Obesity in Finland is more common than in other Nordic countries

• 2/3 of working-age men and about half of the women are at least overweight (BMI 25 or more).

• 1/5 finnish adults are obese (BMI 30 or more) (FINRISKI 2012)

• 25% of 2-16-year-old boys and 16% girls were overweight (2017).

• 7% of the boys and girls 3% were obese (2017).

Objectively Measured Stationary and Moving: The study collects information on the behavior of children in the third, fifth, seventh and ninth grade classes. Some classes also participate in the objective measurement of movement using a motion meter. Pupils use a motion meter for a week (7 days) when waking.

We started Overcoming Obesity Programme in 2013

In Finland local authorities shall monitor the health and welfare of their residents. Reports on the health and welfare of residents shall be produced for the city or municipal council once a year (Health Care Act 1326/2010, www.finlex.fi).

• Residents with good health and well-being are an important resource in any municipalities.

• The National Obesity Programme is supporting us (National Institute for Health and Welfare THL)

• Overcoming Obesity Programme concerns all municipal sectors in Seinäjoki.

Target

We have a common target to reduce overweight and

obesity in children and adolescents and to prevent

obesity related diseases at their later age.

Everybody in the City of Seinäjoki has the same

goal.

The program is monitoring 1 and 5 year old children, as well as the 1st and 5th grade students

• weight development

• mothers' breast-feeding activity

• dental health

• life-style

The results are reported annually to the City Council

(The Well-being Report of the City of Seinäjoki).

The work begins before the child is born It is easier and much cheaper to prevent overweight

and obesity - we know it now!

It is important to identify children and families who

are at risk for getting overweight.

Parents and children are used to discus about the

well-being and health issues in Neuvola and in

School and Student Health Care.

Parents must pay attention to their lifestyle even

before the child is born

Finnish Neuvola = Maternity and Child Health Clinic

Finnish Neuvola is a 100 years old innovation!

Neuvola reaches 99,6 % of children.

• Children and families receive systematic lifestyle councelling and health checks.

• The work continues in school and student health care.

Services are voluntary and free of charge for customers.

Nutrition services

In schools, day care centers and elderly services the lunch

food meets national nutrition recommendations

• Heart Symbol 2015

• The content of fat, sugar, salt and fibre in lunches is

monitored

Early childhood education

• Early childhood education supports healthy life and

physical activity by learning - Early childhood education

plan, active day care

• Healthy food

• It is not allowed to bring any sweets or birthday cakes to

day care units. We celebrate in a functional way.

• We support families to `move more – spend less time

with mobile, pc, other gadgets`

Schools and educational institutions

• Educational practices and curriculums support the

healthy life.

• Healthy food and no pizza or hamburgers!

• Active lessons, avoid sitting, physical activity breaks,

long lessons: During the 50-minute break you have time

to play, exercise, dance or move as you like outdoors or

indoors.

Municipal infrastructure • Yards of the schools and day care units must be

designed to encourage physical activity.

• Sport facilities for the population and for the disabled

persons must be well maintained.

• In the evening the school yards are also available to the

residents → local sports facilities.

Land use planning and zoning • We are creating environment that promotes physical

activity and everybody can make healthy choices.

• Old, young people, disabled persons with special needs

are taken into account in land use planning, zoning and

traffic planning.

The Overcoming Obesity programme of the City of Seinäjoki is an excellent example of Health in All Policies approach

• cooperation with the families

• systematic lifestyle counseling for the families

• cross-functional development work which the city management is committed to

• development work in nutrition services

• development of the urban environment and sport facilities

• professional skills in every city departments

We are doing cooperation with 6 other Finnish municipalities: Rovaniemi, Turku,

Sastamala, Lapinlahti, Siilinjärvi and Raahe District

• modelling the multi-sectoral Overcoming Obesity Programme of the City of

Seinäjoki to the model that can be implemented in other municipalities

• includes Internet-based training programme created for all municipal sectors

from city planning to social and health services

• using the development and training framework of the City of Seinäjoki

and their families, 5 ECTS (135 hours)

1) Health and wellbeing management by utilizing multiprofessional cooperation

4) Nutrition and health of children

5) Health benefits of physical activity of children and their families

First basic research is coming soon: Uppsala University and City of Seinäjoki, Evaluating Ending Childhood Obesity (ECHO) –zone Seinäjoki, Analysis of data from children in Seinäjoki 2009-2016.

City of Soul, South Korea, Preventing Childhood Obesity Project, School on the Move 2016

The City of Soul in South Korea wanted to implement the Seinäjoki Model against obesity.

Three basic schools (1st grade classes) started the program in September 2016.

National children's physical activity recommendations in Finland

• Under school age - at least 3 hours each day movement

• 7-18 years - must move for at least 1-2 hours each day

Sitting periods longer than two hours should be avoided.

Screen time watching entertainment media must be limited to two hours a day.

Healthy meals 5 times a day

A growing child needs 8 to 10 hours of sleep.

31% of children and adolescents aged 9 to 15 achieved a physical activity recommendation, moving at least one hour daily.
