Residents are reminded that they can drop off
their Christmas tree at one of the City’s
“Christmas Tree Recycling” areas located
behind the Lemmer Elementary School off 8th
Avenue South and behind the bandshell in
Ludington Park.
Trees must be free from decorations, wire and
lights. Wreathes and garland will not be
accepted. Trees will be recycled at the Delta
County Compost site.

Another successful year!
Shop with a Cop has been running for the last 19 years and proved positive again on Saturday
December 10th. The Shop with a Cop program gives underprivileged K-7th grade students in Delta
County a chance to go shopping for Christmas presents with officers from the Escanaba Department
of Public Safety, Delta County Sheriff’s Office, Michigan State Police and Gladstone Department of
Public Safety as well as many additional volunteers. Many times you’ll find the officers entire family
assisting during the event. Each year the Delta County Sheriff’s Office has coordinated the event
locally.
The children are nominated to participate in the
Shop with a Cop program by referrals from area
school personnel. They are given a ride to the
Walmart Supercenter in Escanaba, in either a fire
truck or police car and are then paired with a
police officer and/or a community volunteer. The
children are allocated with a certain amount of
money. Many of the children that participate in
this program focus on buying presents for their
parents and siblings, which is always very heart-
warming to see. The children then enjoy lunch at
McDonalds and the gifts are wrapped by the Delta
County Jaycees.
The purpose of the Shop with a Cop event is to foster positive relationships between area youth and
officers. It’s no secret that this has been a troubling year nationwide for law enforcement’s “image”
and programs like this certainly help foster the positive relations we yearn for.
Each year this event is made possible because of the generosity of our community.

THE CITY OF ESCANABA KNOWS HOW TO RING IN THE NEW YEAR
Three major community events were held on New Year’s Eve
A New Year’s Eve Party was held at the Catherine Bonifas Civic Center from 5:00 p.m. to 8:30 p.m.,
where food and games were provided free of charge
Fireworks were shot from the Municipal Dock at 9:00 p.m.
The 4th Annual Pasty Drop took place at Midnight. Many City of Escanaba Residents and Visitors
came down to Center Court to celebrate the changing of the New Year by counting down the
seconds as the large Pasty (made of wire and lights) was lowered from a crane. Door Prizes were
handed out, Games were played, hot chocolate, cookies and pasties were also made available.
After the Pasty Dropped, many revelers took a commemorative picture with the pasty to
memorialize the event.

WINTER PARKING REGULATIONS
In order to better the flow of traffic, to ease the parking situation and
expedite the movement of fire equipment and emergency vehicles during
the months of December, January, February, March, IT IS HEREBY
ORDERED that parking will be restricted to one side of every street and
avenue within the confines of the City from 7:00 a.m. until 2:00 a.m.,
during the months of December, January, February and March, in the City
of Escanaba in accordance with the schedule listed below:
Parking will be allowed only on the west side of all streets.
Parking will be allowed only on the north side of all avenues.
No vehicle shall be parked for a period longer than one half-hour on any street or avenue
within the confines of the City between the hours of 2:00 a.m. and 7:00 a.m. unless otherwise
indicated by signage during the months of December, January, February and March of each
year.
On Ludington Street and the 100 blocks off Ludington Street, parking will be allowed on both
sides of the street with the exception of South 15th Street, South 16th Street, South 17th
Street, South 18th Street, South 19th Street and South 22nd Street.
Parking will be allowed on the east side of the street in the following business districts: 200,
300, 400, 500, 600 and 700 blocks of Stephenson Avenue and the 1400, 1500, and 1600
blocks of Sheridan Road.
Parking will be allowed overnight, on both sides of the street, in the 200 block of Ludington
Street.
Parking will be allowed overnight within the median of the 100 block of South 3rd Street.
Parking will be allowed overnight in the 100 block of South 5th Street, on the west side of the
street, pursuant to a permit issued by the City Clerk’s Office.
The issuance of a traffic ticket or notice of violation by a public safety officer in the City shall
be deemed an allegation of a parking violation as herein provided.
These parking regulations will be in effect through March of 2017.
The Public Safety Department suggests that you clip this notice and keep it in your automobile.
They ask for your continued cooperation in this attempt to promote public safety.

