El Niño is defined by above-normal sea sur- face temperatures in the eastern and central equatorial Pacific Ocean. Occurring every two to five years, El Niño's most significant effects on North America occur during the wintertime. However, the resulting weather varies depending on where the warm water tem- peratures are centered. "Confidence continues to grow that this El Niño will be one of the stronger El Niños over the past 50 years," according to AccuWeather Meteorologist Brett An- derson. Expected to mimic a similar pattern as the winter of 1997-1998, this year's El Niño could mean big impacts to California and the eastern half of the United States. The most likely, and most impactful, scenario during this winter is that California will get significant precipitation in the form of both rain and snow. "California will be much more active weather-wise this win- ter than last winter," AccuWeather Meteorologist Ben Noll said.     Since the first indication that a powerful El Nio wasset to develop, there has been significant specula-tion about what impacts it would have withinthe United States.

    El Nio is defined by above-normal sea sur-face temperatures in the eastern and centralequatorial Pacific Ocean.

    Occurring every two to five years, ElNio's most significant effects on NorthAmerica occur during the wintertime.

    However, the resulting weather variesdepending on where the warm water tem-peratures are centered.

    "Confidence continues to grow that thisEl Nio will be one of the stronger ElNios over the past 50 years," accordingto AccuWeather Meteorologist Brett An-derson.

    However, it won't all be bad. Cal-ifornia is expected to receive much-needed mountain snow, which isnecessary to fill reservoirs in thespring.

    According to AccuWeather Ex-pert Long-Range Forecaster PaulPastelok, the 2015-2016 seasonmay yield triple the amount of snowthan that which fell last year in thecentral and northern mountains.

    This will allow locals to breathe asigh of relief since April 1 measure-ments revealed snowpack across theSierra Nevada was at its lowestlevel in 500 years.

    "The current deficit is too largefor this winter to end the drought,"according to Noll. "But this wouldcertainly put a dent in it."

    On the opposite coast, the North-east and Southeast will also helpbear the brunt of El Nio's effects.

    Above-average storminess willgreet cities such as Boston, NewYork City, Philadelphia, Newportand Raleigh, but the million dollarquestion remains: In what form willthe precipitation fall?

    The weather pattern threatens to

    send chilly air masses into the East-ern U.S., which could result in acorridor of snow from Texas up intothe spine of the Appalachians.

    However, the wild card will bewhether the timing of the cold airmatches up with the timing of theprecipitation.

    "If so, there could be a few bigstorms that blow our forecasts outof the water," Noll said. "That's arisk right there."

    While it's a precarious positionfor the mid-Atlantic and Northeast,there's a good deal of certainty thatthe Great Lakes region will get lesslake-effect snow than usual.

    Climatologically, some of the dri-est years on record have occurredduring El Nio years, according toNoll. Less lake-effect snow is typi-cal, especially for the upper lakes.

    Farther south, forecasters are con-cerned El Nio will lead to excep-tional storminess.

    "These big storms that will bebarreling across the southern Plainsand Southeast often drag fairly im-pressive cold fronts across the GulfCoast," Noll said.

    "Once they head into Florida, youcan be talking about explosive thun-derstorms and very heavy rainfall."

    Additionally, El Nio may pro-long the drought across the interiorNorthwest and promote milder dayswith less snow across much of thenorthern tier of the country.

    more likely to be killed behind the wheel than women. That's accordingto the National Highway Traffic Safety Administration's analysis of datafrom the 2012 Fatality Analysis Reporting System and the General Esti-mates System.

    More than twice as many men were killed behind the wheel in 2012 23,808 men were killed, compared to 9,733 women due in part to thefact that they cover more miles each year. On top of that, men are morelikely to drive drunk, with nearly a quarter of fatal male crashes involvinga driver with a blood-alcohol content above 0.08 compared to about 15percent of women.

    It's not all good for women, though. Aside from age groups from fiveto nine and over 74, females have a higher injury rate than men, with 768injury crashes for every 100,000 female drivers.

    Still, as Vox points out, fatality and injury rates are declining steadily,even though the difference in male/female fatalities remains the same.

