Whereas, the Government is satisfied that the land particularswhereof are given in “Annexure–A” to this notification is required forpublic purpose viz. for construction of road from Kastigarh to Chill in VillageGagla, Tehsil Kastigarh, District Doda under PMGSY.

Now, therefore, in pursuance of section 6 of the J&K StateLand Acquisition Act, Samvat 1990, it is declared that land measuring117 Kanals 11 Marlas situated in Village Gagla, Tehsil Kastigarh, DistrictDoda, particulars whereof are given in “Annexure–A” to this notificationis required for public purposes viz. for construction of road from Kastigarhto Chill in Village Gagla, Tehsil Kastigarh, District Doda under PMGSY.Further, the Collector, Land Acquisition (ACR), Doda is directed undersection 7 of the said Act to take order for acquisition of the said landafter giving prescribed notice to the interested person(s) as required underthe Land Acquisition Act/Rules.

(1) Whereas, the Hon’ble High Court of Madhya Pradesh atJabalpur vide judgment dated 02-12-2011 passed in clubbed matters,lead case titled Home Guard Sainik Evam Parivar Kalyan Sanghand others Vs. State of Madhya Pradesh and another, Writ PetitionNo. 10000 of 2010 was pleased to inter alia, direct as under :–

“... (b) All the employees working in the HomeGuardsDepartment and who are petitioners before thisCourt, so also other similarly situated persons, whomay have not filed writ petitions, be granted salary at the minimum/basic of the pay prescribed forthe lowest post i. e.... constable in the PoliceDepartment, without any running pay scale,allowances etc.

(c) All the employees would be entitled to theminimum of the pay scale. i. e.... the basic of thepay, as is payable to a constable in the PoliceDepartment, and the said benefit shall be extended tothe mployees with effect from 01-01-2011.

(d) The employees would be paid the aforesaidamount with revision of basic pay, if any, in thecorresponding Police Department from time to time

(e) Apart from the aforesaid, the system of calling ofduty shall be done away with and the employees shallbe employed throughout the year subject to their beingphysically fit or otherwise entitled to work in accordanceto law ...”

(2) Whereas, subsequently, the Hon’ble Supreme Court whiledealing with the identical. issue disposed of Civil Appeal No.. 2759/2015titled Grah Rakshak, Home Guards Welfare Association Vs. State ofH. P. & ors. c/w a bunch of identical Civil Appeals by a commonjudgment dated 11-03-2015. The operative part of the said order isreproduced as under :–

“.... In view of the discussions made above, no reliefcan be granted to the appellants either regularizationof services or grant of regular appointments hence nointerference is called for against the judgments passedby the Himachal Pradesh, Punjab and Delhi HighCourts. However, taking into consideration the factthat Home Guards are used during the emergency andfor other purposes, and at the time of their duty, theyare empowered with the power of Police Personnel,we are of the view that the State Governments shouldpay them the duty allowance at such rates, total ofwhich 30 days (a month) come to minimum of the payto which the Police Personnel of State are entitled. Itis expected that State Governments shall passappropriate orders in terms of aforesaid observationson an early date preferable within three months”.

(3) Whereas, several writ petitions on the same subject werefiled by some petitioners in the Hon’ble High Court of J&K which weredisposed of by the Hon’ble High Court of J&K by a common judgmentdated 11-12-2015 passed in SWP No. 1257/2002, MP No. 1089/2002,

“.... Following the said judgment, these writ petitionsare disposed off with a direction to the Staterespondents to pay the petitioners the duty allowanceat such rates, total of which 30 days (a month) comesto minimum of the pay to which the Police Personnelof State are entitled. Necessary orders in this regardbe passed within a period of two months from the dateof copy of this order is received. No Costs.”

