UNESCO is established as the ‘United Nations Educational, Scientific and Cultural Organisation’ aimed at promoting the building of peace, the eradication of poverty, sustainable development and intercultural relations. UNESCO creates mandate that the “development of technical and vocational education should contribute to the safeguarding of peace and friendly understanding among nations.” Establishement of the UNEVOC Network and the ‘International Project on Technical and Vocational Education’. The term TVET is established UNESCO Second International Congress on Technical and Vocational Education in Seoul. The International Centre for TVET is established in Bonn, Germany to help UNESCO member-states upgrade their TVET systems to include “high quality, relevant and effective programmes and learning opportunities.” At the Third International Congress on TVET. South African Minister of Higher Education and Training Blade Nzimande forms part of roundtable discussion and states: “South Africa perfectly reflects this trend with recently developed policies that emphasise the strengthening of the effectiveness of FET.” TVET is introduced into the South African education system through the “Further Education and Training Colleges Amendment Bill” (B24, 2012) Public FET colleges are redefined as TVET colleges and start changing their names accordingly. Private FET colleges are also renamed to TVET colleges and start to change their names accordingly. TVET IN SOUTH AFRICA Oxbridge Academy is a private distance learning college provi-sionally registered with the Department of Higher Education and Training.
