Nancy Sherman, Board President

Dear Friends,

Feeding the hungry is an urgent job that affects all of us. At times, it can seem never-ending. But thanks to your help, The Food Bank is making a huge difference in the lives of hundreds of thousands of people in Western Massachusetts.

In the past year, The Food Bank continued to reach out to our neighbors in need of nutritious food, often on an emergency basis. We also provided vital information and education to the public, advocated for the hungry, and engaged school-age children, college students, and the business community in understanding food insecurity in our region. Similarly, we created volunteer partnerships to launch food drives and events that raised awareness and funds in support of our mission. With the help of Our Family Foundation/Stop & Shop and Citizens Bank, we launched our first Mobile Food Bank, a truck that—in just six months—delivered on a monthly basis a total of 127,646 pounds of healthy food to more than 14,800 people (including 6,372 children) in three underserved communities.

Despite these accomplishments, more work lies ahead. The challenges are clear: increasing demand for nutritious emergency food in the face of a changing supply of donated food; cuts to SNAP and other federal and state programs; the threat of climate-based disasters striking the most vulnerable; and a still-sluggish economy, job market and income growth. These and other challenges demand innovative solutions. We must evaluate and strengthen existing partnerships, collaborate with additional businesses and non-profits, augment our food sources, and expand alternative means of distribution like the Mobile Food Bank.

To address the challenges of the next five years, The Food Bank undertook a strategic planning process in 2013. After months of intensive analysis and discussion, the staff, the board of directors, and volunteers collaboratively produced a strategic plan that focuses on three key goals:

FEED our neighbors in need by providing more meals to more people more equitably

LEAD and engage the community to end hunger

STRENGTHEN the operations of The Food Bank and the emergency food network

Embedded in these three broad strategic goals are dozens of specific activities that will require the commitment and talents of the staff, the board, the community, and friends of The Food Bank like you. To feed our neighbors, we have pledged to distribute a million more meals annually by 2018 (up from 7.7 million meals in our fiscal year 2013 that ended September 30th). To lead our community, we will increase awareness and action among diverse members of the public. To strengthen The Food Bank and our region’s network of local emergency feeding partners, we will put in place effective and sustainable practices that will ensure our continuing success.

Our determination is strong and we rely on you as we advance our work. We are deeply grateful to our friends in all four counties of Western Massachusetts. Thank you for all you’ve done and for your commitment to The Food Bank’s mission.

FEED, LEAD, STRENGTHEN

Overview

While the need for food assistance remains at an all time high, The Food Bank of

Western Massachusetts is reaching more people than ever before. We are also laying

the groundwork so that fewer people need assistance in the future. In 2013, The Food

Bank developed a new strategic plan.

Feed, Lead, Strengthen

Feed our neighbors in need by providing more meals to more people more equitably

Lead and engage the community to end hunger

Strengthen The Food Bank and the emergency food network to operate responsibly,

effectively, safely and sustainably

Through these strategies, The Food Bank is expanding our reach, providing healthy

food and hope to the thousands of people in Western Massachusetts who face

hunger on any given day.

EMERGENCY FOOD

Network

Our region’s emergency food network is comprised of The Food Bank and nearly 300

partner feeding programs. These programs are meal sites (or soup kitchens), pantries,

shelters and other similar programs run by nonprofit organizations that provide

food assistance and are often staffed solely by volunteers. These organizations are

witnessing more households rely on food assistance and for longer periods of time

while their limited resources are exhausted on other critical living expenses such as

housing, medical bills and utilities.

In 2013, The Food Bank distributed 8.1 million pounds of food to food insecure

families throughout Western Massachusetts. Our primary charge is to acquire

large quantities of food from multiple sources, including both federal and state

governments, to store it in our 30,000 square foot headquarters, then to distribute

food through the emergency food network.

With the record number of visits to the emergency food network, our partners are

feeling the strain of keeping up with the demand for food assistance. This is why The

Food Bank is committed to building the capacity of the network. Hosting conferences

and workshops, coordinating networking meetings, and awarding grants and

incentive credits, will help bolster the feeding programs serving our most vulnerable

populations at risk of food insecurity.

However, meal gaps persist when people cannot access food for a myriad of reasons

including lack of transportation, limited days, times and locations that current feeding

programs are open, and lack of appropriate storage for highly nutritious food (often

perishable) at many local programs. To help close this gap, we are distributing food

directly to our community’s most vulnerable through programs such as our Brown

Bag: Food for Elders and our newest initiative, the Mobile Food Bank, which was

launched July 2013 to serve areas with the highest childhood hunger rates.