(4) Whereas, one more SWP No. 1201/2018 titled Swarn Singh andothers Vs. State of J&K was filed in the Hon’ble High Courtof J&K and the Hon’ble Court passed an interim order dated06-06-2018, which is reproduced hereunder :–

“Meanwhile, learned counsel for the petitioners shallfile a representation before the respondent No. 1 & 2,projecting their claims within a week’s time and uponreceiving the same, they shall consider and decide therepresentation within a period of 10 days positively bypassing a speaking order having regard judgmentpassed by High Court of Madhya Pradesh in writpetition bearing No. 10000/2010 titled “Home GuardSainik Evam Parivar Kalyaan Sang and others Vs.State of Madhya Pradesh and another”. A certifiedcopy of this order along with aforesaid judgment andrepresentation be furnished by the petitioners to therespondent No. 1&2, so as to enable them to take adecision in the matter.”

(5) Whereas, in pursuance of the aforesaid interim order ofthe Hon’ble High Court dated 06.06.2018, the petitioners submitted a

(i) Payment of wages to Home Guard volunteerscommensurating to the regular pay/grade of Constable inPolice Department.

(ii) Duties be assigned to the Home Guard Volunteers for full30 days throughout the year.

(iii) Home Guard volunteers be given preference for enrolment/recruitment as Constable in SDRF.

(6) Whereas, the matter was examined in light of the relevantrecords and it was observed that in compliance to the Apex Courtjudgment dated 11-03-2015 read with the judgment of Hon’ble HighCourt of J&K dated 11.12.2015, the duty allowance/honorarium of theHome Guard Volunteers has been enhanced from Rs. 60/- per day toRs. 300/- per day for training period of two months and call up dutyof three months, vide Government Order No. 586-Home of 2018 dated26-04-2018, as such, the demand of the Home Guard Volunteers standsalready considered.

(7) Whereas, MHA vide letter dated 21.04.1987 conveyed itsdecision to reactivate Home Guard Organization in Jammu and Kashmirw. e. f. 1989 and in terms of the guidelines laid down in theaforementioned letter of MHA, the Central Financial Assistance to theextent of 100% on call out of Home Guards is restricted to two monthsexpenditure on training per year and for another three . months of duty,the expenditure is to be shared by the Central and State Governmentin the ratio of 80:20. Thus, in terms of the Scheme of the MHA, theVolunteer Home Guards are paid duty allowance for two months trainingand three months call up duty. As such, the State Government is notsolely authorised to increase the number of days of call up duty inrespect of the Home Guard Volunteers, as this is a Centrally SponsoredScheme.

Gazette, 21st Feb., 2019/2nd Phal., 1940. 867–––––––––––––––––––––––––––––––––––––––––––––––––––––––(8) Whereas, in respect of the demand of the Home GuardVolunteers for giving preference to them in enrolment/recruitment asConstables in SDRF, it is noted that in the Advertisement Notice issuedby the Commandant General HG/CD/SDRF vide No. PERS-A-AUX-Police-03-II/40355-747 dated 24.08.2012, for recruitment of Constablesin SDRF Battalions, Home Guard Volunteers who have crossed the agelimit of 28 years but are within 37 years of age and have completedfive years of engagement are eligible to apply for the post of Constableto the extent of 4% of available vacancies of Home Guard Volunteerscategory within following additional benefits to such Home GuardVolunteers in the recruitment :–

(i) For five years of service = 01 Marks.

(ii) For above five years = 01 (additionalof service marks for each

year maximum06 Marks).

(9) Whereas, in view of aforementioned Advertisement Notice,4% vacancies in the SDRF have been reserved for recruitment of HomeGuard Volunteers, who fulfil the eligibility and are given weightage forthe number of years of service with relaxation in upper age limit from28 to 37 years. Besides, vide Government Order No. 3752 of 2008 dated23-12-2008, weightage is also given to the service rendered by theHome Guards for recruitment of Police Constables as under :–

(i) For five years of service = 01 Marks.

