Abstract The European financial integration process is one of the most dominant trends that is manifesting at the European level. Having a direct effect not only on the financial markets but also on the general European economical environment, it is one of the central pieces of the European integration process. Even if the efforts undertook for the realisation of this process have been fruitful, the results are very different within the financial markets. The aim of this paper is to present, using an extended literature review, the main opinions expressed in the studies undertaken so far on the subject. We will also present in a non-exhaustive meaner the advantages and disadvantages of the European financial integration process, using an empirical analysis, with the accent on the euro zone, as it’s providing a more European integrated economical environment. Key words: European financial integration, euro zone, financial development, international risk sharing, systemic risk. 1. Introduction In order to understand the European integration process we must take into consideration its roots. The motivation behind this process has been always political, aiming at achieving what Jean Monnet called “The United States of Europe”, but the means to achieve this goal have been always economical. The second article from the Treaty of Rome from 1957 identifies as the main objective of the European Community the creation of an economically integrated area with a fully

functional European common market. In this regard the financial integration process appears as the back-bone of the whole European integration process. The mater raise here is what effects - positive and/or negative - will the European financial integration process have on the European economies, as it deepens, touching every aspects of the European economical environment. It has become especially important to take a deeper look at the financial integration process, as it can no longer be praised as an all good transformation. This has become especially evident since the contagion of the recent financial crises has proven that the systemic risk can have a devastating effect on the integrated European economies, striking both: developed and emerging economies. Thus, a more carefully evaluation of the effects of the financial integration process must be taken, starting from the main academic theories regarding its benefits and compare them with the empirical data that emphasising the true effects of the process on the European economies. In order to achieve this, the paper, uses an extensive literature review, which underlines the main concepts regarding the financial integration process of the European financial markets. Using empirical data the paper provides an image of the evolution of the financial integration process first by underling the convergence of the main indicators for financial development and secondly, using the model Backus-Smith, emphasising the evolution of risk dispersion in the euro-area – the most integrated zone from the European Union.

harmonize legislation and through appropriate measures. 5. Conclusions and implications

The European financial integration process has progressed a lot in the last decade, especially as a result of the adaptation of the single currency and the implementation of various new European directives and plans (e.g. the Financial Services Action Plan). The implications of those progresses are really important, because they have lead to profound changes in the structure of the European financial sector, facilitating, in the end, an enhancement of the overall European Union financial development which was translated into sustainable economic growth - at least until the end of 2007 which prompted the beginning of the international financial turmoil. More and more financial intermediaries are adopting a pan-European perspective as some components of the European financial markets have become increasingly integrated (e.g. money markets segment, wholesale banking segment). Even if there is still a long road ahead until a fully integrated European financial market, the benefits of the integration process are already visible. But we must not underestimate the hazards and the risks associated with an integrated financial market and in order for these threats to be diminish the legislative and the institutional framework must be updated in order to meet the challenges of the new integrated economical environment. 6.
