What is the EU Compass?
• The EU Compass is a project commissioned by the European Commission (DG SANTE and CHAFEA).
• Implemented by a consortium led by the Trimbos Institute together with the NOVA University of Lisbon, the Finnish Association for Mental Health and EuroHealthNet
• under the supervision and in close cooperation with the Group of Governmental Experts on Mental Health and Well-being.
Is a web-based mechanism used to:
Collect, Exchange and Analyse information on policy and activities in mental health
Builds on the European Framework for Action on Mental Health and Well-being
What is the EU Compass?
EU Framework for Action on MH and Well-being
An outcome of the The Joint Action
Supports national governments to:
review their policies
share experiences in improving policy efficiency and effectiveness through innovative approaches
taking into account specific needs at local, regional and national level.
It also provides guidance for the review and development of the EU’s own policies
What are the EU-Compass main aims?
Establish a platform to monitor policies and activities in the field of mental health and well-being by Member States and non-governmental stakeholders
to undertake action to disseminate the European Framework for Action on Mental Health and Well-being resulting from the Joint Action
Further the mental health agenda in EU Member States and promote policy dialogue and commitment for it

The EU-Compass focuses on 7 priority areas:
1. preventing depression & promoting resilience (2016)
2. better access to mental health services (2016)
3. mental health at work (2017)
4. mental health in schools (2017)
5. preventing suicide (2017)
6. providing community-based mental health services (2018)
7. developing integrated governance approaches (2018)
How it will achieve this:
The establishment of a platform to monitor policies and activities in the field of mental health and well-being by EU Member States and non-governmental stakeholders
Identifying and disseminating European good practices through database and brochures
Preparing and organizing three annual reports and forum events
Organizing national mental health workshops in each Member State, Iceland, and Norway
Preparing scientific reports which will form the basis of a European consensus paper on each of the seven priority areas of the Compass
Thematic scientific and consensus papers, annual progress reports & good practices collection

4) Mental health of young people
5) Providing community-based mental health services;
6) Preventing suicide;

What does the data gathered so far tell us?
1st annual report (2016)
Legislative activities occurred in more than half of the EU Member States
Prominently on the themes of (compulsory) admission to services, long term care, and the integration of Convention on the Rights of Persons with Disabilities (CRPD) concepts in legislation
More than 80% of Member States updated and/or created new mental health strategies and programmes
• More than 70% of Member States indicated developments in the involvement of patients, families, and non-governmental organisations in mental health policy development and care.
• Monitoring the mental health status of the population was reported in many EU Member States (through means of national
health surveys, research in specific population groups, cross-sectional and longitudinal studies, municipal studies, and suicide case registry systems).

Activities in prevention and promotion were mainly focused on:
• Improving detection and referral of patients to mental health care providers
• Provision of support tools to families or high risk groups to build resilience and reduce stress
• Collaborative work with educational and labour sectors to raise awareness and improve screening
• Self-management tools, in the field of e-mental health, were less frequently developed by EU Member States

Significant progress was made by MS towards some of the objectives of the European Pact and the Framework for Action
Innovative comprehensive developments in:
– Promotion and prevention
– Reorganisation of services
– Policy
– Funding
Particularly evident in the Nordic countries, the UK and the Netherlands.