    For many years, themost extreme ele-ments of the envi-ronmental movementpursued a statewide ban onplastic grocery bags inCalifornia. Every timethey would do this, despite

    the overwhelming liberal majorities in the statelegislature, their efforts would fail.

    Over and over the arguments on the junk-sci-ence behind defaming the bags, the negative eco-nomic impacts of a ban, and the impressivepolitical coalition opposing the ban combined tokill the effort.

    Until last year, that is, when something hap-pened.

    The California Grocers Association (CGA),

    which had been a key member of the coalitionstopping the ban from passing for many years,threw its full weight behind SB 270, which addedto the statewide ban on standard plastic grocerybags a ten-cent "fee" (read: TAX) on each paperbag and thicker plastic bag provided to customers.The profits from those fees will go to-you guessedit-the grocers.

    To put it bluntly, the greed of the grocers couldnot resist the idea of a windfall that would seethem gaining brand new tax-free profits that couldapproach a half-billion dollars annually.

    The legislation, backed by the CGA, passed outof the legislature and was signed by GovernorJerry Brown. However, the American ProgressiveBag Alliance immediately set about the task ofcollecting over 800,000 signatures to refer SB270 to the voters. The State Constitution providesthat if enough voters sign petitions, they can halta newly-enacted law, and then that law has to ap-pear before voters on the next general electionballot. If voters approve it, the law goes into ef-fect. If they reject it, the law is repealed. SB 270,the statewide plastic bag ban combined with theten-cent per paper/thicker plastic bag tax, will beup before voters next November.

    No doubt grocers have been salivating over theopportunity to reap hundreds of millions of dol-lars of profits from their unholy alliance with ex-treme environmentalists.

    Except that there is now a very real possibilitythat they will never see the anticipated 30 piecesof silver which they covet-in fact it's very possibletheir greed might cost them big bucks instead.

    This is where things get a little more compli-cated, but I'm counting on you to stick with meas I talk about a brand new development that thegreedy grocers could not have seen coming.

    A couple of weeks ago the American Progres-

    sive Bag Alliance, the same group that spent sev-eral million dollars gathering signatures for thereferendum on SB 270, filed a petition to placeyet another ballot measure before voters, entitledthe Environmental Tax Protection Act. If passedby the voters, it would require that the ten-centpaper/thicker plastic bag tax collected under SB270 be redirected to an environmental purpose.

    Specifically, this new measure would requirethat those hundreds of millions of taxes be de-posited into a state Environmental and Enhance-ment Fund that is administered by the StateWildlife Conservation Board. These funds wouldthen be available for legitimate environmentalgrants (e.g., drought mitigation projects, recy-cling).

    It doesn't take a rocket scientist, or a sophisti-cated political analyst, to figure that the public, ifforced to pay a tax at grocery stores, would far

    more prefer that the money go to a public benefitthan simply to profit major grocery chains. Espe-cially when they learn during next fall's campaignthe self-dealing role that the California GrocersAssociation actually played in the process.

    Based on the timeline involved with the quali-fication of a ballot measure, the American Pro-gressive Bag Alliance will be able to startgathering signatures for this new measure in earlyDecember, which will afford them more thanenough time to gather the necessary signatures toplace this measure on the November ballot.

    That leaves the members of the California Gro-cers Association in quite the conundrum. Beforethis new twist their path was clear: shell out tensof millions of dollars to help pass SB 270 at theballot. A great investment given the huge, perma-nent financial windfall for their members.

    But now you have to wonder if the play for thegrocers might actually be to spend big bucks todefeat SB 270 at the ballot box. Not only wouldthe new ballot measure divert their windfall to apublic environmental purpose, but it is actuallythe case that paper and thicker plastic bags costthe store more than traditional plastic bags, sogrocers would be forced either to jack up theoverall price of goods just to cover that cost, ortake a significant financial loss. A loss that couldeven further impact the already troubled Safeway-Albertson's IPO delayed earlier this week.

    For those of us who watched the CaliforniaGrocers Association "turn" on the customers ofall of their stores, and who enjoy the convenienceof plastic bags, there is a de-licious irony in this turn ofevents.This column originally ap-

    Brian Patrick Byrne of AOL makes a deposit inthe world of shocking Savings..."Sixty-twopercent of Americans have less than $1,000 ina savings account.