(ii) For above five years = 01 (additionalof service marks for each

year maximum06 Marks)

Whereas, the Collector, Land Acquisition (SDM), Katra videNo. SDM/K/2017-18/6534 dated 18-03-2018 has reported thatthe notification issued under section 4 (1) of the J&K State LandAcquisition Act was served upon the interested persons for filingobjections, if any, to the proposed acquisition, but no objection wasreceived from the land owners/interested persons in the prescribedtime period as required under sections 5 & 5-A of the Land AcquisitionAct ;

Whereas, the report furnished by Collector, Land Acquisition(SDM), Katra vide number referred to above duly endorsed by DeputyCommissioner, Reasi vide No. DC/Rsi/17-18/1629-30 dated 28-03-2018has been examined and it has been found that the land owners did notfile any objection to the proposed acquisition ;

Conditions of eligibility:–

1. The candidates should fulfill all the conditions of eligibility laiddown in the NEET PG Information Bulletin issued by the National

Board of Examinations, 2019 and those contained in the informationBrochure/other Notices/Notifications as shall be uploaded by theBOPEE in this regard in due course of time ;

2. Since the State reservation policy is applicable for admissionto the said courses but many candidates who had applied fromJ&K must not have been able to indicate their category statuslike RBA/ALC/OSC/Sports/CDP/JKPM, as such columns arenot available in the NEET application form. Therefore, at thetime of registration with the BOPEE, the candidates will beprovided an opportunity to update their category status ;

3. Such candidates belonging to reserved categories should, however,be in possession of valid category certificates on the last dateof submission of online registration forms with the BOPEE. Nocertificate issued after the cut off date shall be entertained. Suchcandidates, who do not possess a valid category certificate will,subject to being eligible, be considered as OM candidates ;

4. The candidates whose validity of the category certificates arelikely to expire after the last date of online submission of thedocuments with the BOPEE, are in their own interest, advisedto have the same renewed in accordance with the rules as thesame shall be required at the time of counselling/admissions ;

5. Candidates belonging to sports category/JKPM/CDP shall haveto obtain minimum qualifying marks as prescribed for the OMcandidates ;

6. No “Under Process Certificate” including the State SubjectCertificate shall be entertained under any circumstances ;

7. The cut-off date of completion of compulsory rotatory internshipshall be 31st March, 2019. The candidates completing internshipafter the said date shall not be eligible for consideration forallotment of the seats ;

8. The candidates claiming benefit of service having served indifficult areas shall have to obtain a certificate from the Director

10. After making necessary entries in the records of the candidateswho register themselves/updating their records, BOPEE shalldraw the PSML out of the merit list provided by the NBE ;

11. As the allotment of seats is to be made on the basis ofmerit-cum-preference, the candidates shall be required to fill inonline preference forms for the said seats and colleges for whichthe time frame, with detailed procedures shall be notifiedseparately ;

12. The candidates who have left the course midway/resignedafter the last date fixed by the Board in this regard shall notbe eligible for consideration in pursuance of SRO-48 of 2018dated 30-01-2018, notwithstanding their merit/having qualified theexamination. 2. Notwithstanding the above online registration, the Board may,if it feels expedient to do so, ask any candidate to produce anyand/or all documents before the Board for scrutiny ;

3. The candidates, who are permanent residents of J&K as perSection 6 of the Jammu and Kashmir Constitution but haveappeared in the NEET examination from outside the State,being temporary domicile of that State, shall have to deposittheir biodata including the NEET testing ID, Score Card andState Subject in the Board office within three days from thedate of issue of this notice so that their cases are consideredon merits and decision taken to either allow or disallow themto participate in the process of registration. Such candidates shallalso submit an affidavit to the effect that they are not competingfor 50% all India quota ;

The candidates, during the registration process, should carefullygo through any emails/sms being sent by the BOPEE andreceived by them and take immediate necessary action as mayso be required/advised. namely ; Aafaq Akbar Bhat S/o Mohammad Akbar Bhat R/o Pandithporaprovides shelter, food etc. to him in his home, thereby helping in increasingthe militant activities and provided every sort of aid to him in carryingterrorist activities, having possession of illegal arms and is also associatedwith banned outfit Lashker-i-Toiba, besides had provided shelter to otherforeign militants namely ; Abu Maz, Chota Dujana, Bada Dujana,Mohammad Bai, Haider and Azad Alias Abu Amir etc. ; and

