Far from defeating the Coronavirus in 21 days as Prime MinisterNarendra Modi promised the nation while declaring the nation-wide lockdown on March 24, or even flattening the curve by May 15as the government think-tank NITI Aayog projected, India stands

stupefied at the cumulative tally of one million infections on July 16 andthe daily surge in the number, which has of late been upwards of 30,000.This trend, if continued unchecked, will take it past 2.5 million patients byAugust 15, according to projections. More than 25,000 people have alreadylost their lives to the virus.

More than a third of the infections are reported from two states —Maharashtra and Tamil Nadu — while Bihar, Karnataka, AndhraPradesh and Telangana state have started showing a worsening trend.Reports from TS and Tamil Nadu are particularly worrying as they showanother trend: the virus, after making a mess of lives in the big cities, isheading towards the interiors. More than half the cases that are reportedin TS are from districts others than Hyderabad; In Tamil Nadu, while thedisease shows some signs of easing in Chennai, the villages are slowlyslipping into the grip of the pandemic. Even a state such as Kerala whichhas resisted the advance of the virus with meticulous planning and coor-dination at the grassroots level is now reporting higher number of infec-tions every day. Though officially we are in Unlock 2.0; a considerablepart of the nation is in lockdown with varying severity.

The sad part is that the Union government has till now shown little seri-ousness about tackling the challenge other than cherry-picking data. It ispathetic that the government the other day claimed that deaths per mil-lion is low in India. In a nation with 1.36 billion population, such data willbe useful only to hoodwink the people; the reality on the ground is painful.What the government misses is that all experts, including the RBI gover-nor, are unsure of the turn of events. The RBI governor was forthrightwhen he flagged bad loans as a real cause of worry. The Prime Ministermay be tempted to amplify the green shoots in the economy whether theyexist or not but the government he heads has a duty to look into the hardnumbers. It may be noteworthy that China has said its economy showed apositive growth rate the last quarter, a feat few economies will be able toclaim now or in the near future.

It is time the government helped the state governments with a nationalplan to contain the pandemic and addressed the economic meltdown thatstares the nation in the face. It must look seriously into the reports thatonly a minor fraction of the targeted population has received variousrelief measures, including food grain, it had announced as part of the pan-demic package. Reports of food inflation must ring alarm bells in the gov-ernment. It cannot act as if it is business as usual.

While the nation’s attention is almost completely focused on theexploding Coronavirus numbers, the Chinese threat and the ongo-ing political drama in Jaipur, Assam has been ravaged by devas-

tating floods, with the rising Brahmaputra waters leaving vast stretchesof Guwahati submerged. Twenty-eight of Assam’s 32 districts have beenbadly hit, and the flood waters have affected at least 40 lakh people, withthe death toll rising to 76 by Friday evening. But not only has the Centrebarely taken note of the calamity (despite the state being ruled by theBJP), besides some anondyne messages of commiseration, most of ournational media haven’t taken note either.

For Assam and the Northeast, of course, it’s nothing new. On Thursday,the All Assam Students Union reiterated that the floods be declared a“national calamity”, noting that successive Central and state govern-ments failed to take effective steps to tackle what is an annual event.AASU said that when it comes to Assam’s resources, the Centre says theybelong to the nation, but when it comes to problems, the state is left to fendfor itself. This is a familiar complaint, more so in eastern India. TheBrahmaputra’s massive erosion in Dhemaji, Dibrugarh and NorthLakhimpur districts are posing a serious threat to farmland as well as vil-lages on the mighty river’s banks, and the state’s two worst-hit districtsare Dhubri and Barpeta. Besides threatening lives and livelihood, ani-mals at Kaziranga and other reserves, which have been submerged, are athuge risk. The good thing is that the “highlands” erected at Kazirangarecently worked well, enabling animals to take shelter from flood waters.

Bihar too faces a huge flood threat, with water levels in the Kosi,Bagmati, Kamala Balan, Mahananda, besides the Ganga, rising due toheavy rains in Nepal’s Terai. On Thursday, parts of a bridge that cost `263crore collapsed a month after its opening, though the government claimsit was safe and only an approach road was damaged. With electionsapproaching and the state under lockdown, Chief Minister Nitish Kumarfaces a major challenge.

