The Holiday Season is upon us!
Happy Holidays to one and all!
Santa Claus is coming to town! Our downtowns,
shopping centers and malls are all sporting holiday
decorations. Even though the economy has been in
the doldrums, the holiday season is upon us never-
the-less. The advertisers get the word out and the
children won't let the grown-ups forget. Christmas is
widely celebrated by people of all religions.
Greeting cards, church celebrations, decorated
Christmas trees, houses sparkling with lights and
garlands, mistletoe, nativity scenes, holly and special
family gatherings are all signs of the holidays. The
economic impact of the holidays cannot go
unnoticed. The 8-day celebration of Hanukkah
begins on December 11 this year. We at Trackdown
wish everyone Happy Holidays.
Daughter Samantha Simpson graduated from Massage
Therapy school. After the ceremonies, held at the
California State University, Long Beach Pyramid, here is
Sam with Mom (Susan Flores Simpson) & Dad (Jack A.
Simpson) and son (Tyler Simpson Pouncéy) getting ready
to celebrate. All-in-all 2009 was a trying but good year for
the Simpson family. We wish each and every reader best
wishes for a 2010 that exceeds all previous years.

California's "Santa Cities"
It seems like the perfect time on
year to list California's "Santa
Cities" city managers. So we set
out to identify the cities and gather
a list of city managers and
notable staff members for this
December, 2009 issue of the City Manager
Newsletter by Trackdown. Though we have
used some internet searches, most of our
information is taken from the ICMA Who's Who
Directory. We hope you enjoy this presentation.
Seven (7) of California’s eleven (11) “Santa
Cities” are in its top 100 cities by population:
Santa Ana is the ninth largest city in California
with a population of 355,662 according to the
California Department of Finance. The only
cities larger are Oakland, Sacramento, Long
Beach, Fresno, San Francisco, San Jose, San
Diego and Los Angeles. Santa Ana is the
County Seat for Orange County.
Santa Clarita (26th) is the next largest “Santa
city" at 177,736. (Santa Clarita is much more
than the home to Six Flags Magic Mountain.)
Santa Rosa (30th), located 55 miles north of San
Francisco, has a population of 161,496. It
officially incorporated in 1868. It is the County
Seat of Sonoma County (since 1854) and is the
largest city in California’s Wine Country. It has
dubious fame for suffering the most destruction
during the 1906 San Francisco earthquake,
which destroyed the entire downtown.
Santa Clara (50th) has a population of 117,242.
Santa Maria (78th) has a population of 92,542.
Santa Monica (79th) has a population of 92,494.
It is the home of the world famous Santa
Monica Pier.
Santa Barbara (81st) has a population of 90,308.

Other “Santa Cities” or communities include:
Santa Cruz, Santa Fe Springs, Santa Maria,
Santa Paula, Rancho Santa Margarita. Santa
Rita Park is an unincorporated community in
Merced County. The Santa Rita Park post office
was established in 1940. It is near the juncture
of Highway 152 and Highway 33. Also, Santa
Nella is a tiny unincorporated community in
Merced County on Interstate 5. It is known as
the location of Andersen's Pea Soup Restaurant.
The California Korean War Veterans Memorial is
located just outside of Santa Nella. Santa Ynez
is an unincorporated community in the Santa
Ynez Valley in Santa Barbara County.
Santa Ana City Manager
David N. Ream, a Southern
California native, began his
public management career in
Long Beach as a Community
Development Analyst in 1971.
In January, 1974 Dave took an
Administrative Analyst position
in the City of Lakewood, and in March, 1979 he
joined the Santa Ana staff as an Assistant
Executive Director. He became the Community
Development Director in 1980 and in 1984 he
was appointed to be the Economic
Development Director. Dave was selected to
be the Santa Ana City Manager in July, 1986,
some 23-years ago. Dave has a BS from Arizona
State University and an MBA from California
State University, Long Beach. Dave has also
participated in special programs for senior state
and local government executives at Harvard
University. He was awarded his 35-year ICMA

Santa Ana Executive Director of
Parks, Recreation & Community
Services Gerardo R. Mouet is a
member of ICMA. He got his career
started in 1984 as an Assistant
Director, EOP, at the University of California,
Irvine. In 1990 he took an Outreach
Coordinator post in Santa Ana, and in 2000 he
became Assistant to the City Manager. In 2002
he was appointed Assistant Director of Parks
and Recreation, and in 2004 he started his
current assignment. Gerardo has a BA from the
University of California, San Diego, and an MPA
from California State University, Long Beach.

