A National Manufacturing Strategy for Canada

A REQUEST FOR SUPPORT OF A NATIONAL MANUFACTURING STRATEGY POLICY FOR CANADA

September 24, 2013

Dear President,

On January 14, 2013 the Cambridge Federal Liberal Association and Marc Garneau met with the executives of 12 start-up and established hi-tech business firms in the Waterloo Region for a round table discussion. No media was present or politics involved. As a result, the group was able to speak in an unrestricted dialogue, and a lot was learned on both sides.

Subsequently, a subcommittee of our policy committee continued to meet with these, and other innovators resulting in a paper titled A National Manufacturing Strategy for Canada. On September 9th, the CFLA board formally adopted this paper as the basis a national policy proposal for inclusion in the 2015 Election Platform. We believe that this paper presents a dramatic new approach most likely to succeed in rebuilding a strong manu-facturing base in Canada with good paying jobs.

One of primary reasons for producing the paper is the belief that Policy and Platform Development in the future must be done differently by Federal Liberals than in the past. The time has come for grass roots participation in the development of big, comprehensive, well thought out nation building ideas. These are what should be presented to the National Policy Convention in February 2014. We believe that the process is a model for the Party and caucus to draw together and formulate such ideas and policies at the National level.

Below is a letter written by CFLA President Doug Jackson to the Presidents of the 22 Southwestern Ontario Federal Liberal Associations. This letter gives background to the creation of A National Manufacturing Strategy for Canada. Members of the Manufacturing Policy Sub-Committee have been working for months to create a comprehensive framework for bringing manufacturing jobs back to Canadians. 1. Southwest Region Policy Meeting

Date: Sunday, November 3, 2013

Location: Courtyard Marriott - 864 Exeter Rd, London, Ontario

Time: 12:00 p.m. to 5:00 p.m. (Registration to open at 12:00 p.m.)

Cost: $25.00 per person

All members Cambridge Federal Liberal Association may attend Southwest Region policy meeting. Note: There is no limit on the number of members that each EDA may send. We is hope to send 20-30 members to the meeting to ensure that our National Strategy for Manufacturing passes. Contact [email protected] if you wish to join a car pool. A copy of the day’s agenda and the meeting’s rules are available through that web link.

Each riding association may submit a maximum of 5 resolutions to the regional policy meeting. At this meeting, resolutions will be debated, voted on, and prioritized. The 10 top ranking resolutions will be submitted to the Liberal Party of Canada (Ontario Branch) Policy Prioritization Meeting. It is key that A National Manufacturing Strategy for Canada be included in this top 10.

2. Liberal Party of Canada (Ontario Branch) Policy Prioritization Meeting November 22 - 24, 2013 Details for this meeting have not been finalized. The LPC(O) will be sending out the information via email in the next few weeks. Your can email [email protected] in order to be added to a notification list when the details are known.

Again, the 10 top ranking resolutions will be submitted by LPC(O) to the National Biennial Convention.

Electoral Re-Distribution—The Next Steps

The Final Report of the Federal Electoral Boundaries has been submitted. It recommends the creation of a fifth EDA for the Region of Waterloo called Kitchener South– Hespeler. You can view the final report here:

Once the Representation Order is issued by Parliament, sometime this fall, the boundaries of Cambridge &

Kitchener-South - Hespeler Electoral Districts will be as follows:

Cambridge Population: 111,693

That part of the City of Cambridge lying south of High-

way 401.

The Township of North Dumfries and

That part of Brant County lying north of a line com-

mencing at the western limit of the county, then east

along Plains Church Road and then along Scenic Drive

and Howell Road to the eastern limit of the county.

Kitchener South—Hespeler Population: 97,673

Why has Hespeler become part of a new Kitchener South- Hespeler Riding?

Every 10 years, after the census is conducted, the number of electoral districts and their boundaries are revised to reflect population shifts and growth.

The population of a province is divided by the “electoral quotient” of 111,116 to provide the initial allocation of seats to that province. In extraordinary circumstances districts may vary more or less from the average. Some provinces and territories are guaranteed a specific number of seats regardless of population. As a result Ontario will receive 15 more ridings—an increase from 106 to 121.

This re-allocation of seats is undertaken by an independent electoral Review commission in each Province

What does this mean for a current CLFA member?

1. Any membership purchased now will be valid until the end of 2014, no matter what changes occur.

2. The Liberal Party of Canada has begun preparing for the transfer of Kitchener and Cambridge members to the new Kitchener South – Hespeler Federal Electoral District. Some members from Brant Federal Electoral Association will be transferred to Cambridge.

3. As Kitchener South-Hespeler is a brand new riding, they will have to hold a founding meeting to elect an executive board.

4. Any existing riding that has a 15% or greater shift in their population is considered a new Federal Liberal Association. Since, approximately 19% of the current population of Cambridge will be moving to the Electoral District, the Cambridge Federal Liberal Association is required to hold a founding meeting instead of an annual general meeting. In practical terms, there is no difference between the two.

5. Members of the current riding of Cambridge that will live in the new riding of Kitchener South-Hespeler will have the following two options:

i) Automatically become a member of the new riding of Kitchener South- Hespeler.

ii) Make the active choice to become an “associate” member of the new riding of Cambridge. Note: An associate member has all the same rights as a member except the following key restrictions: they may not vote at general meetings, delegate selections meetings, or in nomination contests. However, an associate member may stand for an executive position, as a delegate, or as a nominee.

At the current time, there is no concrete timeline for these changes. Since it will take time for the Liberal Party of Canada to make all of the required changes, any changes at the local level will not happen for several months. The current estimate is that the founding meetings will not happen until early in the New Year. The current Board of the CFLA is dedicated to holding a founding meeting as soon as possible. The CFLA will do its utmost to keep its membership informed throughout the process. All official notifications and changes must come from the Liberal Party of Canada’s Ontario branch. Their typical practice is to send out all notifications through email and the mail. We are happy to answer any questions to the best of our ability.
