandum of Understanding withMurrindindi Shire Council.

The Local Paper understands that the Yeavolunteer group requested a meeting with Coun-cil rep-resentatives late last week to discuss thefinancial future of the Centre.

The Local Paper believes that the Y WaterDiscovery Centre executive wrote a clearly-ex-pressed letter asking for a meeting with ShireChief Executive Officer Margaret Abbey andsenior Council executives.

Instead, Ms Abbey did not attend the meet-ing, which was with a single Council staff mem-ber.

The new financial year starts in a fortnightand the Y Water Discovery Centre volunteers,which is headed by Chairman David Anderson,are keen to have a clear financial managementpicture in place for thje future.

The Local Paper understands that the Coun-cil has suggested that the volunteers find themoney to pay the Centre’s monthly electricitybill and other expebses.

Currently, it is understood that the equivalentwages of one full-time staff member is pro-vided. Local volunteers are wondering if thisfunding will continue.

Dozens of Yea district volunteers help manthe centre, which also provides the district’s Visi-tor Information Centre.

Having previously won four major awardsand received special acknowledgement at theWorld Environment Day Awards, the Y WaterDiscovery Centre at Yea Wetlands is a majortourism attraction for visitors.

The Centre and the Wetlands increases theirlength of stay and satisfaction levels leadingresulting in ongoing benefits for the local com-munity, businesses and the Murrindindi region,the Association believes.

■ While walking at Eltham North recently,a young woman, a stranger to the district,was struck by several stones which werethrown, at her for no rcason by school chil-dren. The stones were accompanied by vul-gar expressions. .

The incident, which occurred on Tues-day, is not the first of a similar nature to havehappened in this locality, according to oneresident. The young lady had been out walk-ing and was returning to Eltham.

Just after she had passed the school gateseveral im pudent remarks were passed toher by a band of children. Taking no notice,she walked on, when suddenly there was avolley of stones, several of which struck her,but she was not injured.

This conduct was continued for some dis-tance along the road, no other adults being insight. The young lady can offer no.reasonwhatsoever for the extraordinary conduct.

She spoke only, once, asking who threwthe first stone which struck her. As soon asher back was turned she received a furthervolley.

Kangaroo Ground■ On Sunday afternoon miraculous escapeswere experienced by a party of motoristswhose car rcapsized after having failed toturn the sharp corner in the Yarra Glen road,near the cemetery. The car, which was atourer, was travelling towards Yarra Glen,and when on the corner, skidded for nearlytwenty yards, and turned over within ten yardsof a tree. Only minor injuries were received,but the car was extensively damaged.

Prof. Laver tribute■ As. chairman of the Kinglake NationalPark, I would like to place on record the highesteem and trust in which Mr Harris washeld by all mem bers of the committee.

He was the first park ranger to be ap-pointed, and always proved himself worthyof the trust and confidence placed in him.

The Association was presented with theonly 'Special Commendation' certificateawarded at the 2016 World EnvironmentDay Awards hosted by the United NationsAssociation of Australia.

The 'Community Award', for which theAssociation were one of four finalists, waswon by the Kimberley Toad Busters whichhas been actively engaging their communitywith programs to restrict the westerly spreadof the introduced Cane Toads into WesternAustralia.

The announcement that the judging panelfor that category had awarded a 'SpecialCommendation' to the Y Water Centre As-sociation came as a very pleasant surprise,"Mr Wealands said.

Russell and wife Jan were thrilled to ac-cept the Certificate on behalf of the Associa-tion and the volunteers in the Yea commu-nity both past and present who have workedto make the Yea Wetlands and Y Water Dis-covery Centre the popular eco-education at-traction they are today.

The acknowledgement comes 10 yearsafter the Yea Wetlands Committee was an-nounced as winner of the same award backin 2006.

CFA petition■ Wendy Lovell, MLC for Northern Vic-toria, last week presented a petition to theState Upper House on Premier Daniel An-drews’ restructure of the Country Fire Au-thority.

The petition “draws to the attention of theLegislative Council that Premier DanielAndrews must not hand control of the Coun-try Fire Authority to the United FirefightersUnion .

“The petitioners therefore request that theLegislative Council of Victoria ensure thatthe Andrews government reject any EBA con-ditions that:■ allows the UFU to direct or impede CFAactivities;■ undermines the autonomy of CFA volun-teer firefighters;■ impacts upon the rights of CFA volunteerfirefighters (including through the volunteerscharter);■ leads to a reduction in surge capacity ofthe CFA to respond to major events.”

Family violence cases: fundsneeded at W’sea Legal Service

■ Parliamentarian Georgie Crozier last weektold the Legislative Council that urgent fundingis needed for Whittlesea Community Connec-tions.

“My adjournment matter this evening is forthe Minister for the Prevention of Family Vio-lence,” Ms Crozier said.

“It is in relation to the Whittlesea Commu-nity Legal Service, a Whittlesea CommunityConnections service, which I had the pleasureof visiting with my colleague Mr Ondarchie lastweek when I was out visiting parts of his elec-torate.