2. Whereas, case FIR No. 70/2017 under sections 18, 19, 20ULA (P) Act, 7/25 IA Act was registered in P/S, Kralgund and investigationtaken up ; and

3. Whereas, during the course of investigation, accused Aafaq AkbarBhat S/o Mohammad Akbar Bhat R/o Pandithpora was arrested and duringquestioning, he disclosed of having dumped arms/ammunition in his greenhouse situated in homeyard and in his vegetable garden. Disclosure statementwas prepared and on the basis of disclosure statement, huge quantity ofarms/ammunition and huge quantity of incriminating articles and otherincriminating material were recovered and seized and recovery memo andseizure memo were prepared ; and

4. Whereas, based on the facts and circumstances that enumeratedduring the course of investigation prima facie case under sections 18, 19,39 UAPA Act is established against the accused namely ; Aafaq AkbarBhat S/o Mohammad Akbar Bhat R/o Pandithpora and investigation of thecase closed as challan ; and

5. Whereas, the Authority appointed by the State Government undersub-section (2) of section 45 of the Unlawful Activities (Prevention) Act,1967, has independently scrutinized the Case Diary file and all the otherrelevant documents relating to the case and has come to a definite conclusionthat this is a fit case for accord of sanction for launching prosecution againstthe accused person ; and

6. Whereas, after perusing the Case Diary, the relevant documentsand also taking into consideration the observations/views of the Authority

Now, therefore, in exercise of powers conferred by sub-section (2) ofsection 45 of the Unlawful Activities (Prevention) Act, 1967, the StateGovernment hereby accord sanction for launching prosecution against theaccused person namely Aafaq Akbar Bhat S/o Mohammad Akbar BhatR/o Pandithpora for the commission of offences punishable undersections 18, 19 and 39 of UAPA arising out of FIR No. 70/2017 in PoliceStation, Kralgund.

it on Security forces to evade his arrest and cause subsequent damage.The security forces tactfully apprehended him and took away the handgrenade. On preliminary questioning, he revealed his name as DawoodAhmad Dar S/o Mushtaq Ahmad Dar R/o Ashmuji, Kulgam and wasfound to be affiliated with LeT Outfit ; and

2. Whereas, a case FIR No. 42/2018 was registered at P/S, Devsarunder section 4/5 Exp. Subt. Act, 307 RPC 20, 38 ULA(P) Act andinvestigation taken up ; and

3. Whereas, during the course of investigation the accused disclosedthat he was a close associate of militant Shakoor Ahmad Dar (LeT DistrictCommander, Kulgam) and on his directions he made survey of differentplaces of District Kulgam with respect to security establishments where hecould easily manage snatching of weapon. He also disclosed that ShakoorDar had given him a pistol and hand grenade for carrying subversive activitiesin District Kulgam. He further disclosed that he attacked a CRPF personnelat DC Office, Kulgam with axe with intention to kill and snatch his weapon.However during the scuffle there was hue and cry and he left in hurry andlost his mobile phone, bag, axe somewhere there (for which a separate caseFIR No. l07/2018 under sections 307, 393, RPC, 7/25 A Act stands registeredat P/S, Kulgam) ; and

4. Whereas, after this incident, he went to LeT commander and hewelcomed him and made him a member of LeT outfit. However, ShakoorDar took back the pistol he had given to him. Moreover he was tasked toattack somewhere to arrange a weapon mostly AK-47 or INSAS for whichhe was given a hand grenade. In the quest for weapon snatching, he wascaught by Joint Naka Party at Brazloo Bridge near Middle School, Pahloo.Accordingly, the disclosure memo was prepared and placed on record.During investigation he revealed that accused No. 1 Dawood Ahmad DarS/o Mushtaq Ahmad Dar R/o Ashmuji, Kulgam is an active militant of LeTand has been categorized as “C” and accused No. 2 namely Shakoor AhmadDar S/o Mohd Munawar Dar R/o Sopat (now killed on 24-06-2018) hasmotivated and had also provided accused No. 01, one Grenade and one