The reversion of the celebratedHagia Sophia museum into amosque is perhaps the most

telling sign of the rolling back ofTurkey’s secular character and areflection of the rise of religiousnationalism in the country. As amuseum, this architectural wondersymbolised the idea of a commoncultural heritage that transcendedfaith. The change of its status hasremoved that symbolism.

While the decision by PresidentRecep Tayyip Erdogan may havepleased his Islamist followers andhis populist base, millions of Turks,as the country’s Nobel laureateOrhan Pamuk noted, “are cryingagainst this but their voices are notheard”. The move has not only shak-en the world, it has also divided thenation.

Built some 1,500 years ago as anOrthodox Christian cathedral, theHagia Sophia was converted into amosque after the Ottoman conquestof Constantinople (Istanbul) in 1453.It was turned into a museum on theorders of Mustafa Kemal Ataturk,the founding father of secularTurkey in 1934. The majestic com-plex has been declared by Unicef as

a World Heritage Site and is one ofthe most popular tourist destina-tions in the world.

Some sections of conservativeMuslims had long campaigned forreopening the complex for prayersbut they were in a minority.Turkey’s strong secular culturewould not permit restoration of theheritage as a place of worship.However, the rise of the Islamistsled by Erdogan is changing thecountry’s political landscape.

Although the secular character ofthe state is still protected by theTurkish constitution, the resur-gence of faith and the confluence offaith and politics has weakened theKemalist order. Erdogan’s latestaction, coming after a court ruling,has raised questions about Turkey’simage as a moderate Muslim coun-try.

By changing its status, the univer-sal nature of Hagia Sophia’s her-itage is affected. The complexreflects centuries of interactionbetween Europe and Asia, and totreat it as the heritage of a particularfaith will be seen as a negation of itsoverall historical value. Such anapproach can also fuel religious

fanaticism and widen religiousdivides, besides causing a shift inthe perception of Turkey as an opensociety. Many may see it as shifttowards exclusion.

During the mediaeval ages, it wasa common practice of conquerorseverywhere to convert places of wor-ship of the vanquished to premisesfor the practice of their own reli-gion. There have been a number ofexamples where churches wereturned into mosques and mosquesinto churches. Hagia Sophia wasalso such an example. By turning itinto a museum, Mustafa Kemal hadrestored history. It also reinforced

Istanbul’s position as the city wheredifferent cultures and faiths couldcoexist.

Erdogan’s action of reversing thisaspect of the Kemalist legacy hasintensified the clash between thosewho want Turkey to remain secularand the conservative support base ofthe Turkish president. The issue hashighlighted the battle for the soul ofTurkey. “To convert it back to amosque is to say to the rest of theworld unfortunately we are not sec-ular anymore,” Orhan Pamuk wasquoted as saying.

Predictably, the decision has pro-voked intense international out-rage. In a statement, Unesco, theUN’s cultural agency, has warnedTurkish authorities against “takingany decision that might impact theuniversal value of the site”. SeveralWestern countries have also protest-ed.

But the Turkish president does notseem bothered over the outcry. Hehas defended his action by stressingthat the country had exercised itssovereign right in converting themuseum into a mosque. This argu-ment does not sound very convinc-ing.

Many Turks also question the tim-ing of the move at a time when thecountry is badly affected by theCovid-19 pandemic, the economy isin a slump and tourism is non-exis-tent. Some see it as a political movein that it is meant to assert a stridentnationalism as part of the battleagainst the president’s secularrivals.

Erdogan’s move cannot be seen inisolation. It reflects the increasinginstrumentalisation of religion inorder to solidify his populist supportbase. In fact, at a more general level,it symbolises the rise of right-wingnationalism and religious chauvin-ism around the world today.

Religious conflicts are beingincreasingly weaponised by viru-lent nationalist forces to assert theirpolitical brand. It is a highly danger-ous proposition as appeals to reli-gion invariably create an openingfor a more strident nationalism.Conversions of such sites reflect anaggressive nationalism that pre-sents one of the most serious chal-lenges for the civilised world.

Congress government inthe state headed byAshok Gehlot, a seasonedand respected leader. Inthe BJP’s scheme ofthings, it is irrelevantthat the government hasa clear majority, or thattoppling it amounts tosabotaging the people’sverdict.

