Installed the system in 68 LGA's, RAS offices which:
Hardware: Server, router, network cards, network cables, desktop computer, and printer TANGE list by Education
Onsite user training to 8 - 15 people
PMO-RALG's ICT officers trained to support LGHRIS
Data entry was carried out by Secretaries and HR officers.

12.1 Deployment challenges
Data collections – Many employee files are empty (no employment letters, EB1/B form, Data sheets, certificates, next of kin cards, Birth date, etc.)
Data entry – No dedicated personnel for data entry
Data quality – Too many missing data such as birth date, place of domicile, confirmation information, etc.
User support – Need to involve PMO-RALG ICT Officers. (more PMO-RALG ICT and HR officers are involved in deploying LGHRIS and in training)
The current personnel data sheet captures few data than what is required by PMO-RALG TANGE reports (e.g. Supervisor information, name of dependants, mobile and email contacts, etc.)

12.3 Data Security and Privacy Concerns
User’s accounts and roles
The system requires all users to have a username and password
System administrator grants and revokes username, password and roles
Users can be assigned with one of the following system roles:
Administrator: has full access to the system
HR Manager: manages system data, including correcting data and managing data selection lists; can search for, view, enter data in and correct any record and generate any report
HR Staff: enters and updates records and positions; can generate any report

13. Strategies to success
Empower PMORALG's Computer System administrators as first line of user support
Train both FOSS technologies in general and LGHRIS in particular
Establish user support 'help desk' and 'ticketing system' at Dodoma.
Empower HR officers as data managers
Train how to manage data through database systems
Train on 'data quality' and 'data use’
Re-design new personnel data sheet form
Enhance PMO-RALG Personnel Form
Circulate it to employees (done)

Data entry including scanning attachments is the major challenge.
