2018 has been a year of consolidation for TCA Inc following the hiatus of the previous two years. The elections at the start of the year were conducted in accordance with the revised constitution without incident. The review of the office was completed in April and was made available on our Facebook page for members’ information. All of the recommendations were adopted save the provision of I-pads to Councillors.Works has commenced on the complete review of the Constitution although work is progressing more slowly than desired.It has been pleasing to see the increasing use of both Facebook and our website to keep members as fully informed as possible. It has surprised me how many likes are quickly posted to various items. It has proved very useful in getting information out quickly to the membership.The biggest issue at present is the future of showing at the Showground. We still have not been given notice but that must surely be fairly close. As the Council promised, a meeting of southern clubs and members will be called as soon as we have further information. Fortunately the clubs in the north of the state seemed to have resolved the ground situation there.Council had a fresh look at the Judges Training Scheme to make it more transparent and despite a few teething problems seems to be starting to settle down.Our first CACIB Show was successfully conducted by CBDC and congratulations to all concerned. Our entry was about 600 and the Adelaide Show had barely 900. A terrific effort.The year has been again successful financially and this will be the subject of the Treasurer’s Report so other than to say, the Council adopts a really responsible attitude to stewardship of your funds, I will leave detailed comment to the Treasurer. Council agreed to provide defibrillators in each region and we would acknowledge our great thanks that RACT have generously donated one. Organisations such as ours receive sponsorship from many organisations and it is only by our continued support of these organisations that this will continue. If you need insurance or propose travelling get a quote from RACT. TCA Inc continues to participate actively at a national level through ANKC Ltd. I still act as Treasurer and as such, am on the executive committee which increases Tasmania’s influence. A number of states are having problems with the on-line application and the current contractor has been having some problems in providing the service required at a satisfactory standard. There are problems with both privacy and security for on-line services.Consequently ANKC has commenced a project which should result in tenders being called in about four months for a new system. This will be fairly expensive, however ANKC’s cash reserves are reasonable and the call on members will be affordable. Regardless we cannot continue to run a system which has problems with security and has privacy issues.The BOAS Chamber is in Sydney and training of operators has been completed. It is anticipated that it will be in general use by Easter.Issues such as the recognition of the bosdog and changes to the British Bulldog standard remain unresolved.Unfortunately during the year we have lost several longstanding members and without listing names because I am sure I will omit someone, I would like to express the sincere sympathy of all Dogs Tasmania members and acknowledge the efforts of these wonderful people to assist the dog world over so many years.In conclusion I would like to thank all Councillors for the work they to have put in during the year and the great support they have given me. I would also on behalf of members thank Mike Evans for the efforts he has put in while on Council and welcome Steve Eastley back.It would also be remiss not to acknowledge the sterling efforts of Kerry, Judy and Debbie during 2018. I think the review we commissioned clearly demonstrated their great worth to Council.

FROM THE OFFICEFOLLOWING DISCUSSIONS AT THE ANNUAL GENERAL MEETING, A MEETING HAS BEEN SCHEDULED FOR THURSDAY 4 APRIL 2019 AT THE BRIGHTON CIVIC CENTRE, GREEN POINT ROAD, BRIDGEWATER TO DISCUSS THE OPTIONS AVAILABLE FOR A SOUTHERN VENUE COMMENCING AT 7.00 PM FOR SOUTHERN CLUBS AND INTERESTED MEMBERS.

Members are advised that the TCA Inc office will close for the Easter break Thursday 18 April 2019 and will reopen Monday 29 April 2019.

Exhibitor’s attention is drawn to the following Regulations:27 Any person resident in the state of Tasmania and handling an exhibit in any TCA Inc

exhibition must be a financial member of the TCA Inc.28 Any dog entered or exhibited by an unfinancial member of the TCA Inc may forfeit any

award/s gained and/or the exhibitor/handler may incur such fine as decided by the Council of the TCA Inc.

164 Trolleys, crates and baskets will be permitted in the assembly area with the permission of the Stewards, however, such trolleys, crates and baskets must be removed at the conclusion of the judging of each breed.

Exhibitor Lists will be checked and action taken against unfinancial members who continue to exhibit their dogs.

Members filming the judging at shows are advised that it must be done from the outside of ALL rings that are being used for judging at that time and in a manner that is not disruptive to the exhibitors and dogs being judged.

Clubs conducting Endurance Tests are reminded that the Tasmanian road laws do not allow cyclist and dog combinations on public roads.

When registering their dogs with the local Council members should enquire if a discount is available to members of the Association – some Councils do offer a discount provided a current TCA Inc membership card can be provided.