SERVING

Individuals

The Food Bank offers a number of programs and services throughout Western

Massachusetts to assist individuals and families in obtaining healthy food.

Brown Bag: Food for Elders

The Food Bank delivers free bags of groceries once a month to seniors, at 45 sites

across the region. The food items are specifically selected to meet the special dietary

needs of elders—low in sugar and salt, and high in the nutrients elders need. It is the

area’s largest direct-to-client emergency feeding program, serving annually 8,437 of

our community’s elders.

SNAP Outreach and Enrollment

The Supplemental Nutrition Assistance Program (formerly food stamps) is a vital resource

for many households to purchase food. The Food Bank conducts SNAP outreach and

enrollment at a number of community sites around the region. Staff and volunteers

screen people for eligibility and assist them throughout the SNAP application

process. In 2013, we assisted 997 individuals to apply for SNAP. Of those applicants,

632 received monthly benefits totaling nearly $150,000 over a twelve-month period.

Nutrition

The Nutrition team at The Food Bank conducts free nutrition outreach to staff and

participants of our local partners. We teach clients that eating healthy meals doesn’t

have to cost more money than processed convenience food. In 2013, we led 33

workshops for 493 individuals on home cooking, smart shopping and meal-planning

tips for long-term healthy eating habits.

Page 11: The Food Bank of Western Massachusetts 2013 Annual Report

FACT: In 2013, our Mobile Food Bank served 3,871 families.

Mobile Food Bank

Many areas throughout our country have been identified as food deserts—areas where people don’t have access to fresh, healthy

and affordable foods. Food deserts often lack full-line grocery stores and adequate public transportation. Reduced access to fresh

food contributes to a poor diet and can lead to obesity and diet-related chronic diseases, such as diabetes and heart disease.

In early 2013, The Food Bank identified several food deserts in areas with high rates of child hunger right here in Western

Massachusetts, including Springfield, Holyoke and Ware. We worked with community partners to plan an approach to provide

healthy food for children in these urban and rural areas of our region.

In July 2013, we launched our pilot Mobile Food Bank. A delivery truck full of fresh and non-perishable groceries is sent from our

warehouse directly to four community sites at a prescheduled time once or twice a month. Community volunteers distribute the

food to residents. At each site, hundreds of people line up (regardless of weather conditions) to receive supplemental food for their

entire family. Feedback to date has been very positive. Residents are extremely grateful and appreciative, as it provides assurance

that they will have healthy food to feed their kids.

Funding for The Mobile Food Bank was secured through a $54,000 planning grant from Our Family Foundation by Stop & Shop.

The overwhelming success of the pilot program convinced Our Family Foundation to award us an additional $160,000 to expand

the program to a total of 10 sites, as well as acquire a new truck. Citizens Bank also invested $50,000 to expand this effort. As this

innovative program continues to grow, it allows us to better serve our community and feed our neighbors in need.

Pictured above: Volunteers at our Mobile Food Bank hand out fresh and non-perishable groceries directly to the community.

ACTION AND

Advocacy

The Food Bank relies on both state and federal funds to provide us with

approximately 55% of our food and essential operating support. We are the backbone

of our region’s network that provides food assistance to more than 200,000 people in

Western Massachusetts facing hunger. For this reason, we lead the community to

advocate for change, bring issues of hunger to the forefront, and empower the

community to take action and support solutions. It is vital that we communicate with

our elected officials whose decisions impact the health and vitality of our community.

10 The Food Bank of Western Massachusetts FY2013 Annual Report, October 1, 2012–September 30, 2013

Page 13: The Food Bank of Western Massachusetts 2013 Annual Report

Throughout 2013, we continuously contacted state and

federal legislators, urging them to increase funding for state

and federal emergency food assistance as well as SNAP.

We mobilized the public through advocacy alerts, identifying

opportunities to communicate with government officials. Our

alerts instructed people to take a specific action at a critical

time to ensure the effectiveness of our message.

The Food Bank hosted three Western Massachusetts SNAP

coalition meetings that included our community partners,

representatives from the Mass. Department of Transitional

Assistance, U.S. Department of Agriculture, and legislative

staff. The meetings provided a forum in which to share

information and discuss action steps to influence state and

federal policy.

We held a series of advocacy workshops for our partners in the

emergency food network. The workshops provided resources

and tools for our local partners to engage and empower their

clients to effectively communicate a message to legislators

concerning issues surrounding hunger.