In numbers terms in theAssembly, in Rajasthan(unlike in MadhyaPradesh), the BJP is con-siderably behind theCongress. That is why ifSachin Pilot is able toentice too few defectors tojoin him in upending theGehlot government, theBJP won’t bite after lead-ing the ambitious youngCongress deputy CM upthe garden path. This iswhat appears to havehappened so far, and theCM seems to haveregained his balance.

But he will be wise toremain alert to intima-tions of mischief. If thePilot ploy eventuallyfails, a party like the BJPis apt to think of otherways. In the time ofNarendra Modi and AmitShah, the BJP has shownitself to be a restlessdestabiliser of Congressgovernments — or gov-ernments with aCongress component —in the states. So, watchout, Maharashtra.

Disgruntled CongressMLAs are typically usedto achieve the saffronparty’s ends (through acombination of allure-ments and threats), gov-ernors and the Speakerare made errand boys,and the coercive agenciesat the disposal of theCentre do their master’sbidding. Thus, who candiscount the option ofPresident’s Rule inRajasthan if push came toshove?

As a pre-emptive mea-sure, the only fail-safeway to prevent some-thing like that happening

is people’s mobilisationon a large scale. But aparty like the Congress isnot cut of that cloth.Besides, its organisation-al capabilities are suspecteven when it is in theOpposition, leave alonewhen it is the rulingparty. Its capacity forinfighting is the stuff oflegend — the indepen-dence movement on-wards, although in thehoary past the skirmish-ing — and sometimes thebloodletting — was oftentraceable to ideologicalquestions (on which basisfactions took shape), notloaves and fishes.

Prime MinisterNarendra Modi came intooffice in 2014 on a stringof false promises know-ing that these were false— or “chunavi jumla”, inthe words made immortalby his ADC or hisHanuman (since Hindumythology is the flavourthese days) Amit Shah —for example, ending blackmoney, generating massemployment, doublingagricultural income. Butthere was one promise onwhich both Mr Modi andMr Shah were dead seri-ous about — and this wasto turn India into“Congress-mukt Bharat”— an India where therewould be no CongressParty.

Surprisingly, they havestumbled even on this.While a combination ofempty promises and anunrelenting projection ofthe majoritarian spiritbrought votes in the LokSabha elections, thereremained a paradox. Anabysmally weak Cong-ress still managed to putup a show in the statepolls. In 2017, this emaci-

ated party nearly put theBJP to the sword inGujarat, the home turf ofMr Modi and Mr Shah,where it had been lan-guishing. And, to theirchagrin, this happenedunder the generalship ofRahul Gandhi, a man theenergies of the BJP-RSShad been devoted to todegrading and lampoon-ing.

It is to deal with thisparadox that the Modigovernment at the Centrehas been on the rampageagainst the Congress —like a fox attacking thechicken coop, especia-lly when the latter winsstate elections. It is clearthis is not just politicalpolicy, but an article offaith. Only when theCongress is driven intothe ground can the BJP-RSS realistically hope torule over India and turnit into a Hindutva leisureground.

If the BJP weren’t aparty with a proven trackrecord of toppling a suc-cession of Congress gov-ernments in the states,Mr Gehlot’s deputy isunlikely to haveembarked on his presententerprise. And norwould JyotiradityaScindia have become aturncoat. Such menwouldn’t have dared,though it is clear they arenot in politics for the sakeof ideology and the spiritof service. They are thereto serve particular ambi-tions (in the Congresstoo, they enjoyed enor-mous power and privi-lege handed to them byfellow dynasts, who are apoor judge of character),as on a corporate ladder.

And why is it the BJPalone that attracts suchpolitical carpetbaggers?The straightforward rea-son is that this partyalone has the resources tothrow at prospectivedefectors. Finding theresources has been madeeasy since gaining power

at the Centre in 2014. Ascheme like the electoralbond, for instance, is tai-lormade for this. TheAssociation of Demo-crat-ic Reforms estimates that94.5 per cent of all elec-toral bond collections,before the 2019 parlia-mentary election, went tothe BJP.

That would suggest thatthe scheme was broughtto benefit just this oneparty. So suspicious isthe idea that even theElection Commission,which has so conspicu-ously lost its bite of late,has wondered aloudabout it. The recently cre-ated PM-Cares may turnout to be something simi-lar. It is not a Central gov-ernmental fund (comingunder government audi-tors) in spite of its name,which may have beenadopted as a trick.

