Nia Harris Burnley, Pianist
nia has played piano since the age of three and the clarinet since the 4th grade. she has participated in
advanced school bands and orchestras each year. to satisfy her interest in playing jazz, she participated in bishop Mcnamara’s Jazz summer Camp and attended the washington Jazz Arts institute during the
summer of 2015. in november 2015 nia auditioned for the inaugural FAMe Jazz band Program. she attended FAMe’s weekly academic tutoring sessions conducted by innovative study techniques, private saxophone lessons, sectionals and rehearsals, advanced music theory, and attended FAMe’s summer Music technology Program. nia participated in performances at the berklee school of Music, Focused on the Future tv show, lake Arbor Jazz Festival, and many more.
nia recently graduated from bishop Mcnamara high school with a 3.7 GPA and received numerous academic and musical awards including: summa Cum laude, the Jazz lab directors Award, the ellen Mercer scholarship Award and the John Phillip sousa Award. she was involved in the national honors society, english honors society, Fine Arts diploma Program; and President of the tri-M Music honors society and student Council Cabinet. she was accepted into several colleges: st. John’s University, hampton University, duquesne University, howard University, University of baltimore County, temple University, and University of Miami school of Music. this Fall nia will major in business with a music minor at howard University.
nia attributes her interest in jazz to her grandfather, the late legendary jazz saxophonist eddie harris. she is grateful to her parents, yvonne and Kenneth burnley, and her grandmother, sara harris, who always encourage her musical and academic pursuits. nia remarked that “participation in the FAMe programs enabled me to achieve advanced academic and artistic goals”.
William Porter Jr., Tenor Sax
william started playing the alto saxophone in the fourth grade and continued to play
throughout middle school where he participated in both school’s jazz bands and performed multiple solos and sang in the Gwynn Park Middle school’s After school Chorus. william auditioned to
attend benjamin Foulois Creative and Performing Arts and suitland high school Performing Arts schools. he participated in suitland’s Advanced band and Jazz bands. he was accepted into the Prince George’s County honor’s band program several times and advanced to the solo and ensemble Competitions for saxophone duets. william has a strong desire to play the saxophone at a high level.
william is an inaugural member of FAMe Jazz band Program. Although he auditioned with FAMe as an alto sax player, he started playing the tenor saxophone for FAMe in the tenth grade to fill a void in the band. each year william’s playing has grown by leaps and bounds. today he is a professional musician - commanding his instrument! william says that “it was the participation in FAMe’s many music programs that ignited my passion for jazz and helped me to pursue jazz instead of classical music”. william has recently graduated from suitland high school. during his time there he participated in multiple programs such as AP courses, ib courses, and the CvPA band program. he was accepted into berklee College of Music and will be attending the new school in new york, ny. william plans to receive a bachelor’s in jazz studies; then he plans to focus on writing, arranging, and performing music with his talented sister.

Mr. Stone assumed the position of Chief of Staff to newly elected County Executive Wayne K. Curry. He later went on to become the County’s Chief Administrative Officer. Mr. Stone currently serves as the Director of the County Council’s Public Safety and Fiscal Management Committee.
Mr. Stone has served on countless Boards and Commissions which include the Prince George’s County Planning Board, The Appointed School Board 2002 to 2006, the Democratic Central Committee and many others. Mr. Stone now serves as Chair of the Prince George’s County Community College Board of Trustees.
Known as a civic activist and Community Cheer leader, Mr. Stone serves on the Board of the Prince George’s Community Foundation, The Hillside Work Scholarship Connection and is a member of Leadership Greater Washington and Former Chair (2000). Mr. Stone is a member and Trustee of the First Baptist Church of Highland Park. He is widely known as Mr. Prince George’s.
Corporate Leadership Award Denise Rolark barnes
denise Rolark Barnes is the publisher of The Washington Informer, the award-winning weekly newspaper
serving the African American community in the Washington, D.C. metropolitan area. She is a second-generation publisher, succeeding her father, Dr. Calvin W. Rolark, who published
the first issue on October 16, 1964. Under Rolark Barnes’ leadership, The Washington Informer has expanded to an online publication. Additionally, produces a monthly issue-oriented special editions on topics including Homeownership, Financial Literacy, Sustainability and the Congressional Black Caucus Annual Legislative Conference issue, and recently launched WI Bridge, a monthly publication targeting millennials.
Rolark Barnes leads The Washington Informer Charities, a non-profit organization that promotes literacy and sponsors internship opportunities, writing competitions and scholarships for students interested in pursuing careers in journalism. The Washington Informer Charities is the official sponsor of the annual D.C. City-Wide Spelling Bee, and the Prince George’s Spelling Bee. Winners from both represent their respective jurisdictions in the annual Scripps National Spelling Bee. She is a dedicated community servant who has launched a variety of local initiatives serving underserved youth in the DC, Maryland and Virginia areas.