    Just 29 percent have a savings account balance ofover $1,000, and another 28 percent admit they haveno savings at all, according to a survey of 5,006Americans.

    One in five people simply do not have a savings ac-count, but of the ones who do, the most common bal-ance exceeds $10,000, at 14 percent, followed by 5percent who have saved between $5,000 and $9,999,9.9 percent who have saved $1,000 to $4,999, and 13percent who have less than $1,000 in savings.

    Women are more likely than men to save a smalleramount of money, selecting the answers "less than$1,000 or "just the minimum balance requirement"more often than their male counterparts. Similar num-bers of men and women report savings balances of$1,000 up to $9,999, but nearly 60 percent more menthan women report a savings balance over $10,000(16.4 percent to 10.4 percent, respectively)."

    Sierra Tishgart -Grubb Street sets a tablefor us that begs the question..."If anyonecan successfully abolish the hospitalityindustry's long tradition of tipping and trans-form the financial future of restaurants, it'sDanny Meyer. In an interview with Eater'sRyan Sutton, Meyer outlines hisplan to eliminatetipping at everysingle one of hisUnion Square Hos-pitality concepts,over the course ofone year, and raisehis menu prices aspart of a system thathe's calling "hospital-ity included."

    The first restaurantto implement thechange will be theModern: The cost of

    each dish will go up30 to 35 percent (toaccount for whatMeyer calls a "laborof wrong"), there willbe a note on the menuabout the new policy,and, unlike Per Se,there will be no spacefor guests to write in additional tips. Andsince adding a "service charge" has trippedup restaurateurs Keller got slapped witha $500,000 fine "hospitality included"will benefit every single staffer employedby his company. It will allow Meyer toproperly pay low-earning cooks, whowon't benefit much at all by New York's in-crease of the minimum wage.

    The new starting salaries for Meyer's em-ployees are as follows: At least $11 per hourfor back-of-the-house staffers, $14 per hourfor cooks, $9 per hour for dining-room staff

    and, writes Sutton, "all staffers who arecurrently tipped will see their base incomefortified by a revenue share program." Even-tually, salaried employees will receivemore money, too, and

    overall, pay-ment will better reflect merit and

    seniority.Meyer realizes that, psychologically, diners

    might feel stripped of their sense of autonomy.He muses that, down the road, there will besome kind of online-feedback system that willallow customers to praise, or bemoan, an ex-perience more effectively. (Nick Kokonasshould take note.)

    "Fundamentally, the cost of going out to afine-dining restaurant is false," Meyer says. "Ifeel that the prices on menus, for a restaurantthat's really trying to offer good value, don'taccurately express the true picture of what itcosts for the people to make that happen."

    Play the game right. Respect the game.Dont show up your opponent. These areamong the Unwritten Rules of baseball thatare handed down from one

    generation of ballplayers to the next. But what, specifically,do they mean?

    In the seventh inning of the fifth game of the best-of-fiveAmerican League Division Series against the Texas Rangers,Toronto Blue Jays right fielder Jose Bautista crushed a three-run homer off Sam Dyson. The blast propelled Toronto to theLeague Championship Series for the first time in 22 years.

    After his titanic shot, Bautista emphatically flipped or moreaccurately, heaved - his bat in the air before embarking on amostly restrained tour of the bases. Baseball traditionalistscringed. Bautista was vilified for violating baseballs Unwrit-ten Rules, although exactly which one was a matter of somedebate. Did the bat flip disrespect the game? Show up the op-ponent?

    Neither, according to Bautista. After I hit the ball, I dontreally remember a whole lot about what happened until I kindacame back to the dugout. I wasnt doing anything to disrespectthe game or the opponent, he said. I didnt plan it. Im notgonna apologizeI enjoyed it.

    And why shouldnt he, especially given the circumstances? Why should a spon-taneous celebration by a player be taboo? After all, we arent talking about a fu-neral, but a game. Not surprisingly, Dyson didnt agree. "Jose needs to calm thatdown, just kind of respect the game a little more," Dyson said after the game."Hes a huge role model for the younger generation thats coming up playing thisgame, and I mean hes doing stuff that kids do in Wiffle ball games and backyardbaseball. It shouldnt be done."