We just saw inRajasthan how desperateanti-Congress forces canget. Raids on Mr Gehlot’sbackers accompanied themoves to topple his gov-ernment. When “Ope-ration Topple” was on inMadhya Pradesh a fewmonths ago, a nephewand some associates ofthen Chief MinisterKamal Nath were raided.In Maharashtra last year,as Sharad Pawar wasplaying an active role tocobble together analliance of his party andthe Congress with theShiv Sena, denying theBJP a chance to return topower in the state, he gota summons from theEnforcement Directoratein Mumbai. Earlier, inKarnataka, where theCongress-JD(S) govern-ment was torpedoedthrough shenanigansinvolving the Governor(and late Speaker),dynamic Congress leaderD.K. Shivakumar, whowas later made stateCongress president, hadhis business premisesraided repeatedly andwas thrown into jail.

The debasement of theaims of politics alliedwith immorality of intenthas, more and more inrecent years, producedthe end result of scuttlingthe popular verdictsecured through thedesign written in theConstitution. In eachcase, the beneficiary hasbeen the governing partyat the Centre.

Defence minister RajnathSingh, who visited forwardareas in Ladakh on Friday,said that there was noguarantee how far the mili-tary stand-off with Chinaat the Line of ActualControl (LAC) will beresolved through bilateralnegotiations but asserted“no power in the world cancapture even an inch ofIndia’s soil.”

He visited Stakna andLukung forward areas inLadakh sector. Lukung isaround 40 kilometers fromFinger 4 which is on thenorthern bank of PangongTso, where Indian andChinese soldiers hadclashed in hand to handfighting on May 5.

Addressing troops atLukung, on the westernbank of Pangong Tso(lake), which is of the mostcontentious flashpointbetween India and China,

Singh said: “By whateverprogress has been made intalks, the issue should beresolved. How far it will beresolved I cannot guaran-tee. But I can assure you

that no power in the worldcan capture even an inch ofIndian soil.”

The Indian Army hadsaid on Thursday that dis-engagement in the Ladakhsector was an “intricate”process and “required con-stant verification”.

Singh said that if theissue can be resolvedthrough dialogue there isnothing better than that.“This process is going on,talks are going on at mili-tary and diplomatic lev-els,” said Singh. He saidthat India wants peace andhas never attacked anyother country. But, he said,India will give a befittingreply to any country tryingto hurt its self-respect.“Friends, keep faith. OurIndia is now not a weakIndia,” said Singh.

A Bombay High Court-appointed arbitration tri-bunal on Friday found ille-gal the termination of theDeccan Chargers IPL teamby the Board of CricketControl in India (BCCI),and awarded the Chargers’promoters, DCHL, substan-tive damages and compen-sation which, plus interestand costs, totalled approxi-mately `8,000 crore. This ispossibly the biggest awardin sporting arbitration his-tory.

According to a statementby the lawyers Dhir andDhir Associates, the dis-pute arose in the fifth IPL

season, when the BCCIissued a show cause noticefor termination on August11, 2012, over what the pro-moters alleged were “triv-ial matters”. It was alsoclaimed a matter of dis-crimination as other fran-chises that actuallyindulged in illegal activi-ties were only handed mea-gre penalties, or werebanned for two seasons.

The Chargers’ promoterswere given 30 days to recti-fy matters, but the IPL in ameeting on the 29th daytook the decision to termi-nate the franchise. The rec-tification happened on the30th day itself, yet the BCCIchose to disregard it.

The Chargers appro-

ached the Bombay HighCourt and as per the termsof the franchisee agree-ment, arbitration proceed-ings started with Justice(retd) C.K. Thakar as thesole abitrator. DCHL askedfor the setting aside of thetermination and claimeddamages of `6,046 crore

plus interest and chargesas per the terms of theagreement. The BCCI coun-tered with a claim of `214crore for the remainingfive years of the 10-yearcontract (signed in 2008) asthe franchisee fee.

