HABETHABET involves two dimensions:•Engineering •Operations

Engineering involves...Designing... Building... Testing... forthe spacecraft bus systems and payloads

Operations involves...Planning... Training... Flying... foran integrated spacecraft bus and payload

This training is for ONLY the OPERATIONS portion of the HABET program

At some point,

HABET engineering must transition into operations

This will occur when a mission can be defined that...

1)Has a scientific purpose AND a flight-ready payload orHas a flight-ready technology development purpose orIs needed for HABET team proficiency and

2) A flight-ready spacecraft bus is available and

3) A qualified mission team is available and

4) Funding is availableESC

The HABET Vision - To become the leading university in high altitude balloon experiments

To accomplish this requires an operations process that is:•Safe for the population, the HABET Team, and property•Organized with clear lines of authority and responsibility•Planned thoroughly and conducted legally•Implemented with qualified people from multiple fields•Durable to accommodate student turnover•Reliable for cost, schedule and customer requirements•Educational

•FUN!ESC

The organization is TEAM BASED:EMT - (Executive Management Team) 3 Senior people to provide

continuity

MMT - (Mission Management Team) Unique to each specific mission, may be several in existence at once, all students (except maybe the PI)

LT - (Launch Team) Unique to each specific mission, may be several in existence at once, all students, launches the spacecraft

RT - (Recovery Team) Unique to each specific mission, may be several in existence at once, all students, recovers the spacecraft

FT - (Flight Team) Unique to each specific mission, may be several in existence at once, all students, operates the spacecraft

ET - (Engineering Team) Unique to each specific mission, usually several in existence, students & staff, to incorporate science and technology into missions

The Teams have student managers:HMGR- HABET Manager (Chairs the EMT)

MMGR- Mission Manager (Chairs the MMT)LD- Launch Director (Leads the LT)RD- Recovery Director (Leads the RT)FD- Flight Director (Leads the FT)ED- Engineering Director (Leads the ET)

To accomplish all of this and to protect ourselves we must be trained to perform our HABETHABET jobs.

The training process must be:•Simple (Minimum paperwork and administration)

•Logical (Only required functions must be covered)

•Consistent (Exceptions by waiver only)

•Documented

Training will include self-study, demonstrations, stand-alone and integrated simulations, written and oral examinations, and OJT

HABETHABET Organization OrganizationThe Rules of the Training Process:•All exams required are pass/fail with 90% score for pass

•1 hr between re-examinations with no limit on retakes

•All core training must be completed before beginning Team training

•100% of Team training must be completed before beginning advanced training for Directorship of any Team

•The EMT must sign certification cards for all advanced training

•MMGR certification requires actual mission experience in all 3 Directorship positions

•During the initial implementation period, the EMT will approve waivers prior to the integrated simulation for a given mission

•The HMGR administers all written exams, maintains files, schedules expert oral exams, and maintains configuration control of training materials

But even with a plan, a schedule, and qualified people the program is at risk from student turnover.

We need documentation that is...

•Simple

•Complete

•Safe to use

•Kept current

We need PROCEDURES!

ESC

Page 19: The HABET Organization

Procedures are documented in the form of checklistsThere is a checklist for each team member and

for each major event

Example:

Checklist tells each step to complete an activity safely

WHEN to perform a procedure is given on a timeline

The EMT will develop a set of standard Mission Rules that will form the basis for safe procedures

The Training Rules shown earlier are part of these standard Mission Rules

The MMT will develop a set of mission-specific rules, if required, that cover unique situations not covered in the standard mission rules

The MMT will request waivers from the EMT for all standard mission rules, when necessary

The MMT will unanimously approve waivers to mission-specific rules

Most equipment, tools and all procedures are issued in a KitKit to the MMGR at the MIB

The MMGR distributes them to the Team Directors and from there to the team members individually

Review Summary:•The Ops Plan begins when engineering is done for a given mission

•A Mission has a purpose: Science, Technology, Proficiency

•6 Teams form the basis of the organization: EMT, MMT, LT, FT, RT, ET

•There are 10 major milestones in the standard mission timeline

•Training is necessary to protect HABET, the populace, and property

•Procedures ensure that HABET will survive as students graduate

•Mission rules require compliance or waivers

•Most everything required to conduct a mission is provided in a kit

•HABET is meant to be educational AND FUN!