League of California Cities representative Teresa Acosta
urged the members of the California Contract Cities
Association to support the proposed "Californians to
Protect Local Taxpayers & Vital Services" ballot measure.

Catherine P. Standiford stepped down as the
Santa Ana Assistant City Manager in
September to devote her full time to being the
2009-2010 President of Soroptimist International
of the Americas. Soroptimst is a worldwide
volunteer organization for women in
management and the professions. Cathy is a
member of Soroptimist International of Garden
Grove, and has been a Soroptimist since 1989.
As President Cathy will oversee the group’s
strategic planning and program development.
Cathy started her city government career as an
Administrative Analyst for Garden Grove in
1988. She then moved upward in that
organization: Senior Administrative Analyst in
1990; Assistant to the City Manager in 1992;
Development Services Director in 1995; and
Deputy City Manager in 1996. Cathy relocated
to La Palma when she was appointed City
Manager in 2001. In 2006 she was selected to
serve as Assistant City Manager in Santa Ana.
She has a BA from Whittier College and an MPA
from the University of California, Irvine. Cathy
has participated as a member of Women
Leading Government. She has a 20-year ICMA
Service Award, and she is an ICMA
Credentialed Manager.

Kenneth R. Pulskamp began his public
management career in 1980 an a
Management Analyst II in Fresno. In 1982 Ken
became the Fresno Deputy City Manager,
before joining the Bakersfield staff as Assistant
City Manager/Administration in 1986. In 1987
Ken became the Bakersfield Assistant City
Manager/Development. He then moved to
Santa Clarita as Assistant City Manager in 1988,
and he became Interim City Manager in June,
2002 and was appointed permanent in
November of that year. Ken has a BA from
California State University and an MPA from the
University of San Francisco. He was the 2005
ICMA Award recipient for Program Excellence
for Outstanding Partnerships:

Santa Clarita Assistant City Manager Kenneth
Striplin began his public management career in
1996 as a Santa Clarita Administrative Analyst.
In 1997 Ken took a Management Analyst post,
and in 2001 he was appointed Assistant to the
City Manager/Interim Technology Services
Manager/Interim Human Resources Manager.
He became a full-time Assistant City Manager in
September, 2004. Ken has a BA and MPA from
California State University, Northridge, and a
PhD from Pepperdine University.
Laura A. Biery is an Administrative Analyst in
Economic Development for
Santa Clarita. She began her
public service career in 2002 as
an Intern in Encinitas. In August,
2003 Laura took an
Administrative Trainee post in San
Diego County, and in December
of that year she was appointed Local
Government Analyst for the San Diego Local
Agency Formation Commission (LAFCO). In
2005 Laura became an Administrative Analyst II
in Palmdale, and in 2008 she moved to her
current position with Santa Clarita. Laura, a Los
Alamitos High School graduate, has a BA from
the University of California, San Diego and an
MPA from San Diego State University. She was
the 2008-2009 President of the Municipal
Management Association of Southern California
(MMASC). In 2009 Laura was awarded the
ICMA Workplace Diversity Scholarship. She is a
member of Women Leading Government.
Santa Clarita TS Manager/Administrative
Services Kevin M. Tonoian was the 1998-1999
MMASC President.
Sarona Vivanco is a Senior Management
Analyst in Santa Clarita. Sarona was the 2005-
2006 President of MMASC. She is a member of
Women Leading Government.

Santa Rosa City Manager Jeffrey C. Kolin, 57, is
soon leaving the city to accept the Beverly Hills
City Manager appointment, where he will start
in January. There he will be filling in behind the
retirement of Rod Wood. Jeff was a Recreation
Superintendent in Newport Beach in 1980, and
he moved to Anaheim in 1985 for a similar
position. In 1989 Jeff went to Santa Clarita as
the Director of Parks & Recreation. In 1991 he
was appointed Deputy City Manager, and in
1996 he became the City Manager in Pittsburg,
California. He was selected for the Santa Rosa
City Manager post in August, 2000. Jeff was
President of the City Manager’s Department of
the League of California Cities from September,
2007 until September, 2008. He has a BA and an
MA in Sociology from California State University,
Long Beach. An ICMA Credentialed Manager,
Jeff earned a 25-year ICMA Service Award in
2005. Jeff has become an avid cyclist, and
often peddles long distance rides with his wife.