In FY2014 and beyond, The Food Bank will continue to

advocate for increased state and federal food assistance,

allowing us to purchase more food, enroll more individuals to

receive SNAP benefits, and feed more hungry people. In

addition, we are urging Congress to support a bill to expand

federal tax incentives for donated foods in order to maximize

food donations.

THE POWER OF

Education

The Food Bank’s education program engages youth across the region, from

elementary to college students, to motivate them to make a difference in the lives

of those around them. Students learn the value of volunteering and the power of

working together to support our neighbors in need. In 2013, more than 2,300 youth

throughout Western Massachusetts (a 29% increase over the previous year) took

action against hunger by participating in one of the following programs:

Youth Against Hunger!

Our Youth Against Hunger! (YAH!) program offers K-12 students age-appropriate

curricula designed to meet the Massachusetts Common Core and State Standards,

allowing teachers to easily incorporate YAH! lessons into their normal teaching

activities.

Food Bank Visits

Youth groups tour The Food Bank facilities to learn where our food comes from, how

we process it for distribution, where it ends up, and the role of The Food Bank in the

emergency food network. Students learn the scope of food insecurity facing Western

Massachusetts’ residents.

Food/Fund Drives

Our Food Drive Toolkit to empowers youth to start a food drive and includes suggestions

on how to make a food or fund drive into a fun, creative and successful event.

Hunger Champions

Hunger Champions is a community service learning program. Youth work with Food

Bank staff to identify a need in their community, create a plan of action to address it

and recruit volunteers to execute it. Hunger Champions are highly motivated youth

looking for an ambitious project to make a difference in their community.

Hunger Action Month (HAM)

In September, The Food Bank united with Feeding America and 200 other food banks nationwide to raise

awareness of hunger in our country and urge individuals to take action. HAM is a growing movement

that has a real and lasting impact on our mission to feed our neighbors in need and lead the community

to end hunger.

We outlined an entire month of small, but effective, actions that comprised the “30 Ways in 30 Days”

To Fight Hunger calendar. These small actions, when completed in large numbers, had a tangible and

lasting impact to raise awareness of hunger. Actions were as simple as changing your profile on social

media, calling a state representative to say ‘thank you,’ or donating some non-perishable food items to

The Food Bank.

Fork It Over For Food

This unique campaign had local restaurants and eateries join forces with The Food Bank to rally their

customers around a common cause. When diners visited these restaurants, they had the opportunity to

make small donations to The Food Bank when their dining check arrived. We were very excited to see

such a tremendous response from the community this year, as the campaign raised $8,880.

First Annual Family Volunteer Day

Our first Family Volunteer Day was an outstanding success. More than 75 people (from elementary

students to senior citizens) visited our facility in Hatfield for a number of activities, including nutrition

demonstrations, produce sorting, brown bag decoration and other educational activities. It served as a

great way for families to learn about the causes and effects of hunger in our community, and how The

Food Bank addresses them. With a number of volunteer opportunities available, everyone can contribute

to our efforts.

On September 29, The Food Bank held its third

annual Will Bike 4 Food (WB4F) cycling event.

With each passing year, WB4F continues to

grow into one of the area’s premier fundraising

events. Not only is it a great way to support

The Food Bank, it’s also a fun, family-friendly

activity. All you need is a bicycle and a helmet

to enjoy the scenic ride through the Pioneer

Valley in autumn. In 2013, a record 250 cyclists

(comprised of individuals, corporate teams and

other community groups) of all ages and abilities

participated to raise more than $65,000 to help

fight hunger in our community.

donors

On December 12, 2012, The Community Foundation of

Western Massachusetts sponsored the first-ever Valley

Gives Day. This one-of-a-kind philanthropic event joined

together residents and supporters from Franklin, Hampden

and Hampshire counties in a special 24-hour online

campaign to make gifts to their favorite charities. Hundreds

of local non-profit organizations, including The Food

Bank of Western Massachusetts, participated to receive

mission-critical funds to support their efforts.

The outpouring of generosity from the Pioneer Valley

community helped make this event a tremendous success.

Through this campaign, The Food Bank received more than

$61,000 from contributing donors. In addition, we were

awarded a number of bonus prizes for finishing as one of

the more highly donated-to organizations.

The success of the first Valley Gives Day led to increased

participation and donors in the 2013 event. As the campaign

continues to grow in our community, The Food Bank is

exceedingly grateful for the generosity and support that

we continue to receive from the residents of Western

Massachusetts.