Proceedings were rese-rved for orders in 2017 andthe final award was passedon Friday. In it, the arbi-trator found the termina-tion illegal. In the first week of July,intelligence agencies receivedinformation about the move-ment of Maoists movement inAsifabad and Kothagudemforests and anti-Maoist opera-tion teams were pressed intoaction. On July 14, anexchange of fire took placebetween the police and theMaoists at Terni in Asifabad,where the latter had a narrowescape. A day later, anotherexchange of fire took place atBhadradi Kothagudem dis-trict, in which a head consta-ble suffered a bullet injury.

Teachers have raisedconcerns over collegesnot following Covid-19safety guidelines speci-fied by the UniversityGrants Commission(UGC). They allege thatteaching and non-teach-ing staff is being forced towork without precau-tions in place.

Speaking to DeccanChronicle, a faculty mem-ber of St. Peter'sEngineering College said,“Despite a teacher testingpositive in our chemistrydepartment, other teach-ers are not being allowedto take leave. Heads ofdepartments force juniorteachers to attend dutywith threats of deductionof salaries. How do theyplan to accommodate stu-dents and teachers at oneplace with the kind of sit-uation we have in front ofus?” D. Srinivas Varma,general secretary of theTelangana Technical

Institution EmployeesAssociation (TTIEA),said that out of the 320engineering, pharma,MBA, MCA, and polytech-nic colleges, only 10-12were equipped to holdexams or conduct physi-cal classes.

parcels. When the matterwent to the SupremeCourt, it had granted sta-tus quo till furtherorders, he added.

Sukumar Reddy saidafter the Supreme Courtorder, principal secre-tary, municipal adminis-tration and urban devel-opment, had directed theGHMC commissioner toensure there are no viola-tions of the ‘status quoorder’ of the SupremeCourt and to keep unau-thorised construction at

bay till the apex courtorders. Despite the legalposition, Agarwal ven-tured to trespass on thedisputed land and illegal-ly tried to level it andraise a compound wall,Sukumar Reddy stated inhis complaint to thepolice.

tion from the Centre onapproval of the prior envi-ronmental clearance asper the EnvironmentImpact AssessmentNotification, 2006, thebench said that the peti-tioners’ contentions wereuntenable and unsustain-able. Petitioners Prof. P.L.Vishveshwar Rao andCheruku Sudhakar hadstated that the govern-ment had not takenGHMC permission todemolish the buildingsand said that an environ-ment clearance certificatewas necessary from theCentre. Dismissing thearguments of ChikkuduPrabhakar, counsel for thepetitioners, who argued

that prior environmentalclearance was needed for“preparation of the land”,the bench said that thishas not been definedeither in the Enviro-nmental Prote-ction Actor in the EnvironmentImpact AssessmentNotification, 2006.

In a fresh twist to the Kerala goldsmuggling case, the gunman ofUAE consulate inThiurvananthapuram was foundnear his house with a slashed wristfollowing a suicide bid on Friday.

Jayaghosh, who was deputed byKerala Police at the UAE consulate,went missing from his home onFriday soon after his links withone of the accused in the goldsmuggling case surfaced.

Key accused Swapna Suresh hadcalled the gunman over his phoneseveral times.

The calls were reportedly madeduring the seizure of smuggledgold at the Thiruvananthapuraminternational airport on July 5.

Jayaghosh with his wrist bleed-ing profusely, was found lyingabout 500 meters from his home in

Thiruvananthapuram on Friday.The cop was rushed to hospitalimmediately.

The call records of key accusedSwapna Suresh had revealed thatshe had called Jayaghosh.

His relatives said the gunmanwas under tremendous stress aftertwo persons threatened him recent-ly. They said the cop had done noth-ing wrong.

On Thursday, Jayaghosh lefthome at 7 pm after receiving a callon his phone. As he didn’t returntill late night, his wife lodged acomplaint with Thumba police sta-tion and informed the police thathe was facing threats from certainquarters.

The state police chief has, mean-while, directed the local police toprovide security to the gunman.

Jayaghosh was deployed as a gun-man at the UAE Consul General forthe past three years.

Anna remembers how when in col-lege, a boy once told her that he’dhave dated her if she were not sodark. “I didn’t even like him, but hethought it was okay for him to walkup to me and say that,” Annarecounts.