    Not only are kids doing that stuff in the backyard, they see athletes in othersports the NBA, NHL, NFL, MLS, among others - doing it on television. Play-ers in those sports are allowed to cultivate their own style, which creates fans of

    the player and the league. MLB has seen how other leagues allow, nee encourage,players to express themselves and didnt hesitate to take advantage of the moment,using its official twitter account to publicize Bautistas bat flip.

    Self-expression in MLBhas historically been con-sidered unprofessional,not part of the culture ofthe game. When JackieRobinson integrated thegame, bringing with himthe unique base-runningstyle that was prevalent inthe Negro Leagues, tradi-tionalists were offended.Today, MLB clubhousesinclude more players fromLatin America and evenAsia, where bat flips andother forms of celebra-tions are, well, celebrated.

    Both benches emptiedafter Bautistas antics, an

    indication of the divergent opinions on celebrations in the game. But solemnityin baseball should not be de rigueur. Players should be free to exhibit raw emotion,just as fans do. Bautistas bat flip was awesome!

    In honor of the anniversary of one of Walt Disney's greatest accomplish-ments, Walt Disney World in Orlando, Florida, we thought we'd sharea few interesting facts about the elusive man that brought us the happiestplace on earth.

    For a man who defined the childhoods of generations across the globe,Walt Disney led a relatively secretive existence. Even to this day, basic de-tails of his quotidian life remain shrouded in mystery. So, to commemoratethe man who inspired millions, we've compiled a list of the most interestingthings you may not know about the man, the myth: Walt Disney.

    1. disney is frenchThough his parents were Irish-Canadian immigrants, his heritage is

    deeply French. Disney was a descendant of Robert d'Isigny, a Frenchmanwho came to England with William the Conqueror in 1066. "Disney" wasan anglicization of the more musical "d'Isigny." The swarthy Disney evenbears a resemblance to the Norman king.

    2. he Was obsessed With trainsDuring part of his childhood, Disney's family lived in Marceline, Mis-

    souri, a small farm town that served as a stopover for the Atchison, Topekaand Santa Fe Railway. Apart from developing an interest in sketching farmanimals, Disney enjoyed killing time putting his ear to train rails to listenfor oncoming locomotives.

    In 1949, he purchased a large compound at 355 N. Carolwood Drive inLos Angeles' Holmby Hills neighborhood. In what is probably the mostelaborate midlife crisis to date, Disney installed a one-eighth-sized steamtrain and half mile of tracks on the property. The route looped around theperimeter of the house and was named theCarolwood Pacific Railroad.

    Disney would spend hours taking hisdaughters' friends on countless rides onthe rail. He built a large garage to housethe steam train, which also served as hispersonal workroom. Those rides on theCPR were some of the early inspirationsfor Disneyland.

    3. everyone thought Snow WhiteWould Be a failure

    Snow White and the Seven Dwarfs wasDisney's first full-length feature film.When industry chiefs learned of his plansto produce a feature, they scoffed at theostensibly absurd idea, donning it "Dis-ney's Folly." The project went into fullproduction in 1934, and continued till1937, when it ran out of money. Disneywas forced to screen a rough cut of thefilm to potential investors to ensure fund-ing.

    Released in 1937 by RKO Radio Pic-tures, Snow White became the most suc-cessful movie of the year, earning $8million on its initial release (just over$130 million in today's figures).

    Images)Though he never allowed himself to smoke in front of children and was

    rarely photographed indulging, Disney was a lifelong toker. His nicotinevice probably led to his death at age 65 from lung cancer.

    5. during WWii, disney produced anti-german propaganda moviesIn 1943, Disney released Der Fuehrer's Face, an animated short starring

    one of the company's brightest stars, Donald Duck, as a disgruntled factoryworker in Nazi Germany. One in a series of anti-German propaganda proj-ects, the cartoon also was designed to sell war bonds. The short receivedan Academy Award and became noted for its original title song.

    6. disney Was a right-WingerDisney was a founding member of the right-wing, anti-communist group

    the Motion Picture Alliance for the Preservation of AmericanIdeals. The group was seminal in the formation of the Holly-wood blacklist. In 1947, at the height of the Red Scare, Disneytestified before the House Un-American Activities Committee,during which he named several animators and producers asactive communists. Sounds like the century's most belovedchildhood icon was closer to Roger Ailes than Mister Rogers.