Greg D. Scoles is the Deputy City Manager in
Santa Rosa, and he got his local government
career started in 1977 as an Administrative
Assistant in Los Alamitos. In 1980 Greg was
appointed Director of Planning in The Dalles,
Oregon, and in 1982 he returned to California
as a Planner in Pinole. In 1986 Greg was
appointed Planning Director in Tiburon. After a
few years (1987-1993) in private business, Greg
was selected to be the Community
Development Director in Newberg, Oregon in
1993. In 1996 he became the Assistant City
Administrator in Ashland, Oregon, and in 2000
he was appointed City Administrator. Greg
once again returned to California in 2002 for his
current post in Santa Rosa. Greg has a BA from
California State University, Long Beach and an
MPA from USC. He has earned a 25-year ICMA
Service Award, and he was the recipient of the
2002 ICMA Program Excellence Award for
Outstanding Partnerships: Intergovernmental
Cooperation.

Santa Clara, founded in 1777 and incorporated
in 1852, is the site of the eighth of 21 California
missions. Santa Clara City Manager Jennifer D.
Sparacino has served in her current position
since March, 1987. She came to Santa Clara in
1976 as a Program Coordinator/Assistant
Director of Community Recreation. In October,
1979 Jennifer became and Administrative
Assistant, and then was elevated to Deputy City
Manager in September, 1983, a position she
remained in until her City Manager
appointment in 1987. Jennifer has a BA and
MA from San Jose State University. She served
on the Executive Board of the City Manager’s
Department of the League of California Cities in
2007. Jennifer has earned a 30-year ICMA
Service Award, and impressively was the
recipient of the ICMA Career Excellence Award

Santa Maria City Manager Tim S. Ness began
his public service career in 1978 as an
Administrative Assistant with the County of San
Luis Obispo. In 1982 he was promoted to
Principal Administrative Analyst, and in 1985 he
was selected to serve as the Deputy County
Administrator. He was recruited for his current
assignment as Santa Maria
City Manager in April, 1995.

Richard J. Haydon is the Assistant
City Manager in Santa Maria. He
was a Business Manager in
Monterey Police Department in
1989, and in 1991 he took a
Financial Analyst position in Dinuba. In 1993
Rick became the Budget & Employee Relations
Manager in Dinuba. In 1996 he moved to Santa
Maria as the Assistant to the City Manager, and
he received his current assignment as Assistant
City Manager in July, 2000. Rick has a BA from
California State University, Fresno and an MPA
from Golden Gate University.
Santa Monica City Manager P. Lamont Ewell
began his public service career as a firefighter
in Compton. He was promoted through the
ranks in Compton and in Prince George’s
County, Maryland. He was appointed Fire
Chief in Oakland in 1991. He was later named
Assistant City Manager in Oakland and then
was the Acting City Manager in Oakland in
1997. In July of that year he went to North
Carolina as the City Manager in Durham. In
2001 he returned to California as the Assistant
City Manager in San Diego, and he was
appointed San Diego City Manager in 2004.
Lamont was selected for the Santa Monica post
in 2006. Lamont announced his retirement in
August of this year after 34-years of public
service.

Jennifer F. Phillips is the Assistant City Manager
in Santa Monica. She began her public service
career as a Recycling Specialist for the Los
Angeles County Sanitation Districts in 1991. In
1994 she spent about 9 month as a Program
Administrator in private business, and in
December, 1994 she was appointed Principal
Finance Analyst for the Orange County Transit
Authority. In 1999 Jennifer was selected to

Fullerton. In 2004 she left Fullerton to be the

Leaders Development Program as part of the
Class of 2008. Jennifer has earned a 10-year

James L. Armstrong began his municipal
government career in 1977 as a Management
Intern in Santa Ana. In July of that year he took
an Administrative Aide slot with Anaheim, and
in 1978 he was promoted to Administrative
Assistant. In October, 1979 Jim was selected to
be the Assistant to the City Manager in
Anaheim. In 1983 Jim was recruited to be the
City Manager in Hanford, where he served for
seven years before returning to Anaheim as the
Assistant City Manager in 1990. In 1992 he was
appointed City Manager in Fullerton, and then
in October, 2001 he became the Santa Barbara
City Administrator. Jim has a BA from the
University of California and an MPA from
California State University. He has earned a 30-
year ICMA Service Award.