TIPS TO KEEP YOUR WATER FLOWING IN THE EXTREME COLD WEATHER
Check basements and crawl spaces for drafts.
Check plumbing close to a vent or window.
Turn on or install heat tape on plumbing which is exposed to the cold.
Disconnect garden hoses from outside faucets.
Avoid parking or driving over your incoming water line.
It’s best to pile snow over your service line and sewer lateral to provide
more insulation form the cold.
Keep an eye out for rusty water; this is a sign of a pipe freezing.
If your water reaches a temperature below 34 degrees, your line may
be subject to freezing.
Have your sewer lateral cleaned to insure no obstructions are present
that may slow the flow.
Use more water to flush solids to the main, today’s low flow toilets do
not provide enough flow.
Do not flush sanitary wipes into the sanitary sewer, they will slow the flow and create a plug downstream.
Grease will solidify very quickly in a cold sewer line, which may eventually create a plug.
Clear your sewer vent on your house, a plugged vent will not allow your sewer to breath and will restrict the
flow.
Most importantly, please check on a neighbor that may need a helping hand.

if you have any water related problems.

Distribution Lead Worker on December 19, 2016. Jody has been with the
City since June of 2013.

CITY OF ESCANABA - JOB OPENING
CITY MANAGER POSITION
The City of Escanaba, Michigan, population 12,529 is looking for a city manager to serve as its Chief
Administrative Officer and oversee a $31 million operating budget in a 12 square-mile community,
located in the Upper Peninsula of Michigan.
This position is responsible to the Escanaba City Council for the administration of all city affairs and
operations placed in the City Manager’s charge. The city is looking for a replacement for long-time City
Manager James V. O’Toole, who is scheduled to retire in March 2017. Mr. O’Toole has been the City
Manager for the past 10 years.
The City Manager is responsible for assuring that critical services are provided in an effective and
efficient manner providing the highest value possible. This includes a responsibility to citizens, business
owners and employees in the city that infrastructure is maintained, that capital assets required for
operation are in safe condition, and that personnel policies are abided by. A Bachelor’s degree in public
administration, business management, political science, finance or related fields and five to 10 years of
relevant experience, or an equivalent combination of experience and education is desired. The successful
candidate must possess a broad base of skills in municipal operations, be a highly skilled communicator
and collaborator, and able to listen and integrate criticism, while working to resolve conflict. The city
seeks an individual with proven success in keeping up with current trends and bringing innovative ideas
forward, as well as a demonstrated commitment to diversity, equity and inclusion.
The city will offer a competitive salary and benefit package depending on qualifications, experience, and
negotiations. City residency is strongly desired by the City Council.

HERO PROGRAM
Officer Tabitha Marchese of Escanaba Department of Public Safety has implemented a new program with the Escanaba Area Schools. The Hero program is based on doing good for
others. Examples could be playing or eating with someone that eats alone, helping a teacher or their peer pick up, helping a fellow student with an assignment and many more.
The children "caught" will be given a ticket when they are seen helping someone and the ticket
will be placed in a bucket for a drawing. Once a month a drawing is held and two tickets are chosen. One child will get to ride to school in a fire truck and another child will have lunch with
a police officer.
Both children will be given a back pack with educational and Public Safety souvenirs donated by community businesses.

Volunteer
ANGEL Program To help reduce drug addiction in Delta County, MI, the Escanaba Department of Public Safety is
changing the way it handles addicts who request help with their addiction to opiates such as
buprenorphine, suboxone, subutex, morphine, heroin, fentanyl, oxycodone as found in OxyContin®,
Percocet®, and Percodan®, and hydrocodone as found in Vicodin®. There are many resources
available to help with this disease, but many people do not know how to access these services. With
strong community support, Public Safety will be adopting the following policy to address the needs of
any person who comes to the department requesting help with their opiate addiction.
Any person who enters the police department and requests help with their addiction to Schedule I, II,
III, IV, controlled substances will be immediately screened into the ANGEL program. If such a person
who has requested help with their addiction is in possession of drugs or their drug equipment
(needles, etc.), they will not be charged.