    7. people Were Supposed to Live at epCotWhile planning the East Coast version of his successful

    L.A.-based theme park, Disney envisioned the construction ofa futuristic town for the park's workers and family. He namedhis planned city Experimental Prototype Community of To-morrow. Though he died before its opening, his brother RoyDisney made sure to fulfill his vision of EPCOT as a livingworld's fair.

    8. his head Wasnot Cryogenicallyfrozen

    Contrary to popularbelief, the mediamogul's head was notsevered from hiscorpse, cryogenicallyfrozen, and storedunder the Pirates ofthe Caribbean ride atDisneyland. Accord-ing to his wishes, Dis-ney was cremated,and his ashes were in-terred at Forest LawnMemorial Park inGlendale, California.The icy rumors aretraced back to a cabalof Disney animators

    with a dark sense of humor playing a crazy prank on their onetime boss.

    After four years of drought, wehave hope for some relief.Theres an approximately 95

    percent chance that astrong El Nio will

    continue throughwinter 2015-16, po-tentially bringingheavy rain to South-ern California, ac-cording to theClimate PredictionCenter (CPC).

    The Orange County Water District(OCWD; the District) has done an ex-cellent job as steward of our groundwa-ter supply, navigating us through somerecent tough times. The basin providesabout 2/3 of the water for 2.4 millionpeople in north and central OrangeCounty. Its available storage area is cur-rently only 24 percent fullstill withinnormal levels but the basin needs to berefilled. OCWD is preparing to captureas much stormwater as possible fromthe Santa Ana River (SAR) to help off-set the depletion of the groundwaterbasin.

    One of the Districts original direc-tives when it was created in 1933 wasto protect Orange Countys water rightsof Santa Ana River flows. OCWDsmanagement of SAR water begins farupstream in the San Bernardino Moun-tains and an area behind Prado Dam inRiverside County. That region behind Prado Dam is keyto catching and holding as much stormwater as possibleand the District has partners who will help it do so.

    The United States Army Corps of Engineers (Corps) isresponsible for providing flood risk management on theSanta Ana River and owns and operates the Prado Dam.

    The Corps and OCWD have been working together formany years on water conservation programs to condition-ally store stormwater behind the dam.

    Based on a Memorandum of Agreement, the Corps tem-porarily impounds water behind Prado Dam to specificwater surface elevations. From September to February, theCorps will store water to elevation 498 feet (up to 3 billiongallons), and to elevation 505 feet (up to 7 billion gallons)the remainder of the year.

    In recent years, OCWD has been working even moreclosely with the Corps to increase these water surface el-evations so that additional stormwater can be captured atPrado Dam and recharged into the Orange County

    Groundwater Basin. OCWD is planning to utilize an ad-ditional 10,000 acre-feet of storage capacity at Prado Dam

    for this winter, andsuccessive winters.This will help OrangeCounty recover from thedrought if above average rainfall doesindeed occur.

    During the flood season, OCWD and staff in the Corps'Reservoir Regulation section, collaborate, sometimes ona daily basis. They coordinate releases from the dam atrates consistent with the primary purpose of the dam forflood risk management, but which also allow OCWD todivert the supply into recharge facilities downstream.OCWD uses inflatable rubber dams to divert the waterinto our recharge facilities. Slow and steady storms areoptimal for capture and release.

    OCWD is currently supporting legislation (S. 1894) toupdate the Corps weather forecastingmanuals to improve dam reservoir op-erations and a bill (H.R. 813) thatwould aid in storing additional water at

    Prado Dam through modernizing weather and runoff fore-casting.

    One El Nio will not completely solve the problemsproduced by a four-year drought and the increased needsfor water as populations and businesses grow.

    OCWD has recharged and maintained the groundwaterbasin at safe levels while more than doubling the basinsannual yield over more than 80 years. The Corps opera-tion of Prado Dam provides significant water supply ben-efits to Orange County. Its current collaboration with theDistrict to capture additional stormwater will substantiallyaid OCWD in maintaining basin balance over the longterm.