5. Whereas, during course of investigation site plan was preparedand statements of witnesses were recorded under relevant provisions oflaw and placed on file. During further course of investigation photographsof the accused No. 1 which were circulating on Social media depicting thesaid accused in possession of arms and ammunition were got downloadedfor comparison with the Photographs of the said accused taken in presenceof Magistrate, 1st Class and have been sent to CSFL, Chandigarh forcomparison and the opinion in this regard is still awaited ;

6. Whereas, investigation conducted establishes a prima facie caseunder section 4/5 Exp. Sub. Act, 307 RPC 20, 38 ULA(P) Act against theaccused namely ; Dawood Ahmad Dar S/o Mushtaq Ahmad Dar R/oAshmuji and under section 7/25 Arms Act and 18(B) ULA(P) Act againstthe accused No. 02 Shakoor Ahmad Dar S/o Mohd Munawar Dar R/oSopat having been killed at Chidder, Kulgam (on 24-06-2018) andinvestigation conducted as proved ;

7. Whereas, the Authority appointed by the State Government undersub-section (2) of section 45 of the Unlawful Activities (Prevention) Act,1967, has independently scrutinized the Case Diary file and all the otherrelevant documents relating to the case and has come to a definite conclusionthat this is a fit case for accord of sanction for launching prosecution againstthe accused person ; and

Be it enacted by the Jammu and Kashmir State Legislature in theSixty-nineth Year of the Republic of India as follows :—

1. Short title and commencement.—(1) This Act may be calledthe Jammu and Kashmir Reservation (Amendment) Act, 2014.

(2) It shall come into force from the date of its publication in theGovernment Gazette.

2. Amendment of section 2, Act XIV of 2004.—In the Jammu andKashmir Reservation Act, 2004, in section 2 in clause (o),—

(i) in sub-clause (ii), the word “and” shall be deleted ;

(ii) in sub-clause (iii), the colon (:) shall be substituted by sign (;) ;

(iii) after sub-clause (iii), the following sub-clause shall be added,namely :—

“(iv) the persons belonging to pahari community, clan ortribe having distinct cultural, ethnic and linguistic identity tobe identified in such manner as may be prescribed and bysuch Authority as may be appointed by the Government in thisbehalf ; and”

WHEREAS, the Indian Medical Council (Amendment)Ordinance, 2018 was promulgated by the President on the 26th day ofSeptember, 2018 ;

AND WHEREAS, the Indian Medical Council (Amendment)Bill, 2018, to replace the Indian Medical Council (Amendment) Ordinance,2018, has been passed by the House of the People and is pending in theCouncil of States ;

AND WHEREAS, Parliament is not in session and the President issatisfied that circumstances exist which render it necessary for him totake immediate action.

NOW, THEREFORE, in exercise of the powers conferred byclause (1) of Article 123 of the Constitution, the President is pleasedto promulgate the following Ordinance :—

1. Short title and commencement.—(1) This Ordinance may becalled the Indian Medical Council (Amendment) Ordinance, 2019.

(2) (A) The provision of this Ordinance shall, exceptsub-clause (i) of clause (c) of section 2, be deemedto have come into force on the 26th day ofSeptember, 2018 ; and

(B) sub-clause (i) of clause (c) of section 2 shall comeinto force at once.

2. Amendment of section 3A.—In section 3A of the Indian MedicalCouncil Act, 1956 (102 of 1956),—

(a) in sub-section (1), for the words, brackets and figures “IndianMedical Council (Amendment) Act, 2010”, the words, bracketsand figures “Indian Medical Council (Amendment) Ordinance,2019” shall be substituted ;

(b) in sub-section (2), for the words “three years”, the words“one year” shall be substituted ;

(d) after sub-section (7), the following sub-section shall beinserted, namely :—

“(7A) The Board of Governors shall be assisted by aSecretary General who shall be appointed by the CentralGovernment on deputation or contract basis and he shall bethe head of the secretariat in the Council.”