“We met with a number of organisations andpeople who are dealing with these matters, notonly in my responsibility area of early childhoodeducation but also in the very important area offamily violence.

“We had a very good meeting with theWhittlesea Community Legal Service, which isdoing a terrific job in relation to the numbers ofpeople, particularly women, it is seeing comethrough its service each day.

“The staff cited figures to us that in the mostrecent quarter, that being from January 1 toMarch 31 this year, they have seen 128 newclients across all the services that they provide.

“That equates to around two new reportscoming through their doors each day. With that,they are really struggling to keep up with de-mand.

“There is greater awareness, of course, withthe Royal Commission into Family Violence. Ithas brought greater awareness among manycommunities right across Victoria, which is a

very good thing, and we have seen the reportingof incidents go up across the state.

“I think it is incumbent on government to ca-ter for these demands. Whittlesea CommunityLegal Service has in its family violence unit twopart-time family violence lawyers who havebeen funded out of the Department of Justiceand Regulation.

“The funding for those two positions runs outat the end of this year. That is a concern that thestaff hope will be addressed when that fundingissue comes up.

“In the meantime they are really seeking animmediate injection of funding to be able to dealwith this situation that they are seeing on a dailybasis - that is, two reports each day.

“Whittlesea Community Legal Service isproviding very good services across a range ofareas, particularly in the area of family violence

“Whilst there are various reviews and com-mittees being undertaken to look at the imple-mentation of the recommendations of the royalcommission ... the action I seek is that the min-ister look at the needs of Whittlesea Commu-nity Connections and provide urgent funding toassist with its demands in relation to family vio-lence reports - two a day.”

“Residents in the Murrindindishire are angry that they are to behit with a 4.3 per cent rate increase.They organised a petition in oppo-sition to the increase with some 900names.

“On Friday last week a protestrally was held in Yea in miserableconditions. In a show of supportshops shut at 4pm. For some busi-nesses this is the busiest time ofthe week.

State Government in forcing Murrindindi topursue this increase,” Ms McLeish told theLegislative Assembly.

“Rural shires are worse off under a Laborgovernment. The Premier has particularlyslugged regional councils by taking the axe tothe country roads and bridges program, cost-ing councils $1 million per year.

“This needs to be reinstated. It was a veryvaluable program which made a difference.

“The Premier consistently calls for onestandard from councils and lives by a differ-ent standard himself,” Ms McLeish said.

“Over the last two years state taxes havegone up 20.7 per cent, and from July 1 theland tax take will increase by more than 28per cent.”

“Many people said they were myFacebook friends and they felt that we kneweach other, but we actually had not met faceto face, so it was really delightful.

“I am advised by the club that today mem-bers are all a bit tired but delighted with theirefforts. The club is still counting the funds butcan report at this stage that the funds raisedwill exceed well over $10 000.

“It is always difficult ground to single outsupporters when there were so many, but Iam advised every trader in the Laurimar shop-ping strip and almost all those in Mernda do-nated to the event and the cause.

“The Bridge Inn has been a wonderfulhost. I want to put on the record the greatwork of Danni Trebiano, the club secretary,and all the many others who put in great ef-forts for this event.

RSL boss answersSir,

As President of the Alexandra RSL, havingread the article about the Yea-Kinglake RSLSub-Branch (The Local Paper,June 8), I wouldlike to throw some light on some of these mat-ters and to explain how the rules of membershipwork.

There are four basic categories of member-ship, Service, Affiliate, Second and Social. Ser-vice is for returned service men and women andthose that have served or are still serving. Af-filiate is for the family member of some onewho has served or is still serving, or a memberof our emergency services such as Police, Am-bulance , CFA/MFB, SES, etc.

Second is where a member frequents anotherRSL and for convenience wishes to be a mem-ber there also. Social is for persons who have nofamily ties with military service, who wish toavail themselves of RSL fellowship.

On the membership application form there isa mandatory section for the person seekingmembership, to be nominated by a service mem-ber and seconded by a service or affiliate mem-ber. This could be regarded as sponsorship.

If a person wishes to take out second mem-bership it is incumbent on this person providingproof of current membership of another RSL.

This is normally done by producing a currentmembership card or at least a receipt showingcurrent membership status. It must be pointedout that this is the cheapest level of RSL mem-bership, currently being $10 per annum. All othermembership fees are as set by individual clubswith a minimum of $25 per annum.

It is with due care that clubs need to checkwith other clubs that a person who claims mem-bership elsewhere is actually a financial mem-ber. I see no problem with the request for proofof current membership.

In the case where a person wishes to transfermembership from one club to another it is theresponsibility of the receiving club to contact

the relinquishing club to ascertain the currentmembership status before contacting State Head-quarters for the purpose of membership trans-feral. This is normally done by membership of-ficer to membership officer. The details thereinare confidential in nature and I believe are not abreach of privacy.

RSL membership is on an annual basis be-ing from January 1 to December 31. A membershould know that they were a member when thefees are paid each year.

On the matter of marching on ANZAC Day Iwould venture to say that without proof of mem-bership it may have lead any person not beingable to march with other members on the day,but I am sure a person would have been wel-comed to march with others that followed theservice group.
