The Republic of Tajik in the transport sector has concluded 44
contracts with countries Soviet Union and 7 countries in Central Asia
and Europe.
Also, 9 international conventions of transport were adopted,
including 12 agreements in the field of international cargo
transportation.
It can be said that all important international law standards are
adopted in transport legislation of Republic of Tajikistan.

Overview Requirements of Rule
- This Rule determines the procedure for passing vehicles on roads with loads anddimensions exceeding the established standards and payment for excess masses, loads anddimensions;
- The requirement of the Rules is observed by all owners and users of vehicles, regardlessof ownership. If international legal acts ratified by the Republic of Tajikistan provide forother requirements, these requirements are used and complied with;
- The movement of vehicles with heavy and inseparable loads that exceed establishedstandards, is carried out with a special permit. Special permits are issued by bodies of theState Service for Supervision and Regulation in the field of transport of the Ministry ofTransport of the Republic of Tajikistan after making payment to the republican budget;
- The route of movement of vehicles with heavy and non-separable goods in excess ofestablished standards is agreed with the owners of roads and road structures located onthis route, as well as with the bodies of the State Service for Supervision and Regulationin the field of transport;
- The list of roads for which the passage of heavy and large-sized vehicles is permitted, isestablished by the Ministry of Transport;

For the pass on the roads of vehicles with loads and dimensions exceeding the
established standards, the payment of damage compensation is charged as
follows:
- for excess of the total actual mass of vehicles over the allowed;- for the excess of the total actual axial load over the permissible;- for exceeding the size of vehicles over the allowed.
Vehicles are checked for compliance with weight, load and dimensions in accordance with established standards by the State Service for Supervision and Regulation on the field of transport of the Ministry of Transport at control points. The checkpoints are organized on the access roads of the regions, cities and districts of the republic and state border crossings and are equipped with the necessary equipment to conduct an inspection.

State Service activities
State Service covers the supervision of compliance with the rules for all licensed services in the transport complex in Tajikistan for all its segments.
In the context of weighing and measuring of vehicles State Service (GOSSLUZHBA) carried out the following activities:
Issuing licenses for design and construction activities on the road
Issuing licenses for maintenance and repairing of roads
Issuing special permissions for oversized transports and the organization of this ones
Issuing weighing and measuring certificates for vehicles
Administration and maintenance of the register of issued certificates
Also, the State Service has the right to carry out inspections of vehicles in international transport terminals

Future action plan
1. Automatic intelligent weighing systems (HS WIM, LS WIM) represents completely new brandof technologies which can be implemented on Tajik roads.
The Authority for weight control vehicles staff in Tajikistan has no experience to handle withthis kind of technology, however the MOT of Tajikistan has plan pilot project use above mentionsystem.
MOT is planning to establish a centralized control center which will collect, store, preserve andprocess traffic data obtained from the field. .Central Control system provides the following controlof the traffic process on basis of logic dependences between inputs, commands and responses of thesystem.
Opportunities
Distributed network of unattended weighing points on international roads backbone of the system
Gathering of reliable complex data - number plate recognition, vehicle class, weight, load, length,width, height, chassis geometry, traffic intensity, traffic flow composition, speed, etc.
Increasing the efficiency of vehicle weighing, zero “Human factor”