Frederick W. Latham has worked with the City of
Santa Fe Springs since July, 1972 when he
started as an Administrative Intern. He was
soon promoted to Administrative Assistant and
in 1980 he was selected to be the Assistant City
Manager. He was the ACM for nearly 20-years
when he was appointed Santa Fe Springs City
Manager in 2000. Fred has a BA from California
Polytechnic University, Pomona. He has earned
a 35-year ICMA Service Award. Fred is always
active and available to service with regards to
regional issues. He also serves on the Board of
Directors of a number of community
organizations, including, among others, the
American Red Cross, Boy Scouts of America
and the Southeast Funding Authority. He is
currently the Chair of the California Joint Powers
Insurance Authority, City Managers’
Committee, and Co-Chair of the Gateway
Cities COG City Managers’ Committee on
Homelessness, and he served as the Chair of
the Steering Committee of the Los Angeles
County Task Force on Regional Interoperability

Santa Paula is in Ventura County and has been
dubbed the “Citrus Capital of the World.” Until
this past summer, Wally Bobkiewicz was the
Santa Paula City Manager until he accepted
the City Manager appointment in Evanston,
Illinois. The Interim City Manager is Clifford G.
Finley, 46, an alumnus of California State
University, Northridge, and former Public Works
Director. Cliff joined the Santa Paula staff in
2003 after a six-year tenure as City Engineer in
Port Hueneme. He has a BS in civil engineering
from the University of California, Berkeley and is
currently working on an MPA at CSU,
Northridge. It has been reported that while
some 75 applications have been submitted in
the Santa Paula City Manager recruitment, it is
said that Cliff is solidly in the running.
Santa Cruz is the county seat
and largest city in Santa Cruz
County. Though Richard C.
Wilson, who has been with the
city for more than 30-years, is
the Santa Cruz City Manager, only Assistant
Director of Human Resources Joseph K.
McMullen is an ICMA member from the Santa
Cruz staff. Joe started his working career as an
Employee Relations Manager for TJ Maxx in
Nevada in 1980. After nearly 19-years with that
company he moved to Washington where he
was a Benefits Manager for Amazon.com
starting in November,1999. In May, 2006 Joe
joined the Santa Cruz staff as the Principal
Human Resources Analyst, and in December,
2007 he was promoted to Assistant Director of
Human Resources. Joe has a BS from California
Polytechnic State University.

California's "Santa Cities
After Huntington Beach, California trademarked
the Surf City USA name, Santa Cruz activists tried
to stop the mark from being registered by the
U.S. Patent and Trademark Office. There had
been a 10-year controversy over the Santa Cruz
"Surf City" nickname. Huntington Beach
obtained at least seven registrations for the Surf
City USA trademark, but none of the
registrations are on the principal register, but
rather on the secondary register. This
apparently means that Huntington Beach has
no exclusive right to assert ownership over the
"Surf City USA" trademark. Two Santa Cruz surf
shops, Shoreline Surf Shop and Noland's on the
Wharf, sued the city of Huntington Beach in
order to protect the public use of the "Surf City
name. It has been reported that the parties
reached a confidential settlement in January
2008, in which neither side admitted liability and
all claims and counterclaims were dismissed.
The Santa Cruz surf shops continue to print t-
shirts, and the Santa Cruz Visitor's Bureau
continues to use the trademark, as does the
Huntington Beach community.

Manager Steven E. Hayman
has more than 30-years of city
government experience. He
came to Rancho Santa
Margarita from the Assistant
City Manager post in Costa
Mesa. Steve holds a BA from California State
University, Los Angeles and an MPA from
California State University, Long Beach. In his
spare time Steve likes to golf, go hunting,

The City Managers Department of the League
of California Cities has established a Committee
on Diverse Communities to provide California
communities the necessary resources and tools
to help increase acceptance of our diversity
and become more open, accessible, and
understanding. The Committee’s focus is on
diversity within California, both inside and
outside city organizations.
Each year, the League’s Diversity Committee
presents an award to honor a city manager or
assistant who has been most successful in promoting
the advancement of diversity within the community
and the workplace through the development and
implementation of effective programs, policies
and/or practices encouraging diversity. The filing
period is now open for applications of the 2010
Award for the Advancement of Diverse
Communities.
ELIGIBILITY: Candidates must be a city
manager, city administrator, chief
administrative officer, or assistant city manager
of a California city, and must be nominated by
an elected or appointed city official.
CRITERIA FOR AWARD:
To select the individual most deserving of this award,
a selection panel will evaluate the following:
Programs, policies, and/or practices in advancing
diversity in the workplace, within the community,
and/or within the public management profession.
Degree of personal involvement and commitment
by the individual nominated.
Innovativeness of the solution.
Results achieved.
Deadline:

Frank Fairman is the Head of Piper Jaffray's Public Finance
Services, a position he has held since July 2005. Prior to
that, he served as head of the firm’s public finance
investment banking group from 1991 to 2005, as well as the
head of the firm’s municipal derivative business from 2002
to 2005. He has been with Piper Jaffray since 1983. Prior to
joining Piper Jaffray, Frank was a consultant for Arthur
Andersen & Co. He holds a bachelor's degree in
economics from Yale University and a MBA with a
concentration in finance from the University of
Pennsylvania.

