Public educaon K-12 services are provided by Independent School District 77, serving North Mankato, Mankato and the Greater Mankato area. North Mankato is home to three elementary schools and one middle school. Parochial school opons are also available. In addion, the Greater Mankato area hosts five superb higher educaon instuons, including Minnesota State University-Mankato. The community enjoys superior health care provided by Mayo Clinic Health System and the Mankato Clinic.

THE ORGANIZATION The City operates under the Optional Plan A form of government with a weak mayor-council. Policy making and legislative authority is vested in a governing council consisting of the Mayor and four Council Members. The Mayor and City Council are responsible, among other things, for passing ordinances, adopting the budget, appointing committees, and hiring the City Administrator. The Mayor and Council are elected on a non-partisan basis. Council Members serve four-year staggered terms; the Mayor is elected to serve a two-year term.

The City Administrator is responsible for carrying out the policies and ordinances of the City Council, for overseeing the day-to-day operations of the government, and for appointing the heads of various departments.

The City provides a full range of services, including police and fire protection, the construction and maintenance of highways, streets and other infrastructure, and recreational services, along with water, sewer, storm water and sanitation utility services.

In 2018, the City had an annual budget of $21.2 million and a staff of 55 full-time equivalent employees.

THE POSITION The North Mankato Police Chief position is open due to the pending retirement of the current Chief in June 2018. The Police Chief provides departmental leadership for planning and implementing 24/7 public safety, crime prevention and law enforcement services for the North Mankato community, engaging residents and community members, and working in partnership with regional public safety agencies. The Police Chief supervises a department of 14 sworn officers, two administrative staff, and 20 reserve officers with an annual operating budget of nearly $2 million. The position reports to the City Administrator and serves as an active participant of the City’s management team.

Primary responsibilities of the position include: • Plans, directs and manages department staff. • Defines, updates, and communicates department rules,

regulations, and operating policies; ensures departmental compliance with applicable laws, regulations, and recent court decisions.

• Participates in the hiring and promotion of department personnel in accordance with applicable laws, policies, and procedures.

• Coordinates the development of and administers the department budget.

• Ensures continuous improvement of public safety programs by evaluating ongoing department operations and providing for staff training and development.

• Oversees the prompt and thorough investigation of all crimes and traffic accidents.

• Promotes cooperative working relationships with other City departments, County agencies, law enforcement agencies and community groups.

• Establishes and maintains favorable public relations in the community; engages citizens and community members to address public safety concerns and stays abreast of evolving needs.

• Directs emergency management services and coordinates the development of disaster preparation plans.

• Reviews applications related to licensing liquor establishments and permits for parades, guns, and other items as authorized by state laws or local ordinances.

• Participates as necessary in performing various law enforcement and emergency activities.

• Keeps the City Administrator informed of all developments as necessary.

With steady community growth, the Police Chief will also reach out to those new to the community and the country.

Departmental review. The Police Chief will get to know the department by conducting an audit of the department that considers what the department is doing well and where opportunities for improvement exist. As part of this review, the Police Chief will evaluate service needs, staffing, scheduling and technology.

Emergency management. The Police Chief will also review and address emergency management and preparedness needs and provide updates and training as warranted.

Professional involvement. The Police Chief will participate regularly in regional and state law enforcement organizations and public safety groups to stay abreast of emerging issues and leading practices and share this information with North Mankato leaders.

EDUCATION AND EXPERIENCE The Police Chief position requires a Bachelor’s degree in criminal justice or a related field and eight years of experience as a law enforcement officer, including three years of supervisory and administrative experience as a sergeant or above, in a comparable or larger police department. Must be licensed or eligible to be licensed as a Minnesota Peace Officer. The ideal candidate must demonstrate comprehensive knowledge of police administration and a record of being invested in the community.

COMPENSATION AND BENEFITS The position has a salary range of $75,989 to $107,804 depending on qualifications and experience. Competitive benefits package available.
