History
BIMP-EAGA was formally launch on 14
March 1994 during the occasion of the
Inaugural Senior Officials and Ministers
Meetings (SOM/MM) in Davao City,
Philippines.
This sub-regional economic cooperation is a
key strategy of the participating governments
to promote socio-economic development in
their less developed and more remote
territories
Composition
It comprises the entire sultanate of Brunei
Darussalam; the provinces of Kalimantan,
Sulawesi, Maluku and Irian Jaya in Indonesia;
the states of Sabah and Sarawak and the
federal territory of Labuan in Malaysia and
the island of Mindanao and the province of
Palawan in the Philippines
BIMP-EAGA Roadmap to
Development (2006-2010)
Increase intra- and extra-trade among EAGA focus areas by 10% by 2010;
Increase investments in the EAGA subregion by 10% by 2010; and
Increase tourism movement in the EAGA subregion by 20% by 2010.
Ultimate Goal: Narrow the development gap across and within the EAGA member countries as well as across the ASEAN-6 countries
Targets:
Immediate Goal: Increase trade, investments and tourism within EAGA

SOM / MM
SOM / MM is the highest decision-making body
It is the venue for formally reporting progress of implementation of sub-regional cooperation measures / programmes and discussion of high-level implementation issues as well as matters to be brought to the attention of EAGA Leaders
Informal SOM (ISOM) is the venue for more informal problem-solving and decision-making especially for EAGA issues that need urgent attention in between SOM/MMs
Clusters
The Clusters serves as the coordinator and
facilitator of implementation of sub-regional
cooperation measures / programmes in their
respective priority sectors
The Clusters comprise of public agencies and
private sector organizations of member
countries involved in the implementation of
priority projects and activities under the
cooperation measures / programmes

There are four Clusters:-
Transport, Infrastructure and ICT
Development (TIICTD) Cluster (Chaired by
Brunei Darussalam)
Natural Resources Development (NRD)
Cluster (Chaired by Indonesia)
Joint Tourism Development (JTD) Cluster
(Chaired by Malaysia)
Small & Medium Enterprises Development
(SMED) Cluster (Chaired by the Philippines)

(CIQS) Task Force (Chaired by the Philippines)
BIMP-EAGA Facilitation Centre
The BIMP-EAGA Facilitation Centre serves
as the secretariat to SOM / MM as well as
coordinator and facilitator of sub-regional
public sector activities in BIMP-EAGA
National Secretariats
The National Secretariat of each member
country serves as the secretariat and
coordinator for all in-country public sector
EAGA-related activities
BIMP-EAGA Business Council (BEBC)
BEBC is the representative of the BIMP-
EAGA private sector and is accorded 5th
country status at the SOM
The BEBC Secretariat is the private sector
counterpart of BIMP-FC
The BEBC In-Country Focal Organizations
are counterpart of the National Secretariats in
the member countries

Development Partners help to mobilize its
resources to implement cooperation
measures / programmes to expand trade,
investment and tourism with BIMP-EAGA
BIMP-EAGA currently has two Development
Partners:-

Multilateral Partner Organizations
Multilateral partner organizations provide advisory services and technical guidance as well as help to mobilize its resources to support EAGA development activities
BIMP-EAGA currently has three important multilateral partner organizations :-
Asian Development Bank (ADB) (is also BIMP-EAGA’s Regional Cooperation Advisor)
ASEAN Secretariat
German Technical Cooperation Agency (GTZ)
1. The Lead Country of the CIQS Task Force is the
Philippines.
2. The champion of Quarantine Sector is Indonesia.
3. With the assistance of Development Partners and/or
Multilateral Partner Organizations :
(a) Conduct of training among quarantine officers
and professionals in the sub-region;
(b) Conduct of Public Awareness Programs for
key stakeholders in each Member Countries;
(c) Construction and/or upgrading of quarantine
facilities in ports with no quarantine facilities;

(d) Compilation, consolidation and dissemination of
quarantine information of Member Countries to
BIMP-EAGA stakeholders using the BIMP-EAGA
official website (by December 2006); and
(e) Completion of the BIMP-EAGA CIQS Primer to
disseminate CIQS Information to BIMP-EAGA
Stakeholders (to also include Customs,
Immigration and Security) (by December 2006).
4. Indonesia and Malaysia will hyper-link their CIQS
agencies websites to the BIMP-EAGA website by
September 2006.
