Change: A great societal challenge Recognised by EU and UN (SDG and COP21)
FACCE-JPI achievements since the start in 2010
1.FACCE-JPI Common Vision (2012) and Strategic Research Agenda (2012) -Update of the Strategic Research Agenda (Nov. 2015) 2. The First Biennial Implementation Plan (2014-2015 ) The Second Implementation Plan ( 2016-2018) Implementation Instruments: Knowledge Hubs, Knowledge Networks, Thematic Annual Progamming, ERA-NETs, Interaction with existing European and international initiatives including other JPI´s and exploratory workshops. The Implementation Plans are based on on a very structured and analytical approach (e.g. mapping meetings) and with a deep involvement of the SAB and StAB.

FACCE-JPI experience with ERA-NETs
• Building the ERA is a key objective of the JPI´s. To achieve that fostering synergies between MS and between MS and H2020 is needed. The ERA-NET instrument is a relatively easy way of putting in place calls. Moreover JPIs can serve as a structuring element.
• FACCE benefitted of having many GB- members involved in relevant ERA-NETs. There was good constructive dialogue from the beginning. Existing ERA-NETs could see the advantage of linking to FACCE and having a more strategic
longer run approach. • ERA-NETs are proven instruments that are appreciated by MS and are cost-
efficient. • The steps for running an ERA-NET are based on well-known processes for
running a call that funding agencies know well.

• FACCE had the advantage of having a close cooperation with the SCAR Committee and the EC in developing new ERA-NET topics in H2020
• The ERA-NET cofund instrument is appropriate to invest in new research topics and for aligning. FACCE has taken that opportunity.
• FACCE-JPI has been involved in developing five ERA-NET cofunds and one ERA-NET Plus

Difficulties
• The portfolio of ERA-NETs within FACCE requires a strong
commitment from the MS funders • Too little commitment means risk of competition among
different initiatives and that countries are not able to commit funding to all of them
• Human resources are being stretched (the same people are in practice working for several ERA-NETs and JPI´s)
• The ERA-NET Cofund is still an administratively heavy instrument.

Conclusion
• FACCE-JPI has benefitted from connecting with existing ERA-NETS and being in a position to develop topics for new ERA-NETs
• Without the ERA-NET instrument FACCE would not be where we are today
• ERA-NETs are an easy way of linking JPI´s (JPI WATER, JPI HDHL) • ERA-NETs are an easy way linking to the world outside Europe
(Open to the World) • JPI´s are about finding common solutions for coping with the
grand challenges and urgent policy issues in Europe. That has to be recognised outside DG-RTD and by MS

Conclusion
• JPI´s can turn challenges into sustainable solutions and business opportunities (climate change)
• Coordination and synergies between the many different partnering initiatives (P2Ps and PPPs) is needed
• Coordination and networking is crucial for the JPI´s. In the future EC funding should facilitate other types of joint actions than joint calls (e.g. institutional funding (in kind ERA-NETs), CSA´s, EJP cofunds…)
• The potential in Joint Programing hasn´t been reached. That requires high level support from MS and the EC.
