G.S.R. 441.—In exercise of the powers conferred bythe proviso to article 309 of the Constitution, the Presidenthereby makes the following rules regulating the method ofrecruitment to the posts of Senior Gestetner Operator andSenior Peon in the Staff Selection Commission, namely :—
1. Short title and commencement.—(1) These rules maybo called the Staff Selection Commission (Senior GestetnerOperator and Senior Peon) Recruitment Rules, 1996.
(2) They shall come into force on the date of their publi-cation in the Official Gazette.
2. Number of posts, classification and scale of pay.—Thenumber of the said posts, their classification and the scalesof pay attached thereto shall be specified in columns 2 to4 of the Schedule annexed to these rules.
3. Method of recruitment, age limit and qualifications,etc.—The method of recruitment to the said posts, age limit,qualifications and other matters relating thereto shall be asspecified in columns 5 to 14 of the said Schedule.
4. Disqualifications.—No person,
(a) who has entered into or contracted a marriage witha person having a spouse living, or
(b) who, having a spouse living, has entered into orcontracted a marriage with any person,
shall be eligible for appointment to any of the said posts :
Provided that the Central Government may, if satisfied thatsuch marriage is permissible under the personal law appli-cable to such person and the other party to the marriage andthat there are other grounds for so doing, exempt any per-son from the operation of this rule.
5. Power to relax.—Where the Central Government is ofthe opinion that it is necessary or expedient so to do, itmay, by order and for reasons to be recorded in writing,relax any of the provision of these rules with respect to anyclass or category of persons,
6. Saving.—Nothing in these rules shall effect reservations,relaxation of age limit and other concessions required to beprovided for the Schedule Castes, Schedule Tribes, Ex-service-men and other special categories of persons in accordancewith the orders issued by the Central Government fromtime to time.

(v) Rule 8—To approve the laboratory set up by thepacker for grading and marking of any scheduledarticle under provisions of the Act;
(vi) Rule 9-—To approve the Chemist appointed by thepacker for manning the grading laboratory ;
(vii) Rule 9(5)—To withdraw, the approval accorded tothe chemist for grading and marking of any Sche-duled article under provisions of the AgriculturalProduce (Grading and Marking) Act, 1937, (1 of1937), as (amended upto 1986) if the chemist hasfailed to comply with the instructions or violatedany Rule; provided that an opportunity shall begiven to the approved chemist for showing causeas to why the approval should not be withdrawn.
(viii) Rule 10(3)—To grant permission for use of "Ag-mark replica" in lieu of Agmark labels to theauthorised packers ;
(ix) Rule 10(5)—To grant permission to the printingpress or manufacturing units for printing and/ormanufacturing of the containers bearing the"Agmark replica".
(x) Rule 11—To allow relaxation /modification in themode of packing of graded article and to approvethe private trade marks, trade brand label to beaffixed on the graded article;