Rolark Barnes is chair emeritus of the National Newspaper Publishers Association – the Black Press of America. She serves on the boards of several local non-profits, community and municipal organizations, including the Washington Convention and Sports Authority (Events DC), the DC Martin Luther King Holiday Commission, the Maryland, Delaware, DC Press Association (MDDC), the Anacostia Waterfront Initiative, and Leadership Greater Washington. She is an inductee in the D.C. Hall of Fame, and a recipient of numerous awards including the Generous Heart Award presented by the Jack H. Olender Foundation.
Rolark Barnes is a graduate of Howard University where she received a BA degree in journalism and a JD degree from Howard University School of Law. She lives in the District of Columbia with her husband, Lafayette Barnes. They have two adult sons.
Government Leadership Award (State) Congressman Anthony brown
Congressman Anthony Brown was elected to his first term representing Maryland’s 4th Congressional District -
encompassing parts of Anne Arundel and Prince George’s Counties - on November 8, 2016 and was sworn in on January 3, 2017. Congressman
Brown serves on the House Armed Services Committee where he helps shape the policies to ensure we maintain the best-trained and best equipped military, make the right investments to fight 21st century threats, and keep our country strong and safe. Congressman Brown is also a member of the House Committee of Natural Resources working to ensure future generations of Marylanders enjoy a clean and healthy environment. He was also tapped by Democratic leaders to serve on the equally-divided House Committee on Ethics. The Ethics Committee interprets, investigates and enforces the House Code of Official Conduct and rules regarding gifts, financial disclosure and other activities of Members of Congress and employees. A retired Colonel in the United States Army Reserve, Congressman Brown’s military record spanned more than a quarter century as an aviator and JAG officer, during which time he graduated first in his flight class and received both Airborne and Air Assault qualifications. He was awarded the Legion of Merit for his distinguished military service. In 2004, he was deployed to Iraq, where he earned a Bronze Star and became one of the nation’s highest-ranking elected officials at that time to serve a tour of duty in that conflict.
In 1998, Congressman Brown was first elected to the Maryland House of Delegates to represent Prince George’s County. Recognized by his colleagues for his leadership, Congressman Brown rose quickly, serving as Vice Chair of the powerful House Judiciary Committee and, later, as Majority Whip. Congressman Brown made an even larger impact on Maryland during his eight years as Lt. Governor. He fought to increase investments in Maryland schools so that every child could receive a world-class education, protected victims of domestic violence, expanded health coverage to over 391,000 Marylanders, increased employment and health services to veterans, and spearheaded efforts to plan for and coordinate the arrival of 60,000 BRAC-related jobs to Maryland, including at Joint Base Andrews and Fort Meade.
Congressman Brown is a graduate of Harvard College and Harvard Law School. He and his wife Karmen are members of St. Joseph Catholic Church in Largo. They reside in Prince George’s County where they are raising their three children, Rebecca, Jonathan, and Anthony.
Government Leadership Award (Local) Howard Stone
howard Stone, Jr is a third generation Washingtonian who began working for Prince George’s County in 1976
and moved to the County in 1977. He began his career in Public service by working for the County Council, moved on to become
a Legislative Assistant to Congressman Steny Hoyer. He became the Director of the Counties Cable Commission, having written the enabling legislation for Cable Television to be franchised in the County. Mr. Stone went on the work on the staff of County Executive Parris Glendening. Mr. Stone worked as the Director of Development for Dimensions Health Care, and later served as the Head of Community Relations for the Metropolitan Washington Airports Authority. In 1994

debbi Jarvis and her team develop strategies around corporate goodwill in the communities served by Pepco
Holdings and its three operating utilities. She works closely with the region presidents for Pepco, Delmarva Power and Atlantic City
Electric. Based in Washington, D.C., Pepco Holdings employs more than 4,700 people, owns more than $16.1 billion in assets and generates approximately $4.8 billion in annual revenues. Pepco Holdings serves 2 million customers as the parent company of Pepco, an electric utility serving Washington, D.C., and suburban Maryland; Delmarva Power, an electric and gas utility serving Delaware and the rest of the Delmarva Peninsula; and Atlantic City Electric, an electric utility serving southern New Jersey. Pepco Holdings is a recently acquired subsidiary of Exelon Corporation, one of the nation’s leading energy services companies. Exelon is headquartered in Chicago and trades on the NYSE under the ticker EXC.