Mark Curran is a managing director in the
public finance group at Piper Jaffray. He
has worked with public agencies for more than two
decades developing and implementing innovative
financing programs. Mark has managed more than 200
municipal financings, in economic development, real
estate secured, municipal utility, affordable housing,
education facilities, redevelopment and tax increment.
Mark has served as lead consultant assisting more than 50
communities establish and implement redevelopment and

Picking Up The Pieces: Coachella Assistant
City Manager Steve Brown resigned after
10-years with the city. Gene Rogers is the
Interim City Manager in Coachella, and
has appointed veteran city manager
Noelia F. Chapa as Interim Assistant City Manager.
Noelia is a former Soledad City Manager. Starting in
January, Yolo County’s new County Administrator is
Elk Grove Assistant City Manager Patrick Blacklock.
Pat has been the ACM since October, 2008, and
previously served as the Dean of Careers and
Technology at Cosumnes River College, the first
County Administrator in Amador County, and Vice
President of Government Relations for the State
Cattlemen’s Association. Pat is replacing Sharon
Jensen, who retired from Yolo County's top position
in August after nine years with the county. Though
Interim City Manager Bob Miller has left the door
open for further negotiation with the employee
unions, nearly 60 layoff notices were issued, along
with the closing of three libraries for the remainder of
the current fiscal year in Colton. Bob will be returning
to his Chief of Police post when newly appointed
City Manager Rob Foster reports in December.
Retired veteran City Manager Tim Kerr has filed suit
against Turlock for non-payment of payment he is
owed pursuant to his employment agreement. Tim is
still recovering from his foot operation, though the
cast has been removed and he is now in a "walking
boot." He is in rehab and still on crutches, and will
not be fully back on his feet until after the first of the
year. Patricia Thompson, former Napa City Manager
and former Interim City Manager in Novato, will
serve as the new Interim City Manager in Larkspur
while the recruitment process for a new city
manager proceeds. Larkspur City Manager Jean
Bonander announced her retirement in August, and
her last day was in November. Larkspur Deputy City
Manager/Fire Chief Bob Sinnott will undertake
additional duties during the transition. Hughson has
been notified that former City Manager Joe
Donabed is considering a lawsuit regarding his
recent termination. Poway City Manager Rod Gould
reports that water use in the city dropped
substantially since residents are heeding the call to
save water. Water use was down 30% in July and
August. Former Placer County Supervisor Bruce
Kranz, who has been serving as the Interim City
Manager in Colfax, has been appointed Colfax City
Manager. He replaces former Colfax City Manager
Joan Phillipe, who served there from September,
2006 until recently. Rio Dell has appointed 35-year
public management and administration veteran Jim
Stretch as Interim City Manager relieving Chief of
Police Graham Hill of the assignment. Former City
Manager Nancy Fleming resigned the position in
July, 2009. Moreno Valley Deputy City Manager Rick
Hartmann, a veteran public manager with solid
economic development experience, has been
caught in the city’s crisis budget reductions and
downsizing actions. Rick would be a great addition
to any city management team.

Josi Kenline is the new La Puente City Manager
relieving Acting City Manager Frank Tripepi. Josi has
been working with the La Puente management
team. She formerly held positions in Indio, Colton,
San Bernardino and Riverside. T. Jarb Thaipejr is the
City Manager in Loma Linda. He took over from his
Director of Public Works post following the July
retirement of City Manager Dennis Halloway. Mill
Valley City Manager Anne Montgomery will retire at
the end of the year. The new Los Angeles Police
Chief is Walnut resident Charlie Beck. Rancho
Cucamonga Assistant City Manager Pam Easter has
announced her retirement at the end of the year,
and City Manager Jack Lam will elevate Deputy City
Manager John Gillison to move in behind Pam. Also,
Linda Daniels will be the Deputy City Manager for
Economic and Community Development Services.
City Manager Kevin Duggan’s City of Mountain View
has opened the valves on a new $19.8 million
recycled water system. Landscaping in the area
can now use recycled water for irrigation through
the almost seven miles of pipe installed by the
project. Dinuba’s Ridge Creek Golf Club was
featured in The Boardroom Magazine in April, 2009.

Montebello City Administrator Richard Torres has
announced his retirement after 32-years, 20 of them
as Montebello's top executive. Assistant City
Administrator Nick Pacheco, a former Los Angeles
City Council Member, has been appointed Interim
City Administrator.