ESCANABA PUBLIC SAFETY RIDE-ALONG PROGRAM By: Rob LaMarche, Escanaba Public Safety Director
The City of Escanaba Department of Public Safety is pleased to offer a Ride-Along program for citizens. A Ride-Along program gives citizens a unique opportunity to learn about the daily challenges and risks that officers face while protecting the community. Citizens will also get an “inside” view of how officers serve the citizens of Escanaba. Additionally, citizens get to interact with a uniformed officer and ask questions, discuss issues and voice concerns.
Anyone interested in participating in the Escanaba Department of Public Safety’s Ride Along Program must abide by the following rules:
RULES OF THE ROAD Rider must be at least 18 years of age.
A criminal history check will be run on the participant. The participant must have no felony and must be free of any serious misdemeanor convictions which are considered unacceptable by the Director of Public Safety. The Director and/or Command Staff reserves the right to refuse a citizen’s request without cause.
Participant must complete a ride along packet and return it to the Department of Public Safety within a minimum of seventy-two hours prior to the requested date of the ride-along.
Participation may be limited to a maximum of two four-hour sessions, within a six month period.
No participant will act as a police/fire agent in any manner.
While participating in the ride-along, no participant is allowed entry into a residence or any other location where a reasonable expectation of privacy exists.
No weapons such as firearms, batons, O.C. Spray, etc., will be carried by a ride-along participant.
Rider must wear appropriate attire which is business casual and reflects good taste.
Approval to the ride along will be denied if the participant has been drinking.
Interested people are asked to contact the Department of Public Safety at 786-5911 so that a ride can be scheduled.

City of Escanaba residents are invited to participate in the process of the City of Escanaba government.
One of the most effective ways to participate is through service on one of the City’s citizen boards,
commissions or committees. Through these services, civic minded citizens become involved in their
local government and make recommendations to the Escanaba City Council. As a result, the City
benefits from the vast knowledge, experience and expertise of its citizens.
Board and Commission Member positions are all voluntary and are appointed by the Mayor, with the
consensus of City Council. Once appointed, the time commitment for each board/commission varies,
some meet on a regular schedule, others on an as needed basis. Preparation for some meetings may
require additional time obligations. Once committed, your attendance at all regularly scheduled
meetings is critical.
How to apply for Boards, Commissions and Committee Appointment:
Board, Commission and Committee members are appointed by the Mayor with the consensus of the
Escanaba City Council.
To apply:
1. Review the list of preferences and areas of interest and determine your top choices. Every effort
will be made to accommodate your first preference, but vacancies vary and demand for some
boards may be higher than others.
2. Complete the required Boards and Commissions Application Form online or mail/fax it, along with

3. As vacancies occur, applications are reviewed.
4. All members of boards, commissions and committees must be residents of the City of Escanaba,

serve more than two full, consecutive terms and are expected to attend all regular and special
meetings.

BOARDS AND COMMISSIONS
CITY COUNCIL Meets: The first and third Thursdays, 7:00 p.m., City Hall, Room C101
Comprised of five elected citizens to serve four-year terms. The election is held on the first Tuesday in November each
odd-numbered year. Candidates must be U.S. citizens and a City of Escanaba resident. They are nominated at large by
petitions, signed by not less than 50 qualified electors, and shall be filed with the City Clerk. The Council constitutes the
legislative and governing body of the City, possessing all powers and authority to pass ordinances and adopt resolutions as
they shall deem proper in order to exercise any or all powers held by the City.
BOARD OF APPEALS Meets: Call of the Chair, City Hall, Room 101
Has the power to hear and decide appeals on matters where the Zoning Ordinance provides for review of an administrative
interpretation, exception, or special approval permit. The Board can also authorize a variance from the strict application of
the Zoning Ordinance. Six members are appointed for three-year terms.
BOARD OF EQUALIZATION AND REVIEW Meets: 1st Tues. following 1st Mon. in March
Hears appeals from all property owners who feel their property has been inaccurately assessed and has the power to make
appropriate corrections in the tax roll. Consists of the Mayor and four members, two/thirds (2/3) which shall be tax-paying
electors of the City. Board Members have indefinite terms and are reappointed every two years.
BOARD OF LIBRARY TRUSTEES Meets: 4th Mon. of Month, 5:00 p.m., City Hall, Room 101
Responsible for formulation of general policies and procedures relating to library operation for preparation and submission
of annual budgets, planning future operation, hiring and overseeing nonunion library employees, and other duties as may be
assigned by the City Council. Five members are appointed for three-year terms.
BROWNFIELD REDEVELOPMENT AUTHORITY Meets: Call of the Chair., City Hall, Room 101
Facilitates the implementation of brownfield plans relating to the designation and treatment of brownfield redevelopment
zones and to promote the revitalization of environmentally distressed areas in the community served by the City of
Escanaba pursuant to Act 381. Five members are appointed for three-year terms.
CITIZENS’ ENVIRONMENTAL ADVISORY COMMITTEE Meets: Call of the Chair, City Hall, Room 101
Accumulates and coordinates citizen concerns as they pertain to environmental impacts within the City of Escanaba. Five
members are appointed for three-year terms.
DOWNTOWN DEVELOPMENT AUTHORITY (DDA) Meets: 4th Thurs. of Month, 8:00 a.m., City Hall, Room 101
Established under P. A. 197, 1975, creating a DDA Board made up of the Mayor and 7 members to be appointed by the
Mayor with Council concurrence. Not less than a majority of the members shall be persons having an interest in property
located in the downtown district. Not less than one of the members shall be a resident of the downtown district, as the
Escanaba area has over 100 people residing within the area. The establishment of the DDA is to correct and prevent
deterioration in the business district, as described in P. A. No. 197, 1975. The Mayor and City Manager will serve for an
indefinite period. The seven members meeting the criteria set forth serve for a four-year period.