Ms. Jarvis previously served as Vice President of the award winning Corporate Communications team of Pepco Holdings, Inc. (PHI) and as PHI’s face and voice in radio and TV commercials for Pepco, Delmarva Power and Atlantic City Electric. Before joining PHI, she served as a news anchor and reporter with NBC4 in Washington.
Jarvis currently serves as Leadership Montgomery’s Board Chair. In 2013, Jarvis was appointed as Board Chair for the Boys & Girls Club of Greater Washington and served until 2016. She remains on the BGCGW Executive Committee. Jarvis served on the boards of several other charitable organizations in the Washington, D.C. area.
Jarvis graduated with a degree in International Business from Hope College in Holland, Michigan, and began her career in sales, marketing and advertising in the Midwest and along the East Coast before moving into broadcast news.
Education Leader of the Year AwardJudith A. Korey
Judith A. Korey, Professor of Music at the University of the District of Columbia, joined the faculty of the University’s
predecessor institution, Federal City College in 1972. She currently serves as the Music Program Coordinator in the Division of Arts
and Humanities, College of Arts and Sciences and previously acted as chairperson for the Department of Visual and Performing Arts. In addition to her administrative and teaching assignments, Ms. Korey is curator of the University’s acclaimed jazz research and resource center, the Felix E. Grant Jazz Archives. In 2016, the Felix E. Grant Jazz Archives was chosen by the Howard University Jazz Ensemble to receive the prestigious “Benny Golson Jazz Master Award.”
Professor Korey also coordinates the Music Program and JAZZAlive events calendars. Produced by the Jazz Studies program and the Felix E. Grant Jazz Archives, the JAZZAlive events series presents a diversity of jazz-related events year-round culminating with the Calvin Jones BIG BAND Jazz Festival, an annual event that has been overwhelmingly supported by area audiences since 1987. She has
worked collaboratively with UDC-TV to produce programming from JAZZAlive events that are broadcast regularly on the station.
In 2008 she was awarded the University of the District of Columbia’s Dr. Cleveland L. Dennard Service Award, which is presented to an individual who has demonstrated a long-term commitment of outstanding service to the University. In 2015 she received the Accomplishment in Leadership Award from the College of Arts and Sciences; the Pathmaker Leadership Award in 2016; and the 24th Annual Mayor’s Arts Award for Excellence in Service to the Arts; and the 2017 Jazz Heroes by the Jazz Journalists Association. Professor Korey is honored to serve on the Advisory Board for the Foundation for the Advancement of Music & Education (FAME).
Outstanding Community partner AwardGwendolyn Hubbard Lewis
Gwendolyn Hubbard Lewis is a proven leader, experienced manager, and a lifelong advocate for quality education.
She received a bachelor’s degree from the District of Columbia Teachers College in
1974, with a certification in secondary education. Later, she returned to the University of the District of Columbia (UDC), where she studied Information Systems and earned her master’s degree in Public Administration in 1988.
As an education leader, Gwen was twice elected to the Alexandria City Board of Education and served one term as its Vice Chair from 2002 to 2006. She is the founder of the Concerned Citizens Network of Alexandria, VA, (CCNA) and Executive Director of “Reach and Rise for Excellence” (RARE), an after-school enrichment program, which she developed to provide advocacy and support services for at-risk minority youth. She also has provided leadership to better integrate community and education services that help children, engage parents, and encourage cultural competence.
Gwen retired from the federal government with more than 30 years of exemplary service and was recognized many times for her outstanding management and leadership qualities. Most importantly, she managed the design and implementation of several major projects within the multi-million-dollar IRS tax administration system. She also developed curriculum used in distance learning partnerships with major universities for the Internal Revenue Service’s employee training programs and provided nationwide instruction to procurement personnel throughout the Federal system. Moreover, as a certified contracting officer in federal service, Gwen is distinguished as founder of the National Association of Black Procurement Professionals (NABPP) and she served as its Executive Director for six years.
Among her civic affiliations, Gwen has served as the deputy co-chair of the Alexandria Democratic Committee and served as an officer in the Alexandria Branch of the NAACP. Gwen was recently recognized as a “Living Legend” - a distinguished lifelong citizen of Alexandria, VA. She enjoys affiliation with the Alfred Street Baptist Church, the Arlington Chapter of the Links, Inc., and Alpha Kappa Alpha Sorority, Inc. As an alumni representative to the Board of Trustees, Gwen supports UDC programs and Board initiatives.

