The scheme was initially implemented in South Andaman District during the year 2010 while from Feb 1, 2017 onwards, it is being extended to other Districts of North & Middle Andaman as well as Nicobar District. Under the Maternity Benefit Programme (MBP), a cash incentive of Rs. 6000/- will be provided to every pregnant and lactating woman of 19 years and above, for their first two live births, subject to the woman fulfilling specific conditions relating to maternal child health and nutrition. He said, the cash benefit will be provided in three installments. The first installment of Rs. 3000 would be provided before delivery with the minimum condition of registration of pregnancy and one ante- natal checkup. The second installment of Rs. 1500/- would be provided after delivery of the child on producing a certificate from the Medical Officer Maternity Benefit Programme Financial assistance to pregnant & lactating women for first two births that the delivery has taken place in a medical facility approved by Health & Family Department. The third and final installment of Rs.1500/- would be provided after completion of the first cycle of immunization of the child. The Income Tax Department made it clear that such condonation of delay in making payments by the deadline of November 30, 2016 will be discriminatory against those declarants of the IDS, who adhered to the deadline and paid the tax, surcharge and penalty on the stash declared by them. The Board issued an order CBDT refuses to grant relief to those who failed to submit 1st installment under IDS yesterday clarifying its position after some declarants who have paid the first installment either belatedly, after November 30 last year, or have not yet made the payment, requested it to extend the due date. The CBDT, early this year, had made it clear through an order that any payment of first installment made by November 30 will be valid if the amount was credited even by 5th of December 2016. Under the IDS 2016 scheme, a declarant was required to pay the first installment of the 25 per cent of total liability of tax, surcharge and penalty on or before 30th of November last year. The apex court observed that the "health of the people is far far more important than the commercial interest of automobile manufactures". A bench of Justices Madan B Lokur and Deepak Gupta prohibited registration of any vehicles which do not meet the Bharat Stage-IV emission norm standards from April 1. The BS-IV emission norms will come into force from April 1, 2017. The top court had yesterday reserved its verdict on pleas seeking ban on the sale and registration of BS-III compliant vehicles after April 1. The Society of Indian Automobile Manufacturers (SIAM) had earlier submitted data on manufacturing and sale of BS-III vehicles on a monthly basis from January 2016 and told the court that the companies were holding stock of around 8.24 lakh such vehicles including 96,000 commercial vehicles, over six lakh two-wheelers and around 40,000 three- wheelers. The manufacturers had also told the court that they were allowed to sell their stocks with old emission norms when new technology was brought in force on the previous two occasions at the time the industry had switched to BS-II and BS-III in 2005 and 2010. The Society of Indian

Automobile Manufacturers

(SIAM) had earlier

submitted data on

manufacturing and sale of

BS-III vehicles on a monthly

basis from January 2016 and

told the court that the

companies were holding

stock of around 8.24 lakh

such vehicles including

96,000 commercial vehicles,

over six lakh two-wheelers

and around 40,000 three-

wheelers.

The manufacturers had also

told the court that they were

allowed to sell their stocks

with old emission norms

when new technology was

brought in force on the

previous two occasions at

the time the industry had

switched to BS-II and BS-III

in 2005 and 2010.
