Parshat Mishpatim contains numerous laws aimed at building a just society, from treatment of slaves, to punishment upon injuring another person, to thieves found in tunnels. Many commentators seek to find the underlying themes that connect the various mitzvot; others engage in the process of semichut parshiyot, seeking to understand the link between one law and the next. The Netziv begins his commentary to the parsha by connecting it to the previous one. At the end of Parshat Yitro, G-d commands the Jewish people to build a mizbeach specifically out of earth in order to give the various sacrifices; as a result, the people will be blessed (avo eilecha u’veirachticha) - Exodus 20:21. This juxtaposition is parallel to another instance where mishpatim follow a blessing; at the end of Parshat Re’eh, we read a description of blessing that will come about as a result of keeping the shalosh regalim, and Parshat Shoftim immediately follows with a commandment to appoint judges and officers. What is the meaning of these two instances of blessing followed by judges and judgments? Netziv posits that we learn a valuable truth about the mishpatim, laws that might seem mundane and technical: by creating a society built upon these laws, we can bring more blessing into the world. A specific example in which Netziv applies this concept can be found later in the parsha. After

the warning to not curse a judge (Exodus 22:27), the following verse teaches “miletcha v’dimacha lo te’acher,” (Exodus 22:27) which Rashi explains is the obligation to not delay the giving of bikkurim (first fruits) and terumah (heave offering). On the most basic level, this verse is teaching that one should not be late in giving the first fruits or the terumah donation, and one must give a firstborn son to G-d as well. So too, it follows in verse 29, shall you give the first born of your oxen and sheep to G-d. A theme throughout these verses is the “firsts” that must be given to G-d. If we read these verses more abstractly, we see the blessing and reassurance that come forth from keeping these laws. If we treat judges with respect, our produce will grow at its proper time, and in abundance. Further, the mitzvah of giving the firstborn sons to G-d is itself a blessing; it is an opportunity to dedicate one’s life to G-d and to a higher purpose. The Netziv brings this point full circle when he suggests that this will lead to the firstborn becoming a judge or leader who is respected, not disgraced, and leads the people towards justice. The subtle connection between judgment and blessing in these verses opens us up to seeing the blessing and opportunity in the laws themselves, and the reassurance and rewards that come about from keeping them.

ISRAEL UPDATE February 1, 2019

Intel to Invest $11b in Israel and Add Thousands of Jobs, Finance Chief Says Tech giant Intel is expected to invest some 40 billion shekels ($11 billion) to build a new manufacturing facility in Israel, Finance Minister Moshe Kahl on announced on Monday. According to Haaretz, the Israeli government is expected to provide the corporation with a grant of some 3.2 billion shekels, about 8 percent of what will be the largest single investment ever made in Israel. Intel is expected to build the new plant alongside its present semiconductor manufacturing facility in Kiryat Gat, on a 75 acre plot just south of the existing plant. Intel has committed to adding another 1,000 to 2,000 new jobs at the new plant, which is scheduled to be completed within five years. Currently, Intel Israel employs about 11,000 workers in manufacturing and research and development.