HARBOR ADVISORY COMMITTEE Meets: Call of the Chair, City Hall, Room 101
Created for the purpose of advising Administration concerning operation of the Municipal Marina and concerning

district within the City limits. Seven members are appointed for three-year terms.
HOUSING COMMISSION Meets: 2nd Tues. of Month, 4:30 p.m., Harbor Tower
Created for the purpose of providing public housing for low-income & elderly persons, including management of publicly-
owned housing. Five members are appointed for five-year terms.
LIQUOR LICENSE REVIEW BOARD Meets: Call of the Chair, City Hall, Room 101
Created to review all applications for the issuance of new liquor licenses. After the Board's review and findings, a
recommendation is made to the City Council. Three members are appointed, one (1) council member and two (2) city
residents at large, each serving for a term of three (3) years.
LOAN ADMINISTRATION BOARD (LAB) Meets: Every Jan/Apr/July/Oct, 3rd Thurs., 8:00 a.m., City Hall, Room 102
City's approval body for economic development loans. Loan requests that meet federal, state, and local requirements are
presented to the Loan Administration Board for approval, modification, or denial. Five members are appointed for six-year
terms.
LOCAL OFFICERS COMPENSATION COMMISSION Meets: Every odd numbered year, Nov., City Hall, Room 102
Charged with determining the salaries and expense allowances of the City Council, the Mayor, and elected City officials.
Five members are appointed for five-year terms.
PLANNING COMMISSION Meets: 2nd Thurs. of Month, 6:00 p.m., City Hall, Room 101
Primary objective is to develop and oversee a master plan for the physical development of the City. The Commission
recommends action to the City Council on preliminary plat applications, reviews and makes recommendations concerning
proposed land development, rezoning, or amendments to the Zoning Ordinance. Nine members are appointed for three-year
terms.

PUBLIC SAFETY RETIREMENT BOARD Meets: 4th Tues. of Month, 8:00 a.m., City Hall, Room 102
Administers the investments which constitute the Pension Fund of Public Safety personnel covered under Act 345.
Membership consists of the City Treasurer, two Public Safety Officers elected by their peers for four-year terms, and two
citizens of Escanaba serving indefinite terms.
RECREATION ADVISORY BOARD Meets: 2nd Tues. of Month, 6:00 p.m., City Hall, Room 101
Advises the City Council and Administration about all phases of recreation in the City, including current operations, long-
term planning, and expenditures. Five members are appointed for three-year terms.
TRAFFIC SAFETY ADVISORY COMMITTEE Meets: 3rd Tues. of every other Month, 6:00 p.m., City Hall, Room 101
Serves the City Council and Administration in an advisory capacity, particularly as concerns vehicular traffic in the City.
This includes traffic flow, parking restrictions, street cuts, and sidewalk planning. Five members serve three-year terms.