3. Repeal and savings.—(1) The Indian Medical Council(Amendment) Ordinance, 2018 (Ord. 8 of 2018) is hereby repealed.

(2) Notwithstanding such repeal, anything done or any action takenunder the Indian Medical Council Act, 1956 (102 of 1056) as amendedby the said Ordinance, shall be deemed to have been done or taken underthe corresponding provisions of the said Act, as amended by this Ordinance.

1. Short title, extent and commencement.—(1) This Ordinancemay be called the Muslim Women (Protection of Rights on Marriage)Ordinance, 2019.

(2) It shall extend to the whole of India except the State of Jammuand Kashmir.

(3) It shall be deemed to have come into force on the 19th day ofSeptember, 2018.

2. Definitions.—In this Ordinance, unless the context otherwiserequires,—

(a) “electronic form” shall have the same meaning as assignedto it in clause (r) of sub-section (1) of section 2 of theInformation Technology Act, 2000 (21 of 2000) ;

(b) “talaq” means talaq-e-biddat or any other similar form oftalaq having the effect of instantaneous and irrevocabledivorce pronounced by a Muslim husband ; and

(c) “Magistrate” means a Judicial Magistrate of the First Classexercising jurisdiction under the Code of Criminal Procedure,1973 (2 of 1974), in the area where the married Muslimwoman resides.

CHAPTER II

Declaration of talaq to be void and illegal

3. Talaq to be void and illegal.—Any pronouncement of talaq bya Muslim husband upon his wife, by words, either spoken or written orin electronic form or in any other manner whatsoever, shall be void andillegal.

4. Punishment for pronouncing talaq.—Any Muslim husband whopronounces talaq referred to in section 3 upon his wife shall be punishedwith imprisonment for a term which may extend to three years, and shallalso be liable to fine.

CHAPTER III

Protection of rights of married muslim women

5. Subsistence allowance.—Without prejudice to the generality ofthe provisions contained in any other law for the time being in force, amarried Muslim woman upon whom talaq is pronounced shall be entitledto receive from her husband such amount of subsistence allowance forher and dependent children as may be determined by the Magistrate.

6. Custody of minor children.—Notwithstanding anything containedin any other law for the time being in force, a married Muslim womanshall be entitled to custody of her minor children in the event ofpronouncement of talaq by her husband, in such manner as may bedetermined by the Magistrate.

7. Offence to be cognizable, compoundable, etc.—Notwithstandinganything contained in the Code of Criminal Procedure, 1973 (2 of 1974),—

(a) an offence punishable under this Ordinance shall be cognizable,if information relating to the commission of the offence isgiven to an officer incharge of a police station by the marriedMuslim woman upon whom talaq is pronounced or any personrelated to her by blood or marriage ;

(b) an offence punishable under this Ordinance shall becompoundable, at the instance of the married Muslim womenupon whom talaq is pronounced with the permission ofthe Magistrate, on such terms and conditions as he maydetermine ;

(c) no person accused of an offence punishable under thisOrdinance shall be released on bail unless the Magistrate, onan application filed by the accused and after hearing themarried Muslim woman upon whom talaq is pronounced, issatisfied that there are reasonable grounds for granting bail tosuch person.

8. Repeal and savings.—(1) The Muslim Women (Protection ofRights on Marriage) Ordinance, 2018 (Ord. 7 of 2018) is hereby repealed.

(2) Notwithstanding such repeal, anything done or any action takenunder the Muslim Women (Protection of Rights on Marriage) Ordinance,2018 (Ord. 7 of 2018) shall be deemed to have been done or taken underthe provisions of this Ordinance.