FAME Award of HonorLeon Dexter Rawlings
leon Rawlings is a professional musician/trombonist and founder of the band 76 Degrees West. The band’s debut single
“School Boy Crush,” was a radio favorite on D.C.’s 96.3 WHUR and charted on the Billboard “Bubbling Under” category in 2008. Leon has performed with Chuck Brown,
George Duke, Michael Henderson, The O-Jays, Harold Melvin’s Bluenotes, Tom Browne, Chanté Moore, Angie Stone, Eric Benét, Mandrill, Rasaan Patterson, Allyson Williams and Raheem DeVaughn, just to name a few.
He is a brass wind/trombone instructor with The Washington Jazz Arts Institute, founded by Davey Yarborough, and continues to serve as an instructor and advisor to FAME and its founder, A. Toni Lewis. He studied under the direction of the legendary Jazz Composer/Arranger Calvin Jones.
Leon is a native Washingtonian where he graduated from Shaw Jr. High and The Duke Ellington School of The Performing Arts H.S. He followed his passion for music by pursuing Music Production at the Berklee College of Music in Massachusetts, Sound Engineering at the Omega Recording Studios in Maryland, and graduated from the College of Arts and Sciences at The University of The District of Columbia with a Bachelor of Arts Music, Jazz Studies.
Leon is a dedicated mentor, family man, community supporter, and enjoys performing live music to bring peace and joy to all he encounters.
Transformational Leader AwardArtis G. Hampshire-Cowan, Esq.
Artis G. Hampshire-Cowan is founder and principal of Leveraged Leadership Group, LLC. She completed a 25-
year tenure at Howard University, which included serving as senior vice president and
secretary, chief operating officer, and acting president. A sought-after speaker and trainer, her specialties include organizational development, leadership, managing change and transition, diversity, board-CEO relationships, and board strategic development. Prior to serving as Howard University’s senior vice president, she served as secretary and vice president for human resource management. Artis was formerly a prosecutor in Philadelphia and relocated to Washington, D.C., to join the first administration of Mayor Marion S. Barry, Jr. As general counsel of RFK Stadium, she led the District’s negotiations with the Washington Redskins and subsequently joined Howard University while concurrently serving as special counsel to then County Executive Wayne Curry.
A lifetime member and past president of Leadership Greater Washington, Artis is a 2011 graduate of Leadership Maryland and director and former chair of The Community Foundation for Prince George’s County. She was honored by The Foundation with its 2010 Lifetime Achievement Award. She currently serves on the CareFirst Board of Directors, the Board of the Community Foundation for Greater Washington, the Teach for America D.C. Board and the Girl Scouts Advisory Council. She is a member of the International Women’s Forum; The Links, Incorporated; and Delta Sigma Theta Sorority, Incorporated and serves as Delta’s legal advisor.
She holds a certificate from Harvard University’s Graduate School of Education, Institute for Higher Education Management; is a graduate of Temple University Law Center and Morris Brown College (honors).
Outstanding Educator AwardLionel J. Harrell
lionel Harrell received his Bachelor of Science degree in Music Education from Bowie State University and a Master of
Science Degree in Administration and Supervision from Coppin State University. Mr. Harrell taught instrumental music in Prince George’s County for thirteen years before becoming the Instrumental
Music Supervisor in 2012.
Mr. Harrell is an accomplished trombonist and has performed at various major venues throughout the east coast with groups such as the O’Jays, Temptations, The Dells, and Peaches and Herb. In his spare time, Mr. Harrell plays with the Washington Redskins Marching Band, Heritage Trombone Quartet and various other musical community groups throughout the area.
Outstanding Educator AwardSteven Garrison
steven Garrison is a renown saxophonist in the DC Metropolitan area. Starting on his musical journey at the age of 7,
he started off as a pianist, performing for several recitals, concerts, and church events. It was at the age of 10 that Steven was given the opportunity to play the saxophone. His music
began forever changed from then on. At age 11, Steven began playing the saxophone and received private lessons under Roland Young. In addition, he was an active member of the school band. Under Young’s guidance Steven had started performing for various churches within the Maryland/DC Metropolitan Area as well as playing for both private and corporate engagements.
In the summers of 2006 and 2007 Steve has traveled to Japan where he was afforded the opportunity share his music in the Tokyo area. He has also been given the opportunity to share the stage with artist such as Trouble Funk, Chuck Brown, Chrisette Michele, Bootsy Collins, The Manhattans, Tank, Anthony Hamilton and many more. In 2011 Steven performed for President Barack Obama and the “First Family” at the Congressional Black Caucus.
Currently, Steven teaches in the Prince George’s County Public School System and at Bowie State University (BSU). He holds a bachelor’s degree in Music from BSU. Having already released his debut single, “All For You”, Steven is working on his debut album. In July 2017, Steven founded Steven Garrison Music, LLC which he uses to provide musical services such as performances, private lessons, composing, arranging, and master classes.
