The Highland Democrat. The Draft in the Tenth District. P-The draft for this Congressional Dis- trict was completed yesterday, and the long deferred hopes and fears of those liable to service with the legions of Uncle Sam were settled, and became a reality. Those who were drafted know their fate, and in some instances it is a sad one indeed; while those who are not hit by this stroke of fate feel that a great load of apprehension is removed from their minds, and they are, for a time, free from the iron grasp of the military demon. P-While in other sections there has been occasion for complaint, and the abuse of power in the keeping of pro- vost marshals has been deservedly cen- sured, in this district, we have the satisfaction to state, that the utmost fairness has been used, and the nicest attention to every duty has been scru- pulously and religiously observed. Moses G. Leonard, in whom we had great confidence as a man of integrity and business ability, has, as provost marshal, added to his reputation, and gained the good will of the people by his courtesy, his disposition to deal fairly, and his strict attention to the duties of his office. P-The evident design of certain politi- cians to make the position of Mr. Leo- nard odious, by recommending injudi- cious enrolling officers, over whose con- science they held control, has been de- feated, and the people have been al- lowed to correct the lists handed in by the enrolling officers, and justice has generally been done. The people owe a tribute of gratitude to Mr. Leonard, who has risen above every considera- tion that was not honest and fair, and for a just and equitable conscription.