Thakrakote, Sub-Divisional Magistrate, Katra in respect of Tehsil Katra,Sub-Divisional Magistrate, Thuroo (Dharmari) in respect of Tehsil Thuroo,Arnas and Sub-Divisional Magistrate, Mahore in respect of Tehsil Mahore,Chassana vide this Office No. DC/Rsi/18-19/911-16/SQ dated 26-09-2018were directed to assess and recommend fresh Stamp Duty rates for theyear 2019 to the District Valuation Committee.

Whereas, the Sub-District Valuation Committees have submitted theproposed Stamp Duty rates for the year of 2019 pertaining to their respectivejurisdictions after conducting meeting at Tehsil level.

Whereas, the District Valuation Committee Headed by DeputyCommissioner, Reasi examined the proposals in depth in a meeting held on28-11-2018 and further submitted its recommendations for approval toDivisional Valuation Board (DVB) Headed by Divisional Commissioner,Jammu vide this Office No. DC/Rsi/18-29/1503/SQ dated 23-12-2018.

Whereas, Divisional Valuation Board (Divisional Commissioner),Jammu has accorded their approval with regard to the rates in respect ofDistrict Reasi under the Jammu and Kashmir Stamp Act, Svt. 1977(Vol. XL of 1977) in a meeting held on 24-12-2018 for the year 2019 andasked that the District Valuation Committee, Reasi to notify these rates forthe year 2019 in terms of sub-rule (1) of rule 4 of SRO-303 dated04-10-2011 read with the SRO-221 dated 18-05-2018. These rates shallremain enforce from 1st January, 2019 to 31st December, 2019.

Whereas, after thorough deliberations, the Divisional Valuation Boardissued minutes vide No. CSSJ/482-503 dated 29-12-2018 of the meetingheld on 24-12-2018 in the meeting hall of Divisional Commissioner, Jammuwhich are reproduced as under :—

1. The rates of land proposed by all the District ValuationCommittees were approved without any change.

2. For the rate in Form II, rates of prevailing PWD Schedule ofRate (SoR) by CE, R&B, Jammu shall apply to all the districts ofJammu Division.

3. The rates of uncultivable land, if not specified, the rate ofunirrigated land of the area will be applicable.

4. In the Urban area where the rates of the land has not beenclassified as residential or commercial, the rates of residential orcommercial would be applicable depending on the use of thesaid land as defined in the master plan of the area.

5. All the Deputy Commissioners of the respective districts aredirected to notify the approved rates in terms of rule 4of SRO-303 dated 04-10-2011 read with SRO-221dated 18-05-2018. Also upload the same on their websites andprovide the copy of the same to the Registrars/Sub-Registrarsof their districts. This exercise should be completed by31st of December, 2018.

6. In pursuance to the minutes of meeting of Divisional ValuationBoard held on 24-12-2018 bearing No. CSSJ/482-503 dated29-12-2018, the notified Stamp Duty rates for the immovableproperty for the year 2019 for District Reasi are notified asAnnexure “A”.

7. Whereas, with regard to Stamp Duty fixation for land fallingpartially within the notified areas, the Stamp Duty rates in theUrban areas of villages will be assessed as per he Khasra Nos.notified by the Government for the Urban Local Bodies and theremaining areas shall be assessed as per Stamp Duty rates forRural areas.

1. This Court/Tribunal has received a claim petition under IndustrialDispute Act, for grant of the Notice Pay, Retrenchment and other dues onaccount of service rendered by the petitioner to the respondent. The Disputeto this Court/Tribunal for its adjudication.

2. Both the parties to the petition have compromised. Regardingthis the statements of parties have recorded. The petitioner has stated thathe has settled his case with the respondent and there is no issue betweenthem regarding the matter pending in the court.

3. After this settlement workmen/petitioner has left with none of hisclaims/dues towards the management.

4. Consequence to the compromise arrived between the parties.There is no need to proceed with the case. As such the case of thepetitioner is deposed off accordingly.