BUSINESS ARISING FROM THE MINUTES:Southern VenueThe EO advised the meeting that he would organise a meeting with the Brighton Council representatives at the Pontville Recreation Ground and that he had started drafting the correspondence to RAST regarding the middle and bottom pavilions.

A survey was conducted by ANKC Ltd last year to ascertain the feedback from all breeders of registered Belgian Shepherd Dogs in relation to amendments to Regulations Part 6 – The Register and Registration Clause 9.17. The response received indicated support for the regulations to be amended.As this was an amendment to current regulations, the result of the survey was referred to the ANKC Board of Directors for consideration at their February 2019 Special Board Meeting where it was endorsed.The following amended regulations are effective from 1 July 2019:9.17 Belgian Shepherd Dog (Groenendael); Belgian Shepherd Dog (Laekenois);

Belgian Shepherd Dog (Malinois) & Belgian Shepherd Dog (Tervueren).9.17.1. Judged separately with each variety receiving separate Challenge Certificates.9.17.2. Inter variety breeding is conducted as per FCI Breeding Recommendation outlined in

CORRESPONDENCE:Devonport City CouncilNotification that the Devonport City Council offers a concession on dog registrations for TCA Inc members provided membership details could be produced and that the laws relating to dog breeding are enforced under the requirements of the Devonport Interim Planning Scheme 2013 and that the requirements are consistent in all nine north west coast Councils.

Assembly AreasG Blyth advised the meeting that there was a problem with onlookers and dogs that should not be in the assembly area causing congestion making it difficult for dogs that are required for judging to get to the ring entrance.RESOLVED: ‘Correspondence be forwarded to clubs advising that it is the Event Managers responsibility to ensure that the assembly areas are not congested and a notice posted on Facebook reminding exhibitors that only the dogs that are next in the ring should be in the assembly area.’

Stewards LectureG Blyth advised the meeting that Mrs J van Schie had approached him regarding a Stewards Lecture in the Ulverstone area.S Eastley agreed to liaise with Mrs van Schie as he was in the north-west each Tuesday evening for work.

QUALIICATIONS: • A Championship Stake is confined to Gundogs that have been placed first in a Restricted Stake, first, second or third in an All Age Stake or have the title All Age Retrieving Dog (AARD) – proof of eligibility of non-titled dogs must be included with entry form

• A National Championship Stake shall consist of not less than eight (8) Runs with at least seventeen (17) items of game to be retrieved – at least two (2) Blind Find Retrieves are to be included and a dog must be tested for steadiness from behind a Hide on at least two (2) occasions

CONDITIONS OF ENTRY: • Dogs Tasmania reserves the right to contract a reserve judge if necessary• Competitors must hold and carry a current and valid Firearms Licence (or

copy of Corporate Licence, if applicable) whilst handling a gun• Trial venues are private property and must not be revisited at any time• No dogs allowed in the gallery• All dogs will be examined by a competent examiner each day of the trial

– bitches in oestrum will not be permitted to compete – they may be on the property but in a designated area – no preparation for concealing oestrum shall be used

• All dogs on the trial site must be on a lead (except when competing or being exercised in the designated Exercise Area) – dogs retained in a hide must be tethered by a conventional collar (not choker) attached to a metal chain and to a metal tie-down peg

• It is the competitor's responsibility to confirm that their entry has been received, a receipt will be returned if a stamped self-addressed envelope is provided

All exhibitions conducted by the Tasmanian Canine Association Inc and its affiliates are conducted under the rules and regulations of the Association, a copy of which may be inspected at the office of the secretary of the exhibition on the day of such exhibition.The following rules/regulations apply to all exhibitions: Financial Members:

A person 18 years of age and over and who is a resident of Tasmania may not exhibit, handle, officiate in the judging ring or register an animal unless he/she is a current financial member of the TCA Inc. A person seven years and under the age of eighteen years who handles a dog in the judging ring is required to be a junior member of the TCA Inc or a member of an affiliated club. At least one parent or guardian is required to be a financial member of the TCA Inc.

Entry fees must accompany the entry form and should be paid by cheque or money order (refer Australia Post regulation).

Substitute Judges:The affiliate conducting an exhibition reserves the right to substitute judges if the committee deems it necessary. Entry fees are not refundable – refer TCA Inc Regulation 227.

It is the exhibitor’s responsibility to have his/her exhibit/s available for judging in all classes or events for which it is correctly entered and for the classes for which it subsequently becomes eligible – TCA Inc Regulation 33.