Incidentally, studies have alsoshown that those considered attrac-tive are perceived to have more desir-able qualities like loyalty andintegrity. A study published in the

Journal of Personality and SocialPsychology highlighted the ‘what isbeautiful is good stereotype’ in soci-ety, finding that physically attractivepersons are assumed to possess moresocially desirable personalities thanlesser attractive ones and are pre-sumed to have happier and more suc-cessful lives. Another 1973-study inthe US by researchers MargaretClifford and Elaine Walster demon-strated that the physical appearanceof students affects the teachers’judgment.

UNDERSTANDING BIAS AND MAKING CHANGESBeauty may lie in the eyes of thebeholder, but some beauty standardsseem to be commonly acceptedthrough the world — those withhigher facial symmetry are consid-ered more attractive. Researchersfrom the University of California,San Diego, state a certain facialalignment for attractiveness — if thevertical distance between the mid-point of the eyes to the midpoint ofthe mouth is 36% of the total faciallength (from hairline to chin), and ifthe horizontal distance between thetwo pupils is 46% of the total facialwidth (from inside edge of one ear toanother), the proportions make foran attractive face.

But Hamermesh believes the biastowards attractive people is the rem-nants of primitive days when beautysignified health and was therefore‘attractive’ for reproductive purpos-

es. “Today, it’s just a leftover; but it’lltake a while for habits to die,” headds.

Many agree, media too play a roleas we’re exposed to from a young age.Anna articulates it perfectly whenshe points out how in most booksand TV shows, princesses or the pro-tagonists are fair, tall and prettywhile the villain is often dark andugly. “Labourers and blue-collarworkers are portrayed darkly com-pared to white-collar workers. Evenin school plays or dances, good look-ing kids get important roles, whilethe darker or stouter kids get rele-gated to the background,” points outAnna.

So how does one rid of so deeplyingrained a bias? “Beauty bias isn’toften talked of as a problem thatneeds addressing, so sensitisationthrough workshops and campaignscan help people discuss this topicmore openly and become aware ofthe biases they carry,” offersKavitha.

Alternative modelling agenciessuch as The Ugly Models Agency(TUMA) in London specialising incharacter modelling could also help.TUMA supplies not-traditionallybeautiful models for many high pro-file clients including Calvin Klein,Vogue, Elle and Cosmopolitan. Moresuch campaigns may help peoplequestion the traditional ideas ofbeauty, too.

Kavitha believes another impor-tant step is to ensure our biases andprejudices don’t pass down to thenext generation. “We need to tell ourkids they’re more than a sum oftheir looks and that they need to carefor their health and body,” she says.While Hamermesh thinks it’ll take awhile for beauty bias campaignsagainst the beauty bias to trickleinto our instincts, Anna sees thesolution in teaching kids to lookbeyond looks and to fight discrimi-nations. “The next few generationsmay change things for the better,”she signs off.

Taapsee is a phenome-nal actress and someone I havewatched her go from strengthto strength in each of her films.She exudes this infectious posi-tivity that I’m sure will make itan amazing set to be on. Critically acclaimed and com-mercially successful, Run LolaRun released in 1998 and waswritten and directed by TomTykwer. It starred FrankaPotente as Lola and MoritzBleibtreu as Manni. The storyfollows a woman who needs toget 100,000 Deutschmarks in 20minutes to save her boyfriend’slife. Tahir says it is one of hisfavourite films and he isthrilled to be acting in theremake!

“Run Lola Run is a cult filmthat blew my mind when I firstwatched it. What I loved aboutthe original was its path break-ing story, the look of the char-acters and the amazing back-ground score. I never imaginedI’d be a part of the Indian adap-tation and I’m just so kicked bythe thought. I call it adaptationand not a remake because it’s

been moulded to fit an Indiancontext and today’s time,” hesays.

ing role in the upcoming film Bhuj:The Pride of India. She playsSunderben Jetha Madharparya, thebrave social worker who took 299women along with her to support theIndian Army. And now, her lookfrom the film has been released.

In a previous interview with us,the Dabangg actress had discussedthe film, saying, “It’s a true storyabout the 1971 Indo-Pak war, and Iam playing the role of Sunderbenwho built a runway in the middle ofBhuj. It’s a beautiful role and I amexcited about reprising this char-acter.”

Sonakshi seems destined for thepart. This was the fourth time shewas being offered the role. “I wasoffered this role three times, butsomehow it didn’t work out earli-er. I feel happy and surprised thatit finally came to me.” she said.
